Value engineering is a method of selecting the optimum design by evaluating the value of the original design and the alternative design. However, if the function score and the cost score of the evaluation subject are indexed, the range of the function index, the cost index and the value index calculated according to the functional attribute and the cost attribute may vary. The client is confused in the decision-making process of selecting the optimum design because the calculation range of the function, cost and value scores are different according to the evaluation subject. The necessity of indexing the cost score and the function score has been constantly raised, but it has been regarded as a difficult problem. This study presents a model that can index the function, cost and value scores using vector normalization method. Additionally, by applying this study model to the case of selecting finishing materials for the office automation floor of a building, the consistency of the study model was verified.

One-solving methods and techniques necessary to avoid inefficiencies and not economic costs as well as reduce the cost of housing construction is the method of Value Engineering. Value engineering is a method and cost control techniques to analyze a function to its value at the lowest cost alternative (most economical) without reducing the quality desired.At the writing of this study used a comparison method by comparing the initial design to the design proposal of the author. In the housing projects Upgrading Tirto Penataran Asri type 70, the application of Value Engineering conducted on the job a couple walls and roofs pair by replacing some work items with a more economical alternative but does not change the original function and high aesthetic level and still qualify safe. For that performed the step of determining a work item, the alternative stage, the analysis stage, and the stage of recommendations to get a Value Engineering application and cost savings against the wall a couple of work items and partner roof.The proposed design as compared to the initial design. Work items discussed was the work of a couple wall having analyzed obtained savings of Rp. 2,747,643.56 and the work of the roof pair obtained savings of Rp. 2,363,446.80. Thus the total overall savings gained is Rp 5,111,090.36 or savings of 0048%.

Adequate provision of affordable human settlements is a huge challenge in South Africa since its independence. This paper investigates the effects of the cost increase of building materials on affordable housing delivery in South Africa. With potential solutions for cost minimisation of building materials, with the aim of achieving affordable housing delivery in South Africa are provided. This study uses a sequential mixed methods approach, wherein surveys were conducted among the construction professionals (project managers, site managers architects, site engineers, quantity surveyors, contractors, building materials suppliers, and government workers) in the construction industry within Cape Town, South Africa, who were considered as the research participants. The qualitative data obtained from the survey exercise were analysed using content analysis, while the quantitative data were analysed using a descriptive statistical technique on SPSS. The findings attained show fluctuation in construction cost and a rise in maintenance cost (caused by poor workmanship) as significant effects in the cost increase of building materials for affordable housing delivery. Adequate application of the recommendations given in this study will minimise the effects of high cost of building materials and enhance affordable housing delivery. Appropriate handling of the findings given in this study will reduce the effects of the high cost of building materials and augment timely delivery of affordable housing and stakeholders’ satisfaction.

The number of economic needs is one of the fundamental aspects to support the survival of every individual in an area.  If seen in general, the cost of building the building and residential community still use building materials and installation costs are relatively higher.  With the advancement of technology has found a lightweight brick that has better strength, lighter, faster installation and environmentally friendly, so many people began to switch to using lightweight bricks.  For now the price of lightweight brick is still expensive, but this deficiency is covered with the speed of mounting and light weight so overall lightweight brick usage on certain patterns is very profitable.  The use of cement on lightweight bricks leads to high production costs.  With the above problems we have a breakthrough to replace the cement by using zeozolites containing silica compounds that resemble one of the cement compounds.  In this research, cement replacement with Zeolite is 20%, 40% and 60%.  Before use Zeolite was first activated using Fly Ash ratio of 65% Zeolite: 35% Fly Ash and 50% Zeolite: 50% Fly Ash, also activated using Ca (OH) 2 ratio 65% Zeolite: 35% Ca (OH) 2  And 50% Zeolite: 50% Ca (OH) 2.  Thus, there are 15 compositions including the control composition, each composition will be made up of 10 specimens.  Hypothesis testing using two way anova, tested is the effect of cement change treatment with Zeolite and comparison of Zeolite composition with Fly Ash and Ca (OH) 2 to compressive strength, absorption and cost. Keywords: Zeolite, Cement, compressive strength, Cost

Solar water pumping systems are fundamental entities for water transmission and storage purposes whether it is has been used in irrigation or residential applications. The use of photovoltaic (PV) panels to support the electrical requirements of these pumping systems has been executed globally for a long time. However, introducing optimization sizing techniques to such systems can benefit the end-user by saving money, energy, and time. This paper proposed solar water pumping systems optimum design for Oman. The design, and evaluation have been carried out through intuitive, and numerical methods. Based on hourly meteorological data, the simulation used both HOMER software and numerical method using MATLAB code to find the optimum design. The selected location ambient temperature variance from 12.8 °C to 44.5 °C over the year and maximum insolation is 7.45 kWh/m2/day, respectively. The simulation results found the average energy generated, annual yield factor, and a capacity factor of the proposed system is 2.9 kWh, 2016.66 kWh/kWp, and 22.97%, respectively, for a 0.81 kW water pump, which is encouraging compared with similar studied systems. The capital cost of the system is worth it, and the cost of energy has compared with other systems in the literature. The comparison shows the cost of energy to be in favor of the MATLAB simulation results with around 0.24 USD/kWh. The results show successful operation and performance parameters, along with cost evaluation, which proves that PV water pumping systems are promising in Oman.

The relationship between people, environmental circumstances and the cost of projects in Jordan are focal points of this study, where the problem of low-income housing needs is still increasing, having tripled in the last two decades. The shortage of public housing production and the cost of lands and building materials, mainly controlled by private sector investors, are substantial reasons for the housing crisis in a country of poor economic recourses and high percentage of poverty. The Jordanian government decided to aid the poorest class of the population, offering free of charge shelters organized in small residential quarters, which became a prototype diffused throughout all the Jordanian regions. This paper analyzes one of these typical quarters, collecting data through face-to-face interviews with the households using a structured questionnaire. The study focuses on the physical components of the quarter, looking at open spaces, paths, streets, volumes, materials, colors in relation with the environmental context. It also investigates the households' requirements, relationships and preferences. The study discusses also the housing problems at the macro scale level in order to concretely evaluate the shelters' cost, setting some guidelines with respect to the cultural and environmental local conditions.

Competitive price pressure and economic cost pressure constantly force airlines to improve their optimization strategies. Besides predictable operational costs, delay costs are a significant cost driver for airlines. Especially reactionary delay costs can endanger the profitability of such a company. These time-dependent costs depend on the number of sensitive transfer passengers. This cost component is represented by the number of missed flights and the connectivity of onward flights, i.e., the offer of alternative flight connections. The airline has several options to compensate for reactionary delays, for example, by increasing cruising speeds, shortening turnaround times, rebookings and cancellations. The effects of these options on the cost balance of airline total operating costs have been examined in detail, considering a flight-specific number of transfer passengers. The results have been applied to a 24-h rotation schedule of a large German hub airport. We found, that the fast turnaround and increasing cruise speed are the most effective strategies to compensate for passenger-specific delay costs. The results could be used in a multi-criteria trajectory optimization to find a balance between environmentally-driven and cost-index-driven detours and speed adjustments.

The methodological problem of the use of building materials, their choice depending on the long-term economic prospects. The questions of risk and uncertainty in the selection of effective building materials are considered.
