This article explores the issue of building international political structures in the High North area from the perspective of international regimes theory. The first section develops theoretical framework for analysis of regime in the Arctic – containing various conceptions describing relationships between notions, factors and determinants, the following section investigates the most significant issues and political science agenda concerning current situation in Arctic, the third section examines several approaches explaining the possibility development of international regime in that area.

This chapter sets out to discuss two major framework conditions for Norwegian foreign, security and defence policy: North Atlantic Treaty Organization (NATO) and the High North. Having to address increasingly heterogeneous security concerns and agendas, how do alliances shape their members’ foreign, security and defence policies? And how do the specific challenges related to the High North, such as Russia and other states’ policy agendas, form Norwegian responses and policies? In answering these questions, we aim to explore the framework conditions in a contemporary and historical context.

The reviewed volume is the final publication of the international research project led by University of Nordland (Norway) during 2009–2013. The book, containing both theoretical and case-study chapters, describes the Norwegian High North from its residents’ perspective. To that end, twenty microethnographies were created by the project participants, and all of them focused on the life and activities of the High North population. The overarching goal of the project is to suggest the new conceptualisation of the High North (as proposed in Norwegian governmental strategies) through providing a complex set of such microethnographies. The review analyses the outcomes of the research project and highlights its main drawbacks, including underdeveloped methodology, lack of well- formulated research framework and final synthesis. The review also suggests possible development of review techniques, focusing on the issues of reviewing the collections of essays.
