SCOPE
This specification covers the design, manufacture, workshop test, supply (with spare
parts) and site assistance of two 20 kV metal clad switchboards to implement the
S3& S6 Compressor Stations of the second Iranian Gas Trunkline (IGAT-II).

5.2

FAULT ON BUS A
Among various fault hypothesis, there is one particular case where a bus
disconnecting switch (D1 in above figure) is useful :
When 20kV bus A fails, line 1 over-current relay opens circuit breaker B1.
The Electrical Power Management Computer (see separate specification) in turn
shall open B4 , B5 and B14.
The operator may now open manually the disconnecting switch D1. When D1 is
opened, HV bus A is isolated. The operator may turn over the 20kV bus A to the
maintenance team.

In order to restore power supply, the operator may close tie breaker B3, close B5 to
activate transformer TR2, close B15, close B18 to activate 380V bus A.
In the mean time, the sub-panels ATS switches any active breaker on LV source A
over to the other healthy LV source B.
After successful operations, the operator has to check and then balance loads if
necessary. Motors shall be restarted by the SCS.
For other reconfiguration following a fault, refer to another document : Electrical
Philosophy quoted in 3.3 Referenced Documents.

An automatic transfer of 20kV sources (ATS) shall be provided. This system shall be
programmed into the modern programmable protective relays at each circuit breaker.
When there is no voltage on Line1, the ATS shall open breaker B1. One set of 3
single phase VTs, line side, shall be provided for this purpose. The ATS then closes
bus tie B3 to reactivate Bus A , if there is voltage on Bus B. One set of 3 single
phase bus B VTs shall be provided.
Symmetrically when there is no voltage on Line2, the ATS shall open breaker B2.
One more set of 3 single phase VTs, line side, is required. The ATS then closes bus
tie B3 to reactivate Bus B , if there is voltage on Bus A. One set of 3 single phase
bus A VTs shall be provided.
When there are no voltage on both lines simultaneously, the ATS shall open the two
line breakers and send to the 380V Electrical Power Management Computer a
request to start the emergency generator.
When Bus A is not available and voltage on Line2 happens to disappear, the ATS
shall send to the 380V Electrical Power Management Computer a request to start the
emergency generator.
Symmetrically, when Bus B is not available and voltage on Line1 happens to
disappear, the ATS shall send to the 380V Electrical Power Management Computer
a request to start the emergency generator.
When network voltage comes back, and in order to ensure a source transfer without
power break, there is a synchronization procedure made by the Electrical Power
Management Computer at the 380V side.

EPMS
In this compressor station, there is an Electrical Power Management System
(EPMS). The EPMS manages the high voltage switchboard, the step down
transformers, the low voltage main switchboard and the 380V emergency generator.
The EPMS has the following functions :
- Remote control of HV and LV circuit breakers from the operators work station
(display, alarms and switching)
- Change over of faulty transformer
- Change over of faulty power source
- Plant load shedding by overload criteria
- Plant load shedding by too low 20 kV criteria
- Plant load unshedding
- Supervision of generator start and loading sequence
- Generator synchronization when network comes back
- Generator synchronization on planned outage
- Supervision of generator unloading and stop sequence
- At priority sub-panels : change over of feeder on failure of main bus A (or bus B).
- Deny parallel running of step-down transformers
- Events logging
- Disturbance recorder
- Communication with other computers in local area network or in wide area
network.

5.5

MANUAL CONTROL
The EPMS is the normal operating mode. In case of non availability of the EPMS,
there shall be no power break. The switchboard shall continue to operate faithfully
with all safety features as with the EPMS. A selector switch, "local/remote" shall be
provided for this case.

6.

DESIGN

6.1

GENERAL

The switchboard shall be metal clad type. Circuit breakers shall be withdrawable.
There shall be no maintenance disconnecting switches on both sides of the circuit
breaker.
Power components in each cubicle, shall be arranged in separate compartments with
metal partition intended to be earthed :
- Circuit breaker compartment
- Bus bar compartment
- Power cable compartment
Fault occurring in any of the compartment shall be restricted to that compartment,
shall not cause break-down of other compartments, or shall not cause damage to
adjacent cubicles.
All equipment and materials shall be new and the best of their respective kind, of
repetitive industrial construction, with Quality Assurance ISO 9001-9002.
Bus bars shall be made of hard drawn electrolytic copper.
Bus bars and connections shall be fully rated, braced and shall withstand
symmetrical short circuit current, asymmetrical short circuit current, dynamic peak
current and thermal short time current over the full length of the switchboard.
The switchboard enclosure shall be of the naturally ventilated design and shall not
rely on any forced cooling.

