4.8.1.
SCOPE OF WORK The work shall include The, design, supply, manufacturing, factory testing, delivery to site, installation, commissioning and testing of 20 kV Distribution Lines. The 20 kV distribution line will connect the generator transformer to: o the dead end pole and any other equipment of PLNs substation at Tarahan as shown on the drawing provided by the Contractor. o The dead end pole and any other equipment of Main Switch Station of Tarahan coal terminal. Including in the contractors scope of work: o the connection to extension panels/cubicles at CFSPPs substation i.e. bus coupler, 1 outgoing feeder and Voltage Transformer cubicle for distribution line (single circuit) to PLN Diesel Power Plant, which shall be approved by PLN. o The connection to extension panels/cubicles at CFSPPs substation i.e. bus coupler, 2 outgoing feeders and Voltage Transformer cubicles for distribution lines to MSS (double circuit).
The 20 kV distribution lines shall be installed based on the route of Power Plant to PLNs Substation at Tarahan with the distance of about 0.5 km and to MSS Substation with the distance of about 0.5 km. This specification covers the basic requirements for the erection, commissioning and testing at site of the MV Overhead lines. All construction work shall be done in a thorough and workmanship manner in accordance with technical specification, and line survey drawings, construction drawings, installation schedules and material schedules forming the complete Contract Document. The construction of Medium voltage overhead line shall be in accordance with the design and drawings as approved by PT. Bukit Asam (Persero) Tbk. Only linesmen approved by PT. Bukit Asam (Persero) Tbk. are to be employed for working on pole tops. The linesmen must have a valid Certificate of Competency (SIKA) or substantially equivalent skills to work on overhead lines. Every line built shall be completed in every detail to the satisfaction of PT. Bukit Asam (Persero) Tbk.

The map showing the general route of the distribution line in Part 6 (Book V. Drawings) is for information and indication only. Bidder shall prepare maps for lay out sheets, type of construction covered by each angle/direction. The construction drawings units where indicated on the layout shall also be prepared by Bidder and will be approved by PT. Bukit Asam (Persero) Tbk. The equipment and materials supplied in accordance with this specification shall conform to all latest applicable PLN, IEC (International Electrotechnical Committee) requirements.

DETAILED REQUIREMENTS
4.8.4.1 4.8.4.1.1
OVERHEAD LINES GENERAL Conductors, insulators, support and all related equipment shall be designed to provide adequate protection against the adverse effects of all prevailing site conditions, e.g. lightning, polluted atmospheres, etc. The Contractor shall produce a fully detailed design, based on detail route survey. The initial line route shall be established by the Contractor and agreed by the Owner. The route shall form the basis of the detailed route survey.

Line route shall be accessible, and should make maximum use of existing roads and tracks for both construction and maintenance accesses. The line route shall be surveyed in sufficient detail to produce the line route plans and line profile drawings, typically at the scale of 1:2,000 horizontally and 1:200 vertically. The drawings shall locate all supports and all obstructions, and show the profile of the lowest conductor. The position of all supports shall be pegged. A soil survey shall be carried out to determine the foundation design parameters for both supports and staywire anchors, if required. Design of span lengths for aerial lines shall be based on all influencing factors such as conductor sizes, conductor loadings (conductor weight, and wind loading) and load density. The minimum ground clearances at any point in a span shall not be less than the minimum value prescribed in the national or local regulations for the relevant line voltage. Sag and tension tables shall be prepared for the conductor(s) being used, covering the range of spans required: At maximum conductor temperature, so as to design the line profile Over the range between the maximum and minimum ambient temperatures, so as to tension up the conductors correctly during erection.
4.8.4.2
CONDUCTOR Phase and earth conductors shall be all aluminum alloy conductor (AAAC). Conductors shall comply with IEC 61089. The required conductor sizing shall be determined taking into account: The thermal short circuit withstand requirement of both phase and earth conductors; The maximum permissible voltage drop The maximum continuous load current The maximum conductor temperature appropriate to the conductor material (typically 75oC) The maximum ambient temperature The maximum solar radiation The minimum wind speed.

