These can also be seen in the office of the Executive Engineer, NEPA Project Division,
CPWD, Shillong 793003 between hours of 11.00 AM and 4.00 PM from 25.08.2015 to
09.09.2015 every day except on Sunday and Public Holidays.

The tender/bid can be submitted after depositing Processing fee in favour of M/s ITI
Limited (The contractors already registered on the e- tendering portal will have option to
continue by paying tender processing fee upto one year from the date of Registration or to
switch over to new registration without tender processing fee any time) and uploading the
mandatory scanned documents such as Demand Draft or Pay order or Banker`s Cheque or
Deposit at call Receipt or Fixed Deposit Receipts and Bank Guarantee of any schedule Bank
towards EMD in favour of PAO, NEZ, CPWD, Shillong payable at Shillong and other
documents as specified.

The intending bidder must have valid class-III digital signature to submit the
bid/tender. Those contractors not having the digital signature are required to obtain the same.
They can get the details as regard to registration and online tendering process on the website
www.tenderwizard.com/CPWD or www.cpwd.gov.in.

Bidder can upload documents in the form of JPG format and PDF format.
7.
Bidder must ensure to quote rate of each item. The column meant for quoting rate in
figures appears in pink colour and the moment rate is entered, it turns sky blue.
In addition to this, while selecting any of the cells a warning appears that if any cell is left
blank, the same shall be treated as 0.
Therefore, if any cell is left blank and no rate is quoted by the bidder, rate of such item shall
be treated as 0 (Zero).
After submission of the bid, the bidder can re-submit revised bid any number of times but
before last time and date of submission of bid as notified.
While submitting the revised bid, the bidder can revise the rate of one or more item(s) any
number of times (bidders are need not re-enter rate of all the items at the time of submission of
revise bid) but before last time and date of submission of tender as notified.
However, if the tenderer quotes NIL rates against each item, in item rate tender, the tender
shall be treated as invalid and will not be considered as lowest tenderer.
8.
On the date for opening of financial bid, the contractor can login and see the bid
opening process. After opening of bids he will receive the competitor bid sheets.
9.
Eligible CPWD contractors who are enlisted in composite category can do the minor
component of the work themselves if they have valid electrical license.
10.
Eligible Non-CPWD contractors and other eligible CPWD contractors who are enlisted
in only Civil (B&R) category will have to associate with eligible CPWD contractor of IEI
appropriate category for carrying out the minor component of the work.

Intending bidders are eligible to submit the bid provided they have definite proof from the
appropriate authority, which shall be to the satisfaction of the competent authority, of having
satisfactory completed similar works of magnitude specified below:-

1.2.3 When the bids are invited from non CPWD contractors also as per provisions of clause 1.2.1
above, it will be mandatory for non CPWD contractors and to upload the work experience
certificate(s) and the affidavit as per provisions of clause 1.2.2
But for such bids, CPWD Class-I contractors are eligible to submit the bids without
submission of work experience certificate and affidavit. Therefore, CPWD Class-I contractors
shall upload two separate letters for experience certificate and affidavit that these documents
are not required to be submitted by them. Uploading of these two letters is mandatory.

i)
Copy of Enlistment Order and certificate of work experience and other documents as
specified in the tender document for eligibility shall be scanned and uploaded to the etendering website within the period of tender submission. However, certified copy of
all the scanned and uploaded documents as specified in tender document shall have to
be submitted by the lowest bidder along with physical EMD of the scanned copy of
EMD uploaded within a week physically in the office of tender opening authority.
Online tender documents submitted by interested tenders shall be opened of those bidders,
who has deposited e-Tender processing fee with M/s ITI Limited and Earnest Money Deposit
and other documents scanned and uploaded are found in order. The e-bid submitted shall be
opened at 04:00 PM on 09.09.2015. The bid submitted shall become invalid and cost of bid
and e-tender processing fee shall not be refunded if: (i) The bidder is found ineligible. (ii) The
bidder does not upload all the documents (including service tax registration/ VAT registration/
sales tax registration) as stipulated in the bid document including the undertaking about
deposition of physical EMD of the scanned copy of EMD uploaded. (iii) If any discrepancy is
noticed between the documents as uploaded at the time of submission of bid and hard copies
as submitted physically by the lowest bidder in the office of bid opening authority. (iv) The
lowest bidder does not deposit physical EMD within a week of opening of tender. (v) The
tenderer quotes NIL rates against each item, in item rate tender, the tender shall be treated as
invalid and will not be considered as lowest tenderer.
7. The contractor whose bid is accepted, will be required to furnish performance guarantee of
5% (Five Percent) of the bided amount within the period specified in Schedule F. This
guarantee shall be in the form of Deposit at Call receipt of any scheduled bank/Bankers
cheque of any scheduled bank/Demand Draft of any scheduled bank/Pay order of any
Scheduled Bank or Government Securities or Fixed Deposit Receipts or Guarantee Bonds of
any Scheduled Bank or the State Bank of India in accordance with the prescribed form. In case
the contractor fails to deposit the said performance guarantee within the period as indicated in
Schedule F, including the extended period if any, the Earnest Money deposited by the
contractor shall be forfeited automatically without any notice to the contractor. The Earnest
money deposited along with bid shall be returned after receiving the aforesaid performance
guarantee. The contractor whose bid is accepted will also be required to furnish copy of
applicable licenses/registrations or proof of applying for obtaining labour licenses,
registration with EPFO, ESIC, and BOCW Welfare Board and Programme Chart (Time
and Progress) within the period specified in Schedule F.
8. Intending bidders are advised to inspect and examine the site and its surroundings and
satisfy themselves before submitting their bids as to the nature of the ground and sub-soil (so
far as is practicable), the form and nature of the site, the means of access to the site, the
accommodation they may require and in general shall themselves obtain all necessary
information as to risks, contingencies and other circumstances which may influence or affect
their bid. A bidder shall be deemed to have full knowledge of the site whether he inspects it or
not and no extra charge consequent on any misunderstanding or otherwise shall be allowed.
The bidders shall be responsible for arranging and maintaining at own cost all materials, tools
& plants, water, electricity access, facilities for workers and all other services required for

executing the work unless otherwise specifically provided for in the contract documents.
Submission of a bid by a bidder implies that he has read this notice and all other contract
documents and has made himself aware of the scope and specifications of the work to be done
and of conditions and rates at which stores, tools and plant, etc. will be issued to him by the
Government, local conditions and other factors having a bearing on the execution of the work.
9. The competent authority on behalf of the President of India does not bind itself to accept
the lowest or any other bid and reserves to itself the authority to reject any or all the bids
received without the assignment of any reason. All bids in which any of the prescribed
condition is not fulfilled or any condition including that of conditional rebate is put forth by
the bidders shall be summarily rejected.
10. Canvassing whether directly or indirectly, in connection with bidders is strictly prohibited
and the bids submitted by the contractors who resort to canvassing will be liable for rejection.
11. The competent authority on behalf of President of India reserves to himself the right of
accepting the whole or any part of the bid and the bidders shall be bound to perform the same
at the rate quoted.
12. The contractor shall not be permitted to bid for works in the CPWD Circle responsible for
award and execution of contracts, in which his near relative is posted a Divisional Accountant
or as an officer in any capacity between the grades of Superintending Engineer and Junior
Engineer (both inclusive). He shall also intimate the names of persons who are working with
him in any capacity or are subsequently employed by him and who are near relatives to any
gazette officer in the Central Public Works Department or in the Ministry of Urban
Development. Any breach of this condition by the contractor would render him liable to be
removed from the approved list of contractors of this Department.
13. No Engineer of gazette rank or other Gazetted Officer employed in Engineering or
Administrative duties in an Engineering Department of the Government of India is allowed to
work as a contractor for a period of one year after his retirement from Government service,
without the previous permission of the Government of India in writing. This contract is liable
to be cancelled if either the contractor or any of his employees is found any time to be such a
person who had not obtained the permission of the Government of India as aforesaid before
submission of the bid or engagement in the contractors service.
14. The bid for the works shall remain open for acceptance for a period of ninety (90) days
from the date of opening of bids. If any bidder withdraws his bid before the said period or
issue of letter of acceptance, whichever is earlier, or makes any modifications in the terms and
conditions of the bid which are not acceptable to the department, then the Government shall,
without prejudice to any other right or remedy, be at liberty to forfeit 50% of the said earnest
money as aforesaid. Further the bidder shall not be allowed to participate in the re-bidding
process of the work.
15. This Notice Inviting Bid shall form a part of the contract document. The successful
bidder/ contractor, on acceptance of his bid by the Accepting Authority shall within 15 days
from the stipulated date of start of the work, sign the contract consisting of:a) The Notice Inviting Bid, all the documents including additional conditions,
specifications and drawings, if any, forming part of the bid as uploaded at the time of
invitation of bid and the rates quoted online at the time of submission of bid and acceptance
thereof together with any correspondence leading thereto.
b) Standard C.P.W.D. Form 8 (Attached with this bid document).
16. For Composite Bids

16.1.1 The Executive Engineer in charge of the major component is calling bids for the
composite work. The Earnest Money has been fixed with respect to the combined estimated
cost put to tender for the composite bid.
16.1.2 The bid document includes following components:
Part A - CPWD-6, CPWD-8 including schedule A to F for the major component of the
work, Standard General Conditions of Contract for CPWD 2014 as amended/modified up
to 24.08.2015.
Part B - General / specific conditions, specifications and schedule of quantities applicable
to major component of the work.
Part C & Part D - Schedule A to F for minor components of the work. General/specific
conditions, specifications and schedule of quantities applicable to minor component(s) of
the work.
16.1.3 The bidders must associate himself, with agencies of the appropriate class eligible
to bid for the minor component individually.
16.1.4 The bidders shall quote rates for all items of major component as well as for all
items of minor components of work.
16.1.5 After acceptance of the bid by competent authority, the EE in charge of major
component of the work shall issue letter of award on behalf of the President of India. After
the work is awarded, the main contractor will have to enter into one agreement with EE in
charge of major component and has also to sign two more copies of agreement. One such
signed set of agreement shall be handed over to EE in charge of minor component(s). EE of
major component will operate Part A, Part B and Part C of the agreement. EE -in-Charge of
minor component(s) shall operate Part D and Part E along with Part A of the agreement.
16.1.6 Entire work under the scope of composite bid including major and all minor
components shall be executed under one agreement.
16.1.7 Security Deposit will be worked out separately for each component corresponding to
the estimated cost of the respective component of works.
16.1.8 The main contractor has to associate agency(s) for minor component(s) conforming
to eligibility criteria as defined in the bid document and has to submit detail of such
agency(s) to Engineer-in-Charge of minor component(s) within prescribed time. Name of
the agency(s) to be associated shall be approved by Engineer-in-Charge of minor
component(s).
16.1.9 In case the main contractor intends to change any of the above agency/agencies
during the operation of the contract, he shall obtain prior approval of Engineer-in-Charge of
minor component. The new agency/agencies shall also have to satisfy the laid down
eligibility criteria. In case Engineer-in-charge is not satisfied with the performance of any
agency, he can direct the contractor to change the agency executing such items of work and
this shall be binding on the contractor.
16.1.10 The main contractor has to enter into agreement with contractor(s) associated by
him for execution of minor component(s). Copy of such agreement shall be submitted to
EE/DDH in charge of each minor component as well as to EE in charge of major
component. In case of change of associate contractor, the main contractor has to enter into
agreement with the new contractor associated by him.
16.1.11 Running payment for the major component shall be made by EE of major discipline
to the main contractor. Running payment for minor components shall be made by the
Engineer-incharge of the discipline of minor component to the main contractor.

16.1.12A The composite work shall be treated as complete when all the components of the
work are complete. The completion certificate of the composite work shall be recorded by
Engineer in charge of major component after record of completion certificate of all
other components.
16.1.12B Final bill of whole work shall be finalized and paid by the EE of major
component. Engineer(s)-in-Charge of minor component(s) will prepare and pass the final
bill for their component of work and pass on the same to the EE of major component for
including in the final bill for composite contract.
17.
Sales Tax/VAT (except Service tax), Purchase Tax, Turn Over Tax, Excise Duty,
Royalty tax or any other tax on materials/work as applicable shall be paid by the contractor
himself. The contractor shall quote his rates considering all such taxes. However, in respect of
service tax, same shall be paid by contractor to the concerned department on demand and it
will be reimbursed to him by the Engineer-in-Charge after satisfying that it has been actually
and genuinely paid by the contractor. The applicable and eligible service tax shall be
reimbursed preferably within 7 days but not later than 30 days of submission of documentary
proof of payment provided same are in order.