Enclosure shall be hot dip furnace painted ,inside and outside.


Final color is RAL 7032.
Enclosure degree of protection is IP31 (IEC 60529) minimum.
Anti-condensation heaters 220VAC 50 Hz shall be provided in each cubicle. Anticondensation heaters shall be thermostatically controlled.
Automatic (door opening) internal lighting 220VAC 50 Hz, shall be provided.

6.2

PANEL CONSTRUCTION
The switchboard shall be made of a series of prefabricated air insulated panels or
cubicles in juxtaposition. Cubicles shall be of self supporting, flush-front design
having a neat and clean appearance. Steel sheet shall be 2mm minimum
The line-up shall be arranged in such manner that an expansion can be possible at
both ends.
For packing purpose and site re-assembly, each sub-bar shall be predrilled and tinned
at their ends. All bolted connections shall be made with high tensile strength bolts
effectively secured against loosening, effectively coated against corrosion.
The switchboard shall have front access for operation.
Each cubicle shall be marked with a suitable mimic diagram. The control switch
(on/off) is part of the mimic diagram. Cubicle front label shall indicate the function
of the cubicle. Inside identification labels shall be under or near each piece of
equipment. .
The switchgear shall be designed and manufactured to facilitate inspection, cleaning,
repair and maintenance and to ensure absolute safety during operation, inspection
and maintenance.
No cast iron or cast aluminum shall be used in any part of the switchgear which is
subjected to mechanical stress.
Particular care shall be taken to prevent the occurrence of electrochemical corrosion
at the interfaces between dissimilar metals. This requirement shall also apply to the
termination of Aluminum core cables.
All joints and conductors shall have their jointing surfaces properly tinned where
necessary to prevent oxidization and undue heating.

Altitude de-rating
Maximum operating voltage will not reach 24kV for reason of local network. As
material is built to operate at 24kV maximum service voltage and insulated for
1000m, altitude de-rating shall not apply.
Common properties of apparatus and controls are described below.
Particular properties of each panel are described in data sheets at the end of this
document.

8.

CIRCUIT BREAKERS

8.1

GENERAL
Circuit breakers shall be of SF6 squelching medium, spring loaded type, wound up
by an electric motor, with closing and tripping coils.
Normal activation shall be provided by electrical local or remote control. Manual
spring loading and control shall also be possible.
Circuit breakers shall be trip-free.
Facilities to test the breaker in "test" position or in "withdrawn" positions shall be
provided.

CLOSING AND TRIPPING


a)

The method of closing and tripping shall be by one trip coil and by one close
coil. The closing and tripping circuits shall be protected by miniature circuit
breakers.

b)

Control voltage is 110V DC. Batteries/ rectifiers shall be provided by others

c)

Energy storage spring shall be automatically recharged following each


open/close cycle. Storage energy shall be three cycles minimum.

d)

Charging motor is 110 V dc.

CIRCUIT BREAKERS INTERLOCKS


a)

All circuit breakers shall be provided with a complete set of interlocks to


prevent incorrect operation in accordance with IEC 60298.

b)

Mechanical interlock of the circuit breaker with the cable earth switch is in
such a manner that this latter may be switched on only if the circuit-breaker is
withdrawn or else when it is on, the circuit breaker cannot be inserted.

c)

Particular interlocks :
- Transformer circuit breaker: the low side circuit breaker may be closed only
when the high side breaker is already closed (by control wiring).
- Bus Disconnecting Switch : see description in 9 below.

SAFETY SHUTTERS
a)

Safety shutters shall be provided to automatically cover the mobile truck


compartment from bus bar compartment and from cable compartment
whenever the circuit breaker is withdrawn.

b)

Each set of shutters shall be individually operated and shall be capable of


being padlocked in the closed position.

c)

For withdrawable voltage transformers, safety shutters shall also be provided


to automatically cover the bus bar on withdrawal of this apparatus.

d)

The voltage transformer safety shutters shall be automatically opened and


closed by the voltage transformer motion.

e)

Voltage transformer safety shutters shall be capable of being padlocked in the


closed position.

