Ottoman Political Economy

Bu çalışmada uluslararası finans sermayenin Osmanlı ekonomisi üzerindeki etkilerinin Düyun-u Umumiye İdaresi’nin mali denetimi açısından analiz edilmesi amaçlanmaktadır.  Çalışmada, Rumeli demiryolu yatırımının finansmanı için çıkarılan ikramiyeli tahvillerin incelenmesiyle, uluslararası sermayenin Osmanlı ekonomisinde yarattığı finansallaşma eğilimi incelenmektedir. Çalışmada, Düyun-u Umumiye’nin mali denetim dışındaki faaliyetlerinin özellikle yabancı yatırımlara yönelik faaliyetlerinin sonuçlarını analiz edebilmek açısından Rumeli demiryollarının finansmanı için çıkarılan İkramiyeli tahviller incelenmektedir. 1870 ve 1872 yılında iki seri halinde çıkarılan ve kura ile ikramiye kazandıran tahvillerin getirisinden küçük yatırımcılar yararlanamamıştır.

Özet Sûrnâmeler, padişah çocuklarının sünnet düğünlerini, sultanların evlilik merâsimlerini ve şehzâdelerin doğumu eğlencelerini konu edinen eserlerdir. Az miktarda da olsa sûrnâme yazarlarının devrin ileri gelenlerinin düzenledikleri eğlencelere yer verdikleri de görülür. Abbâs-zâde Mehmet Emin Efendi, paşa çocuklarının sünnet düğünlerini konu edinen sûrnâmelerden birisini yazmıştır. Eser 2 Temmuz 1764 senesinde Çorlulu Köse Bahir Mustafa Paşa tarafından düzenlenen sünnet eğlencesini anlatmaktadır. Bu sûrnâme manzum mensur karışık yazılmış olup, üç kısımdan oluşur. Yazar, eserin birinci kısmına besmeleyle başlar, tarih bilgileriyle devam eder ve bölümün sonunda da paşaya iltifatlarda bulunur. İkinci kısımda ise eğlencenin ikici günü olan pazartesinden başlayıp beşinci günü olan perşembeye dek süren eğlenceleri konu edinir. Bu bölümde Muhsin-zâde Mehmed Paşa, Aydın valisi SilahdarMehmed Paşa, SeyyidAhmed Paşa, Mirza-zâde Seyyid Mehmet Said Efendi, dönemin İstanbul Kadısı, Galata ve Üsküdar'daki din adamları gibi yöneticiler, bu yöneticilerin getirdiği hediyeler ve Bektaşîler hakkında bilgiler verilir. Yazar, üçüncü kısımda da Farsça bir hatime ile sûrnâmeyi bitirir. It is also seen that the writers of the festival books, even in small quantities, have included the entertainments of the elders of the devolution. Abbâs-zâde Mehmet EminEfendi has written one of the surahs that are about the circumcision weddings of pasha children. The work describes the circumcision ceremonies held by CorluluKöseBahir Mustafa Pasha on 2 July 1764. This surname is written verbatim and is composed of three parts. The author starts with the nursery to the first part of the work, continues with the history information, and is at the end of the chapter in pasha compliments. In the second part, the fun begins with the second day of fun and starts with the fifth day, which takes place during the afternoon. In this section, Muhsin-zâde Mehmed Pasha, Aydin governor, Silahdar Mehmed Pasha, Sayyid Ahmed Pasha, Mirza-zadeSeyyid Mehmet Said Efendi, administrators such as clergy in judge of İstanbul, Galata and Üsküdar are given information about the gifts and Bektashis brought by these administrators. In the third part, the author finishes the surname with a Persian word.

Before 1900, there were few foreign banks in the Ottoman Empire. The
most important foreign bank was the Imperial Ottoman Bank. Many rival foreign
banks established a presence over time, which could have undermined the power
of the Imperial Ottoman Bank due to greater competition. This article examines
how rival foreign banks affected the Imperial Ottoman Bank branches, using data
on profits of these branches between 1895 and 1914. Empirical findings do not
indicate that rival bank branches were related to lower profits for Imperial Ottoman
Bank branches in the respective markets.

The article analyzes aspects of French trade in the Levant during the eighteenth century by tracing the link between commercial exchange, institutions, and socio-cultural interaction within the system of French échelles in the Eastern Mediterranean. As the paper argues, this trade not only acquired a primary relevance within Ottoman and French economies but also created institutional and social interdependencies that prefigured nineteenth-century developments. The study discusses how economic, institutional, and social aspects are highly intertwined, each of them playing a core role in explaining the relevance of the French presence in the Early Modern Eastern Mediterranean.

Bu çalışma Türk siyasal kültürü açısından hayatî önemi haiz bir dönemi, Tanzimat Devri’ni odağa almaktadır. Ancak Türk modernleşmesinin eğilimlerine ilişkin kapsamlı bir analize ulaşabilmek amacıyla tarihsel çerçeve, 19. yüzyılın başlarından II. Abdülhamid’in Meclis-i Mebusan’ı süresiz tatil ettiği yıla kadar genişletilmiştir. Bu zaman kesiti boyunca siyasal seçkinler ile kurumların dönüşümünün niteliği irdelenmiştir. Tüm radikal dönüşümlere rağmen, İmparatorluk geçmişinden tevarüs edilen klasik meşru otoriteye ilişkin süreklilikler tespit edilmiştir. Bu bağlamda siyasal modernleşmenin klasik siyasal kültürün ana hatlarını korumaya yönelik bir yol tercih ettiği gösterilmiştir. Böylelikle çok-dilli ve çok-dinli toplumsal yapıya hükmeden imparatorluğun siyasal seçkinlerinin her türlü krize, bütünlüğü korumak için klasik-geleneksel reflekslerle yanıt verdiği ileri sürülmüştür. Neticede ise Tanzimat Devri’nde otoritenin bürokratik örgüt içinde yayılmasına karşın, ciddi bir kriz anında tekrar ve bu defa çelişkili yapısıyla yeni bir patrimonyal rejimin kurulabildiği gösterilmek istenmiştir.

This study has focused on a vital period from the viewpoint of Turkish political culture, Tanzimat Era. However, in order to reach a comprehensive analysis regarding to dispositions of the Turkish modernization the historical frame has been extended from the beginnings of the 19th century to the year when Abdülhamid II suspended the Chamber of Deputies indefinitely. Within this time period characteristic of the transition of the political elites and the institutions has been scrutinized. Despite all the radical transitions the continuities relating to the hereditary classical legitimate authority have been identified. In this context it has been manifested that the political modernization had preferred a way which had tended to preserve the essentials of the classical political culture. Thus it has been asserted that the political elites of the empire who had being governed on a multi-lingual and multifaith social structure had responded any crisis for protecting the unity with traditional reflexes. As a result it has been aimed to manifest a new patrimonial regime, with its all discrepancies in this time, could had been established again in a serious crisis moment although the authority had been spread among the bureaucracy in Tanzimat Era.