Specifications applicable, Drawings & Designs, General Rules and Directions, Conditions of
contract, clauses of contract, Special conditions, Schedule of Rate & other documents and
Rules referred to in the conditions of contract and all other contents in the tender document
for the work.
I/We hereby tender for the execution of the work specified for the President of India within
the time specified in Schedule F viz., schedule of quantities and in accordance in all respects
with the specifications, designs, drawings and instructions in writing referred to in Rule-1 of
General Rules and Directions and in Clause 11 of the Conditions of contract and with such
materials as are provided for, by, and in respects in accordance with, such conditions so far as
applicable.
I/We agree to keep the tender open for Ninety (90) days from the date of opening of
Eligibility Document and not to make any modifications in its terms and conditions.
A sum of Rs. 20,82,898.00 is hereby forwarded in receipt treasury challan/deposit at call
receipt of scheduled bank/fixed deposit receipt of scheduled bank/demand draft of a
scheduled/Bank Guarantee issued by a scheduled bank as earnest money. If I/We, fail to
furnish the prescribed performance guarantee within prescribed period, I/We agree that the
said President of India or the successors in office shall without prejudice to any other right or
remedy, be at liberty to forfeit the said earnest money absolutely. Further, if I/We fail to
commence work as specified, I/We agree commence work as specified, I/We agree that
President of India or the successors in office shall without prejudice to any other right or
remedy available in law, be at liberty to forfeit the said performance guarantee absolutely.
The said Performance Guarantee shall be a guarantee to execute all the works referred to in
the tender documents upon the terms and conditions contained or referred to those in excess
of that limit at the rates to be determined in accordance with the provision contained in Clause
12.2 and 12.3 of the tender form.
Further, I/We agree that in case of forfeiture of Earnest Money or Performance Guarantee as
aforesaid, I/We shall be debarred for participation in the re-tendering process of the work.
I/We undertake and confirm that eligible similar work(s) has/have not been got executed
through another contractor on back to back basis. Further that, if such a violation comes to the
notice of Department, then I/We shall be debarred for tendering in CPWD in future forever.
Also, if such a violation comes to the notice of Department before date of start of work, the
Engineer-in-Charge shall be free to forfeit the entire amount of Earnest Money
Deposit/Performance Guarantee.

connected with the work as secret/confidential documents and shall not communicate

WHEREAS the Principal/Owner has floated the Tender (NIT No. 03/201516/NEPAPD/SHG) (hereinafter referred to as Tender/Bid) and intends to award, under
laid down organizational procedure, contract for Construction of Office Cum Laboratory
Complex including Regional Training Institute (RTI) of GSI, NER, Shillong. (SH: C/o
Block 'C' and connecting corridor 'CB' including internal water supply, sanitary
installation, internal electrical installation & installation of fire alarms.) (hereinafter
referred to as the Contract).
AND WHEREAS the Principal/Owner values full compliance with all relevant laws of
the land, rules, regulations, economic use of resources and of fairness/transparency in its
relation with its Bidder(s) and Contractor(s).
AND WHEREAS to meet the purpose aforesaid both the parties have agreed to enter
into this Integrity Agreement (hereinafter referred to as Integrity Pact or Pact), the
terms and conditions of which shall also be read as integral part and parcel of the
Tender/Bid documents and Contract between the parties.
NOW, THEREFORE, in consideration of mutual covenants contained in this Pact, the
parties hereby agree as follows and this Pact witnesses as under:

undisclosed agreement or understanding, whether formal or informal. This
applies in particular to prices, specifications, certifications, subsidiary

4) Should one or several provisions of this Pact turn out to be invalid; the remainder of
this Pact remains valid. In this case, the parties will strive to come to an agreement
to their original intensions.
5) It is agreed term and condition that any dispute or difference arising between the
parties with regard to the terms of this Integrity Agreement / Pact, any action taken
by the Owner/Principal in accordance with this Integrity Agreement/ Pact or
interpretation thereof shall not be subject to arbitration.
Article 8- LEGAL AND PRIOR RIGHTS
All rights and remedies of the parties hereto shall be in addition to all the other legal
rights and remedies belonging to such parties under the Contract and/or law and the
same shall be deemed to be cumulative and not alternative to such legal rights and
remedies aforesaid. For the sake of brevity, both the Parties agree that this Integrity Pact
will have precedence over the Tender/ Contact documents with regard any of the
provisions covered under this Integrity Pact.

GENERAL CONDITIONS
Unless otherwise provided in the schedule of quantities the rates tendered by the
contractor shall be all inclusive and shall apply to all heights lifts, leads and depths of
the building and nothing extra shall be payable on this account, payment for centring,
shuttering however, if required to be done for height greater than 3.6 M shall be
admissible at rate arrived at in accordance with clause 12 of the agreement, if not
already specified.
The contractor shall make his own arrangements for obtaining electric connection (if
required) and make necessary payments directly to the department concerned.
The bidder shall abide by the rules and regulations under relevant State VAT ACT,
FOREST ACT, etc, as amended from time to time and deductions shall be made from
the gross value of the work done from all bills as per the provisions of above stated
Acts. Nothing extra on account of this deduction shall be paid.
Other agencies doing works related to this projects will also simultaneously execute
the work and the contractor shall provide necessary facilities for the same. The
contractor shall leave such necessary holes opening etc. for burying in the work pipes,
cables, conduits, clamps, boxes and hooks for fan clamps etc. as may be required for
other agencies. Conduits for electrical wiring /cables will be laid in a way that they
leave enough space for concreting and do not adversely affect the structural members.
Nothing extra over the agreement rates shall be paid for the same.
Some restrictions may be imposed by the security staff/client department etc on the
working and for movement for labour materials etc. The contractor shall be bound to
follow all such restrictions / instructions and nothing extra shall be payable on this
account.
(a) The building work will be carried out in the manner complying in all respects with
the requirements of relevant bye laws of the local body under the jurisdiction of which
the work is to be executed or as directed by the Engineer in charge and nothing extra
will be paid on this account.
(b) The work of water supply, internal sanitary installation and drainage work etc
shall be carried out as per local Municipal Corporation or such local body-Bye-laws
and the contractor shall produce necessary completion certificate from such
authorities after completion of the work.
Water tanks, taps, sanitary, water supply and drainage pipes including fittings etc
should conform to bye-laws and specification as applicable. The contractor should
engage plumbing and sanitary agency approved by the Engineer-in- charge, which
should have requisite T&P, skilled workers and experience for which necessary
certificates & document proof shall be submitted before two month of the start of
plumbing and/or sanitary work. The contractor shall get the materials (fixtures /
fittings) tested by the municipal body / corporation authorities etc as required at his
own cost.
(c) The contractor shall comply with proper and legal orders and directions of the
local or public authority or municipality and abide by their rule and regulations and
pay all fees and charges which he may be liable.
The contractor shall give a performance test of the entire installation (s) as per
standing specification before the work is finally accepted and nothing extra
whatsoever shall be payable to the contractor for the test.

8. Samples of various materials required for testing shall be provided free of charges by
the contractor. Initial testing charges, if any, unless otherwise provided shall be borne
by the contractor. However, if samples pass in all required test, the testing charges (if
any) shall be reimbursed to the contractor. All other expenditure required to be
incurred on taking sample, conveyance charges, packing charges etc shall be borne by
the contractor himself.
9. All test registers shall be maintained by the contractor or his representative which will
be reviewed by the officers of CPWD at regular intervals. The register shall remain in
the custody of contractor and Xerox copy of the same shall be submitted by contractor
duly signed by him and representative of Engineer-in-charge along with every
running bill. The material shall be tested as per cycle given in specifications for the
respective items. The contractor shall adhere to the quality assurance programme as
given in the tender document.
10. The work shall be carried out in accordance with the Architectural drawings and
structural drawings, to be issued from time to time, by the Engineer-in-Charge. Before
commencement of any item of work the contractor shall correlate all the relevant
architectural and structural drawings, nomenclature of items and specifications etc.
issued for the work and satisfy himself that the information available there from is
complete and unambiguous. The figure and written dimension of the drawings shall
supersede the measurement by scale. The discrepancy, if any, shall be brought to the
notice of the Engineer-in-charge before execution of the work. The contractor alone
shall be responsible for any loss or damage occurring by the commencement of work
on the basis of any erroneous and/ or incomplete information and no claim
whatsoever shall be entertained on this account.
11. The contractor shall have to make approaches to the site, if so required and keep them
in good condition for transportation of labour and materials as well as inspection of
works by the Engineer in charge and other officers. Nothing extra shall be paid on this
account.
12. No payment will be made to the contractor for damage caused by rains, or other
natural calamities during the execution of the works and no such claim on this account
will be entertained.
13. All Reinforced Cement Concrete work shall be design mix concrete of specified
grade. Further, the contractor shall install on site-batching plant of requisite capacity
for production of design mix concrete which shall also be used in non-structural
isolated members.
14. The terms machine batched, machine mixed and machine vibrated concrete used
elsewhere in agreement shall mean the concrete produced in concrete batching and
mixing plant and if necessary transported by concrete mixers, placed in position by
the concrete pumps, tower crane and vibrated by surface vibrator /needle vibrator /
plate vibrator, as the case may be to achieve required strength and durability.
15. Various factory made materials shall be procured from reputed and approved
manufacturers or their authorized dealers. List of such approved manufacturers is
available at Annexure-A. For the items / materials not appearing in the list the
decision of Engineer in charge shall be final and binding.
16. Wherever work is specified to be done or material procured through specialized
agencies as mentioned as schedule-F, their names shall be got approved well in

advance from Engineer in charge. The specialized agency will be approved by giving
consideration to turn over of the company and experience in similar specialized work.
Failure to do so shall not justify delay in execution of work. It is suggested that
immediately after award of work, contractor should negotiate with concerned
specialist agencies and send their names for approval to Engineer in charge. Any
material procured without prior approval of Engineer in charge in writing is liable to
be rejected. Engineer in charge reserves right to get the materials tested in laboratories
of his choice before final acceptance. Non standard materials shall not be accepted.
17. Doors and frames shall be procured from specialised firms and name of such agencies
shall be got approved from the Engineer in charge well in advance.
18. The construction joints shall the provided in predetermined locations only as decided
by Engineer in charge. The cost of shuttering for these construction joints shall be
included in item of Concrete work / RCC work and nothing extra shall be payable on
this account to the contractor.
19. No chase cutting/dismantling of plaster/RCC/CC shall be allowed, so contractor has
to execute the electrical work accordingly.
20. The contractor shall invariably prepare the samples of finishing items i.e. different
types of flooring, external & internal finishing including colour scheme of paint, tiles
in dado, flooring in platforms & staircase, water supply & sanitary fittings and any
other item as per direction of Engineer-in-charge. The contractor shall proceed with
further finishing items only after getting the samples of these items approved in
writing from Engineer-in-charge. In case of construction of residential quarters, one
sample quarter complete in all shape for each category, shall be prepared by the
contractor and got approved from Engineer-in-charge in writing. The contractor shall
be allowed to proceed with further quarters only after getting the sample quarters
approved in writing from Engineer-in-charge. In case of construction of nonresidential buildings, one sample toilet block complete in all respect shall be prepared
and got approved from Engineer-in-charge in writing and thereafter contractor can
proceed for mass execution. No extra claim whatsoever beyond the payments due at
agreement rates will be entertained from the contractor on this account.
21. The contractor shall take prior permission of Engineer-in-charge for the location
where batching plant is to be installed, testing laboratory/site office/labour camp is to
be constructed and material is to be stacked. The contractor shall take instruction from
the Engineer-in-charge for stacking of materials at any other place. No excavated
earth or building material shall be stacked on areas where other buildings, roads,
services or compound walls are to be constructed.
22. Royalty at the prevalent rates shall be payable by the contractor on all the boulders,
metals, shingle, sand and bajri etc. collected by him for the execution of the work,
direct to the Revenue authority or authorized agent of the state Government concerned
or Central Government and amount at prescribed rate for this by State Government
shall be recovered from each bill if it has to be deducted or has not been paid by the
contractor to the Government as per prevailing Act/Gazette notification etc.
23. The contractor shall establish a fully equipped site laboratory and shall provide cube
crushing and testing machine appliance at site, such as weighing, scale, graduated
cylinder, standard sieves, thermometer, slump cones etc. all relevant tests for BMC /
RMC as per prescribed IS codes in order to enable the Engineer in charge to conduct

field tests to ensure that the quality is consistent with the prescribed specifications and
nothing extra shall be paid on this account.
24. The contractor or his authorized representative shall associate in collection,
preparation, forwarding and testing of such samples. In case, he or his authorized
representative is not present or does not associate himself, the results of such tests and
consequences thereon shall be binding on the contractor.
25. The contractor shall get the water tested with regard to its suitability of use in the
works and get written approval from the Engineer in charge before he proceeds with
the use of same of execution of works. If the tube well water is not suitable, the
contractor shall arrange Municipal water or from any other sources at his own cost
and nothing extra shall be paid to the contractor on this account. The water shall be
got tested at frequency specified in latest CPWD specifications/BIS code.
26. The material shall conform to the quality and make as per attached list in Annexure A.
However for the items not appearing in the list preference shall be given to those
articles which bear ISI certification marks. In case articles bearing ISI certification
marks are not available the quality of sample brought by the Contractor shall be
judged by the standard laid down in the relevant ISI specification/CPWD
specification. All materials and articles brought by the contractor to the site for use
shall conform to the samples approved, which shall be preserved till the completion of
the work. However, such articles which bear ISI mark but stand banned by CPWD
will not be used. Notwithstanding the case of materials of "Preferred Make" as given
in Annexure A, provisions of Clause 10A of the General Conditions of Contract for
Central PWD works shall be applicable on the materials of "Preferred Make" also.
27. It must be ensure that all materials to be used in work bear BIS certification mark. In
cases where BIS certification system is available for a particular material/product but
not even a single producer has so far approached BIS for certification the material can
be used subject to the condition that it should confirm to CPWD specification and
relevant BIS codes. In such case written approval of the Technical sanctioning
Authority may be obtained before use of such material in the work.
28. The final approval of the brand to be used shall be as per the direction of Engineer-inCharge. The brand used shall be one of the brands in case specified in the list of
preferred make / materials Annexure-A.
29. In case of non availability of material of the brands specified in the list of approved
materials an equivalent brand may be used after getting written approval of Engineerin- charge giving details to indicate that the brand proposed to be used is equivalent to
the brands mentioned in the agreement.
30. CONDITIONS FOR CEMENT:
The contractor shall procure 43 grade Ordinary Portland cement (conforming to IS
8112) as required in the work, from reputed manufacturers of cement such as ACC,
Ultratech, Vikram, Shree Cement, Ambuja, Jaypee Cement, Century Cement & JK
Cement or from any other reputed cement Manufacturer having production capacity
not less than one million tonnes per annum and approved by ADG, ER-2, CPWD,
Guwahati.
30.1 The tenderers may also submit a list of names of cement manufacturers which they
propose to use in the work. The tender accepting authority reserves right to accept or
reject name(s) of cement manufacturer(s) which the tenderer proposes to use in the