4.8.4.3 4.8.4.3.1
PROTECTION General Each 20 kV distribution line protection shall consist of a primary and a back-up, high speed, distance protection suitable for protection of Medium Voltage distribution lines. The protection scheme shall be the minimum of elements to clear a given fault. The relays shall be suitable for single pole auto reclosing and shall employ unswitched measuring system.
4.8.4.3.2
Distance Protection Scheme The basic distance protection shall discriminatively detect, by direct measurement, any single phase or multi-phase short circuit within its zone and shall issue a correct tripping signal within the specified high speed time. High speed detection for all in zone faults and stability for all out-of-zone faults shall be assured for all practical conditions of load and fault current flow taking into account the manual zero sequence of the parallel circuit lines. Current discriminative tripping shall be ensured for all condition of organization of a faulty primary circuit irrespective of whether the line is energized by its own circuit breaker or by a circuit breaker at some other point in the primary system. The protection scheme shall include power swing blocking which can be removed easily. A provision shall be made for the future addition of power swing tripping without major modification of system. The scheme shall be capable of detecting close-in three phase faults. Account shall be taken on the network development and the need to ensure that adequate allowances are made for the effects of faults arc resistance in relation to the polar characteristic of the relay offered. For design purposes, the maximum resistance at the point of fault, inclusive of arc resistance and ground connection resistance, be assumed to not exceed 50 primary ohms under minimum plant conditions. If supplementary current sensitive interlocks are necessary they shall not cause any debasing of the total scheme performance for extreme variation in the fault loop (inclusive of source) Impedance. The performance of the protection shall be clearly defined for high resistance faults such as may occur in the event of a flashover to vegetation. If the sensitivity of the basic protection for the resistance faults is inadequate, separate directional earth fault detectors combined with a

signaling link or impedance measuring elements with defined polar characteristics, which achieve the same objectives, shall be proposed. The protection shall remain fully operational during and following an auto reclosing cycle irrespective of load transfer during the period. The high speed protection of the 20 kV overhead lines will be done by digital/numeric type distance relay. The distance protection relay shall have high speed tripping, typically in the range of 0.75 to 1.5 cycles. Distance protection relays should be digital/numeric and full scheme (nonswitched) design, having separate impedance measuring elements for phase and earth faults in each of the four zones. The relay shall be provided with fault recorder function and sequence of event recorder function with at least 1 ms resolution. The relay shall be provided with a power-swing blocking facility to selectively block each zone of impedance measurement, as required, during power-swing conditions which wound de in danger of operating the relay blocking of the under impedance starting shall also be provided for the case of faults in the voltage measuring circuits. The distance relay shall be provided and integrated with a two shot re closer function. The reclose shall be programs for both single and three phase tripping application. Reclosing may be initiated from the relays protections, or via external contract inputs. In addition to a reclose initiation input the relays also has inputs for reclose inhibit, reclose cancel and reclose reset. Output contacts are provided for breaker close, reclose in progress, and recloser in lockout. Units may be provided with a recloser manual lockout feature, A toggle switch for this function in supplied on the front the unit. The relay shall be provided with fault reorder function and sequence of event recorder function with at least with 1 ms resolution. The relay shall be able to capture oscillography data at 16 samples per cycle. The relay shall utilize multiprocessor and digital signal processor technology which shall permit the expansion of the relay capabilities beyond the traditional relays functions.

4.8.4.4 4.8.4.4.1
CONSTRUCTION Erection of 20 kV Over Head Line All material shall conform to the relevant standard specification referred to this specification. The installation of poles in place including the installation of precast concrete foundation plates, and a jack pole if overhead guy is specified. Poles, strut poles, guys, etc, shall be placed along access road as shown on the layout maps. Reinforcing steel, prestressing steel and cement shall be new and undamaged. Aggregates for manufacturing of concrete shall be clean and of their best respective kinds. Any material found to be defective will be rejected by PT. Bukit Asam (Persero) Tbk. and shall be replaced with approved material by Contractor at his own expense. Manufacturers test certificates for all reinforcing and prestressing steel shall be supplied to PT. Bukit Asam (Persero) Tbk. These test certificates shall show compliance with the relevant standard specifications in all respects. If the manufacturers test certificates are not available or if PT. Bukit Asam (Persero) Tbk. requires it then the Contractor is responsible for arranging all testing as requested by PT Bukit Asam. The test information shall satisfy PT Bukit Asam and conforms to the relevant standard specification. Poles, guys, and accessories shall not be erected in any other location without prior approval of the PT. Bukit Asam (Persero) Tbk. or project director. Extreme care shall be exercised in the erection of concrete poles. The preferred methods are by mechanical handling of adequate size for the weight of pole being handled. When the crane obstructs the road then traffic wardens must be posted. Manual methods of pole erection are acceptable provided that foreman is experienced and has good control of all men at all times. Head ropes shall be attached to control the pole once it is vertical. The Contractor shall provide poles with the following the specification. 1. The construction of poles shall be performed by the Contractor as shown in the Distribution Drawings. 2. Poles. a. Concrete pole shall have the following specifications : i. Concrete poles of 14 m length (200 kg) shall be used for supports of tension poles.
ii. Concrete poles of 14 m length (350 kg) shall be used for corner and end of poles. iii. Concrete poles of 9 m length (100 kg) shall be used where guy wire are needed.

