Irak Türkmenleri denildiği zaman hafızamızda ilk olarak Kerkük ve Musul canlanır. Fakat Osmanlı İmparatorluğunun dağılmasından sonra maalesef Türkler için hüznün ve acının adeta merkezi haline gelmiştir. Bu acılar dokunaklı bir şekilde halk edebiyatına ve o bölgenin türkülerine de yansımıştır;

Sürdüler balamızı
Daha can boğazdayken
Çektiler sâlamızı
Ah Kerkük yüz ah Kerkük
Her zaman yüz ak Kerkük

Türkünün dizelerinden de anlaşılacağı gibi Türkmenler maalesef kaderine terkedilmiş ve geçen yıllar boyunca adeta bir mum gibi yavaş yavaş bölgede asimile politikaları ile erimektedirler. Bu konuya değinmeden önce bölgedeki Türk varlığını incelemekte fayda vardır. Türklerin Irak’a ilk girişleri H. 54 / M. 674 tarihlerine kadar uzanmaktadır. Emevi Halifesi Muaviye tarafından Horasan’a gönderilen Ubeydullah bin Ziyad ile Buhara prensesi Hatun emrindeki Türk kuvvetleri arasında yapılan çarpışmadan sonra bir barış yapılmıştır. Bu barıştan sonra Ubeydullah yanına aldığı Türk askerlerini Irak’a götürüp, Basra’ya yerleştirmiştir. Türklerin Irak’a gelişleri Abbasi döneminde, Halife Memun ve Halife Mutasım’ın iktidarı sırasında meydana gelen siyasi gelişmelerden dolayı daha da sıklaşmıştır. Emevi ordularında olduğu gibi Abbasi ordularında da yer alan Türkler, üstün savaşçı yetenekleri ile maharetlerinden dolayı üst mevkilere getirilmişlerdir. Ayrıca H. 211 / M. 836 ’da Halife Mutasım’ın emriyle Türk kumandanı Türk hassa askeri için Somerna şehri kurulmuştu. 25 Aralık 1055’te Bağdat’a giren Selçuklu hükümdarı Tuğrul Bey Büveyhoğulları’nın Irak’taki hakimiyetine son verilmiştir. Tuğrul Bey Bağdat ve Oğuzların yayıldığı Irak’ı Selçuklu Ülkesine katmıştır. Bu tarihten sonra Oğuz boylarına mensup birçok Türk, bu bölgeye yerleştirilmiştir. Böylece bölgede Büyük Selçuklular ile Türk hakimiyeti başlamıştır. Türklere daha önce yalnızca Etrak (Türkler) diyen Araplar, “Etrak-u Bağdat” (Bağdat Türkleri) demeye başlamışlardır.  1258 Moğol istilası ile Abbasi hilafeti son bulmuş, bölge Moğolların eline geçmiştir. Ayrıca bu bölgede Moğollarla birlikte çok sayıda Türk askeri gelmiştir. 1258 – 1336 İlhanlılar, 1338 – 1360 Celayirliler, 1360 – 1469 Karakoyunlular ve 1470 tarihinden itibaren de Akkoyunlular hakimiyetinde kalan bölge 1508 yılında Safevilerin eline geçmiştir. Safeviler’in Çaldıran’da (1515) Yavuz Sultan Selim Han’a yenilmesi ve Kanuni Sultan Süleyman Han’ın da 1534’te Bağdat’ı almasıyla bugün Irak olarak anılan bölge Osmanlı hakimiyetine geçmiştir. Osmanlılar Irak’ı, Bağdat, Basra, Musul, Şehrizor ve el-Ahsa olmak üzere beş bölgeye ayırarak idare ettirmişlerdir. 