    TORQUE BOLTS TO 45 FT. LBS. TIGHTEN BOLTS IN
    PROPER SEQUENCE FROM CENTER AND OUTSIDE
    ENDS.
    BOLT OUTER ROW OF MOUNTING HOLES ON HEADER
    ALL AROUND TO TEST PLATE. TORQUE BOLTS TO 45
    FT.LBS.
    WATER TEST ASSEMBLY AT 90 PSI AIR IN TUBE SIDE
    OF CORE SUBMERGED IN WATER FOR 4 MINUTES.
    EXCEPT FOR TEST PLATE BOLTS, RECHECK BOLT
    TORQUE AFTER TEST AND RE-TORQUE TO 45 FT.LBS.
    UPON SUBSEQUENT TORQUE CHECK. AFTER GASKET
    RELAXATION. ACCEPTABLE MINIMUM VALUE OF BOLT
    TORQUE IS 28-32 FT. LBS.
    REMOVE TEST PLATE FROM AFTER COOLER SUB
    ASSEMBLY.
