With the disintegration of the European colonial system after the Second World War, many things appeared on the international stage that changed the nature, style and strategies of international relations. Among those things, the emergence of new nations of Asia, Africa and Latin America brought about such a drastic change that the nature of international relations underwent a significant change in terms of its contents and style. Non-alignment is an Indo-Anglican word. With the only exception of the Random House Dictionary, no other dictionary recognises non words. So, as a concept, Non-alignment owes its origin to India. It was during our national independence movement, says Subimal Dutt in his memoirs ‘With Nehru in the Foreign Office', that "the principle of non-alignment was accepted by the Congress at Haripura session (1939). Even our culture and philosophy preaches what we refer to today as non-alignment, And this old Indian philosophy was asserted by Gandhi when he advocated that "India should be friendly to all, enemy to none."i

Für Jugoslawiens innere Entwicklung ergab sich das gestiegene Maß an äußerer Sicherheit durch den verstärkten Rückgriff auf das Völkerrecht und den blockfreien Status. Das war entscheidend, um sich endgültig vom sowjetischen Gesellschaftsmodell zu verabschieden – Jugoslawien stellte damit einen Sonderfall im durch die ideologischen Blöcke zerrissenen Europa dar, das außen- wie innenpolitisch eigene Wege ging , die es näher an die sogenannte „Dritte Welt“ der „newly liberated countries“ führten. Dabei lagen zu Beginn vor allem objektive äußere Gründe vor, welche die Staatsführung veranlassten, unter Bewahrung des Sozialismus eine neue blockfreie Position ihres Landes im internationalen System zu suchen. Deshalb war Tito und der übrigen Staatsführung so am Erfolg der Blockfreiheit gelegen – das außenpolitische Prestige, z. B. als verlässlicher Vermittler bei Konflikten und die vielen Abkommen zum visafreien Reiseverkehr nutzten der eigenen Wirtschaft und der inneren Stabilität enorm. Daher darf auch der Beitrag zu einer Friedenspolitik im Sinne der UN-Charta nicht unterschätzt werden, auch wenn die Initiativen selten in „hartes“, d. h. kodifiziertes Völkerrecht mündeten.

O trabalho se propõe traçar uma trajetória das estratégias de circulação de informações na comunicação entre países em desenvolvimento (eixo Sul-Sul), desde a experiência do Movimento Não-Alinhado nos anos 1970-1980 até a recente expansão do colaborativismo, sob uma perspectiva da questão do espaço: que fronteiras, territorialidades e “urbanias” são constituídas, tanto entre estas sociedades quanto entre as desenvolvidas. Para isso, são discutidos os determinantes que a organização da produção capitalista coloca à construção da espacialidade, a hegemonia das noções capitalistas de espaço urbano sobre o cenário global e de que forma as iniciativas abordadas se contrapõem a estes modelos. Toma-se como objeto aqui o modelo operacional de agências de notícias internacionais em contraste com o pool de cooperação não-alinhado liderado pela Iugoslávia.