1623’te bölge tekrar Safeviler’in eline geçmiş ve Safeviler binlerce kişiyi katletmişlerdir. Sultan IV. Murad Han’ın 1638’de Bağdat’ı tekrar geri almasıyla Kasr-ı Şirin Antlaşması yapılmış ve kesin sınır çizilmişti. Böylece Musul-Kerkük bölgesi de dahil olarak I. Dünya Savaşı sonuna kadar bölge Osmanlı hakimiyetinde kalmıştır. Sonuç olarak Kanuni Sultan Süleyman Han ve Sultan IV. Murad Han zamanında Anadolu’dan getirilen çok sayıda Türk de bölgeye yerleştirilmiştir. I. Dünya Savaşından itibaren Irak’ın işgal edilmesi ve 1926 Musul Meselesi görüşmeleri sonucu Musul ve Kerkük’ün Irak’a bırakılmasıyla Musul ve Kerkük Irak’la birlikte İngiliz sömürgesi haline gelmiştir. 1920 – 1932 yılları arasında Irak’ın İngiliz Mandası altında bulunduğu dönemde Türkler baskı ve zulüm dolu bir devre yaşamışlardır. Irak’ın 1932 ’de Milletler Cemiyeti’ne kabul edilip bağımsızlığına kavuşmasından sonra da Irak Türkleri rahat yüzü görmemiş, baskı ve şiddet daha da artmıştır. Bütün bu baskı ve sindirme politikalarının Irak’ta bulunan Türk varlığını yok edemediği 1937 Sadâbâd Paktı’yla ortaya çıkmıştır. 27 Haziran 1937’de imzalanan Sadâbâd Paktı için bölgedeki Türkler büyük bir sevinç yaşasalar da pakttan sonra polis tarafından yapılan işkence ve zulme maruz kalmışlardır. II. Dünya Savaşı’nın sıkıntıları sebebiyle savaşı sakin geçiren Türkler savaştan sonra yeni bir katliamla karşılaştılar. 1946 yılında Gavurbağı’nda Kerküklü işçiler polis kuvvetleri tarafından yaylım ateşine tutulmuşlardır. Yine Bağdat Paktı’nın imzalanacağını duyan Türkler, bölgelerinde büyük bir sevinç yaşamışlardır. Fakat yine paktın imzalanmasından sonra Türklere yapılan baskılar artmıştır. Irak’ta 14 Temmuz 1959 Cumhuriyet’in birinci yılı kutlamalarında sokağa dökülen Kerkük Türkleri komünistler tarafından katliama uğramışlardır. 3 gün süren bu katliamda soydaşlarımız inanılmaz derecede zulüm ve işkenceye maruz kalmışlardır. Yaklaşık 1500 yıl kadar bu topraklarda varlığını gösteren Türkler I. Dünya Savaşı’ndan sonra batılı devletlerin bölgedeki çıkarlarından dolayı sistematik olarak çeşitli haksızlık, baskı ve katliama uğramışlardır. Emperyalist güçlerin özellikle yer altı bakımından zengin olan kuzey Irak’taki emellerinden dolayı bölgede yaşayan Türkler birçok zorlukla karşılaştıysa da bunlar karşısında Türk hükümeti ise maalesef hiç bir etkinlik göstermemiştir.