Type of supports Type of the support for both 20 kV and low voltage lines are classified into the following 5 types Type-A: Use for straight section with line post insulators. Type-B: Use for angle points up to 30 degrees with line post and suspension insulators and reinforced with guy wire. Type-C: Use for angle points up to 90 degrees with line post and suspension insulators and reinforced with guy wires. Type-D: Use for terminal points of the line section with line post and suspension insulators and reinforced with guy wires. Type-E: Use for loading a transformer with its relating electrical equipment on it frame construction consisting of 2 poles with line post and suspension insulators, and reinforced with guy wires. b. i. All poles have to pass the test by PLN (Jasa Sertifikasi) according to the following conditions. Vertical load The weight of support of the conductor, cables, telecommunication cable, insulator, etc., for this span condition shall be assumed to be 150% of the standard span length of span 50 metres. Vertical loads are load caused by the erection of guy wire and the weight of worker during erection. ii. Transversal Horizontal load Horizontal load are Load caused by wind pressure on all surfaces of conductors, cables, cross-arms, poles and other parts. The wind pressure shall be assumed as follows: On conductor and cables : On concrete poles On guy wire iii. iv. : : 40 kg/m on the transversal surface. 40 kg/m on the transversal surface. 40 kg/m on the transversal surface.
The component of transversal load caused by angle pull of conductor and cables shall be borne by guy wire. Temperature. Ambient temperature is assumed to vary between 10C to 40C. Average temperature is assumed to be 27C.

Standard span is 50 metres. Distance between conductors for 20 kV overhead line is 1.1 metres.

Guy Wire The installation of guy wire and anchor shall include precast concrete foundation plates for guy wire foundation where precast concrete are used. Guys shall be installed in locations specified by the Engineer. Holes for anchors shall be dug in locations staked by the engineer. Guys shall be installed before conductors are strung and shall be attached to the pole as shown in the Construction Drawings. All hardware shall be hot-dip galvanized. It is essential that any complete guy pulled on undisturbed ground shall be at an angle between 45 degrees and 60 degrees to the ground surface, in vertical plane. The guy shall be in line with the conductor on termination poles or bisect the angle between conductors on angle poles. The setting of each anchor with regard to depth and position shall be inspected by the engineer and his approval shall be given in writing before the anchor hole is backfilled. Guy wire shall include steel string with thimble ring preform grip, ball insulator with preform grip, and steel wire with screw type anchor with thimble ring and preform ring. All metal surfaces shall be hot dip galvanized. The steel wire shall be designed with a safety factor larger than 2.5. All poles shall use guy wire, except type A. When a cone anchor is used, the hole, after the anchor has been set in place, shall be backfilled with coarse crushed rock to 0.60 metres above the anchor, tampied during the filling with the remainder of the hole to be backfilled and tamped with dirt. Where screw anchor or expanding anchors are used, these shall be of sufficient size and screwed or expanded into undisturbed ground to its full depth. The angle between the anchor and the ground shall be the same as the guy wire and between 45 o and 60 o. Each guy-wire set shall include an insulator adequate for the system voltage on the pole being guyed. Turnbuckles if required shall be used at the pole end to provide adjustment of guys. All turnbuckles must be equipped with locknuts. Special care must be taken with guy attachment hardware on the pole as very heavy forces may apply to guy hardware. All assemblies shall conform to the relevant drawings. The final angle of the guy to the ground must be between 45o and 60o. Care shall be taken with the attachment of preform termination to ensure correct application and correct guy length so that adjustment length is not lost. Adjustment of each guy is essential after or during conductor tensioning. Each guy shall be adjusted using a chain hoist to return the pole head to the same position as before conductors are strung.

