60% efficiency is based on 25oC ambient and ~30 bar gas pressure (US)
In Pakistan, Cold Reservoir (Sink/Ambient Temp.) may increase from
25oC to ~40oC, its 5% increase in Kelvin scale reducing efficiency of CCGT
Inlet gas pressure can also become an issue with 1.5-2 bcf gas shortage
(CGS) which will result in decreased temperature of Hot reservoir
Single Cycle operation ~20% reduction in efficiency, upgradation/retrofit
may require about 3-4 years, as it requires economizer/pre-heater,
evaporator, drum, super-heater, ducts, baffles, insulation, stack, silencer,
dampers, pumps, SCR, water treatment/cooling facility and Steam turbines
depending on Heat Recovery Steam Generator (HRSG) pressure.

By adding 2187 MW of low efficiency single cycle GTs (~34%) into existing
dysfunctional power system may result in larger circular debt in coming yrs
Agriculture and Industrial sectors have lost competitiveness with India due
to high power tariff. Textile, Rice and Cotton industries are in decline.
Foreign exchange component/debt will affect the whole economy.
Structural reforms are required to address systemic anomalies even after
unbundling of vertically integrated Wapda. Problem remain unsolved