work. No change in the tendered rates shall be accepted if the tender accepting
authority does not accept the list of cement manufacturers, given by the tenderer, fully
or partially.
Samples of cement arranged by the contractor shall be taken by the Engineer-inCharge and got tested in accordance with provisions of relevant BIS Codes. In case
test results indicate that the cement arranged by the contractor does not conform to the
relevant BIS codes, the same shall stand rejected and shall be removed from the site
by the contractor at his own cost within a weeks time of written order from the
Engineer-in-Charge to do so.
The cement shall be brought at site to bulk supply of approximately 100 tonnes or as
decided by the Engineer-in-Charge
Two cement godowns of the capacity to store a minimum of 2000 bags of cement in
each godown shall be constructed by the contractor at site of work for which no extra
payment shall be made. Cement bags shall be stored as per sketch (which is only
indicative and actual size will depend on the site requirements) of CPWD
specification 2009 Vol.-I with weather proof roofs and walls. Each godown shall be
provided with a single door. Double locks provision shall be made to the door of the
cement godown. The keys of one lock shall remain with the Engineer-in-Charge or his
authorized representative and the key of the other lock shall remain with the
contractor or his authorise representative so that the cement is removed from the
godowns according to the daily requirement with the knowledge of both the parties
and proper account maintained in standard Performa. The contractor shall be
responsible for the watch & ward and safety of the cement godown. The contractor
shall facilitate for the inspection of the cement godown by the Engineer-in-Charge or
his representative at any time.
The cement shall be got tested by Engineer-in-charge and shall be used on work only
after satisfactory test results have been received. The contractor shall supply free of
charge the cement required for testing including its transportation cost to testing
laboratory, the cost of tests shall be borne by the contractor / Department in the
manner indicated below.
(i)
By the contractor, if the results show that the cement does not conform to
relevant BIS codes.
(ii)
By the Department, if the results show that the cement conforms to relevant
BIS codes.
The actual issue and consumption of cement on work shall be regulated and proper
accounts shall be maintained as provided in clause 10 of the contract. The theoretical
consumption of cement shall be worked out as per procedure prescribed in clause 42
of the contract and shall be govern by the conditions laid down therein. In case the
cement consumption is less than theoretical consumption including variations,
recovery at the rate so prescribed shall be made. In case of excess consumption no
adjustment need to be made.
Cement brought to site and cement remaining unused after completion of work shall
not be removed from site without written permission of the Engineer-in-Charge.
Damage cement shall be removed from the site immediately by the contractor on
receipt of a notice in written from Engineer-in-Charge. If he does not do so within 3

days of receipt of such notice, the Engineer-in-Charge shall get it removed at the cost
of the contractor.
30.9 The contractor is required to submit all the self attested copies of the challans and
vouchers and manufacturers testing certificate to the department in respect of all
supplies of cement and TMT Bars brought by him at site of work. This is mandatory.
31.
CONDITIONS FOR STEEL IN RCC WORKS:
31.1 The contractor shall procure TMT bars of Fe500D grade (the grade to be procured is
to be specified) from primary producers such as SAIL, Tata Steel Limited, RINL,
Jindal Steel & Power Limited and JSW Steel Limited or any other producer as
approved by CPWD who are using iron ore as the basic raw material/input and having
crude steel capacity of 2.0 Million tonnes per annum and above.
In case of non-availability of steel from primary producers the tender accepting
authority may permit use of TMT reinforcement bars procured from steel producers
having Integrated Steel Plants (ISPs) using iron ore as the basic raw material for
production of crude steel which is further rolled into finished shapes in-house having
crude steel capacity of 0.50 Million tonnes per annum and more.
In case of non-availability of steel from primary producers as well as ISPs then tender
accepting authority may also permit use of TMT reinforcement bars procured from
secondary producers, subject to the following conditions.
a) The grade of the steel Fe500/ Fe500D or other grade to be procured is to be
specified as per BIS 1786-2008.
b) The secondary producers must have valid BIS licence to produce HSD bars
conforming to IS: 1786 : 2008. In addition to BIS licence, the secondary producer
must have valid licence from either of the firms Tempcore, Thermex, Evcon,
Turbo & Turbo Quench to produce TMT Bars.
c) The TMT bars procured from Primary Producers and ISPs shall conform to
manufactures specifications.
d) The TMT bars procured from secondary producers shall conform to the
specifications as laid by Tempcore, Thermex, Evcon, Turbo & Turbo Quench as
the case may be.
e) TMT bars procured either from Primary Producers, ISPs or secondary producers,
the specification shall meet the provisions of IS:1786:2008 pertaining to Fe500D
as specified in the tender.
31.2 The contractor shall have to obtain vouchers and furnish the same along with test
certificate to the Engineer-in-Charge in respect of all the lots of steel brought by him
from the approved supplier to the site of work.
31.3 Samples shall also be taken and got tested by the Engineer-in-Charge as per the
provisions in this regard in relevant BIS codes. In case the test results indicate that the
steel arranged by the contractor does not conform to the specifications as defined
above, the same shall be rejected, and it shall be removed from the site of work by the
contractor at his cost within a week time or written orders from the Engineer-inCharge to do so.
31.4 The steel reinforcement shall be brought to the site in bulk supply of 9 tonnes or more
along with manufacturer test certificate for each lot as decided by Engineer-in-Charge.
31.5 Steel reinforcement (TMT bars) shall be stored by the contractor at site of work in
such a way as to prevent distortion and corrosion and nothing extra shall be paid on

this account. Bar of different sizes and length shall be stored separately to facilitate
easy counting and checking.
31.6 For checking nominal mass, tensile strength, bend test, re-bend test etc. specimen of
sufficient length shall be cut from each size of the bar at random at frequency not less

31.7 The contractor shall supply free of charge the steel required for testing including its
transportation cost to testing laboratory. The cost of tests shall be borne by the
contractor/Department in the manner indicated below.
(i) By the contractor, if the results show that the steel does not conform to relevant
BIS codes/ specification stipulated for TMT as per CPWD Specifications 2009
with correction slips up to 22.08.2015.
(ii) By the Department, if the results show that the steel conforms to relevant BIS
Codes/ Specification stipulated to TMT as per CPWD Specifications 2009 with
correction slips up to 22.08.2015.
31.8 The actual issue and consumption of steel on work shall be regulated and proper
accounts shall be maintained as provided in clause 10 of the contract. The theoretical
consumption of steel shall be worked out as per procedure prescribed in clause 42 of
the contract and shall be governed by condition laid therein. In case the consumption
is less than theoretical consumption including permissible variations recovery at the
rate so prescribed shall be made. In case of excess consumption no adjustment need to
be made.
31.9 Steel brought to site and steel remaining unused shall not be removed from site
without the written permission of the Engineer-in-Charge.
31.10 In case contractor is permitted to use TMT reinforcement bars procured from other
than primary producers:
(1) The base price of TMT reinforcement bars as stipulated under schedule F shall
be reduced by Rs. 6000/- per MT.
(2) The rate of providing & laying reinforcement bars as quoted by the contractor in
the tender shall also be reduced by Rs 7.32 per kg which includes Contractors
Profit and Over Head, VAT and Labour Cess.
31.11 In case the contractor bring surplus quantity of steel the same after completion of the
work will be removed from the site by the contractor at his own cost after approval of
the Engineer-in- Charge.
31.12 Reinforcement including authorized spacer bars and lappages shall be measured in
length of different diameters as actually (not more than as specified in the drawings)
used in the work nearest to a centimetre. Wastage and unauthorized overlaps shall not
be measured.

32. If the work is carried out in more than one shift or during night, no claim on this
account shall be entertained. The contractor has to take permission from the police &
local authorities etc if require to work during night hours. No claim / hindrance on this
account shall be considered if work is not allowed during night time.
33. PROGRAMME CHART
33.1 The Contractor shall prepare an integrated programme chart for the execution of
work, showing clearly all activities from the start of work to completion with details
of manpower, material, equipment and machinery required for the fulfilment of the
programme within the stipulated period or earlier and submit the same within one
month from award of work for approval of the Engineer-in-Charge.
33.2 The programme chart should include the following: a) Descriptive note explaining
sequence of the various activities. b) Network using MS-Project or PRIMAVERA
SOFTWARE c) Programme for procurement of materials/ equipment/ labour by the
contractor.
33.3 If at any time, it appears to the Engineer-in-Charge that the actual progress of work
does not conform to the approved programme referred above, the contractor shall
produce a revised programme showing the modifications to the approved programme
to ensure completion of the work.
33.4 The submission of such programme or the furnishing of such particulars shall not
relieve the contractor of any of the duties or responsibilities under the contract. This is
without prejudice to the right of the Engineer-in- Charge to take action against the
contractor as per terms and conditions of the agreement.
34.
THIRD PARTY QUALITY CONTROL
Contractor shall cooperate with any third party quality control agency engaged by
Department for this work/project.
35.
Contractor shall be responsible to attend defect pointed out by CPWD / Third Party
Inspection (if any) / Client through CPWD even after declaring the building
completed. Contractor is responsible to attend the defects pointed out by CPWD or
client during defect liability period / guarantee period.
36.
Contractor should hand over the warranty of the specialized items in prescribed
proforma to the department.
37.
The contractor has to assess the requirement of resources depending upon availability
of site and drawings and to deploy them accordingly. No claim on account of idle
labour, idle machinery, idle technical/non-technical staff, idle T&P etc. will be
entertained
38.
Conditions regarding payment to contractor:
38.1 Till the work is almost completed to the satisfaction of Engineer-in-charge,
(i) Contractor shall not divert any advance payments or part thereof for any other
purpose other than needed for completion of the contracted work. All advance
payments received as per terms of the contract (i.e. mobilisation advance, secured
advance against materials brought at site, secured advance against plant &
machinery and/ or for work done during interim stages, etc) are required to be reinvested in this work only to ensure advance availability of resources in terms of
materials, labour, plant & machinery needed to achieve the required pace of progress
for timely completion of work.

