A wide variety of imaging applications exist for 1K x 1K midwave infrared (MWIR) imagers and Nova's Variable Acuity Superpixel Imager (VASTM) technology1,2 has now progressed to this image format. This paper will demonstrate a variety of imagery from MWIR cameras using this large format "LVASI" device; the in-pixel processing used by the LVASI cameras represents the state-of-the-art for image size, total field of view, high frame rates, low data bandwidths and real-time spatial reprogrammability of focal plane arrays (FPAs). Using these devices, imaging systems may now be implemented that permit the operator to "zoom in" to regions of interest with very high spatial resolution, while covering the remainder of the total field of view (TFOV) at conventional resolutions. The bandwidth compression attainable using these sensors helps to make possible systems that can transmit their high resolution imagery through wireless interconnected networks. We present recent infrared image data that highlight numerous applications including missile detection/tracking, search/rescue and remote surveillance applications.

Interests of sovereign states transcend across friendships of individuals, commonalities in cultures and beliefs and most importantly, economic gains (the genesis of constant competition for expansion and hegemony in today's international system). Over the years, Turkey's foreign policy has impacted on many African nations in many ways. It is either trying to compete with other powerful nations such as China and India or participating in Humanitarian activities in places such as Somalia, Sudan and Niger. Moreso there seems to be a need to analyse the interest of Turkey in one of Africa's most powerful countries, and Turkey's close ally in Africa, Nigeria. It has been a century of codial relationship between the two countries, before the major diplomatic downturn that occured after the failed coup attempt in Turkey. The paper also tries to analyse the AKP foreign policy toward Nigeria. Therefore, this paper analyzes the relationship and interests of Turkey in Nigeria. The paper will also analyse why the choice of Nigeria and not other countries on the continent. It will also critically discuss the strategies and failures of Turkish foriegn policy in Nigeria. The study uses the qualitative research method by critically analysing existing relevant studies published in journals, books, conference proceeds, media reports, parliamentary debates and so on. Propositions in this study are based on foreign policy perspective as the theoretical framwork. Findings show that the relationship between the two countries dates back to the Ottoman era. The paper tries to explore the origin and development of the relationship over the years.As the paper reflects from a foriegn policy perspective, it will analyse factors that form substance of the foreign policy analysis.

Wireless Sensor Networks (WSNs) are experiencing a revival of interest and a continuous advancement in various scientific and industrial fields. WSNs offer favorable low cost and readily deployable solutions to perform the monitoring, target tracking, and recognition of physical events. The foremost step required for these types of ad-hoc networks is to deploy all the sensor nodes in their positions carefully to form an efficient network. Such network should satisfy the quality of service (QoS) requirements in order to achieve high performance levels. In this paper we address the coverage requirement and its relation with WSN nodes placement problems. In fact, we present a new optimization approach based on the Flower Pollination Algorithm (FPA) to find the best placement topologies in terms of coverage maximization. We have compared the performance of the resulting algorithm, called FPACO, with the original practical swarm optimization (PSO) and the genetic algorithm (GA). In all the test instances, FPACO performs better than all other algorithms.

Large format detector arrays are responsive uniformly over spectral 1-5µm wavelength range and are available with RVS' high quality HgCdTe detector epitaxial layers on large area 15 cm diameter wafers. Large wafers enable both low cost High Definition (HD) staring FPAs, as well as the ability to approach giga-pixel format detector arrays with a seamless 10cm ×10cm continuous image plane size possible. With a 15 cm diameter detector substrate it is a straightforward growth path to a 5k×5k µm pitch 25 Mega-pixel infrared focal plane array (FPA) with smaller pitches allowing even greater format along the 10cm die length. This paper describes arrays 1.5 to 4 Mega-pixel infrared HgCdTe developed by RVS for demanding higher performance applications. Performance data for both the detector and ROIC for typical SWIR and MWIR FPAs operating at 85K will be presented. This paper will provide FPA performance capability for small pitch large format HgCdTe/Si detector arrays fabricated at RVS and manufacturing readiness low cost Mega-pixel infrared FPAs for current and future wide FOV high-resolution systems.

This paper serves as a companion to SPIE paper 4820-36, presented in Seattle in 2002. Advances in the design and application of "Variable Spatial Acuity" focal plane arrays are reported here, with specific examples of large format imagers and applications to which they are being applied. These devices have been developed through the combined requirements of (a) covering a wide total field of view while (b) retaining the highest possible spatial resolution on the objects of interest while at the same time (c) operating at the highest possible frame rate. Many thousands of frames per second are possible with the prototype imager while maintaining high spatial resolution. The prototype device operates as a visible imager, and we are pursuing the transition of this technology into the infrared domain. This paper will concentrate on applications of the technology and will show some imagery collected with the systems developed for their use.
