We are living in the Information age in which media shapes reality and builds public opinion. The current study aims to investigate the role of Pakistani media in influencing the relations between India and Pakistan. Following the qualitative approach and literature review method, online news, video clips and social media campaigns are arbitrarily selected and analyzed for coverage of major issues and incidents, in the context of Indo-Pak ties. It includes Prime ministers’ recent speeches, coverage of Kashmir and Baluchistan disputes and cultural exchange and cricket teams’ visits. It is assumed that social media can play a unique and positive role in developing a conductive environment for a better relationship between India and Pakistan if represented true public and political will. However, mainstream news media, including both newspapers and TV channels are likely to sensationalize issues for commercial gains and political scoring. Social media can provide an alternative platform to promote citizen journalism and public diplomacy. It can lead to mainstream media and influence policymakers to play a balanced role in improving bilateral ties between Pakistan and India. However, currently, social media mostly mirror public reactions; often extend animosity following negative propaganda on mainstream media and at diplomatic fronts.

Kosovo’s history has not been broadly studied and researched in Georgian scholarly. Especially little has been done in terms of the comparative studies of Kosovo, Abkhazia and Tskhinvali regions’ conflicts. Generally, the interest about this topic throughout the Georgian society has been rising after February 2008, when the independence of Kosovo was declared by the United Nations. This event significantly reflected on the political situation in the Georgian breakaway regions.
The main goal of this work is the comparative analysis of Kosovo, Abkhazia and Tskhinvali region’s conflicts. To achieve this goal, the article will focus on the historical period of 1920-40s. During which, the main political, cultural, ethnic and demographic processes took place in Kosovo as well as in Abkhazia and Georgian – Shida Kartli – region: post-war political developments on the Balkans by that time, had their strong influence on the Kosovo affairs. As for the Georgian breakaway regions’ conflicts, the Soviet occupation of Georgia in 1921 created the new circumstances for the separatist movements to thrive both, in Abkhazian ASSR as well as in the South Ossetian autonomous district.
These factors, finally defined the nature of the conflicts on the Balkans as well as in the Caucasus, which were to arise in the end of the 20th century.
Using various sources and scholarly literature, this paper attempts to examine the main common and distinctive aspects and characteristics of these conflicts. It aims to construct a broader scientific picture of the main peculiarities these modern conflict regions might share in the given historical period. It will focus on the political and geo-political factors surrounding these regions and examine to what extent the political circumstances in these regions were actually determined by the changing nature of the global and regional circumstances by that time.

In his seminal work, 'Gramsci, Hegemony and International Relations,' Robert W. Cox reflects upon Gramsci’s political ontology. Analyzing how Gramsci reasoned about the relationship between civil society and the state, he explores the ways in which Gramsci’s conceptualization could be adapted to international relations studies. With a particular focus on the concept of hegemony, Cox maintains that just as hegemonic relationships are formed among social classes within the state, similar structures may be found in the larger global framework. By adopting the Coxian approach, this essay attempts to apply Gramsci’s notion of a historical bloc to the analysis of the post-Cold War world order and the rise of China as a viable architect of a new international governance model. It thus maintains that the contemporary global economic and political developments indicate the ongoing formation of an alternative historical bloc which, despite currently falling short of Gramsci’s conceptualization of imminent radical change, signifies major implications for inter-state relations and world peace and security.

Agricultural biotechnology in general and ‘genetically modified organisms’ in particular present, depending on whom you believe, either great opportunities for – or threats to – the future of farming and of food security in Southeast Asia. As a reflection of this cognitive rift, countries in the region have adopted divergent policies on genetically modified crops. Although both countries strove to become biotech pioneers in the 1990s, today the Philippines has emerged as the regional leader in this second Green Revolution, whereas Thailand effectively has rejected the new technology. How can we explain these divergent biotechnological trajectories? In this essay I argue that the answer is to be found in the impact of the Asian financial crisis of 1997, which paved the way for mobilization and empowerment of opponents of agricultural biotechnology in Thailand, but not, or much less so, in the Philippines. In Thailand, genetically modified crops came increasingly to be perceived as incompatible with an ascendant and eventually hegemonic new development paradigm – sufficiency economy.