(ii)All running account bills preferred by the contractor for advance payments shall be
processed only if Engineer-in-charge is satisfied that up to date investments
(excluding security deposit & performance guarantee, which are not considered as
investments) made by the contractor against contracted work are more than the
payments received. Accordingly, all running account bills shall be supported with an
account of up to date payments received vis-a-vis up to date investments made on the
work to enable engineer-in-charge to check to his satisfaction that the payments made
by engineer-in-charge are properly utilised only on this work and not elsewhere.
38.2 If the tendered amount of any item under the subheads of earth work, concrete work
& RCC is 50% higher than the estimated cost as per DSR-2013 then the department
reserves the right to pay the items in these subheads to the contractor at estimated cost
+ /- overall percentage that the tenderer has quoted above/ below the estimated cost
put to tender. The difference shall be paid to the contractor after entire RCC work
including over head tank are completed and 50% of brick work is completed.
39.
Other Conditions:
39.1 Space provided for labour huts, site office, batching plant and for other activity shall
be restored by the contractor as per original condition and hand over to CPWD after
completion of work.
39.2 Disposal of earth would be within the campus of GSI or any other location with the
prior approval of Engineer-in-charge.
39.3 If any over head/underground utilities are found and are required to be shifted by the
contractor, the cost of shifting shall be separately paid to the contractors.
39.4 Wherever discrepancy is found between Part-A and Part-C, the conditions stated in
Part-A would prevail for works of part-B and the conditions stated in Part-C shall
prevail only for the works of part-C.
39.5 Time allowed for execution of the work provided in clause 5 of Schedule F is
inclusive of the time required for any kind of testing of materials and preparation of
Design mix of cement concrete for all R.C.C. work and time required for testing of
weld etc.
39.6 Contractor shall bear all incidental charges for cartage, storage and safe custody of
materials and shall construct suitable godowns, yards at the site of work for storing all
other materials so as to be safe against damage by sun, rain, damages, fire, theft etc. at
his own cost and also employ necessary watch and ward establishment for the purpose
at his cost.
39.7 Except otherwise mentioned, in the nomenclature of items, the rates for each item
shall deemed to include for all leads and lifts and for working in or under water and/
or foul conditions and/ or for bailing out water wherever required for which nothing
extra shall be paid.
39.8 Drilling holes to secure fastener/ screws in walls and chase cutting in the walls
wherever necessary shall be done by mechanical means i.e. by hammer drill machine
& the chase cutting machine respectively for which nothing extra will be paid to the
contractor.
39.9 The Contractor shall prepare and supply three sets of the completion drawings of all
the external and internal plumbing, water supply, sanitary, drainage, electrical and
other specialized works including all other services and completion plan of the
building on completion of the services, to the Engineer-in-charge. One soft copy or

hard copy of the relevant Architectural drawing for enabling the contractor to prepare
the completion drawings shall be made available by the Engineer-in-Charge.
39.10 Before placing the reinforcement bars in position, contractor shall submit the bar
bending schedule indicating the shape of bar, type/ designation of bar, number of bars,
the diameter bars, quantity of reinforcement etc., as per structural drawing for
approval by the Engineer-in-Charge in writing. After the approval of the bar bending
schedule by the Engineer-in-Charge, the reinforcement shall be placed in position and
thereafter it shall be measured in the measurement book and got test checked of its
accuracy before embedding or before placing it beyond the reach of measurement,
from the Engineer-in-Charge or his authorized representative. Similar action shall also
be taken for all other hidden items. It will be the responsibility of the contractor to
bring out to the notice of the Engineer-in-Charge the deviations, if any giving the
details of the measurements with locations for approval of the competent authority
immediately after it is detected or foreseen.
39.11 All PVC pipes and PVC fittings to be provided shall be able to sustain 6 kg/sq cm
internal hydraulic pressure.
39.12 Brand and trade name of the paint to be used in the work shall be got approved in
writing from the Engineer-in-Charge before application of the samples of different
shades. After the written approval of the Engineer-in-Charge about brand, trade name,
sample and shades of the paints the contractor shall make bulk procurement of the
paint. Before start of the item of painting, the original copy of purchase vouchers,
delivery challan of purchase of full quantity of paint materials shall have to be
produced by the contractor to the Engineer-in-Charge. The contractor shall bring full
quantity of required painting material at site and get it inspected from the Engineer-inCharge before start of the item of painting.
39.13 Cutting of centrifugal cast (spun) iron pipes wherever required shall be done by
electric machine. Pipes of different lengths as required having sockets will be brought
to site. No collar will be permitted to be used in the work. If at any place collar is
found used, no payment of the pipes connecting that collar and the sanitary fittings
thereon shall be made in any case.
39.14 GI tank nipples of appropriate size shall be used as per written approval of the
Engineer-in-Charge for making connection of pipes with the PVC water storage tanks.
39.15 Recording the hindrance on part of contractor in the hindrance register is mandatory.
Also the hindrance registers to be reviewed in division office at each running account
bill. The net delay shall be worked out after taking into cognizance of hindrances on
part of department and contractor both.
39.16 TESTING OF MATERIAL
(a) The contractor shall procure all the materials in advance so that there is sufficient
time for testing and approving of the material and clearance of the same before use
in work.
(b) In case of concrete and reinforced concrete work, the contractor shall be required to
make arrangement for carrying out compression strength tests at his own cost. He
shall render all assistance for the preparation of cubes, safe custody of the same
proper curing and carriage up to the laboratory where the test is to be performed.
The cube tests can be performed at any laboratory approved by the Engineer-inCharge.

GENERAL
The work in general shall be executed as per the description of the item,
specification attached, CPWD specifications 2009 Vol.-I & II with
corrections/revision up to 22.08.2015.
In case of any variation between different applicable specifications, the following
order of precedence will be followed:
a) Nomenclature of item
b) Additional specification attached with the tender document
c) Additional condition attached with the tender document
d) CPWD Specifications 2009 Vol.-I & II
e) Indian Standard Specifications of B.I.S
f) Decision of Engineer in charge.
The work shall be executed and measured as per metric units given in the schedule
of quantities (F.P.S. units wherever indicated are for guidance only).
The following modifications in the above specifications and some additional
specifications shall however apply:
i) All stone for stone masonry, stone aggregate and stone ballast shall be of hard
stone variety to be obtained from approved quarries at Laitkor/Mawlyngad or
from any other suitable source as approved by the Engineer-in-Charge.
ii) Sand to be used for cement concrete work, mortar for masonry and plaster work
shall be of standard quality. Sand shall be obtained from approved source at
Kynshi river or any other suitable source as approved by the Engineer-inCharge and screened as required. The same shall consist of hard siliceous
material. It shall be clean sand for which nothing extra shall be paid.
Wherever any reference to any Indian Standard Specification occurs in the
documents related to this contract the same shall be inclusive of all amendments
issued thereto or revision thereof, if any, up to the date of receipt of tender.
Unless otherwise specified in the schedule of quantities the rates for all items of the
work shall be considered as inclusive of pumping out or bailing out water if
required for which no extra payment will be made. This will include water
encountered from any source, such as rains, floods, and sub-soil water level being
high and/or due to any other cause whatsoever.
Brick Work:
Bricks shall be obtained from kilns approved by the Engineer-in-Charge and shall be
of nominal size 22.9 cm x 11.4cm. x 7.00 cm mentioned in CPWD specification
2009 Vol. I with corrections/revision up to 22.08.2015.
Nothing extra shall be paid on the account of using 8mm dia. TMT bars in place of
6mm dia MS bars in the item of providing and placing 2 Nos. 6mm dia MS bars at
every third course of half brick masonry work.
RCC Work:
In respect of projected balconies, projected slabs at roof level and projected verandah,
the payment for the RCC work shall be made under the item of RCC slabs. The
payment for centring and shuttering of such items shall similarly be paid under the
item of centring and shuttering of RCC slab. Nothing extra shall be paid for the side
shuttering at the edges of these projected balconies and projected verandahs. All the
exposed edges shall however be finished as per specifications and nothing extra shall
be paid for this.
The contractor shall provide approved type of supports for maintaining the bars in
position and ensuring required spacing and correct cover of concrete to reinforcement
as called for in the drawings. Spacer block/cover blocks of required shape and size,
M.S. chairs and spacer bars shall be used in order to ensure accurate positioning of

ratio. The admixtures shall conform to IS: 9103. The chloride content in the
admixture shall satisfy the requirement of BIS: 5075. The total amount of
chlorides in the admixture mixed concrete shall also satisfy the requirements of
IS: 456:2000.
The contractor shall not be paid anything extra for admixture required for achieving
desired workability without any change in specified water cement ratio for RCC/CC
work.
3.4.2 Grade of Concrete:
The characteristic compressive strength of all grades of concrete manufactured /
produced shall be as per CPWD Specifications 2009 Vol. I.
In the designation of concrete mix letter M refers to the mix and the number to the
specified characteristic compressive strength of 15 cm Cube at 28 days expressed in
N/mm2
The concrete mix will be designed for minimum workability as specified in Para 7 of
IS: 456: 2000 unless otherwise specified elsewhere or as decided by Engineer-incharge.
For all grade of RCC manufactured/produced, the Minimum cement contents in the
concrete shall be 330 kg/cum of concrete. Also irrespective of grade of concrete the
maximum cement content shall not be more than 500 kg/cum of concrete. These
limitations shall apply for all type of concrete of all strength.
Actual cement content in each grade of concrete for various design conditions of
variables shall be established by design mixes with in the limit specified in above
Para.
If the cement content of concrete grade is mentioned in the item of RMC of schedule
of quantity then, the rates quoted by the contractors for the item of RMC for RCC
shall be based on the cement content indicated in the nomenclature of item. If the
cement content approved by the engineer-in-charge on the basis of mix design and
trial mixes etc is different than the cement content mentioned in nomenclature of item,
rates/price shall be adjusted for use of less/higher cement than the cement mentioned
in item. Nothing extra shall be paid for using cement beyond 380 Kg per cum of
mix design cement concrete.
In proportioning a particular mix, the mix shall be so designed as to restrict the
maximum free water cement ratio to less than 0.50. Due consideration shall be given
to the workability of the concrete produced. For normal placing methods, the slump
shall preferably be restricted to 100 mm when measured in accordance with IS 1199.
The concrete mix design with or without using admixture will be carried out by the
contractor at his own cost through anyone of the following laboratories/Test
houses/Government Engineering Colleges.
i. I.I.T., Guwahati.
ii. NIT, Meghalaya
iii. NIT, Sichar.
iv. Assam Engineering College, Guwahati
Prior written permission of the Superintending Engineer/Project Manager of this work
shall be obtained if the concrete mix design is to be carried out from any other
laboratories.
The various ingredients for mix design/laboratory tests shall be sent to the lab/test
houses through the Engineer-in-charge immediately after award of work and the
samples of such aggregates shall be preserved at site by the department. The
admixture if used by contractor shall be at his own cost without any extra payment.
The contractor shall submit the mix design report from any of above approved
laboratories for approval of Engineer-in-charge within 45 days from the date of start
of work. No concreting shall be done until the mix design is approved.

In proportioning cement concrete, the quantity of both cement and aggregates shall be
determined by weight. The cement shall be weighed separately from the aggregates.
Water shall either be measured by volume in calibrated tanks or weighed. All
measuring equipment shall be maintained in a clean and serviceable condition. The
amount of mixing water shall be adjusted to compensate for moisture content in both
coarse and fine aggregates. The moisture content of aggregates shall be determined in
accordance with IS: 2386 (Part III). Suitable adjustments shall also be made in the
weights of aggregates to allow for the variation in weight of aggregates due to
variation in moisture content.
Production of Concrete:
The concrete shall be produced in a central batching and mixing plant.The batching
plant shall be fully automatic. Automatic batcher shall be charged by devices which,
when actuated by a Single starter switch will automatically start the weighing
operation of each material and stop automatically, when the designated weight of each
material has been reached. The batching plant shall have automatic arrangement for
dispensing the admixture and shall also be capable of discharging water in more than
one stage. The batch bins shall in general conform to the requirements of IS: 4925.
Mixing Concrete:
The mixer in the batching plant shall be so arranged that mixing action in the mixers
can be observed from the operator's station. The mixer shall be equipped with a
mechanically or electrically operated timing, signaling and metering device which
will indicate and assure completion of the required mixing period. The mixer shall
have all other components as specified in IS: 4925.
Transportation, Placing and Compaction of Concrete:
Mixed concrete from the batching plant shall be transported to the point of placement
by transit mixers or through concrete pumps. In case the concrete is proposed to be
transported by transit mixer, the mixer speed shall not be less than 4 rev/min of the
drum nor greater than a speed resulting in a peripheral velocity of the drum as 70 m /
minute at its largest diameter. The agitating speed of the agitator shall be not less than
2 rev/min nor more than 6 rev/min of the drum. The number of revolutions of the
mixing drum or blades at mixing speed shall be between 70 to 100 revolutions for a
uniform mix, after all ingredients, have been charged into the drum. Unless tempering
water is added, all rotation after 100 revolutions shall be at agitating speed of 2 to 6
rev / min. and the number of such rotations shall not exceed 250. The general
construction of transit mixer and other requirements shall conform to IS: 5892.
In case concrete is to be transported by pumping, the conduit shall be primed by
pumping a batch of mortar / thick cement slurry through the line to lubricate it. Once
the pumping is started, it shall not be interrupted (if at all possible) as concrete
standing idle in the line is liable to cause a plug. The operator shall ensure that some
concrete is always there in the pump-receiving hopper during operation. The lines
shall always be maintained clean and shall be free of dents.
Materials for pumped concrete shall be batched consistently and uniformly. Maximum
size of aggregate shall not exceed one-third of the internal diameter of the pipe.
Grading of aggregate shall be continuous and shall have sufficient ultra fine materials
(materials finer than 0.25mm). Proportion of fine aggregates passing through 0.25mm
shall be between 15 & 30% and that passing through 0.125 mm sieve shall not be less
than 5% of the total volume of aggregate. When pumping long distances and through
hot weather, set-retarding admixtures may be used. Admixtures to improve
workability can be added. Suitability of concrete shall be through pumping shall be
verified by trial mixes and by performing pumping tests.
QUALITY CONTROL OF READY MIX CONCRETE:

Quality control of ready mixed concrete will be divided into three convenient areas:
Forward control, immediate control, Retrospective control.
FORWARD CONTROL:
Forward control and consequent corrective action are essential aspects of quality
control. It includes:(i) Control of Purchased Material Quality
It shall be assured that all the materials purchased and used in the production of
concrete conform to the stipulation of the relevant agreed standards with the material
supplier and the requirements of the product mix design and quality control
procedures. This can be accomplished by visual checks, sampling and testing,
certification from material supplier and information/ data from material supplier.
(ii) Control of Material Storage:
Adequate and effective storage arrangement shall be provided for prevention of
contamination, drainage of aggregates, prevention of freezing or excessive solar
heating of aggregate etc.
(iii) Record of Mix Design and Mix Design Modification:
Record of mix design and mix design modification shall be readily available in
computer for inspection of Engineer-in-charge any time.
(iv) Transfer and Weighing Equipment:
RMC producer shall ensure that a documented calibration procedure is in place.
Proper calibration records shall be made indicating date of next calibration due,
corrective action taken, if required.
RMC producer shall also maintain a daily production record including details of
customers to whom RMC was supplied including details of mixes supplied. Record
shall also be maintained of what materials were used for that days production
including water and admixture.
The accuracy of measuring equipment shall be within + 2% of quantity of cement,
+ 3% of quantity of aggregate, admixture and water being measured.
(v) Maintenance of Plant, Truck Mixers and Pumps
Maintenance of Plant, Truck Mixers and Pumps should be well mentioned so as to
not hamper any operation of production, transportation and placement.
INTERMEDIATE CONTROL:
Intermediate control is concerned with instant action to control the quality of
Concrete being produced or that of deliveries. It will cover:
1) Weighing (correct reading of batch data and accurate weighing). For each
load, written, printed or graphical records shall be made of the weights of the
materials batched, the estimated slumps, the total amount of water added to
the load, the delivery tickets number for that load and the time of loading the
concrete into the truck.
2) Visual observation of concrete during production and delivery or during
sampling and testing of fresh concrete (assessment of uniformity, cohesion,
workability, adjustment to water content). The workability of the concrete
shall be controlled on a continuous basis during production and any necessary
corrective action taken.
3) Use of equipment at the plant designed to measure moisture content of
aggregates, particularly fine aggregates or the workability of the concrete.
4) Making corresponding adjustments at the plant automatically or manually to
batched quantities to allow for observed, measured or reported changes in
materials in concrete quantities.
5) Concrete mixes shall be randomly sampled and tested for workability and
where appropriate, plastic density, temperature and air content. Corrective
action shall be taken where significant variation is noticed.

