Position: Field Officer Duration: 20 months Reports to the: TVET Project Adviser Work Base: Cotabato City (2);

Zamboanga City (1) with extensive travels around ARMM Performance Management and Reporting Framework: Performance terms as per the Cardno locally engaged personnel

Terms of Reference Field Officer TVET ( 3 posts available) Overall Purpose of the Position The Field Officer (FO) for TVET will work in a team with BEAM-ARRM colleagues, and in particular with TVET Team, and the counterpart agency (DepED) staff. The position similarly requires substantial collaboration and coordination with various partner service providers and stakeholders in the field. Thus, it will require the FO to establish and maintain harmonious and effective relationships and undertake all duties to a high professional standard. The FO will undertake the specific responsibilities prescribed below. However, duties may vary from time to time to meet changing Program needs. 1. Conduct regular monitoring visits to project sites and ensure that agreed plans and project objectives are achieved; and resources are used according to agreed purposes; 2. Conduct regular consultation meetings with service providers and project partners to discuss updates, identified gaps and communicate directives from BEAM-ARMM PMO; 3. Coordinate with partners and service providers in the field to ensure that they comply with partnership and project requirements and that they reach the BEAMARMM PMO within agreed timelines; 4. Facilitate the submission/transmission of documents and reports from partner service providers; 5. Facilitate/take charge of the distribution of training materials, equipment and materials needed for the implementation of training projects; 6. Assist partner service providers in skills development, work readiness traiing and post-training accompaniment in accessing resources and inputs needed for the achievement of training project objectives; 7. Assist in organizing the logistics for workshops, meetings and training for training providers; 8. Perform documentations during trainings and prepare and submit reports/write ups pertaining 9. Provide whole range of program support as request; 10. Perform other related tasks as maybe assigned from time to time Knowledge and Skills required 1. Demonstrated experience in coordination of technical vocational and livelihood skills trainings at the field/community levels; 2. Demonstrated knowledge of the Philippines TVET System 3. Demonstrated knowledge on how to effectively promote peace building, gender, poverty inclusive and disability in TVET approaches; 4. Demonstrated knowledge in local employment promotion and OSY development; 5. Excellent inter-personal and facilitation skills, including the ability to effectively

work with and support a wide range of stakeholders 6. Excellent analytical and communication skills, including report writing 7. Demonstrated problem solving skills 8. Knowledge and skills in capacity building methodologies, team building, mentoring and coaching 9. High level computing skills (word processing, spreadsheets, power-point presentations, etc.) Educational Background 1. Graduate of engineering, entrepreneurship or any 4-year technical, vocational training courses; 2. With solid experience in conducting/facilitating trainings and promoting business development; 3. With at least 2 years experience in coordinating skills development training projects at the community level; 4. Experience in working with multi-cultural work environment is preferred 5.