Gramsci’nin “tarihsel blok” söylemi, N. Poulantzas tarafından egemenliğin kapitalist toplumda kullanışını izah etmek için başvurduğu “iktidar bloğu” kavramına dönüşmüştür. Sınıflara bölünmüş kapitalist bir toplum olan Türkiye’de siyasal egemenliğin, tek bir sınıf değil, çeşitli sınıfların veya sınıf fraksiyonlarının ittifakı tarafından kullanıldığı düşünüldüğünde “iktidar bloğu” kavramı öne çıkmaktadır. Türkiye’de “iktidar bloğu”nun dönemler itibari ile hangi sınıfların temsilcilerinden oluştuğu bu çalışmanın ana sorunsalını oluşturmaktadır. Çalışmada, Cumhuriyetin kuruluşundan günümüze kadar Türkiye’de “iktidar bloğu”nun gelişimi, değişimi ve dönüşümü diyalektik olarak incelenmiştir. Türkiye Cumhuriyeti kurulduğunda iktidar bloğunun; ordu ağırlıklı bürokrasi önderliğinde, büyük ticaret burjuvazi ve büyük toprak sahiplerinden oluştuğu görülmektedir. 1950 seçimleri ile bürokrasi iktidar bloğundan dışlanmıştır. Sanayinin gelişimine paralel olarak, sanayi sermayesinin çevresinde oluşmuş kentsel bir koalisyonun desteğini arkasına alan 1960 müdahalesi iktidar bloğunda hâkim sınıfların sıralamasını değiştirmeye yardımcı olmuştur. Birikim rejimindeki gelişmelere bağlı olarak iktidar bloğunda ticaret burjuvazisi ile beraber hakimiyetini sürdüren büyük sanayi burjuvazisi 12 Eylül müdahalesinden itibaren tek başına hegemonyasını devam ettirmiştir.

Olağanüstü halin ritmine uygun bir şekilde seçim takvimine de olağanüstü müdahalede bulunuldu ve 19 ay önceye çekildi. Çok sayıda anlamı barındıran bu müdahalenin nedenlerini iki grupta toplayabiliriz. Birincisi iç politikanın fenomenal yönüne aittir. İkincisi ve en önemlisiyse, iç politika alanını kapsayarak onu aşan, dış politika, diplomasi, ekonomi, devletin ideolojik aygıtları ve baskı aygıtlarını biçimlendiren momentum özelliğidir—yani yapısal karakteridir. Seçimlerin iki ay sonraya alınarak “baskın” karakteri kazanmasında, birazdan detaylandıracağımız ikinci gruptaki gelişmeler belirleyicidir.

İç politikanın fenomenal yönü, her gün televizyonda gazetede gördüğümüz liderlerin beyanatları, partilerin atışmaları, ittifakların ani değişen yapısından müteşekkildir. Gramsci’nin konjonktürel görüngüler dediği çok kısa bir zaman diliminde gerçekleşen ve yine çok kısa bir zaman dilimini etkileyen olayların toplamıdır. İç politikanın fenomenal durumunda “gündem” denilen şey akışkanlık halinde olduğu için öznelerin dikkatini daha hızlı çeker, ancak, sürekli değiştiği içinse odaklanma güçlüğüne yol açar. Bilhassa liderlerin beyanatları ve davranışlarına sürekli anlam yüklemeye zorlar ki, bir aşamadan sonra tefsircilikle medyumluk arasında bir pozisyon oluşur.

Türkiye’de entelektüellerin bir çoğu bu durumdan mustariptir. Gündemin sürekli aktığı ve çeşitlendiği politik iklimde söylemler ve öneriler gündemin sınırları içerisine hapsolur. Bu da gündem denilen şeyin sınırlarına hapsolmanın başka bir yoludur. Gündemi belirleyen ve gündemle belirlenen ikileminden haklı çıkmanın yahut “bunu daha önce demiştim” demenin ise kıymeti azdır.