Retrospective Control:
Retrospective control covers:
(i) Sampling of concrete, testing, monitoring of results.
(ii) Any property of materials or concrete such as aggregate grading, slump, air
content, but it is particularly associated with 28 day cube strength because of
its very nature as it cannot be measured ahead of or at the time of manufacture.
(iii) Weighbridge checks of laden and unladen vehicle weights.
(iv) Stock control of materials.
(v) Diagnosis and correction of faults identified from complaints.
Control of designed and the prescribed mixes: a quality control system shall be operated to
control the strength of designed mixes to the required levels as per IS 456 and shall be based
on random tests of mixes which from the major proportion of production. The system shall
include continuous analysis of result from cube tests to compare actual with the target values
together with procedures for modifying mix proportions to correct for observed differences.
For prescribed mixes periodic and systematic checks shall be made to ensure that the
cementations materials contents of prescribed mixes comply with their mix proportion.
WORK STREGTH TEST:
TEST SPECIMEN:
Work strength test shall be conducted in accordance with IS: 516 on random sampling. Each
test shall be conducted on six specimens, three of which shall be tested at 7 days and
remaining three at 28 days. Additional samples shall be prepared as per the direction of
Engineer in charge for testing cured by accelerated method as described in IS: 9103.
TEST RESULT OF SAMPLE:
The test result of the sample shall be the average of the strength of three specimens. The
individual variation shall not be more than +15 percentage of the average. If more, the test
results of the sample are invalid. At least 10 % of the total test shall be done at the laboratory
as directed by the Engineer-in-Charge; remaining tests will be done in the laboratory
established at site by the contractor.
STANDARD OF ACCEPTANCE:
Standard of acceptance shall be same as specified in revised CPWD Specifications 2009 Vol.
I corrected slip up to 22.08.2015 & in pursuance to IS 456:2000.
In order to keep the floor finish as per architectural drawings and to provide required
thickness of the flooring as per specifications, the level of top surface of RCC shall be
accordingly adjusted at the time of its centring, shuttering and casting for which nothing extra
shall be paid to the Contractor.
FORM WORK:
In provision of CPWD specification 2009 Vol. I corrected up to 22.08.2015 R.C.C. work (in
pursuance to I.S. 456-2000) in respect of form work it is provided that basically only steel
shuttering shall be adopted in general. However, a combination of steel and shuttering ply
conforming to I.S: 848-1974 and I.S: 5539 may be allowed by the Engineer-in-Charge in
consideration of the special request of the contractor to maintain quality and speed of the
work. In such cases the use of shuttering ply shall be permitted only for circular columns,
beam sides and bottom and in other locations wherever it is felt necessary on account of
difficulty in using steel shuttering in such locations. But in other areas like slab,
rectangular/square columns etc. steel shuttering shall be invariably used. However, no extra
payment or deduction will be admissible or made for use of shuttering ply.
To maintain the quality and speed the contractors have to arrange and bring the following
minimum quantities of steel centring shuttering with necessary steel vertical props, horizontal
and diagonal bracings as specified in schedule-F before execution of the following items of
work.
i.
Foundation, footings and columns.
= 500 sqm.

Rate:
The rate includes the cost of materials and labour involved in all the operation described
above except for the cost of centring, shuttering and reinforcement which shall be paid for
separately.
In case of actual average compressive strength being less than the specified strength, which
shall be governed by the Para Standard of acceptance as above, the rate payable shall be
worked out accordingly on prorate basis.
In case of rejection of concrete on account of unacceptable compressive strength, governed
by the Para Standard of Acceptance as above, the work for which samples have failed shall
be redone at the cost of contractors. However, the Engineer- in- Charge may order for
additional tests (like cutting cores, ultrasonic pulse velocity test, load test on structure, or on
part of structure, etc.) to be carried out at the cost of contractor to ascertain if the portion of
the structure wherein concrete represented by the sample has been used, can be retained on
the basis of results of individual or combination of these tests. The contractor shall take
remedial measures necessary to retain the structure as approved by the Engineer in charge
without any extra cost. However, for payment, the basis of rate payable to the contractor shall
be governed by the 28 days cube test results and reduced rates shall be regulated in
accordance as per provision in CPWD specifications and conditions cited in this tender
document.
Wood Work:
The samples of species of timber to be used shall be got approved and deposited by the
contractor with the Executive Engineer before commencement of the work. The contractor
shall produce cash vouchers and certificate from standard kiln seasoning or/and chemically
pressure treatment plant operators about the timber section to be used on the work having
been kiln seasoned or/and chemically pressure treated by them, failing which it would not be
treated as kiln seasoned & chemically pressure treated.
Factory made shutter, as specified shall be obtained from factories as per given in the list of
approved make or as approved by Engineer-in-charge if mot mentioned in the list of
approved make. The contractor shall inform well in advance to the Engineer-in-Charge the
names and address of the factory from where the contractor intends to get the shutters
manufactured. The contractor will place order for manufacture of shutters only after the
written approval of Engineer-in-Charge in this regard is given. The contractor is bound to
abide by the decision of the Engineer-in-Charge and propose/suggest a name of another
factory probably from the approved list in case the factory already proposed by the contractor
is not found competent to manufacture quality shutters. Shutters will, however, be accepted
only, if this meet the specified tests. The contractor will also arrange stage-wise inspection of
the shutters at factory by the Engineer-in-Charge or his authorized representative if desired
so. Contractor will have no claim if the shutters brought at site are rejected by Engineer-incharge in part or full lot due to bad workmanship/quality even after inspection of factory.
Such shutters will not be measured and paid and the contractor shall remove the same from
the site of work within 7 days after the written instructions in this regard are issued by
Engineer-in-charge or his authorized representative.
Original purchase vouchers and delivery challan from the factory in support of having
purchase the factory made door shutters from the approved factory, shall have to be produced
to the Engineer-in-Charge for verification.
STEEL WORK:

The steel doors, windows, ventilators and composite units shall be got fabricated in Work
shop approved by the Project Manager concerned or officer of equivalent rank. The rate of
angle/Tee iron frame is inclusive of the rate of:
a) M.S. sill/tie of 10mm dia bar welded to T-iron frames to keep the frames vertical
in correct position. The sill / tie shall be embedded in floor concrete. No tie is
necessary for window frames.
b) Each T iron frame for doors shall have 4 Nos M.S. lugs 15x3mm, 10 cms long
welded to each vertical member of the frame.
c) M.S. flat 6 x 25mm, 100mm long having threaded holes (No. of flats shall
correspond to the no. of butt hinges to be fixed to door / window shutters) shall be
welded at appropriate places at the back of the T-iron frames for fixing the
required butt hinges to the frame with machine screws.
d) Four numbers MS butt hinges for each door shutters and one no. 50mm MS hinge
for wooden cleat wherever necessary shall have to be provided.
All welded steel work shall be tested for quality of weld as laid down in IS: 822:1970
before actual erection, unless otherwise specified in the nomenclature of the item.
FLOORING:
The 1st quality ceramic glazed floor tiles / wall tiles / vitrified tile shall be provided and
fixed as per the relevant item appearing in the schedule and shall have a minimum
thickness as per manufacturer specification.
Flooring work is to be executed as per flooring pattern shown in Arch. Drawings and as
per direction of Engineer-in-Charge for which nothing extra will be paid.
The size of tiles/marble stone/Granite stone in dado/skirting is to be provided as shown in
Architectural drawings.
The rate of items of flooring is inclusive of providing sunken flooring in bathrooms,
kitchen etc. and nothing extra on this account is admissible. The samples of flooring, dado
& skirting as per approved pattern shall be prepared & got approved from the Engineer-incharge before execution of work.
WATER SUPPLY & SANITARY INSTALLATION:
S.C.I/CI pipe and G.I pipes wherever necessary shall be fixed to RCC columns, beams etc.
with rawl plugs and nothing extra shall be paid for this.
The contractor shall be responsible of the protection of the sanitary and water supply
fittings and other fittings and fixtures against pilferages and breakage during the period of
installation and thereafter until the building is handed over.
Sunken Flooring: The rate of items of flooring is inclusive of providing sunken flooring in
W.C, bathrooms, kitchen etc. and nothing extra on this account is admissible.
SPECIFICATIONS FOR WATER SUPPLY, SEWERAGE AND DRAINAGE.
GENERAL:
a) The scope of work comprises supply, laying, installation, commissioning and testing of
water supply, sewerage and drainage works including sanitary fixtures and fittings.
These works shall be executed as per the specifications of items attached and CPWD
specifications 2009, Volume II with corrections/revision up to 22.08.2015.
b) All the works shall be completely concealed either within shafts or chases or in fills and
dropped ceilings, unless specifically shown in drawings or required otherwise.
c) All the works shall be adequate protected against corrosion, so that the whole work is
free from damage throughout.
d) The contractor shall be responsible for coordinating the work with works of other trades
sufficiently ahead of time to avoid unnecessary hold-ups. Hangers, sleeves, recesses etc
shall be left in time as the work proceeds whether or not these are shown in drawings.
e) The contractor shall submit as directed by the Engineer-in-charge, samples
manufactures drawings, equipment characteristics and capacity data etc. of all the

equipment, accessories, devices etc. that he proposes to use in the installation to the
Engineer-in-charge for approval.
f) Before the work is handed over, the contractor shall clean all fixture removing all plaster,
stickers, rust stains and other foreign matter, leaving every part in acceptable condition
and ready for use to the satisfaction of the Engineer-in-charge.
g) All sanitary wares and fittings shall conform to IS standards. The contractor shall submit
samples of all fittings and fixtures proposed to be used to the Engineer-in-charge for his
approval. The approved samples shall remain with the Engineer-in-charge till the
completion of the work.
h) All the workmanship shall confirm to Indian Standard Codes of practice. The fixing and
finishing shall be neat true to level and in plumb. Manufacturers instruction shall be
followed closely regarding installation and commissioning.
i) All fixtures shall be protected throughout the progress of the work from damage. Special
care shall be taken to prevent damage and scratching of the fittings. Tool marks on
exposed fixtures shall be removed with hot water only at the final completion of work.
j) All fixtures and accessories shall be fixed in accordance with a set pattern matching the
tiles or interior finish as per architectural requirements. Wherever necessary the fittings
centered to dimensions and pattern desired.
INSPECTION AND TESTING:
Inspection and testing of water supply installations shall be carried out as per Section 1,
Part IX of National Building Code of India 2005 amended up to 22.08.2015.
Inspection and testing of sewerage and drainage installations shall be carried out as per
Section 2, Part IX of National Building Code of India 2005 amended up to 22.08.2015.
VARIATION IN CONSUMPTION OF MATERIALS:
The variation in consumption of material shall be governed as per CPWD specification
2009 Volume I & II and clauses of the contract up to 22.08.2015.
CONSUMPTION OF PIG LEAD:
The following specific clauses shall govern the variation in consumption of pig lead:
The pig lead for caulking of joints of SCI pipes shall be issued as per theoretical
consumption for SCI pipes of size 100mm, 75mm, 50mm in sanitary installation shall not
be less than 0.98kg, 0.88kg, and 0.77 kg per joint respectively. Over and above the
theoretical quantities of lead as worked out, variation of 5% shall be allowed for wastage
etc. Any difference between the actual consumption of pig lead and theoretical
consumption worked out on the above basis, including the authorized variation, shall be
recovered at rates in schedule B plus 10% in case material issued by department. Any
variation on higher side is permissible, if pig lead is arranged by the contractor. If
variation is on lower side, the quantity of pig lead used less shall be recovered from the
contractor at market rate to be determined by Engineer-in-Charge whose decision in the
matter will be final.
CONSUMPTION OF CEMENT:
The theoretical quantity of cement to be used in item of concrete involving use of single
aggregate and mixed by volume batching shall be computed on the basis of the coefficient for use of cement in different items of the work provided in DSR-2013 corrected
up to 22.08.2015 by reducing each of the co-efficient by 5%. However, where the
concrete is mixed by weight batching, no such reduction shall be made for concrete with
crushed stone aggregate.
WATER PROOFING TREATMENT:
Treatment for roof surface with integral cement based compound or Brick-coba treatment:
The contractor must associate himself with the specialized firm/agency to be approved by
Engineer-in-Charge for integral cement based water proofing treatment for sunken floor or
on roof/terrace.