AUXILIARY CIRCUITS
a)

The connection of auxiliary circuits from apparatus to the low voltage


compartment, shall be by means of well fastened PVC conduit. Circuitbreakers mounted on trucks shall have self-aligning plugs and sockets.

b)

It shall be possible to maintain the connection of auxiliary circuits when the


circuit breaker is in the isolated position.

CIRCUIT BREAKER AUXILIARY SWITCHES


- auxiliary switches for breaker close/open positions shall be provided. In addition
to those used by manufacturing standard , 4 NO + 4 NC switches, free of voltage,
shall be available on terminal block .
- limit switches for truck positions shall be provided. In addition to those used by
manufacturing standard , 2 NO + 2 NC switches, free of voltage, shall be
available on terminal block .

- switches shall be suitable for 110V D.C. 5 A inductive load.

- switches shall be positively driven in both directions and shall be so positioned
that inspection and maintenance is easy.
8.7

MECHANICAL INDICATION AND TRIP


a)

All panels shall be provided with mechanically operated "on" and "off"
indicators which shall be positively driven in both directions and shall be
visible from the front of the equipment.

b)

All circuit breakers shall be provided with a truck mounted hand operated
mechanical trip device which shall be protected against inadvertent tripping.

9.

DISCONNECTING SWITCH

9.1

DEFINITION

In withdrawable switch-gears, such as metal clad, disconnecting switches are not


built in the same manner as in fixed switch-gears. In fact, there is no disconnecting
switches at all, since to withdraw a circuit breaker is, by itself, equivalent to visually
disconnect a circuit.
In this application, the disconnecting switch is in fact a circuit breaker truck where
the breaker is substituted by three vertical solid bars (three phases). Aside the
metallic bars, the cubicle is free of low voltage equipment. Such a truck is called a
bar bridge.
To close the disconnecting switch means to plug in the bar bridge. To open the
disconnecting switch means to plug out the bar bridge.
A bus disconnecting switch shall be made of one bar bridge cubicle and one bus riser
cubicle.
9.2

INTERLOCK
As hinted in 5.1 and 8.3, the disconnecting switch D1 must be mechanically
interlocked with the two circuit breakers B1 an B4.
Two conditions are required to open D1 :
- When breaker B1 is in open position, one key, key K1 is freed. K1 is emprisoned,
when B1 is closed. When breaker B4 is in open position, one key, key K4 is
freed. K4 is emprisoned when B4 is closed.
- At D1 cubicle, one lock with 2 keys shall be provided. These two keys are
necessarily keys K1 and key K4.

INSTRUMENT TRANSFORMERS

10.1

CURRENT TRANSFORMERS

Current transformers shall be in accordance with IEC 60044-1.


The secondary current rating shall be 5 A.
One Metering & Protection Digital Programmable Device shall be used in this
application.
One set of 3 CTs shall be used for both metering and protection.
This device must be immune to saturation on both meters and protective relays.
Metering accuracy is 1.5 %
Protection accuracy is 10%
For reason of metering accuracy, in healthy conditions, total load including lead
wires must exceed 0.1 CT output. During worse fault conditions, CT output must
exceed total load including lead wires. Supplier shall check and guarantee that CT
output is inside these limits. A calculation note shall be submitted to Contractor for
approval.
10.2

VOLTAGE TRANSFORMERS
Voltage transformers shall be in accordance with IEC 60044-2.
Voltage transformers shall single phase with one primary and one secondary.
The preferred secondary voltage is 110V/3.
Accuracy class is 1.
For accuracy reason, total load including lead wires must exceed 10% of VT output.
Loading resistance shall be added to fulfill to condition.
Supplier shall check and guarantee that VT output is within reasonable limit. A
calculation note shall be submitted to Contractor for approval.

HV side :
Voltage transformers shall be protected on the HV side by high rupturing capacity
fuses.
HV fuses shall be withdrawable. They shall have strike pin and signal contacts.
Their location shall be readily accessible for a safe replacement whilst the bus bars
remain live.
LV side :
Voltage transformers shall be protected on the LV side by miniature circuit breakers.
Miniature circuit breakers shall have position contacts and fault contacts

All protective devices on both sides shall be capable of handling the inrush currents
under all service conditions, without abnormal ageing or deterioration. The rating of
the protection devices shall be selected in such a way that selective coordination with
up and down stream protection is guaranteed.