Overhead guys or aerial. Aerial guys are used only when a conventional guy cannot be put down in the appropriate position. An overhead guy is generally used across a road and care must be taken with its erection an installed clearance. The overhead guy should include a guy insulator at the main pole end. All calculations and drawings for erection shall be carried out by the Contractor and shall be subject to the Engineers approval. d. Insulator. The insulator material for Post Insulator and Strain Rod Insulator shall be made of glazed alumina-porcelain and Tension Disc Insulator shall be glazed wet-process porcelain or toughened glass. Shell shall be sound and free from lamination, holes or defect that might adversely affect insulators. The surface of shell exposed after assembly shall be smooth and free of imperfections. The glaze of porcelain insulator shall be of brown colour and not affect by atmospheric agents, nitric acid, or diluted alkaline solutions. The area to be glazed, shall be covered by a smooth and shining hard glaze free from cracks and other defects prejudicial to satisfactory performance in service. The size of socket and pin of the ball-socket suspension type model shall comply with the standards of IEC, publications 120. Characteristics of average flash-over shall be as follows. Post Insulator. The Insulator shall be Pin Post Insulator or Line Post Insulator of solid core, one piece, puncture proof. Post Insulator will be used for light and normal polluted area according to IEC 60815. The insulator made of porcelain with finishing brown colour glazed for post insulator and suspension insulator. Post insulator are to be handled with care and are only to be used if free of damage. The top groove must be at right angles to the cross arm and the nut securely tightened. Locknut shall be tightened only after the first nut has been tightened. The post type insulator (except for jumper and drop-wire) shall be fitted with clamp to support power conductor on the top. The insulator shall have a minimum mechanical whitstand of 13 KN.

The fully threaded stud for fixing the insulator shall be supplied with 1 nuts, 1 locknut, one spring washer and one round washer and shall be equipped with a locking set up to prevent the threads of pins from loosening. The stud (16 mm diameters) shall be assembled to make installation easier, which means that the base flange and stud should be integrated by cement. The base diameter shall conform to the specified dimension in the drawing to be suitable for use with the necessary hardware such as brackets and cross arms. Portland Cement shall assemble the base flange with porcelain body. This assembling manner shall be out flange type (with external fixing specified in IEC 60720 which prevent porcelain breakage due to cement expansion. The screw type-fixing stud can be accepted in the following manner. The face of the stud engaging the base casting shall have a serrated face as shown in the drawing. The hole in the base shall have a matching serrated face. These two serrated faces are adjacent to each other as the stud is screwed home. The fades are separated by a lock washer as the stud is tightened. The front end of the washer should snap into notches in the serration locking the stud against reverse movement. The only way the stud can be withdrawn after tightening is to apply sufficient turning force to break the lock washer. Insulator and the studs for both types (cemented and screwed) shall be delivered in complete sets. The insulator shall be supplied with either a long or short shank . Long shank, for insulator mounting on cross arm and short shank for insulator mounting on the bracket.

Except for jumper and drop-wire types, all insulator types shall be clamp fitted clamps to support a power conductor on the top. The insulator shall have a minimum mechanical withstand of 13 kN. The disc insulator shall have a diameter of 254 mm and a spacing of 146 mm. For tension or suspension, the disc shall have 2 (two)-plate insulators and all fittings (including tension clamp) shall be fitted and strong enough to support a power conductor. f. Tension Insulator The Disc insulator shall have a diameter 254 mm and spacing 146 mm. For suspension or tension it shall have 2 (two) plate insulators (disc), and all fittings (included tension clamp) shall be fitted and strong enough to support power conductor. The tension insulator shall be Strain Rod Insulator or Tension Disc Insulator. The tension insulator set shall consist of one piece of Strain rod insulator or two pieces of tension disc insulator plus ball clevis socket eye or one piece strain rod insulator. g. The Strain rod insulator The strain rod insulator shall be solid core, one piece, puncture proof with clevis and eye caps at the ends suitable for dead end clamp and cross arm. Construction. Insulator shall be furnished with a hump-type split pin, which shall prevent the cotter pin from unintentionally being pulled out of the insulator cap during normal handling and use. The edge of the caps shall be covered with cap covers made of flame resisting conductive rubber to improve the power arc characteristic. The porcelain body shall have a deep shed skirt. Insulator shall be furnished with a positive locking device of the split cotter key type. Cotter keys shall be humped to maintain the key in locked and unlock position and shall have both prongs spread to prevent complete withdrawal from socket. The cotter key shall prevent the ball of adjacent insulator from unintentionally being uncoupled during normal handling and use. The dimension of the ball and socket coupling shall be of the 16 mm in accordance with IEC 60120. All steel components shall be hot dip galvanised including all small components. Where holes are drilled after erection it must be painted with zinc rich paint. Care must be taken with all forms of clamping to first ensure that the clamp is firmly attached to the pole and then that the hardware is firmly attached to the clamp. Cross arm must be erected true and square to the pole and be braced in all cases. All nuts must be free to turn on all threads (but not loose) before erection and then tightened adequately. Where shown, locknuts, spring washers, plain or taper washer must be used. A locknut shall be installed with each nut, eyenut or other fastener on all bolts, double arming bolts, etc. Pole through bolts must be of proper length. Through bolts, when installed in the structure shall extend at least 1.5 cm and not more than 6 cm beyond the nuts. i. The support poles shall include steel UNP - 10 of 2.4 metres in length with 3 (three) support insulators with a distance of 1.1 mm between each other. ii. Poles having angles between 5 to 20 degrees shall be erected by a steel UNP 10 asphan bracket of 2 x 0.3 metres size, including L.50.50.5 (arm tie) support with 6 (six) insulator supports. iii. Tension poles having angles between 20 to 60 degrees shall be erected by steel UNP - 10 asphan bracket of 2.4 metres in length including L.50.50.5 (arm tie) support with 3 (three) insulator supports and 6 (six) tension insulators.