The brick bats shall be from over burnt bricks. The proprietary water proofing compound
shall bear I.S.I. mark and shall conform to IS: 2675. Before execution of work water
proofing compound has to be brought to and a certificate of its conforming to IS code
should be produced. The proprietary water proofing compound shall be added at the rate
recommended by the specialist firms but not exceeding 3 percent by weight of cement.
The Engineer in charge reserve the right to collect the random sample from material
brought at site and gets it tested from laboratory of his choice. The material which does
not conform to the specification shall have to be removed forthwith by the contractor.
The finished surface after water proofing treatment shall have minimum slope of 1 in 80.
At no point shall the thickness of water proofing treatment be less than 65mm.
While treatment of roof surface is done, it shall be ensured that the outlet drain pipes have
been fixed and mouths at the entrance have been eased and rounded off properly for easy
flow of water.
The surface where the water proofing is to be done shall be thoroughly cleaned with wire
brushes. All loose scales mortar splashes etc. shall be removed and dusted off. The surface
shall be treated with neat cement slurry admixed with proprietary water proof compound
to penetrate into crevices and fill up all the pores in the surface. This cement slurry shall
be applied at the junction of parapet and terrace slab including the vertical face of the
parapet.
After the slurry coat is laid, layer of over burnt brick bats shall be laid in cement mortar of
mix as specified by specialist firm but not leaner than 1:5 ( 1 cement : 5 coarse sand)
admixed with proprietary water proofing compound to required gradient and joints filled
to half the depth. The bricks bat layer shall be rounded at the junction with the parapet and
tapered towards top for a height of 300mm. curing of this layer shall be done for 2 days.
After curing the surfaces shall be applied with a coat of cement slurry admixed with
proprietary water proofing compound.
Joints of bricks bat layer shall be filled fully with cement mortar of mix as specified by the
specialist firm but not leaner than 1:5 (1 cement: 5 coarse sand) admixed with proprietary
water proofing compound and finally top finished with average 20 mm thick layers of
cement mortar 1:4 ( 1 cement : 4 coarse sand) and finished smooth with cement slurry
mixed with proprietary water proofing compound. The finished surface shall have marking
of 300x300 mm false squares to give the appearance of tiles. Curing of water proofing
treatment shall be done for a minimum period of two weeks by flooding with water by
making partitions, etc.
MESUREMENTS: The measurements shall be taken for plan area of terrace only. Length
and breadth shall be measured correct to one centimetre and area shall be worked out to
nearest 0.01 sqm. Neither any deduction in measurements shall be made for
opening/recesses for chimneys/stacks/roof lights and the like areas up to 0.10 sqm nor
shall any extra be paid for forming such openings/recess. For similar areas exceeding 0.10
sqm, deductions will be made in measurements for full openings and nothing extra shall be
paid for making such opening.
Rates: The rate shall include the cost of all labour and materials involved in all the
operations described above.
GUARANTEE BOND:
Ten (10) Years Guarantee bond in prescribed proforma attached at Annexure-I shall be
given by the contractor which shall also be signed by both the specialized agency and the
contractor to meet their liability / liabilities under the guarantee bond. However, the sole
responsibility about efficiency of water proofing treatment shall rest with the building
contractor. Before execution of the items of integral water proofing treatment/finishing
work, the contractor must submit the following details and get the same approved by the
Engineer-in-charge.
a) The name of the specialised firm.

Samples of doors, windows, louvers etc. shall be fabricated assembled and submitted to
the Engineer-in-Charge for his approval. They shall be of sizes, types etc. as decided by
Engineer-in-Charge. All samples shall be provided at the cost of the contractor.
Sections:
Aluminium doors, ventilators and windows shall be fabricated from extruded section of
profiles as detailed on drawings. The sections shall be extruded by the manufacturers
approved by the Engineer-in-Charge. The aluminium extruded section shall conform to IS
designation 63400-WP (HV9WP old designation) with chemical composition and
technical properties as per IS: 733 and 1285. The permissible dimensional tolerance of the
extruded sections shall be such as not to impair the proper and smooth function / operation
and appearance of doors and windows.
Fabrications:
Doors, window, ventilators etc. shall be fabricated to sizes as shown in the approved shop
drawing/architectural drawings at factory and shall be of section, sizes combinations and
details as shown in the Architectural/shop drawings. All doors, windows, ventilators etc.
shall have mechanical joints. The joints shall be designed to withstand a wind load of 150
kg per sqm. The design shall also ensure that the maximum deflection of any member
shall be accurately machined and fitted to form hairline joints prior to assembly. The joint
and accessories such as cleats brackets, etc. shall be of such materials as not to cause any
bi-metallic action. The design of the joints and accessories shall be such that the
accessories are fully concealed. The fabrication of doors, windows, ventilators etc. shall be
done in suitable sections to facilitate easy transportation, handing and installation.
Adequate provision shall be made in the door, window and ventilator members for
anchoring to support and fixing of hardware and other fixture as approved by the
Engineer-in-Charge.
Anodising:
All aluminium sections shall be anodized as per IS: 7088 and to required colour as
specified in the item or as approved by the Engineer-in-charge as per IS: 1868 grading,
after cutting the members to requisite sizes. Anodising shall be to the specified grade with
minimum average thickness of 15 microns when measured as per IS: 6012. The anodic
coating shall be properly sealed by steams or by boiling in deionised water or cold sealing
process as per IS: 1868 / IS: 6057. Polythene tape protection shall be applied on the
anodized sections before they are brought to site. All care shall be taken to ensure surface
protection during transportation, storage at site and installation. The tape protection shall
be removed on installation. The sample will be tested in the approved laboratory and cost
of samples; cost of testing shall be borne by the contractor. Cost of testing shall be
reimbursed on passing of samples in all testes.
Powder Coating:
The powder used for powder coating shall be polyester powder made by Berger or Jenson
& Nicholson or equivalent. The thickness of powder coating shall not be less than 50
micron at any point measured with micrometer.
Protection of Finish:
All aluminium members shall be wrapped with approved self-adhesive non-staining PVC
tapes.
Handling and Stacking:
a) Fabricated materials shall be carted in an approved manner to protect the material
against any damage during transportation. The loading and unloading shall be carried
out with utmost care. On receipt of materials at site, they shall be carefully examined
to detect any damaged pieces. Arrangements shall be made for expeditious
replacement of damaged pieces / parts. Materials found to be acceptable on
inspections shall be repacked in crates and stored safely.

b) In the case of composite windows, and doors the different units are to be assembled
first. The assembled composite units should be checked for line, level and plumb
before final fixing is done. Unit may be serial numbered and identified as how to be
assembled in their final location of situation so warrants.
c) Where aluminium comes into contact with masonry brick work / concrete / plaster or
dissimilar metals, it shall be coated with approved insulation lacquer paint or plastic
tape to ensure that electro chemical corrosion is avoided. Insulation materials shall be
trimmed off to clear flush line on completion.
d) Silicon Sealant: The peripheral gaps between plastered faces / RCC and aluminium
sections shall be sealed both from inside and outside to make the windows watertight.
Gaps up to 10mm between the peripheral aluminium member and masonry / RCC /
Stone shall be sealed by inserting Backer Rod manufactured by HT TROPLAST or
Supreme Industries and by application of weather silicon / sealant of DOW corning /
GE silicon make.
e) The contractor shall be responsible for assembling composite, bedding set straight
plumb, level and for their satisfactory operation after fixing is complete.
Installation:
a) Just prior to installation the doors, windows etc. shall be un-crated and stacked on
edge on level bearers and supported evenly. The frame shall be fixed into position true
to line and level using adequate number of expansion machine bolts, anchor fasteners
of approved size and manufacture and in an approved manner. The holes in concrete /
masonry members for housing anchor bolts shall be drilled with an electrical drill.
b) The doors, windows and ventilator assembled as shown on drawings shall be placed
in correct final position in the opening and marks made on concrete members at
jambs, sills and heads against the holes provided in frames for anchoring. The frame
shall then be removed then the opening and laid aside. Neat holes with parattle sides
of appropriate size shall then be drilled in the concrete members with an electric drill
at the marking to house the expansion bolts. The expansion bolts shall then be inserted
in the holes, struck with a light hammer till the nut is forced into the anchor shall. The
frame shall then be placed in final position. In the opening and anchored to the
support through cadmium plated machine screws of required sized threaded to
expansion bolts. The frame shall be set in the opening by using wooden wedges at
supports and be plumbed in position. The wedges shall invariably be placed at
meeting points of glazing bars and frames.
c) Neoprene Gaskets: The E.P.D.M. gasket of suitable profile as manufactured by
HANU INDUSTRIES, ANNAND LESCUYER make or as approved by Engineer-incharge shall be provided at all required positions to make the glazing airtight. The
contractor shall provide and install Neoprene Gaskets of approved size and profile at
all locations as shown and as called for to render the doors windows etc. absolutely air
tight and weather tight. The contractor shall submit samples of the gaskets for
approval and procure after approval only.
d) Fittings: The contractor shall cut the floor properly with stone cutting machine to
exact size and shape. The spindle of suitable length to accommodate the floor finish
shall be used. The contractor shall give the guarantee duly supported by the company
for proper functioning of floor springs at least for 10 years. Hinges, stays handles,
tower bolts, locks and other fittings shall be of quality and manufacturer as approved
by the Engineer-in-Charge.
Manufacture's Attendances: The manufacture immediately commencement of glazing
shall adjust and set all windows and doors for proper functioning and accept responsibility
for the satisfactory working of the opening frames.
Details of Test:

a) The various tests on aluminium sections shall be conducted in accordance with the
relevant IS codes.
b) The minimum 5% of total manufactured unit of doors/windows shall be selected at
random by Engineer-in-Charge as such that all the aluminium section shall be got
tested.
c) The sample of major member of each unit of doors / windows shall be selected at
random by Engineer-in-Charge as such that all the aluminium section shall be got
tested.
d) The cost of sample, carriage of the samples shall be borne by the contractor. Testing
charges initially shall be borne by the contractor and same shall be reimbursed if
samples pass in testing.
Acceptance Criterion:
The aluminium sections shall conform to the provisions of the relevant items. For payment
purpose only actual weight of sections shall be taken into account. However, if the
sectional weight of any aluminium section is higher than the permissible variation then the
weight payable shall be restricted to the weight of the section including permissible
variation.
Measurement:
Payment by weight shall be made for aluminium sections including beading only and all
fixing angles cleats fittings and fixtures such as handles and hinges etc., shall not be
included in the weight to be paid.
Rates:
The rates of the items shall include the cost of all materials, labour and inputs required in
all the above operations.
ROAD WORK :
Road work shall conform to CPWD specification 2009, Volume II, in case the same is not
available in CPWD specification or if required as per item, the MORTH specifications for
roads and bridges 2001 shall be followed.
UPVC WINDOW SYSTEMS
All openable and fixed window system shall have minimum 3 hollow chambers from front to
back. The sliding system frames shall have minimum 3 chambers from front to back. The Sliding
system Sashes shall have minimum 2 chambers from front to back. The outer profile shall not be
less than 56 mm.
All sections of the frame and sash shall be reinforced in accordance with the system suppliers
recommendations using galvanized mild steel in a single continuous length.
GENERAL REQUIREMENTS
Profile
The profile is to be extruded from a compound that has been blended to ensure quality and
consistency. The material shall be pristine white high impact modified window grade UPVC and
shall be colorfast and conform to BS EN 12608:2003 as below

