Abstract
In terms of the history of Turkish democracy, events such as Senedi-i İttifak, Tanzimat Fermans, Islahat Fermans, Declaration of the First Constitutional Monarchy and the Second Constitutional Monarchy are seen as important developments. The first of these developments, Sened-i İttifak, and Sultan had to know a group (Ayanlar) other than his authority in the state administration. Although it later eliminated these individuals one by one, it is still possible to say that the authority of the Sultan was questioned for the first time in the Ottoman State in the context of democracy. With the Tanzimat Edict, non-Muslim people living in the country and found as autonomous communities gained minority status. With the Reform Edict, their lives were made easier by granting wider rights to the minorities in the public. The Ottoman Empire gained a constitutional system with the First Constitutional Era. However, this did not last long, the Constitutional Period that started on 23 December 1876 was suspended under the pretext of the 1877-1878 Ottoman-Russian War, and the parliament was closed indefinitely.
During the 33-year reign of Abdulhamid the Second, the Young Turk Movement strengthened, found many fans, and rebelled to put the Constitution into force again. The revolt started on 3rd July 1908 and on 24th July 1908 the Constitutional Monarchy was declared for the second time.
In this study, the telegrams sent by British Consuls to their home countries between 7th July 1908 and 7th August 1908 were discussed. The aim of the study is to reveal the views of the British Consuls on the revolt experienced during the declaration of the Second Constitutional Period and what kind of information they sent to their country. The main source to be used in the study is the document titled “Correspondence respecting the Constitutional Movement in Turkey, 1908”, published in 1909, which is thought to be compiled from British Consular telegrams. The document contains a total of 130 telegrams, which started on July 7, 1908 and continued until the end of the year. Since our main purpose is to examine the rebellion period and the process just behind the rebellion, 53 of the telegrams were examined by document analysis method, and it was tried to deduce how the British Consuls analyzed the events in the Ottoman State.

Türk demokrasi tarihi açısından Senedi-i İttifak, Tanzimat Fermanı, Islahat Fermanı, I. Meşrutiyet ve II. Meşrutiyet’in ilanı gibi olaylar önemli gelişmeler olarak görülmektedir. Bu gelişmelerden ilki olan Sened-i İttifak ile Sultan devlet yönetiminde kendi otoritesi dışında bir grubu (Ayanlar) tanımak durumunda kalmıştır. Gerçi daha sonra bu ayanları tek tek ortadan kaldırmışsa da yine de demokrasi bağlamında Osmanlı Devleti’nde ilk kez Sultanın otoritesinin sorgulandığını söylemek mümkündür. Tanzimat Fermanı ile ülkede yaşayan ve özerk cemaatler olarak bulunan gayrimüslim halk azınlık statüsü kazanmıştır. Islahat Fermanı ile de halkın içinde bulunan azınlıklara daha geniş haklar verilerek yaşamları daha da kolaylaştırılmıştır. I. Meşrutiyet ile Osmanlı Devleti anayasal bir sisteme kavuşmuştur. Ancak bu uzun süreli olmamış, 23 Aralık 1876’da başlayan Meşrutiyet süreci 1877-1878 Osmanlı- Rus Savaşı bahane edilerek askıya alınmış, meclis süresiz olarak kapatılmıştır.
II. Abdülhamid’in 33 yıllık saltanatı süresince Jön Türk Hareketi güçlenmiş, çok sayıda taraftar bulmuş ve Meşrutiyet’in tekrar yürürlüğe konması için isyan etmişlerdir. İsyan 3 Temmuz 1908’de başlamış ve 24 Temmuz 1908’de de Meşrutiyet ikinci kez ilan edilmiştir.
Bu çalışmada 7 Temmuz 1908 ile 7 Ağustos 1908 tarihleri arasında İngiliz Konsoloslarının kendi ülkelerine göndermiş oldukları telgraflar ele alınmıştır. Çalışmanın amacı İngiliz Konsoloslarının II. Meşrutiyet’in ilanı sürecinde yaşanan isyana bakış açıları ve ne tür bilgileri kendi ülkelerine göndermiş olduğunu ortaya koymaktır. Çalışmada kullanılacak olan ana kaynak İngiliz Konsolos telgraflarından derlendiği düşünülen 1909 yılında yayınlanmış olan “Correspondence Respecting the Constitutional Movement in Turkey, 1908/Türkiye’deki Anayasal Harekete İlişkin Yazışmalar” başlıklı belgedir. Belgede toplam 130 telgraf olup bunlar 7 Temmuz 1908’de başlamış ve yılın sonuna kadar devam etmiştir. Burada ana amacımız isyan dönemi ve isyanın hemen arkasındaki süreci incelemek olduğundan telgraflardan 53 adedi doküman inceleme yöntemi ile incelenmiş olup buradan İngiliz Konsoloslarının Osmanlı Devleti’nde yaşanan olayları nasıl analiz ettikleri çıkarılmaya çalışılmıştır.
