Ecourbanism

El texto muestra una serie de reflexiones en torno a las categorías de estudio de lo urbano y lo rural, la ciudad y el campo, que se vinculan con los diferentes nodos de discusión del desarrollo sustentable y su conceptualización. Lo que permite finalmente expresar una serie de ideas respecto de los espacios urbanos como palancas o frenos para alcanzar el desarrollo sustentable, principal reto del ecourbanismo.

BORDERS OF NATURAL-ECOLOGICAL FRAMEWORK OF URBAN PLANNING SYSTEMS OF ROSTOV REGION
Recently, the preservation of natural diversity and the sustainability of the landscape has become increasingly urgent. The comfort of urbanized areas depends on the well-being of the environment stabilizing landscapes that form the basis of the natural and ecological framework. In conditions of steppe agrarian landscape of Rostov region valleys of rivers and beams form the planning basis of natural-ecological framework. In order to improve approaches to planning of natural-ecological framework the methodology developed on the example of landscapes of Rostov region is proposed. Natural landscapes of Rostov region experience uncontrolled anthropogenic impact, there is no coordi-nated system of regulated nature management and urban development of the territory, which can lead to loss of natural balance. The article considers urban planning aspects of construction of borders of natural-ecological frame-work on the example of landscapes of Rostov region. The purpose of the study: to justify the urban planning method-ology of construction of borders of the natural-ecological framework, within the boundaries of which the legal regime of regulated environmental management in the conditions of the Rostov region is established. The study was carried out on the basis of: analysis of the regulatory framework defining the list of regulated environmental management zones with restrictive regimes of environmental management and other economic activities; Comparison of regulated environmental management zones and other economic activities for their regulatory impact on urban development of the Territory. The application of the results of the study is envisaged in the process of preparation of the territorial planning scheme of the Rostov region, as well as preparation of data for entry into the Unified State Register of Real Estate. The method of using the current provisions of the Federal Legislation in the formation of new urban planning mechanisms in the design of the natural and ecological framework of the territory in the regional conditions of the Rostov region is proposed.

Одним из основных факторов ухудшения микроклимата городской застройки в условиях Ростовской области, является деградация ландшафтов вследствие нарушения водного баланса территории. В статье рассмотрены основные причины нарушения водного баланса, в которые включены природные особенности региона, последствия антропогенного воздействия, климатических изменений и др. Приведены примеры из мировой практики градостроительного планирования, которые показывают актуальность и эффектив-ность компенсации последствий антропогенного воздействия и климатических изменений планировочными методами. Рассмотрен опыт США, Нидерландов, Канады и других стран, применяющих водосберегающие технологии при планировании. Показана взаимосвязь градостроительного планирования и формирования устойчивых городских ландшафтов. Интеграция водосберегающих технологий в городскую среду может быть средством оптимизации ландшафтов и средством создания уникальных городских пространств. Ре-культивация городского ландшафта малоэтажной застройки необходимый шаг в создании современной и комфортабельной городской среды в условиях Ростовской области. Предложены методы компенсации нега-тивных изменений городских ландшафтов, которые могут применяться на этапе городского планирования. А также предлагаемые методы могут применяться при реконструкции городской малоэтажной застройки. Рассмотренные методы касаются не только городских ландшафтов, но и сельскохозяйственных, которые окружают малые и средние города Ростовской области. В статье представляется авторская концепция организации малоэтажной жилой застройки на основе Урбо-Фаций. Предложены планировочные методы регулирования водного баланса территории на основе моделей экологозащитных ландшафтов: эко-ядро, эко-коридор и эко-барьер, а также рассмотрены аналоги из градостроительной практики. Рекультивация го-родских ландшафтов на основе градостроительных методов регулирования водного баланса территории, позволит создавать уникальные городские пространства, устойчивые к местным климатическим условиям и возможным последствиям изменения климата. Введение Локальные последствия климатиче-ских изменений на фоне нерациональной организации ландшафта заметны и ощу-тимы жителями Ростовской области. Го-рода, как и их окружающие ландшафты, испытывают существенное антропоген-ное воздействие, в результате которого нарушается водный баланс территории. Проявляется это в снижении комфортно-сти микроклимата городской среды, де-градации растительности, дегумифика-ции почв, эрозии, дефляции, иссушении ландшафтов, локальных затоплений и подтоплений, разрушении элементов обустройства территории, маловодности и загрязненности рек и других негатив-ных процессах [34]. Все это делает среду обитания человека чрезвычайно уязви-мой и актуализирует поиск методов ком-пенсации негативных изменений плани-ровочными средствами. А между тем роль воды в городской среде чрезвы-чайно важна и зачастую именного от вод-ного баланса территории зависит средо-стабилизирующая способность экологи-ческого каркаса города. The article is devoted to the development of the left-bank territories in the city of Rostov-on-Don. The development of floodplain areas for urban development is a complex issue that requires an informed decision. The article substantiates the development of the left-bank territories from the position of eco-urbanism on the basis and of the author's concept – PОLE (A separately planned landscape unit). The possibility of using rainwater as a resource for the development of urban areas and maintaining ecological balance in floodplain conditions is substantiated.