iv. Sharp turns in excess of 60 degrees or crossing way shall be designed as follows : The double poles for sharp turn way shall be designed use koi bracket steel UNP - 10, size (2 x 2,035) metres with supports (arm tie) L. 50.50.5, 2 (two) units, and supports insulator and tension insulator. The single pole shall be designed using 2 (two) units asphan bracket steel UNP - 10 length 2.4 meters with supports (arm-tie) L.50.50.5 and tension insulator. l. i. Conductor. The 20 kV conductor shall be AAAC. Determination of conductors sizing shall be based on contractor calculation and shall be approved by PT. Bukit Asam (Persero) Tbk.
The Conductor shall be packed/rolled on wooden-drum. m. Grounding/ Earthing The 20 kV pole shall include grounding system. The technical requirements shall follow: a. All medium voltage overhead line poles shall be protected with climbing barrier devices and manning plates. b. Double poles shall have 5 (five) units of UNP - 10 crossings. c. The erection of guy wire shall be approved by the contractors Engineer. d. Overhead lines shall be free of objects surrounding the conductor: i. g. The calculation and drawings shall be carried out by the Contractor and shall be subject to the Engineers approval. h. All other related requirements shall be considered as part of the specification. 4.8.4.4.2 Lightning Arrester and Fuse cut-out Lightning Arrester The Lightning Arrester shall be of the gapless single pole type suitable for conductor use on three phase 50 Hz system of distribution class. Gap type surge arrester is not acceptable. Active elements of the arrester shall have highly non-linear metal oxide valve elements without gaps, 1000 hours life test to be performed on each block batch to monitor power loss. Report shall be supplied to PT Bukit Asam with each arrester delivery. 1. 3 (three) arrester units shall be self supporting on cast iron or structural steel base or steel bracket UNP 10 . The lightning arrester shall be delivered complete with mounting bracket and suitable devices. The base of the arrester shall be provided with a copper alloy Earthing terminal. 2. All Arresters shall be equipped with Disconnector for automatically disconnecting the ground terminal from arrester as an indicator in the event the arrester is damaged electrically. 3. The 10 kA arrester shall be preferably provided with a Pressure Relief Device to prevent an explosion or shattering of the porcelain housing in case of arrester failure. 4. The fixing band shall be made of steel, hot dipped zinc coating and have enough strength for supporting the arrester with fixing band. 5. The mounting bracket shall be made of steel, hot dipped zinc coating and have enough strength for supporting the arrester with the fixing band. 6. All metal/ferrous material including bolts and nuts shall be hot dip galvanised. 7. Arrester sealing covers shall be made of high corrosion resistance stainless steel. 8. The element assembly of the arrester shall be sealed in wetprocess porcelain bushing. Insulator used for the arrester housing shall be of high strength wet-process porcelain. 9. Lightning Arrester shall be supplied with a suitable cap having an attached line terminal. The line terminal shall be made of stainless steel and clamp type suitable for 35-70 mm2 aluminium alloy stranded conductor size. 10. Earth terminal shall be provided with disconnector fitted with flexible copper insulated lead, length not less than 25 cm and conductor size 14 mm2 and bronze split bolt connector, suitable for 9 mm in diameter.

