They are known as famous entrepreneurs of their time such as Thomas Edition, John D. This research project is an empirical case study from Thailand. The research aims to provide empirical evidence of how innovation development in a local farming community enterprise is promoted through knowledge exchange collaboration by the local university and public authorities. This form of trilateral partnership is known as the triple helix model of collaboration. The empirical case setting was a single-site case study bounded by two investigative propositions, including knowledge networks and innovative entrepreneurship. The selected case was an organic rice farming community from the Northeast region of Thailand. The research conduct was a qualitative grounded theory approach using focus group interview and documentary analysis for the research data collection. The study discovered that public supports engaged with the collaboration in the form of financial support scheme that shaped the delivery of the university outreach. The delivered university outreach then helped promote knowledge-based entrepreneurship development in the studied organic rice farming community enterprise. The university's essential contribution to the collaboration was required knowledge for innovation development for the business of the enterprise. The vital knowledge transferred was used to promote innovation in the enterprise, especially its production and marketing advancement. However, the study also found critical challenges requiring further development. These challenges were the lack of local farming technology creation, financial management, and skills improvement involving these challenging determinants.

Abstract: Morocco has seen a galloping increase in digital wallets since the introduction of this mobile solution in 2018. However, the period from 2015 to 2020 is marked by a downward trend in the creation of innovative ICT companies. In the context of this article, and in order to explain this reality, we will try to answer the following question: What is the relationship between the key factors of creation of new technological firms and the emergence of innovative Paytech companies in Morocco? To answer our central question, we have used scientific realism as an epistemological position, and the hypothetico-deductive approach as a research approach. In order to study our research hypotheses, we constructed a sample of 30 individuals working with actors of the ecosystem of these companies. In order to carry out the empirical analysis of our conceptual research model, we used cross-sectional data regression. The results of the study show that the emergence of innovative Paytech companies in Morocco is linked to the importance of the external network actors facilitated by the incubators and to the access of the founders of innovative Paytech companies to bank loans.

These elements have significant impacts on the firm's competitive ability. By based on the findings, this paper also theoretically discusses these elements and their effects on three aspects, including inventory strategy, logistic strategy, location strategy. With the study results, this paper can identify the success factors of innovative entrepreneurship in local crosscountry freight enterprises. By using the grounded theory, it also theoretically compares the empirical results with innovative entrepreneurial elements identified in the literature and previous studies. The Talent is viewed as a competitive issue. Meanwhile, Knowledge Talent is indeed required for shaping an innovative ecosystem sphere. Malaysia is still fighting the “Knowledge Talent” war due to the rising talent and skill gap between available graduates and industries’ demands. Profound collaboration between the Government, University and Industry known as Triple Helix (TH) model has been highlighted as the main driver to fill this gap. Providing an exploration of the fundamental conditions and contextual sensitivity that hinder university-industry linkages, this paper suggest the ideal TH model framework to fill the gap and provide a solid basis by considering institutionalism perspective in the Malaysia context. The evolutionary perspective stipulates better understanding of overlay in communication and gap between the Government, University and Industry to reshape the Knowledge Talent pool systems to fill the gap in contributing to the transition of a hybrid TH culture-taking...