LOW VOLTAGE COMPARTMENT


All control circuitry is in this low voltage compartment:
Metering and Control wiring

Control orders (ON and OFF of circuit breakers) from the EPMSD shall be by hard
wires.
On each cubicle, a loss of DC source monitoring relay shall be provided : local pilot
light and remote alarm.
All pilot lights shall be electro-luminescent diodes.
Meters and Protective relays
Meters and relays shall be built into one Metering & Protection Digital
Programmable Device.
See required metering functions and required protective functions in the Over all HV
& LV single line diagram quoted in 3.3 Referenced Documents.
The over-current relay shall be multi-curve : constant, inverse, very inverse etc. . .
according to IEC 60255. All relays shall be insensitive to CT saturation .

Each relay shall have a communication port RS 485 to link them to the 380V
Electrical Power Management Computer at 130m away.

CABLE COMPARTMENT
In the cable compartment there are :
- One three phase earthing switch
- Three current transformers
- Three voltage transformers when required
- Three neon signal lamp presence of voltage.
- Power cables terminations.
The earthing switch shall have a making capacity equal to the maximum
symmetrical short circuit current.
The earthing switch shall be mechanically interlocked with the circuit breaker as per
IEC 60298.
In addition, the earthing switch shall be mechanically interlocked with the upstream
earthing switch (line incoming) or mechanically interlocked with the downstream
circuit breaker (step down transformers) .

Bottom plate for cables shall be provided. For single core cable, mounting plate shall
be of non-magnetic material.
Inside the compartments adequate provisions shall be fitted for earthing the screen
and/or armoring of each cable independently.

13.

EARTHING AND BONDING


a)

All metallic non-current carrying parts shall be bonded together and bonded to
an earth bar which shall run the entire length of the equipment.

b)

The earth bar cross section, when made of copper, shall withstand bus duty at
150 A/mm maximum.

c)

The main earth bar shall be so positioned and prepared to receive bonding
straps from the incoming and outgoing cables.

d)

The main earth bar shall be provided with studs at each end to receive the
earthing cables or tapes as specified in the requisition.

e)

All doors shall be bonded to the switch-gear body by means of flexible copper
bonds, which shall be so arranged that it is not possible for the bonds to be
trapped in the doors. Particular attention shall be given to the size and method
of earthing and bonding of withdrawable items of equipment.

14.

AUXILIARY EQUIPMENT

14.1

SECONDARY WIRING AND TERMINALS


To accommodate and support the wiring, covered plastic channels, insulted tubes or
plastic strips shall be used. The filling factor of conduits shall not exceed 70%.
The minimum cross section for wiring of current transformer secondary circuits with
5 A rating shall be 2,5 mm2 minimum. Power circuit wiring (ac and dc supply) shall
be 2,5 mm2 minimum.
Writing and terminal shall be identified in accordance with the related wiring
diagrams.

14.2

NAME, IDENTIFICATION, INSTRUCTION AND WARNING PLATES


Name, identification, instruction and warning plates and their fixing materials shall
be of durable corrosion resistant material. They shall be provided with indelible
inscription in English. Plates mounted on the outside of the equipment shall be fixed
by means of durable self-threading screws or pop rivets.

CIRCUIT CABLES
Each circuit of the assembly shall be provided with the following circuit

INSTRUCTION PLATES

In locations where dangerous situations may inadvertently be created, warning
plates(s) or caution notice(s) shall be installed, identifying the danger point(s). This

SPECIAL TOOLS
SUPPLIER shall propose a full list of special tools and devices as deemed necessary
for the erection and maintenance related to a site far from Suppliers technical
support.
The minimum suggested special tools for two switchboards is :

SPARE PARTS
- Provide six 20kV spare VT fuses (for 2 switchboards)

- Provide any other spare parts as deemed necessary for a good maintenance

In option the SUPPLIER shall provide a spare parts list for two years maintenance.
This list shall be itemized and priced.