This paper focuses on the impact of the war and subsequent occupation (2003–2011) on Iraq’s heritage, documenting the most significant and devastating instances of heritage damage and destruction that occurred. Moving forward, this chapter continues with a discussion of the grave challenges facing Iraqi heritage beyond the withdrawal of US military forces in the form of various groups - from jihadist networks such as the 'Islamic State' through to various sectarian actors. It also discusses the threat to heritage sites from development, neglect, and inexpert and haphazard excavation, preservation, protection, and restoration. Despite this troubling scenario, this chapter also examines the extent to which the Iraq conflict was a turning point for major Western military operations and the development of CPP programs which aim to better prepare military personnel for protecting cultural property in future conflicts.

The Legacy of Iraq critically reflects on the abject failure of the 2003 intervention to turn Iraq into a liberal democracy, underpinned by free-market capitalism, its citizens free to live in peace and prosperity. It argues that mistakes made by the coalition and the Iraqi political elite set a sequence of events in motion that have had devastating consequences for Iraq, the Middle East and for the rest of the world.

Today, as the nation faces perhaps its greatest challenge in the wake of the devastating advance of the Islamic State of Iraq and Syria (ISIS) and another US-led coalition undertakes renewed military action in Iraq, understanding the complex and difficult legacies of the 2003 war could not be more urgent. Ignoring the legacies of the Iraq war and denying their connection to contemporary events could means that vital lessons are ignored and the same mistakes made again.

With the deadly ISIS advance, the sudden rousing of Shia militias and the threat of Kurdish secession, Iraq faces a host of deep-seated and intractable problems. Together, these events raise a number of serious questions, not just for Iraq and its future but also for the broader Middle East, the United States and its Coalition partners and the international community. While these challenges and questions will drive much academic debate, political analysis and media discussion in the months and years ahead, they are not the central purpose of this chapter. While there is always a risk in commenting on unfolding events, including the potential to overstate their significance and likely long-term impact, it is difficult to ignore the significance of the deadly ISIS advance and all that has happened since. This chapter argues that key to understanding these events is coming to terms with the three varied and complex legacies of the 2003 Iraq War. The first central legacy of the Iraq War is the ongoing consequences of several critical mistakes made by the US-led Coalition before, during and immediately after the 2003 intervention. The second legacy addressed here is the fact that the 2003 war shattered – perhaps irreversibly - Iraqis fragile cultural mosaic and its rich and complex history of overlapping and intersecting communities, ideologies and narratives. The third and final legacy of the 2003 Iraq War detailed in this chapter is its significant regional and global consequences – from spiralling sectarianism across the Middle East to a profound challenge to America’s status as the last remaining superpower and its use of military power for ‘humanitarian’ ends. The argument here is that these three important legacies set in train a sequence of events that have served as the collective catalyst for the expansion of the ‘Islamic State’ from mid-2014.

Bu çalışmada, 2003 Irak Savaşı'nın gerekçesi olarak gösterilen Kitle İmha Silahlarının (KİS) Irak'taki varlığı sorunu araştırılmak istenmiştir. Ayrıca Saddam rejiminin El-Kaide Terör Örgütü ile bağlantısı üzerinde durulmuştur. Dolayısıyla makalede öncelikle, ABD tarafından ileri sürülen bu iki iddia ve onun I.Körfez Savaşı sonrası Irak politikası değerlendirilmiş, akabinde 2001 saldırılarından sonraki ABD'nin dış politikası irdelenmiştir. Çalışmanın üçüncü bölümünde Irak Savaşı'nın birinci yıldönümüne kadar geçen sürede, Dünya medyasından Türk basınına yansıyan haberler değerlendirilmiş, ABD'nin ortaya attığı şekliyle Irak'ta KİS olup olmadığına dair sonuçlar elde edilmeye çalışılmıştır.

Abstract:
In this study, the problem of the existence of Weapons of Mass Destruction (WMD) in Iraq which was shown as the reason for the 2003 Iraq War was asked to investigated. In addition, Saddam's regime with al-Qaeda Terrorist Organization focused on the connection. Therefore, in this article, firstly, these two claims put forward by United States and its Iraqi policy was evaluated after the first Gulf War. Subsequently, the foreign policy of U.S. after the 2001 was discussed. In the third section of the, the time until the first anniversary of the Iraq War, the world press news was reflected in the Turkish press was evaluated, as proposed by the United States, results for the existence of WMD in Iraq, tried to be taken.