Fuse cut-out The Cut out shall be outdoor, cross-arm mounted, hook stick operated, open type with drop out fuse holder. The Cut out shall be able to disconnect under load condition with load break tool and the hook fitting shall be suitable with the load break tool. 1. Fuse cut-out shall be open type and shall be provided with a latch mechanism, which automatically swings down in open position when the fuse element melts. 2. The fuse cut-out shall consist of mounting bracket, insulator, latch and upper contact assembly, hinge lower contact assembly and reusable upper and lower fuse link end fittings. 3. The upper contact assembly must be provided with hooks to allow operation of a portable Load break tool. The design of these hooks and the cut out in general shall be such that it is applicable to PLNs Load break tool. 4. Guides should be designed such that positive latching of the fuse shall be assured when closing regardless of the angle of the fuse tube movement approaching the latching mechanism. 5. a. Insulator used for the Cut-out shall be high strength wet process porcelain with minimum leakage distance of 480 mm. b. Line terminal shall be made of tinned copper or copper alloy and clamp type suitable for connection to aluminium alloy conductor of 35 sqmm.

Ground Cable Erection 1. The cables which go up the pole shall be protected by a 6 m long bracket for power cable. 2. Every cable which goes up to the pole shall have enough spares. 3. Enough spacing shall be provided at every 50 metres of cable. 4. A Kabel TM PTBA sign shall be provided at every 50 metres of cable. 5. An MOF TM PTBA sign shall also be provided for the MOF cable. 6. Damage caused during cable installation shall be repaired by the Contractor 7. All other related requirements shall be considered as part of the specification. 8. The calculations and drawings shall be prepared by the Contractor subject to Engineers approval.

MONTAGE WORKS AND POLE ERECTION Pole Setting depth Poles shall be set in the ground to one sixth of their overall length. Therefore the depth of excavation for erecting the pole must be not less than 1/6 of the pole length (depth of hole measured from lowest ground level). Pole hole shall be approximately 20 cm larger than the butt diameter of pole, and shall be at least as large at the bottom as at the top. The amount of ground excavated is to be minimal and the direction of digging to be such that undisturbed soil can provide maximum support for the foundation.

Poles must be plumbed vertical except in the case of angles or termination where some rake to allow for the pull of the conductors is allowed. In backfilling, holes shall be thoroughly tamped the full depth. Earth shall be banked up around each pole. After completion of the job, holes shall be inspected and any settlement refilled. 4.8.4.5.2 Pole Foundation Where necessary, pole shall be supported on foundation. The foundation size and type shall be as stated in drawing as attached. 1. The excavation shall be carried out by drilling. 2. The concrete poles shall not require concrete foundation, except for double poles for optic cable and pole station. 3. The concrete mix shall be as follows. a. Mix: 1PC:2 sand: 3 aggregate (by weight) b. Size: The foundations shall have the following size: top (210x50)cm, bottom (240x60)cm, height 60cm 4. The poles shall be erected vertically with a 2 mm tolerance. 5. The erection of poles includes excavation of the hole for the pole, backfill and soil spreading, installation of ground terminal, pole block, step bolts, ground rods, grounding cables and other outfits. 6. The erection consist of the installation of cross-arm bracket, arm tie band, double arming bolt, insulator, arm tie and other outfit (special for conductor AAAC). 7. All bolts shall be reinforced without extension of open and end wrench, except for bolts of sizes exceeding 25 mm. 8. Bolt/screw shall be installed using venn rings on both sides. 9. Only one type of thread screw system shall be used. The length of bolt after turning shall have 2 to 3 thread lengths remaining. 10. All steel or wire used for the construction of concrete poles shall be hot dip galvanized with a thickness of 70 mm. 11. The painting works consist of the following. The surface of the board shall be cleaned, brushed, free of rust, oil dust, etc. It shall be painted twice with rust protection, brushed then finish painted 3 (three) times evenly and neatly.

Artificial distribution line tests shall be conducted on all distribution line protective relays. Information needed to model the distribution line will be supplied a later date.

QUALITY ASSURANCE/QUALITY CONTROL (QA/QC) The QA/QC procedure specified shall unclude but not limited to the following: 1. All routine tests and special tests specified 2. All proposed site tests to verify the relaying system performance 3. The QA/QC documentation shall include but not limited to the following : 4. Report of routine tests and any other special tests performed at the factory 5. Report of all the tests to verify the relay performance 6. Relay setting calculations 7. Other documentation required by applicable codes and standards.