QUALITY ASSURANCE.
The Supplier shall have a Quality Assurance Procedure, based on ISO 9001 and
9002 standards controlling the quality of the design and assembling work during all
stages of the production process. QA Procedure shall be submitted to Contractors
evaluation. Contractor shall be allowed to factory control at random product quality
of his material without any kind of limitation.

TEST CERTIFICATES.

18.1

TYPE TEST CERTIFICATE


Type tests certificates in accordance IEC 60694 shall be available at the quotation
stage. Test should be performed by independent testing laboratories.

18.2

ROUTINE TEST
Routine tests in accordance IEC 60298, IEC 60694 are required to make sure of a
minimum compliance to ordered material. Results shall be recorded in a test report.
Routine test of assemblies and components shall be performed during factory
inspection: circuit breakers, switches, voltage transformers, current transformers.
Contractor or NIGC (end user) shall witness the tests. Supplier shall notify
Contractor in due time, at least one month, before testing takes place.
Inspection and tests shall be carried out on the complete assembled switchgear or
parts thereof when delivered with time intervals.
Transportable units can be wired together.
The following checks and tests shall at least be carried out.
Switchgear shall be visually inspected on technical execution and conformity with
the latest issue of the approved drawings and with the order. Spot checks shall be
made to verify:
- the degree of protection of the enclosure,
- the degree of protection within the compartments,
- the effectiveness and reliability of safety shutters, partitions and shrouds,
- the effectiveness and reliability of operating mechanism, locks and interlock
system,
- the insulation of the bus bar system,
- the creepage distances and clearances,
- the proper mounting of components,
- the internal wiring and cabling system,
- the correct wiring of main and auxiliary circuits,

- the suitability of clamping, earthing and terminating arrangements,


- the correct labeling of functional units
- the completeness of the data on the nameplate,

The insulation resistance tests shall be carried out with all manually operated and
latched type switching devices in the service and closed position and all main fuses
installed.
Testing of the mechanical and electrical operation of a number of functional units on
random basis, including their control and protective devices.
Insulation resistance test applying a 5 kV Megger, 1 mn between each phase against
earth, with the two remaining phase connected to earth.
Insulation resistance test applying a 2,0 kV Megger, 1 mn between low voltage
circuits against earth.
HV dielectric test (50kV 1 mn) shall be carried out in accordance IEC 60694 clause
4.2.1 table 1.

provide revised data sheets and resubmit to Purchaser these information. New
data shall be guaranteed and binding the Vendor.
Instructions for transport, storage shall be given as an integral part of the order.

d)

Provide ten set of drawings, documentation and printed matters. Provide one
set of time current curves on log paper covering protective relays provided
with equipment .

e)

Information and data shall be supported with such photographs and drawings
as necessary to completely describe the equipment being offered.

20.

RULES FOR TRANSPORT, STORAGE, ERECTION AND MAINTENANCE


Assemblies supplied in transport units shall have these units clearly marked to
facilitate assembly at site.
Total mass of the assembly and of the individual shipping sections shall be given by
the manufacturer.
Instructions for transport, storage shall be given as an integral part of the order.

Definition is in 9 as follows :
9 DEFINITION :
In withdrawable switch-gears, such as metal clad, disconnecting
switches are not built in the same manner as in fixed switch-gears.
In fact, there is no disconnecting switches at all, since to withdraw a
circuit breaker is, by itself, equivalent to visually disconnect a
circuit.
In this application, the disconnecting switch is in fact a circuit
breaker truck where the breaker is substituted by three vertical solid
bars (three phases). Aside the metallic bars, the cubicle is free of
low voltage equipment. Such a truck is called a bar bridge.
To close the disconnecting switch means to plug in the bar bridge.
To open the disconnecting switch means to plug out the bar bridge.
A bus disconnecting switch shall be made of one bar bridge cubicle
and one bus riser cubicle.
INTERLOCK
As hinted in 5.1, the disconnecting switch D1 (this cubicle 4) must
be mechanically interlocked with the two circuit breakers B1
(cubicle 2) and breaker B4 (cubicle 1).
Two conditions are required to open D1 :
When breaker B1 is in open position, one key, key K1 is freed . K1
is imprisoned when B1 is closed.
When breaker B4 is in open position, one key, key K4 is freed . K4
is imprisoned when B4 is closed.
At D1 cubicle, one lock with 2 keys shall be provided. These two
keys are necessarily key K1 and key K4.