Seçim takvimine ilişkin hem süreci anlamaya hem de sola perspektif çıkarmaya dair bir amaç varsa odaklanılması gereken, yapısal ve somut karakterdir. Bu da iktidar bloğunun kompozisyonunu ve iktidar partisi ile sermaye fraksiyonlarının ilişkisini anlamayı gerektirir. Burjuvaziyi tarihsel olarak egemen sınıf statüsünde tutan faktörlerden birisi toplumsal üretim araçlarının mülkiyetini elinde bulundurma ise, diğeri de siyasal egemenliğini tesis ederken gündeme değil, uzun vadede ileriye odaklanması, buna uygun planlamalar yapması, belirli bir programa sadık kalmasıdır.

Bu bağlamda, AKP iktidarının gerek OHAL’i başlatması, gerek 7 kez uzatması, gerekse seçim takvimini yeniden düzenlemesi “tek adam” söylemiyle sınırlandırılacak kadar basit değildir. Weberci argümanlara sığınarak ülkede olan bitenleri değerlendiren liberal/sol-liberallerin yanılgıya düştükleri yer tam olarak burasıdır: AKP iktidarının kapitalist karakterini arka plana iterek, iç politikanın parlamento gibi mekanizmalarındaki atışmalı çekişmeli söylemsel versiyonundan projeksiyon oluşturma gayretindedirler. Bu nedenle sürekli dönen çark içindeki hamster gibi ileriye gittiklerini zannetseler de bulundukları yerde sabittirler.

Liberaller politikanın seçimlerle başladığını seçimlerle bittiğini düşünerek hareket ederler, seçim güvenliği sağlandığında “normalleşme” sağlanacağına dair korelasyon kurarlar. Liberal kimliğinin hakkını verenler için hangi politik pozisyonun kazandığı değil, parlamenter çoğulcu burjuva demokrasi mekanizmalarının çalışıp çalışmadığı önemlidir. Kısacası güttükleri politikanın amacı sınıfsal depolitizasyondur: Sistemin sağlıklı çalıştığı kanaatini yaygınlaştırarak egemen sınıflar dışındakilerin politikaya katılımını temsili demokrasiyle sınırlandırmaya çalışırlar.

AKP iktidarının önce başkanlık projesini gündeme getirmesi, daha sonra 15 Temmuz darbe girişiminden sonra süreklileştirilmiş OHAL’le yoluna devam etmesi, şimdi ise 2019 seçimlerini çok yakın bir zamana çekmesi farklı zaman dilimlerindeki anlık olaylar değildir. Yahut Marx’ın dediği üzere, duru gökyüzünde çakan bir şimşek de değildir. Bir sermaye partisi olarak AKP, belirli bir projeye sadık kalarak, çeşitli dönemlerde ileri-geri manevralar eşliğinde iktidardaki görevlerini yerine getirmektedir.

This study uses Gramscian hegemony theory and the social movement approach to cooperative development to investigate the cooperative development gap that opened up between the provinces of Québec and Saskatchewan from 1980 to 2010. First, provincial sector growth is compared across several indices to establish this gap's empirical scope and scale. Second, historical research and fieldwork findings are used to illuminate the gap's origins and its historical significance. The article concludes that the development gap has been largely driven by bloc formation and dissolution-the historic erosion of Saskatchewan's traditional, agrarian-cooperative bloc and the renewal and expansion of Québec's social economy bloc. RÉSUMÉ Cette étude utilise la théorie de l'hégémonie de Gramsci et la méthode par le mouvement social pour le développement des coopératives afin d'enquêter sur l'écart qui s'est creusé entre les provinces du Québec et de la Saskatchewan de 1980 à 2010 en ce qui a trait au développement des coopératives. Tout d'abord, pour établir la portée et l'échelle empiriques de cet écart, cette étude compare la croissance de ce secteur entre les deux provinces. Ensuite, l'origine de l'écart et sa signification historique sont mis en lumière grâce aux recherches historiques et aux conclusions tirées de l'étude sur le terrain. Finalement, il est conclut dans cet article que l'écart de développement a été majoritairement créé par la formation et la dissolution de blocsl'érosion par le temps du bloc coopératif agraire traditionnel de la Saskatchewan ainsi que le renouveau et l'expansion du bloc d'économie sociale du Québec.

