European Space Policy (ESP) in May 2007  put as priority the need to improve coordination and synergies between defence and civilian space programmes and technologies, in a user-driven approach and to set up a structured dialogue with all actors involved.Has the  responsible for the ESDP body the necessary means to address these challenges?

Hellenic Presidency’s initiative “ESDP and Space”, presented on Sep. 25, 2002 at the EUMC, claimed that information from space minimizes uncertainty and increases the chances for prudent political decisions and that space assets constitute an essential segment of the military capabilities needed. The aim of the Greek initiative was to provide a background for the initial formulation of a Space Concept in the ESDP framework. As the way ahead, the Greek initiative commented that since the process of  reshaping the existing EU Space Policy in order to take into account all the strategic interests involved in space activities has started, the formulation of a conceptual ESDP Space Policy has been envisaged. EUMS took the tasking from EUMC to elaborate on this issue.

The issue was debated during the Nov. 12 2002  informal session of the European Ministerial Staff Directors, which took place in Athens. In the session, the Greek initiative was presented in detail by Greece’s National Center for Space Applications. During this session, the program was not only characterized as ambitious, but the French delegate wished the presidency luck in its implementation, underscoring how difficult and fluid the issue was (Pericles Zorzovilis, Greece To Pursue Integrated Space Policy in ESDP, Defence News,  January 6, 2003).

This article describes the design of planar transmit-arrays at 10 GHz with 1-bit and 2-bit phase quantization and specific unit-cell designs in each case. The influence of the main design parameters are investigated numerically. The measured directivity/gain values equal 26/23.6 dBi for the 1-bit design, and 23.7/14.3 dBi for the 2-bit design, respectively. In particular, the influence of the unit-cell size is highlighted. Both designs are built on a two-layer printed circuit board assembly and operate in linear polarization. Beam-steering characteristics up to ±30° are investigated and compared by tilting the feed source and by changing the phase distribution across the array.

"ESDP and Space" Initiative, pursued during the 2002-03 Hellenic Presidency of the European Union, has been succesful after the second presentation of March 12, 2003 at the EUMC and the intense debate between main actors in the meantime. Its impact has influenced two Council Decisions:
1. In 19 May 2003, the GENERAL AFFAIRS AND EXTERNAL RELATIONS (GAERC) Council (2509th meeting on its conclusions on ESDP),  for the first time "recognised the importance of the space applications and functions needed in order to enhance the EU capabilities to carry out crisis management operations. 2. In November 2004, the policy "ESDP and Space" has been adopted by the Council of the EU which states:"Following a detailed study of the military needs issued by the Hellenic presidency on 15 March 2003, the importance of space applications and functions was recognized by the Council on 19 May 2003 as well as in the Presidency report on ESDP, endorsed by the European Council at Thessaloniki on 19-20 June 2003." This paper presents novel implementations of bandpass filters in multilayered microstrip technology. The structures presented implement transversal filter topologies of order three. In order to allow for easy implementation of the required couplings, multilayered broadside configurations are proposed. We demonstrate that with the proposed configurations, both dualband and quasi-elliptic responses can be easily synthesized, by only changing the sign of certain entries in the coupling matrix. To easily adjust the signs of the couplings, novel resonators are proposed, including simple half-wavelength transmission line resonators, meander line resonators and short-circuited resonators. Experimental validation for one prototype is presented, demonstrating the validity and usefulness of the proposed configurations.

In this paper, a novel approach has been suggested to get spurious free window of dielectric resonator (DR) in MIC environment. In MIC environment, due to smaller thickness of substrate with respect to cavity dimension, the position of DR becomes asymmetric within the cavity. Due to this asymmetry, the field configuration of resonance mode modifies from its symmetry value and mode separation gets reduced. This asymmetry is compensated by introducing the different layers in DR, called as multilayer DR, with each layer having different permittivities. The multilayer makes the DR asymmetric with its axial direction and helps to compensate the asymmetry due to its position, and improves the mode separation. The results shows that multilayer ring DR gives always improved separation over the ring DR for all the range of substrate thickness.

In this research the feasibility of developing high efficiency mm-wave multipliers in the frequency range of 130-250 GBz has been studied. A frequency quadrupler for 140 GBz and frequency doublers for 183 GBz and 230 GBz have been analyzed and optimized. The development of high efficiency frequency multipliers is especially important for the spaceborne mm-wave and submm-wave heterodyne receivers used for radio astronomy and remote sensing of the atmosphere.

In this contribution, the analysis on high frequency class E design approach is presented. Starting from the classical theory, a numerical analysis is performed to extend class E feasibility at higher frequencies. The design of hybrid class-E amplifier in LDMOS technology for UMTS base-station applications will be presented, in order to validate the theoretical results. The simulated PA reaches an output power of 40.7 dBm in correspondence of 56% drain efficiency.
