Course Overview
Project Monitoring, Evaluation and Measurement is a systematic
method for collecting, analyzing, and using information to answer
basic questions about projects, policies and programs with
extensive use both in the public and private sector. Evaluation has
become particularly relevant in companies, organisations and
institutions especially in monitoring projects & public programs in
order to curtail scenarios in which extraordinary sums (huge
funds) are invested in societal programs / projects, but the
impacts of these investments are largely unrealised and the return
on investment could not be calculated.

Ebenezer A. Barnes, Anticipated Focus


Lead Facilitator

Ebenezer Barnes is Managing Consultant of SEM International Associates Ltd and the
Managing Director of SEM Capital Management Limited. He holds an MBA with concentration in Finance and
Accounting from the University of Rochester, New York. He also holds a Bachelors degree in Chemical Engineering
from the University of Science and Technology.

Mr Barnes has managed several high profile projects such as the Evaluation and Retrofitting of the Gateway project,
Development of Monitoring and Evaluation System for the National Private sector Development Medium Term Strategy
for the Ministry for the Private Sector Development and Presidential Special Initiative and the Preparation of Medium
Term Business Plan for the Presidential Special Initiative. He has assisted many companies to develop strategic plans
and corporate finance options. Mr. Barnes has also assisted distressed companies to develop and implement
turnaround/restructuring plans.

His strategic planning experience includes serving as team leader for the mandate review of Divestiture
Implementation Committee (DIC), the development of strategic plans for the following organizations: Camelot Ghana
Limited, Ghana Health Research, Regional Maritime University, Dart Communications, Handcraft-in-Transit and
Eximguaranty Company Ghana Limited. He has also served as a team member for the management and forensic
review of Tema Oil Refinery, strategic planning for Adisadel College, Ghana Leasing and Finance Company and
Ghana Micro Finance networks (GHAMFIN).

Dr. Sam Mensah, Senior Consultant, Anticipated Focus


Project Assessment & Evaluation Expert

Dr. Sam Mensah is a Senior Consultant of SEM International Associates.. He has consulted extensively for Ghanaian
firms and international clients including the Ghana Stock Exchange USAID, the Commonwealth Secretariat, the World
Bank and the Canadian International Development Agency.

Dr. Mensah has led strategic and management reviews of several key organizations in Ghana including Ministry for
Private Sector Development, Tema Oil Refinery, Ghana Civil Aviation Authority, Ghana Stock Exchange, CDH Financial
Holdings, General Leasing and Finance Company, Adisadel College, Ghana Micro Finance Networks (GHAMFIN) and
the General Leasing and Finance Company. Before starting his consulting career, Dr. Mensah was Assistant Professor
of Finance at the University of Michigan. He holds an MBA and Ph.D. in Finance from the University of Toronto and an
M.A. in Economics from the University of Ottawa. Dr. Mensah is also a Certified Management Accountant (Society of
Management Accountants of Canada).