The aim of this paper is to evaluate the potentials of Eurasia in becoming a historical bloc within the current world order. The theoretical framework of this paper is based on Robert Cox's Critical Theory, which claims that a change in World order may occur through the " war of position " between counter historical blocs. Eurasia with its many emerging economies and vast energy supplies is one of the most dynamic regions of the World. Moreover, besides improving intra-regional relations, Eurasia also endorses a multipolar and pluralist World order. While direct instruments of this endorsement are organizations like Shanghai Cooperation Organization and Eurasian Development Bank; indirect instruments are organizations like BRICS and New Development Bank. In the light of Critical Theory, international and interregional organizations play a crucial role in constituting historical blocs. Therefore, this regional dynamism in Eurasia deserves a close analysis. This paper pursues a holistic approach. For this reason, after introducing main characteristics of current world order within the light of the abovementioned theory, in this paper, I am aiming to focus on relational and institutional perspectives, rather than to evaluate Eurasian countries individually, ÖZ Bu çalışmada Avrasya'nın bir tarihsel blok oluşturmak yönündeki potansiyeli incelenmektedir. Bu inceleme, Robert Cox'un kurucularından olduğu ve dünya düzeninde değişimin " mevzi savaşı " aracılığıyla gerçekleşeceğini belirten Eleştirel Uluslararası İlişkilier Kuramı'na dayanarak yapılmıştır. Yükselen ekonomileri ve sahip olduğu enerji kaynaklarıyla dünyanın en dinamik bölgelerinden olan Avrasya, bölgesel ilişkilerini geliştirmenin yanısıra, çok kutuplu ve pluralist bir dünya düzenini destekler bir tutum içerisindedir. Benimsenen kuramsal çerçevede açısından uluslararası kurumlar tarihsel blok oluşumu açısından hayati önemde olduğundan Avrasya'nın tarihsel blok oluşumu tartışması kapsamında Şangay İşbirliği Örgütü ve Avrasya Kalkınma Bankası gibi kurumlar özellikle ele alınmış, BRICS ve Yeni Kalkınma Bankası gibi uluslararası kurumlar ise potansiyel ve mevcut işbirlikleri açısından değerlendirilmiştir. Belirtilen konu, temel alınan kuramsal çerçevede bütünsel bir yaklaşımla incelenmiş, mevcut dünya düzeni içerisinde Avrasya devletleri birbirinden bağımsız olarak değil, kurumsal ilişkileri açısından ele alınmıştır.

This thesis uses transnational historical materialist theory and methodology to explicate the transformation of Ukraine's economy after the demise of the USSR, examining specifically the period from 1991 to the present. Thus, the thesis explores the ways in which the formation of the capitalist historic bloc, the ascent and agency of Ukraine's capitalist and ruling class(es), and the agency of transnational capital are the driving forces behind that transformation and its socially destabilising nature. Social agency is one critical issue in this argument, in that as this thesis shows the main reason behind the inability to stabilise the social order in Ukraine is the ongoing rivalry in the process of class formation.
Neoliberal marketization reforms (actively supported by IMF, WB, and EBRD) allowed Ukraine's rival ruling and emerging capitalist class and their fractions to pursue their personal economic interests and by that undermine possibilities for socio-economic stabilisation. Thus Ukraine's economy has been shaped through processes of accumulation by dispossession (Harvey, 2003), or privatisation, and capitalist class fractional formation and rivalry. In the latter process a capitalist class-for-itself has emerged through organising its fractions around political parties and through actively engaging with the EU and US lobby and interest groups. Through these practices, a process of trasformismo (Gramsci, 1971) and effective strengthening of Ukraine’s capitalist historic bloc is evolving. Ukraine’s ideologically semi-denationalised ruling (Sassen, 2007) and capitalist forces that emerge from the trasformismo dialectic by transnationalising Ukraine’s state for their own political and/or economic gain essentially institutionalise the discipline of capital and facilitate a passive revolution (Gramsci, Ibid.) towards a generation of consent to the global hegemony of neoliberal market ideology. This ‘passive revolution’ further incapacitates possibilities for the emergence of ideological and thus political counter-movements and alternative institutional forms.

