The UN 2030 Agenda for Sustainable Development places new emphasis on the need to mobilise financial resources to achieve the 17 universal sustainable development goals (SDGs). The ambition is to ‘move from billions to trillions’, mobilising much higher resources in the pursuit of sustainable development (MDBs, 2015). Contrary to the Millennium Development Goals (MDGs), aid is no longer at the centre of a transformative development agenda. Blending Official Development Assistance (ODA) with other sources of finance is one of the forms taken to stimulate and leverage private investments and finance for sustainable development.

It is because of its high ambitions that the EIP has been heralded “a new chapter in EU development cooperation”, or more simply, blending 2.0. Living up to the expectation will be the exciting challenge.

Key messages:

Blending ODA with other sources of finance is one of the forms taken to stimulate and leverage private investments and finance for sustainable development. It is by no means a magic bullet, and should be used with great caution, so as to prevent unwarranted subsidy to private sector and market distortion, and waste of scarce ODA.

So far, blending efforts and approaches have been rather fragmented and different among key stakeholders. Despite similar rationales for blended finance, the principles, modalities and practices (not to mention definition) do vary among European financing institutions, and MDBs/DFIs.

To enhance the coherence and effectiveness of its external investment support for sustainable development, in line with the SDGs, the EU is establishing the External Investment Plan (EIP): a ‘onestop-shop’, to promote sustainable private investments with a view to also tackling some of the root causes of migration in Africa and the EU Neighbourhood.

To live up to its ambitions, a number of challenges need to be overcome, related to the EIP’s focus, design and politics, and synergy with other initiatives. It will notably require: to better monitor sustainability outcomes; to maximise effective additionality and leveraging; and stimulate development reform dynamics.

Demokrasi ve kurumsal yapılar ile refah arasındaki ilişkiyi ortaya koymaya yönelik dünden bugüne bir çok araştırma gerçekleştirilmiştir. Bu kapsamda yaygın görüş demokrasinin
göstergelerinin refahı olumlu yönde etkilediği yönündedir. Bu çalışmada Avrupa Birliği ülkelerinde 2007 ile 2014 yılları arasında demokrasinin göstergelerinin bir refah göstergesi
olarak insani gelişmişlik üzerindeki etkisinin araştırılması amaçlanmıştır. Çalışmada demokrasi göstergeleri olarak The Economist Demokrasi Endeksi ve Property Rights Alliance
tarafından ortaya konan Mülkiyet Hakları Endeksi ele alınmıştır. Demokrasi göstergeleri dışında ticari açıklık oranı, işsizlik oranı, enflasyon oranı, kamu eğitim harcamaları ve kamu
sağlık harcamaları değişkenleri çalışmaya dahil edilmiştir. Tüm bunların yanı sıra insani gelişmişlik göstergesi olarak Birleşmiş Milletler Kalkınma Programı (UNDP) tarafından ortaya
konan İnsani Gelişmişlik Endeksi alınmıştır. Çalışmada belirtilen amaç dahilinde panel veri analizi gerçekleştirilmiştir. Analiz sonuçları neticesinde Avrupa Birliği ülkelerinde demokrasinin göstergeleri ile insani gelişmişlik arasında pozitif yönde ve istatistiksel olarak anlamlı bir ilişkinin varlığı tespit edilmiştir.

There have been many researches carried out up to now to determine the relationship between democracy and institutional
establishments and welfare. In this context, it is widely known that the indicators of democracy affect the welfare in a positive
way. In this study, it was aimed to investigate the effect of democracy indicators on the human development as a prosperity indicator in the European Union countries between 2007 and 2014. The democracy indicators in the study included the The Economist Democracy Index and the Property Rights Index laid down by the Property Rights Alliance. Apart from democracy indicators, trade openness ratio, unemployment rate, inflation rate, public education expenditures and public health
expenditures variables have been included in the study. Besides all these, Human Development Index exposed by United
Nations Development Program (UNDP) was accepted as a human development indicator as well. At the end of the analysis, there was seen a meaningful relation statistically in a positive way between the democracy indicators of European Union Countries and the development of humanity.