The window units shall be designed with all corner joints, transom joints and mullion
joints being mitred and fusion welded.
ii.
All excess material is to be neatly trimmed and neatly feature grooved/raised nib finish at
corners, transom joints and mullion joints.
iii.
There will be no mechanical joining of the profile.
iv.
No polishing flush of any joints will be permitted.
v.
The window units shall be designed so that the route of drainage is prevented from
passing through the reinforcement chamber.
vi.
The finished product shall be free from all sharp edges, burrs and the like that may be
hazardous to the user.
vii.
The dimensional tolerances on the finished outer frame height and width shall be + 3mm.
Frame assemblies shall be such that they can be installed square within a maximum
difference in the diagonals of 4mm. Minimum overlap of sash on frame shall be 8mm
viii.
In all window units, adequate drainage should be provided to permit the escape of water

not penetrate into the reinforcement chambers. Rain water Stop to be provided wherever
necessary to provide barrier to excess rain water.
Reinforcement
i. Reinforcement shall be made from galvanised mild steel of not less than 2mm thickness
as per strength requirement unless otherwise approved by Engineer in Charge
ii. Steel reinforcement shall conform to IS 277:2003 or equivalent -Base material of steel
shall conform to IS 513:2008 Drawing Grade
iii. The reinforcement shall be installed in accordance with the recommended actions. The
reinforcement shall conform to the wind load requirements of IS 875: Part 3. The
reinforcement shall be in one continuous length and should be installed minimum 5mm
and maximum 10mm from the face of the profile to be welded.
iv. The reinforcement shall be secured to the profile so that it does not move or rattle and it
maintains the structural integrity of the frame and satisfactory thermal separation.
Reinforcement is to be fixed at a maximum of 100mm from the ends and then at a
maximum of 300mm centers.
Glazing and Weather seals
GLAZING
i.
Window shall be such that glazing or re-glazing on site is possible without the need to
remove the outer frames from the structure of the building.
v.
All glazing is to be packed in accordance with the system suppliers recommendations to
prevent any kind of damage during handling.
vi.
All beads will be cut at the correct degree recommended by the manufacturer. Glass
retention clips shall be fitted in accordance with the Systems suppliers
recommendations. Windows will be with 24mm thick hermetically sealed glass units
having 6-12-6 arrangement (6mm thick outer Toughened offline coated advanced Solar
control and thermal insulation glass + 12mm air gap + inside 6mm thick toughened clear
float glass) with sizes as per design and drawing. 6mm thick outer Toughened offline
coated advanced Solar control and thermal insulation glass shall be in general of the
following specifications:

The glazing shall be with toughened glass having reflective properties similar to SCG
Reflectasol of Saint Gobain make or equivalent with shade approved by the Engineer-incharge.
WEATHER SEALS
The weather seals shall be EPDM/ Silicone seals. ASTM- D412 and ASTM- D2240 are standard
specifying test methods for Tensile strength and Hardness of the gasket whereas the required
value shall be specified

The windows shall be first treated with Polyurethane Foam (PU Foam) to enhance
insulation against heat and Noise. The gap between masonry and the frame is to be filled
with Neutral Cure Silicon (exposed to sun surface) and/or Acrylic Sealant (only for the

Making Good
i. Making good to the external surface of the window frame and finish with a compatible

ii. Allow for making good any disturbed plaster, brickwork and decorations internally and
externally including color wash to brickwork.
iii. Clean off excess material and check fittings and gearing.
iv.
Leave installation clean and in good working order.
GENERAL ITEMS
i. This specification is to be read in conjunction with any other relevant documents and
drawings.
ii. Sizes are not to be scaled from any drawings or sketches but should be measured on site
prior to manufacture.
Guarantees
Manufacturer to offer a warrantee on the window profile used in the manufacture of UPVC
window systems for a period of 10 years from the date of installation. The Warrantee has to
cover all abnormal defects in workmanship/quality. The guarantee has to be underwritten by
a Company nominated Executive and also signed by the contractor. In addition 5% (five
percent) of the cost of this item of work shall be retained as security deposit and the amount
so withheld would be released after ten years from the date of completion of the entire work
under the agreement, if the performance of the work done is found satisfactory. If any defect
is noticed during the guarantee period, it shall be rectified by the contractor along with any
incidental repairs to structure, flooring, finishing, fixtures and any other related damaged
work within fifteen days of receipt of intimation of such defects in the work. If the defects
pointed out are not attended to with the specified period, the same shall be got done from
another agency at the risk and cost of the contractor and the cost of attending such repairs
shall be deducted from any dues payable to the contractors. However, the security deposit
deducted may be released in full against bank guarantee of equivalent amount in favour of
Engineer-In-Charge in the prescribed proforma.
Window Accessories
Window should be designed and reinforced such that it can withstand the wind load
requirements by providing suitable strengthening accessories
The window shall meet the requirements of water tightness.
Trims:- Shall be used to cover the window to masonry joints.
Window Hardware
i. All slider door/windows are to be provided with multi point locking arrangement
with/without key locking facility as per the requirement. The hardware to be of G-U or
ROTO or equivalent make. The slider locking mechanism handles are of
projected/flush type.
ii. Casement window friction stays are to be of G-U or Securistyle or equivalent make of
appropriate size and weight bearing capacity, made of SS304. The stack height of
friction stay is to be 16 + 0.5mm.
iii. The casement windows are to be provided with multi point locking mechanism of GU/Avocet / ROTO or equivalent make and handle to suite the same.

NOW THE GUARANTOR hereby guarantee that water proofing treatment given by him
will render the
structures completely leak proof and the minimum life of such water
proofing treatment shall be ten years to be reckoned from the date after the maintenance
period prescribed in the contract.

If the main contractor fails to associate contractor for execution of minor components
(Part-C) within prescribed time or furnishes incomplete details or furnishes details of
ineligible agencies even after the main contractor is given due opportunity, the entire
scope of such component of works shall be withdrawn from the main contractor and
the same shall be got executed by the Engineer-in-Charge at the risk and cost of the
main contractor.
The main contractor/associates are advised to visit the site of work / all architectural
drawings to have an idea of the scope / nature of work. Failure to do so shall not
absolve their responsibility to do the work as specified in agreement.
In the event of the concerned E&M agency not performing satisfactorily or failure of
associate/ sub-contractor to complete the E&M work, the main contractor on the
written direction of the department, shall remove the Associate/sub-contractor
deployed on the work and shall submit name of new associate who fulfil the
conditions mentioned in NIT to execute the leftover work without any loss of time or
variation in cost to the department in this regard. Such associates shall also enter into
agreement / contract with the main contractor and shall meet all the guarantee for the
equipments already supplied for which payment has been released by the Department
in part or full.
If any equipment supplied for the work, during the currency of the earlier associate /
sub-contractor and paid in part or full by the department, becomes redundant or not in
a position to be installed and commissioned and put to beneficial use, the main
contractor shall be liable for replacement of such equipment(s) at no cost to
department. Prior approval of Engineer-in-charge of Part-C is required for change in
associated contractor.
The main contractor shall not indulge in procurement of items and getting the work
done on labour contract with the associate electrical contractor. The whole E&M
component shall be executed by the eligible associate electrical contractor on a
turnkey basis i.e. procurement of material, engaging labour, execution, testing &
commissioning etc. The associate electrical contractor shall submit the completion
certificate of E&M work executed by him along with necessary test reports, guarantee
bond/certificate, completion plan etc.
The main contractor shall be responsible and liable for proper and complete execution
of all components of work. Main contractor is also responsible to ensure coordination
among various associates / sub contractor to complete the whole scope of work.
The associate or sub contractor shall attend the inspection of the work by the
Engineer-in-Charge of E&M works as and when required.
All sundry fittings, assemblies, accessories, hardware items, foundation bolts,
termination lugs for electrical connections as required, and all other sundry items
which are useful and necessary for proper assembly and efficient working of the
various components of the work shall be deemed to have been included in the tender,
whether such items are specifically mentioned in the tender documents or not.
The several documents forming the contract are to be taken as mutually explanatory
to one another, detailed drawings being followed in preference to small scale
drawings and figured dimensions in preference to scale and additional/special
conditions in preference to general conditions.
In the case of discrepancy between the schedule of quantities, the specification and/or
the drawings, the following order of preference shall be observed:(a) Description of schedule of quantities.
(b) Particular specifications, if any.
(c) Additional specifications, if any
(d) Additional/special conditions, if any.
(e) General conditions, if any.

A reference made to any Indian Standard Specifications in these documents, shall

submission of tenders. The contractor shall keep at his own cost all such publications
of relevant Indian Standards applicable to the work at site.
Works to be done by the contractor:
Unless and otherwise mentioned in the tender documents, the following works shall
be done by the contractor, and therefore their cost shall be deemed to be included in
their tendered cost:(i)
Foundations for equipments and components where required, including
foundations bolts.
(ii)
Cutting and making good all damages caused during installation and restoring
the same to their original finish.
(iii)
Sealing of all floor openings provided by him for pipes and cables, from fire
safety point of view, after laying of the same.
(iv)
Painting at site of all exposed metal surfaces of the installation other than prepainted items like fittings, fans, switchgear/distribution gear items, cubical
switchboard etc. Damages to finished surfaces of these items while handling
and erection, shall however be rectified to the satisfaction of the Engineer-inCharge.
(v)
Testing and commissioning of completed installation.
Storage and Custody of Materials:
The contractor has to make his own arrangement for the storage of the material at site
& necessary watch and ward of the same till handing over of the complete work to the
department. No extra payment will be made on this account.
Electric Power Supply and Water Supply:
Power and water supply shall be arranged by the contractor for the execution of the
work. However, electricity supply shall be made available free of cost to the
contractor, for final testing of all installations simultaneously after complete
installation of all the electrical items as per part-C.
Tools for handling and Erecting:
All tools and tackles required for handling of equipments and materials at site of work
as well as for their assembly and erection and also necessary test instruments shall be
the responsibility of the contractor.
Payment Terms:
Payment shall be made as per the relevant clauses of form PWD 7/8 forming part of
the tender documents.
Co-ordination with other agencies:
The work will be carried out in close coordination with the building work and other
agencies, so as the work of other agencies are not hindered. Conduits will be laid in
the slab within the specified time and it will have to be ensured that the casting of
slabs is not delayed for want of laying of conduits. The conduits will also be laid in
walls before the Plaster work is undertaken so as to avoid breaking cutting of plaster
while making chase for laying of conduits subsequently. The contractor will have to
employ adequate labour for carrying out the work. No claim regarding the idle labour
for any reason will be entertained by the Department.

The main contractor shall be responsible for coordinating the activities of all works
and essential progress of works as per milestone and laid down programme.
Care of buildings:
Care shall be taken by the contractor to avoid damage to the building during execution
of his part of the work. He shall be responsible for repairing all damages and restoring
the same to their original finish at his cost. He shall also remove, at his costs, all
unwanted and waste materials arising out of his work, from the site.
Structural Alterations to Buildings:
(i)
No structural member in the building shall be damaged/altered, without prior
approval from the competent authority through the Engineer-in-charge.
(ii)
Structural provisions like openings, cutouts, if any, provided by the
department for the work, shall be used. If any modifications or fresh
provisions are required, such contingent works shall be carried out by the
contract at his cost after approval of the engineer-in-charge.
(iii)
All such openings in floors provided by the department shall be closed by the
contractor after installing the cables/conduits/rising mains etc. as the case may
be, by any suitable means as approved by the Engineer-in-charge without any
extra payment.
(iv)
All chases required in connection with the electrical works shall be provided
and filled by the contractor at his own cost to the original architectural finish
of the buildings.
Addition to an installation:
Any addition, temporary or permanent, to the existing electrical installation shall not
be made without a properly worked out scheme/design by a qualified Electrical
Engineer to ensure that such addition does not lead to overloading, safety violation of
the existing system.
Drawings:
a) The work shall be carried out in accordance with the drawings and the tender
documents and also in accordance with modification thereto from time to time as
approved by the Engineer-in-charge.
b) All wiring diagrams shall be deemed to be Drawings within the meaning of the
term as used in Clause 11 of the conditions of contract (PWD 7 or PWD 8). They
shall indicate the main switch board, the distribution boards (with circuit numbers
controlled by them), the runs of various mains and sub mains and the position of
all points with their controls.
c) All circuits shall be indicated and numbered in the wiring diagram and the points
shall be given the same number as the circuit to which they are electrically
connected.
d) After award of the work, the firm will be required to submit the drawings for the
proposed work including layout plan, conduit routes etc. Work will be carried out
as per the approved drawings.
The contractor shall take all safety precautions to avoid accidents by exhibiting
caution boards, red flags, red lights and by providing necessary barriers and all other
measures required from time to time. The contractor shall be responsible for all
damages and accidents due to negligence on his part.
The contractor shall give due notices to Municipality, Police and/or other authorities
that may be required under the law/rules under force and obtain all requisite
permissions/licenses for temporary obstructions/enclosures and pay all charges which
may be leviable on account of his execution of the work under the agreement.
Nothing extra shall be payable on this account.

All tools, plant and machinery provided by the contractor shall, when brought at the
site, be deemed to be exclusively intended for the construction and completion of this
work and the contractor shall not remove the same or any part thereof (save for the
purpose of moving it from one part of the site to another) without the consent of the
Engineer-in-charge.
All materials shall be got checked & approved by the Engineer-in-charge on receipt of
the same at site before use in the work. The rejected material is to be removed from
the site immediately.
No foreign exchange shall be made available by the department for the purchase of
equipments, plants, machinery, materials of any kind or any other items required to be
carried out in execution of work.
The contractor shall give the Engineer-in-charge in every fortnight, a progress report
of the work done during the previous fortnight and the targets for the next fortnight.
The progress of work will be reviewed periodically by the Engineer-in-Charge with
the contractor and shortfalls, if any, sorted out. The contractor shall thereupon take
such action as may be necessary to bring back his work to schedule without any
additional cost to the department.
It shall be responsibility of the main contractor to sort out any dispute involved with
the associated contractor without any time and cost overrun to the department. The
main contractor shall be solely responsible for settling the dispute/litigation arising
out of his agreement with the associate contractor. The contractor shall ensure that the
work shall not suffer on this account.
The contractor will have to ensure that the skilled labour i.e. wireman etc., engaged in
the execution of the work must possess valid electrical license, otherwise he will not
be permitted to execute the work.
The associate contractors executing the electrical works must possess the valid
electrical contractor license otherwise they will not be permitted to execute the
electrical works.
The contractor shall be responsible for removal of all defects in the work during the
guarantee/warranty period. The department shall carry out routine maintenance only.
However, if any failure is noticed during this period which is attributable to poor
quality of material and bad workmanship, the contractor will be required to rectify the
same at his own cost, failure of which the department will be at liberty to get the
defects rectified at the risk & cost of the contractor. The contractor will also be
required to carry out his own inspection/testing during the guarantee/warranty period
and attend to any defect taking place during this period.
Material required for the work shall be brought at site at the appropriate time keeping
in view the requirement of material depending on progress of the work.