“İstikrar”, AKP iktidarının rüyası idi; şimdiyse “kabusu” oldu. Bugünlerde siyasette ve ekonomide bir şeyler “istikrarlı” şekilde yükseliyor. Dolar da, işsizlik de, enflasyon da, geçim sıkıntısı da, yoksulluk da artıyor. Bunun karşısında eskiden olduğu gibi “dış güçleri”, “lobileri”, hayali düşmanları suçlamaksa işe yaramıyor. AKP’nin içerisinde bulunduğu ve Türkiye’yi soktuğu durum, ne tek başına partinin ne de tek başına siyasette veya ekonomide yaşanan krizin habercisidir. Yaşanılanlar, darbe girişiminden sonra iktidar bloğu içerisindeki gerilimlerle ivme kazanan tarihsel bloğun krizidir.

Tarihsel bloğun yapısına uygun olarak, kapitalist devletin belirli tarihsel koşullarda farklı siyasal biçimleri bulunur: rekabetçi devlet, refah devleti, neoliberal devlet, vs... Bu biçimler, yaratılan artığa el koyma şekli ve toplumsal üretim ilişkilerinin karakteri tarafından belirlenir. Her biçimin kendine özgü ideolojik, siyasi ve iktisadi belirlenme ilişkileri vardır; her birinin buna uygun iktidar profili bulunur. Örneğin, Amerika’da, Rusya’da, Macaristan’da, Polonya’da, Türkiye’de otoriter yahut neo-faşist iktidarların yükselişi, benzer davranışlara sahip liderlerin ortaya çıkışı, bu belirlenme ilişkilerinden kaynaklanmaktadır.

Günümüzde klonlanmış hissiyatı uyandıran rejim ve lider türlerinin yaygınlaşmasında neoliberal sistemin içerisinde olduğu kriz etkilidir. Kriz derinleştiği ve buna karşı çözümler yetersiz kaldığı ölçüde, devletin baskı aygıtları öne çıkar. Ayrıca oligarşik yönetimlerin yalın biçimleri kişiler üzerinden cisimleşir. Tüm bunlara rağmen, sınıfların denge durumunu koruyamayan, aralarındaki gerilimleri çözemeyen, belirli bir proje etrafında sınıfları toplayamayan iktidarların krizi, her yerdedir.

Liberallerin devlet liderlerinin davranışlarına endekslediği “otoriterleşme” yorumlaması eksik ve hatalıdır. Oligarşilerin sürdürülebilirliğinde devletin aygıtları ve kurumları arasındaki güç bileşkesi keskinleşmektedir. Engels’in ‘Anti-Dühring’te vurguladığı, devletin önemli vasıflarından birisi kamusal “güç” niteliğidir. Ve burjuva liberalizminde yasama-yürütme-yargı olarak şekillenen “güç”ün ayrışması, iktidarların krizle karşı karşıya kaldığı anlarda yürütmede toplanarak, tekleşir. Sermayenin çıkarları için kısa vadeli çözümlerde “güçlü yürütme” çeşitli avantajlar sağlar. Ne var ki, siyasal projesi çökmüş ve mutlak şekilde baskı aygıtlarına dayalı bir iktidar, uzun ömürlü değildir.