"No hay otro conocer urbano que la acción de la ciudadanía". Casi bastaría con replicar el contundente título que Mariano Vázquez Espí le puso a su magnífica ponencia del año 2002103 para sintetizar el contenido de la siguiente reflexión, pues dicho título constituye en sí mismo un programa y una declaración de intenciones que suscribo en su totalidad. En su comunicación, Vázquez Espí partía de una reflexión epistemológica ("queremos conocer cómo es que conocemos") para pasar a plantearse los "límites de la técnica" ante el dilema de la toma de decisiones en el marco de una realidad intrínsecamente multidimensional en la que la obtención de soluciones "viables" es matemáticamente posible (mediante optimación vectorial), pero no lo es la selección entre todas las soluciones obtenidas, pues, como él planteaba: "¿quién escoge? ¿el técnico? ¿el azar? ¿hay diferencia?". Tras abordar el carácter "polivalente" del "sujeto de la ciudad", y hacer hincapié en la necesidad de "perder el miedo al conflicto", la exposición culminaba con un alegato a favor de una democracia participativa que ayudase a "que los nuevos sujetos sociales acaben por construir su decisión colectiva".

An assessment of urban environment in the small and average size cities of the Rostov region revealed the landscape features of the cities influencing a comfort of living. The study of storm water treatment in a number of cases help to define the planning principles and patterns that should be used because of climate change. The innovative elements of urban landscape are considered as part of a water treatment system are offered.

The resources for better quality of urban environment lays in self-healing forces of living nature. The proposed Eco-clusters are the areas in the city with combine urban fabric and natural core. The core of Eco-cluster is a specially organized landscape site that supports self-healing processes of natural landscapes. Optimization of the city environment by creation of Ecological clusters is focused on perfection of the Town-planning principles of small Towns of Russian South Region. Рассмотрены приречные территории различных ландшафтных зон ЮФО и СКФО, дана типология приречных территорий, описаны закономерности формирования планировочных структур городских территорий на горных, предгорных и равнинных реках. Высказано пред-положение о принципиальном подходе к формированию городских структур на приречных территориях в зависимости от типа реки и прилегающего ландшафта. In article are considered riverside territories of various landscape zones SFD and the typology riversides territories. Also are described laws of formation structures of city territories on the mountain , foothill and flat rivers. The assumption of the basic approach about formation of city structures on riverside territories, depending on type of the river and an adjoining landscape is come out. La diversidad de enfoques teóricos y metodológicos que desde el ecourbanismo se han aportado para el abordaje de problemas de la urbanización propios de América Latina son el tipo de contribución que en este obra se presentan desde diferentes áreas del conocimiento. La obra se constituye en dos libros intitulados “ENFOQUES DESDE EL ECOURBANISMO PARA CIUDADES DE AMÉRICA LATINA”; uno de ellos representa la Parte I. Premisas conceptuales y enfoques metodológicos y el otro consiste en la Parte II. Estudios de caso y escenarios de desarrollo”.
Para la coordinación del conjunto de la presente obra se consideró como premisa fundamental que es a partir del intercambio de experiencias analíticas y estudios de caso que se puede enriquecer una discusión que nos acerque a la comprensión de respuestas a los retos que caen en el dominio de las interacciones entre el ser humano y el medio ambiente en sistemas urbanos. Por ejemplo, de manera emergente en diferentes contextos nacionales y regionales en América Latina, parte de estas respuestas vienen considerando con amplia relevancia las cuestiones del desarrollo sustentable, la vulnerabilidad a riesgos y la resiliencia como parte de procesos de planeación estratégica y diseño de elementos espaciales urbanos.
En tal contexto, este obra pretende ofrecer un espacio para al análisis, discusión y comparación de los avances en el estudio del papel de las ciudades como determinantes de cambio en las sociedades contemporáneas y los retos que estas enfrentan en relación con los procesos de urbanización y su interacción frente a los dilemas socioambientales y el desarrollo sustentable. Por ejemplo, como parte de los procesos metropolitanos la necesidad de reducir las emisiones de gases de efecto invernadero por las actividades urbanas, de formular e instrumentar políticas y acciones orientadas a ello y de resolver las limitaciones financieras para el logro de medidas de adaptación y mitigación que sugieren repensar y analizar la complejidad de las características individuales de cada ciudad y sus trayectorias socio-espaciales y geográfico-económicas por la demanda de recursos, servicios ecosistémicos y sus interconexiones entre sectores, procesos tecnológicos y políticas del desarrollo urbano.

Целью проводимого исследования является разработка перечня необходимых градостроительных мероприятий, направленных на оздоровление Нижнего Дона. В соответсвии с целью поставлены следующие задачи: определить проблемы рассматриваемой территории; разработать модели ландшафтноградостроительной организации; предложить градостроительные мероприятия способствующие оздоровлению Нижнего Дона. В статье рассматриваются проблемы градостроительной организации пойменных территорий Нижнего Дона от впадения р.Маныч до Азовского моря, от границ водосборного бассейна реки Тузлов до русла Азовского распределительного канала. Проведен картографический анализ рассматриваемой территорории на основе космоснимков (Google map), и данных кадастровой карты (Росреестр) и материалов ФГИС ТП. Выявлены множественные планировочные нарушения и нерациональные решения по размещению объектов хозяйственной деятельности, которые способствуют деградации водного объекта. Предложена модель организации пойменных территорий Нижнего Дона, основанная на функционировании сложившегося ландшафта, в которой поверхностный сток планируется рассматривать как ресурс развития территории. В целях проводимого исследования изучаемая территория условно разделена на 4 ландшафтные зоны: балочно-русловая, береговая, орошаемая и природоподобная. На основе выявленных проблем и типов ландшафтных зон разработаны планировочные модели организации пойменных территорий Нижнего Дона. Предложен перечень градостроительных мероприятий, которые направлены с одной стороны на водосбережение и охрану водных ресурсов, а с другой стороны на повышение показателей комфортности городских территорий. Статья разработана на базе ГАУ РО «РНИиПИ градостроительства» в рамках государственного задания на выполнение научно-исследовательской работы «Ландшафтно-градостроительная организация пойменных территорий Нижнего Дона (от Таганрогского залива Азовского моря до реки Маныч)» в 2021 году.