All the works shall be carried out as per CPWD General Specifications for Electrical
Works Part-I (Internal) 2013 & Part-II (External) 1994, amended up to 22.08.2015.
Conformity to IE act, IE Rules, and standards:
All electrical works shall be carried out in accordance with the provisions of Indian
Electricity Act, 1910 and Indian Electricity Rules, 1956 amended up to 22.08.2015.
General requirements of components:
Quality of material: All materials and equipments supplied by the contractor shall be
new. They shall be of such design, size and materials as to satisfactorily function
under the rated conditions of operation and to withstand the environmental conditions
at site.
Use of quality materials: Only quality materials of reputed make as specified in the
tender will be used in work.
Samples of all materials, fittings and other materials/articles required for execution of
the work shall be got approved from the Engineer-in-charge. Materials / articles
manufactured by the firms of repute as indicated in tender documents and approved
by the Engineer-in-charge shall only be used.
Even ISI marked materials shall be subjected to quality test at the discretion of the
Engineer-in-charge besides testing of other materials as per the specifications
described for the item/material. Whenever ISI marked materials are brought to the site
of work; the contractor shall, if required by the Engineer-in-Charge, furnish
manufacturers test certificates to establish that the materials procured by the
contractor for incorporation in the work satisfy the provisions of IS codes relevant to
the material and/or the work done.
The MCB should be of same make as that of MCB DBs.
The fan box cover shall be made from 3mm thick phenolic laminated sheet as per
CPWD specification.
The contractor shall provide only metallic junction boxes/looping boxes with cover of
required sizes even in PVC conduiting and such boxes shall be measured as a part of
conduit/wiring without any extra payment.
The metallic junction boxes & looping boxes shall be covered with approved makes
of phenolic laminated sheet. For telephone, television & fire alarm system shall be
provided at all the floors within scope of work without any extra cost as per
requirement & layout approved by Engineer- in-charge.
Ratings of components:
All components in a wiring installation shall be of appropriate ratings of voltage,
current and frequency, as required at the respective sections of the electrical
installations in which they are used.
All conductors, switches and accessories shall be of such size as to be capable of
carrying the maximum current, which will normally flow through them, without their
respective ratings being exceeded.
Conformity to standards:
All components shall confirm to relevant Indian Standard Specifications wherever
existing. Materials with ISI certification mark shall be preferred.
Relevant Indian Standards including amendments or revisions thereof up to the last
date of submission of tender shall be applicable in the respective contracts for
respective items, firm to ensure its compliance.
The connections of switches, sensors, earthing conductors & interconnections cables
shall be made by adequate rating thimbles of approved standard makes only and
nothing extra on this account shall be paid.

Material to be used in the work shall be ISI marked. The make of material have been
indicated in the list of acceptable makes. No other make will be acceptable. The
material to be used in the work shall be got approved from the Engineer-in-charge
before its use at site. The Engineer-in-charge shall reserve the right to instruct the
contractor to remove the material which, in his opinion, is not as per specifications.
Modular type switches / sockets / telephone outlets / TV sockets are to be provided
wherever indicated in the items. The same shall be of only one make. The modular
plates of switches, sockets, telephone & TV sockets etc. shall be in two parts i.e.
plates with frames with in quoted rates.
Interchangeability:
Similar parts of all switches, lamp holders, distribution fuse boards, Switch gears,
ceiling roses, brackets, pendants, fans and all other fittings of the same type shall be
interchangeable in each installation.
Inspection of materials and equipments:
Materials and equipments to be used in the work shall be inspected by the
departmental officers. Such inspection will be of following categories:
a) Inspection of materials / equipments to be witnessed at the Manufacturers
premises in accordance with relevant BIS / Agreement Inspection Procedure.
b) To receive materials at site with Manufacturers Test Certificate(s)
c) To inspect materials at the authorized dealers godown to ensure delivery of
genuine materials at site.
d) To receive materials after physical inspection at site.
Adequate care to ensure that only tested and genuine materials of proper quality are
used in work shall be ensured by firm. The firm shall ensure that:
a) Material will be ordered & delivered at site only with the prior approval of the
department to ensure timely delivery.
b) As and when the order is placed for the fittings / fixtures, cables, switchgears,
poles, rising main, other main items etc, its copy shall be endorsed to the CPWD
Engineer-in-charge.
c) The firm will be required to procure material like exhaust fans, MCBs & DBs,
switches & sockets, wires & cables, conduits and switchgears etc directly from
the manufacturer/ authorized dealers to ensure genuineness & quality and as per
the approved makes only. Proof in this regard shall be submitted by the contractor
if required by the department.
d) Inspection at factory or at godown of the manufacturer, as required, shall be
arranged by the firm for a mutually agreed date. Certificate for genuineness of the
fittings shall have to be provided duly signed by the manufacturers officer not
below the rank of Regional Manager.
e) Delivery of material shall be taken up only with the consent of department, after
clearance of the material.
f) Department shall reserve the right to waive inspection in lieu of suitable test
certificate, at its discretion.
Similarly, for fabricated equipments, the contractor will first submit dimensional
detailed drawings for approval before fabrication is taken up in the factory. Suitable
stage inspection at factory also will be made to ensure proper use of materials,
workmanship and quality control.
The contractor shall give a trial run of the equipments and machinery for establishing
its capability to achieve the specifications within laid down tolerances to the
satisfaction of the Engineer-in-charge before commencement of work.

8.0
8.1
Workmanship:
Good workmanship is an essential requirement to be complied with. The entire work
of manufacture/fabrication, assembly and installation shall confirm to sound
engineering practice.
8.2 Proper supervision/skilled workmen: The contractor shall engage suitably
skilled/licensed workmen of various categories for execution of work duly supervised
by technical representative having appropriate qualification and experience to ensure
proper execution of work. They will carry out instruction of Engineer-in-charge and
his authorized representatives during the progress of work.
8.3 Fabrication in reputed workshop: Switch boards and LT panels shall be fabricated
in a factory/workshop having modern facilities like quality fabrication, seven tank
processes, powder / epoxy paint plant, proper testing facilities, manned by qualified
technical personnel. These shall be as per make / item approved.
8.4 The contractor shall have to engage well experienced skilled labour and deploy
modern T&P and other equipments to execute the work.
9.0 Provisions for services and proper planned work:9.1 The main contractor shall leave such recesses, holes, openings, etc., as may be
required for the electric, air conditioning and other related works. The main contractor
has also to fix inserts, sleeves, brackets, conduits, base plates, insert plates, clamps etc
if any at the time of casting of concrete, stone work & brick work. These inserts,
sleeves, brackets, conduits, base plates, insert plates, clamps etc shall be arranged by
the contractor and shall be paid accordingly if these are not the part of equipment for
which it is being provided.
9.2 The contractor shall ensure quality construction in a planned and time bound manner.
Any substandard material or work which is not within permissible tolerance limits
shall be summarily rejected by the Engineer-in-Charge.
9.3 The contractor shall make sample as per timeline mentioned in the milestone given in
Part-B of this tender document using all approved materials, for approval of Engineerin-charge before commencement of execution of mass scale work.
9.4 Check nuts shall be provided while terminating the M.S. conduits in switch board
boxes for which nothing extra shall be paid.
9.5 All distribution boards shall be marked with circuits controlling the rooms/area/SDB
controlled.
9.6 While deciding the size of switch boxes for light points / fan point / exhaust fan point,
two extra modules shall be provided for each fan point for fixing of regulator (fan
regulator is to be provided under different item). Wherever extra modules are
available, the same shall be provided with blanking plates without any extra cost.
9.7 Contractor will not provide any ceiling rose/connector/looping box etc wherever false
ceiling is being provided. The point wiring in that case will be extended up to the
fitting/fan etc. directly without provisions of any termination arrangement in between.
The wire from the end point up to the fixture shall be considered to be included in the
point wiring. Nothing extra shall be paid for the same.
9.8 Wherever providing of rigid conduits is not possible, flexible conduit pipe shall be
provided for drawing/running the wires. However, such arrangement has to be kept
minimum and only with the prior approval of Engineer-in-charge or his authorized
representative.
9.9 Earthing and all items of work that cannot be checked later on are to be got approved
from Engineer-in-charge or his authorized representative before proceeding further.
9.10 The firm shall use only electrically operated chase cutting machine for cutting the
chases in the wall for recessed conduit wiring.
9.11 The contractor shall follow the shortest route for circuits, sub main, point wiring etc.
9.12 Colour coding as per specification shall be adopted in the wiring system.

9.13 Tinned copper earthing lugs / Thimbles / ferrules shall be provided for termination of
earth wire to all Metallic outlet boxes / fittings / fixtures / fan regulator / MCB DB /
switch board / Meter board etc., properly crimped / brazed / soldered for which
nothing extra shall be paid.
9.14 A suitable brass / tinned copper neutral link shall be fixed at suitable place in the
Metallic outlet boxes of all sizes to terminate neutral wire properly. Nothing extra
shall be paid on this account.
9.15 Metal sheath of Co-axial T.V. cable shall be terminated using 'U' shape thimble / lugs
/ ferrules. Nothing extra shall be paid on this account.
9.16 To facilitate drawing of wires 16 / 18 SWG GI fish wire shall be provided along with
laying of recessed conduit. Nothing extra shall be paid on this account.
9.17 All hardware items such as screws, thimbles, connectors, earth / neutral terminals,
wires etc. which are essentially required for completing any item as per specifications
will be deemed to have been included in the item even when the same have not been
specifically mentioned.
9.18 All hardware material such as nuts / bolts / screws / washers etc. to be used in the
work shall be zinc / cadmium plated iron. The galvanised boxes of modular switch /
sockets etc. shall be of the same make as of switch / socket etc.
9.19 While laying conduit, suitable minimum number of junction boxes shall be left for
pulling the wires. These shall be placed in such a way that the same do not remain
noticeable.
9.20 A suitable brass / tinned copper neutral link shall be fixed at suitable place in the
Metallic outlet boxes of all sizes to terminate neutral wire properly. Nothing extra
shall be paid on this account.
9.21 The ceiling roses wherever required to be provided are included in the scope of work
without extra payment and the same shall also be of modular type & of the same make
as that of switches & sockets along with earthing provision.
10.0 Testing:
All tests prescribed in this General Specification to be done before, during and after
installation shall be carried out, and the details of test results shall be submitted to the
Engineer-in-charge in approved format, that shall form part of the completion
certificate of this component.
11.0 Commissioning on completion:
After the work is completed, it shall be ensured that the installation is tested and
commissioned.
12.0 Completion plan and completion certificate along with guarantee:
12.1 The main contractor through his associate shall submit completion plan as required
vide General Specifications for Electrical works (Part-I internal) 2013 and (Part-ll
External) 1994 as applicable within time as stipulated in milestones.
In case, the main contractor fails to submit the completion plan as aforesaid, he shall
be liable to pay a sum equivalent as stipulated in clause8B of General Condition of
Contract 2014 amended up to 24.08.2015.
12.2 Three sets of completion plan as well as in soft copy drawn to a suitable scale
indicating the following shall also be submitted:
(i) General layout of the building.
(ii) Locations of main switchboard and distribution boards, indicating the circuit
numbers controlled by them.
(iii) Position of all points and their controls.
(iv) Types of fittings, viz. fluorescent, pendants, brackets, bulk head, fans, exhaust
fans etc.

(v) Name of work, job number, tender reference, actual date of completion, names of
Division/Sub-division and name of the main contractor and associate both who
executed the work with their signature.
12.3 Guarantee: The complete installation will be handed over to the department after
necessary testing and commissioning. The installation will be guaranteed against any
defective design / workmanship. Similarly, the materials supplied by the contractor
will be guaranteed against any manufacturing defect, inferior quality. The guarantee
period will be for a period of 12 months from the date of handing over of installation
to the department. Installation/ equipments or components thereof shall be rectified/
repaired to the satisfaction of the Engineer-in-charge. Guarantee on
material/equipment given by the manufacturer whatsoever have to be submitted by the
main contractor and his associate to the department.
13.0 The main contractor and his associate has to go through the site order book regularly
and has to sign the same by authorised representative and carryout the instructions
recorded therein by various officers of the department.
14.0 The quantities of various items may vary from the quantities given in schedule of
work. The agency shall bring the various items & materials as per actual requirement
at site. Excess quantities shall not be accepted & paid by the department.