The toppling of Saddam in 2003 brought with it the re-emergence of the free press in Iraq. This has seen Iraq shift from only a handful of state media outlets that served as propaganda machines, to a vast array of Iraqi-owned newspapers, radio stations and television channels which are being fervently produced and avidly consumed across the nation. This paper therefore reviews the developments in Iraq’s post-Saddam media sector and finds that it has been central to the return of an Iraqi public sphere which has openly debated and discussed the issues surrounding the nation’s shift from despotism to democracy. This is perhaps best evidenced by the role that the Iraqi media played in hosting a rich tapestry of debate, discourse and deliberation from a panoply of political, religious and ethno-sectarian factions throughout the elections and the referendum held across the nation in 2005. Despite their respective biases and particular persuasions, the net effect of such a rich media sector has been an Iraqi populace who are both concerned and informed about the nuances of democratic governance.

This chapter offers a bold critique of the notion that Baathist rule in Iraq was a product of a culture of authoritarianism in Iraq. It is important to acknowledge from the start that while this chapter does offer a more nuanced view of the Post-Colonial period, it is no way a defence of the tyranny of the Baath and the brutal megalomania of Saddam. Specifically, the first section examines the quashing of Iraq’s civil society and the tight restraints exerted over the nation’s media throughout the period. It also addresses the ways in which various Post-Colonial regimes, but especially the Baath, were adept at manipulating the discourses of democracy in order to mask their tyranny and coerce people into patriotism. Moving beyond this, however, the second section documents the various clandestine opposition groups that began to emerge across Iraq’s divergent ethno-religious and political divides who resisted Baathist oppression and agitated for democratic change. They produced their own media outlets which proved effective in voicing the various frustrations and grievances of Iraqis of all backgrounds and shades of opinion, giving way to a renewed public sphere. The Post-Colonial era, therefore, alternative history of Iraq from the mid-twentieth through to the early twenty-first century in which one finds a sophisticated political culture deeply concerned with the issue of democratic governance.

This article examines group membership and intergroup relations in Iraq through the prism of Sunni political participation in the post-2003 era. There has been much scholarly interest in this process of regime change, which has generally focused on the Sunni insurgency and the Shi'i shift towards sectarianism. Less, however, is known about the Sunni leaders who cooperated with the new Shi'i-Kurdish federation. These new Sunni players had little manoeuvring space to truly address the socioeconomic challenges of a marginalized community. Their success lay in placing Sunnis on the political map of the new power-sharing system, thereby providing an alternative to militant separatism and political exclusivity and paving the way to legitimizing Sunni participation in the political process. Growing realism in the aftermath of the ISIS takeover and acceptance of a civic model may now lead to greater inter-communal cooperation based on professionalism and pragmatism. Understanding the limits of identity-based politics can contribute to the emergence of more cross-communal alliances based on a moderate Islamic outlook, broad affinity with an Arab heritage, and all-Iraqi inclusivity. This case illustrates that identity politics is not detached from power, interests, and majority-minority relations. Therefore, all of these components should be woven together to fully comprehend the role played by identity as part of the political dynamics.

A few months ago a former British soldier made headlines for trying to sell part of the backside of the Saddam Hussein statue that was famously toppled in 2003. Though Saddam was long gone, the Iraqi government, happy to be rid of him, requested the return of the "artifact." Their interest in repatriating a symbol of their "dictator in hindsight" illustrates the unforeseeable significance of cultural property in foreign relations.

TTh e reconstruction of Iraq, following its invasion and occupation by the USA and its allies in 2003, presents a challenge to the consensus view of post-war reconstruction that has emerged in the wake of the Cold War, in that in Iraq reconstruction is being seen as integral to a military strategy and external strategic interest. Iraq itself also presents a very different context in terms of its human and economic development, resources and recent history compared with other nations that have been the subject of reconstruction interventions. This paper draws on four key tenets of post-war reconstruction: understanding the context (historical, cultural, regional); developing a shared national vision of the future; developing collaborative governance; and inducing development as a framework for analysing the nature of the reconstruction attempted in Iraq. It traces the difficulties of effecting a peaceful transition to the failure to understand the implications of attempting to impose a predetermined plan in the fragile conditions of Iraq, post-Saddam. Nevertheless, despite these many mistakes, the paper concludes by suggesting that a way forward can still be found.
