a f i na nc i a l SH I EL D agency created by
the G O V ER N M EN T O F O N TAR I O to provide
direct funding to organizations in the E N-
V I R ON M EN TAL T ER R O R M O V EM EN T . This
situation represents one of the great de-
ceptive practices of our society. Govern-
ment money acquired from honest and hard–working people in the G R EEN
S P AC E I N D US TR Y are re–funnelled through T R ILL IU M to culprits that promote
and plot for their annihilation by prohibiting the legal, safe, and totally irre-
placeable pest control products.
For example, since 1999 , W OR LD W ILD LIFE F U N D OF C A N A DA (W.W.F. )

alone has been provided with almost o n e – q ua rt e r o f a mi l l i o n d o l l a rs by
T R ILL IU M . Thanks to the generosity of T R ILL IU M , W.W .F. had the means
and/or the infra–structure to legally challenge the G R EEN S P AC E I N D USTR Y in
the Hudson–Supreme–Court affair. As we all know, on June 28 t h , 2001 , T H E
S U P R E ME C OUR T OF C A N AD A unfortunately upheld the by–law enacted by the
T OW N OF H U D S ON which prohibited the use of pest control products for the
P R O F ESSI O N AL L AWN C AR E I N D USTR Y and D O –I T –Y O UR S EL F H O M EO WN ER S .
Agriculture and golf clubs were exempted.
T H E O N TA R IO T R ILL IU M F OU N D A TION is the largest funder of the environ-

mental not–for–profit sector in Ontario. Between 2001 and 2006 , T R ILL IU M
funded over 600 environmental projects across Ontario worth more than 4 7
mi l l i o n d o l l a rs . These grants supported a wide range of community–based
and province–wide initiatives in areas as diverse as public education, the resto-
ration of wildlife habitat, environmental health, and energy conservation.

T H E O N TAR IO T R ILL IU M F OU N D A TION annual funding was boosted to

1 0 5 mi l l i o n f ro m 1 0 0 mi l l i o n d o l l ars in 2007 , and will be further in-
creased to 1 2 0 mi l l io n d o l la rs in 2009–2010 . This enhanced funding has
resulted in an increase to the maximum amount available for capital grants
and the creation of a tw o – mi l l io n– d ol l a r F U TU R E F U N D , which focused in
2007–2008 on strengthening the activities of E N VI R ONM EN TAL T ER R OR O R -
G AN IZ ATI O N S . ( i.e. the C OS ME T IC P E S TIC ID E S B A N A C T ) While the G OVER N -
M EN T O F O N TAR I O was seemingly listening to all interested parties regarding
the fate of “ C OS ME TIC P E S TIC ID E S ”, it was ostensibly conspiring towards the
demise of the G R EEN S P AC E I N DUSTR Y by financing the E N VI R ON M EN TAL
T E R R OR M O V EM EN T .
In 2007–2008 alone, almost o ne – ha l f mi l l i o n d o l l a rs was provided

by T H E O N TA R IO T R ILL IU M F OU N D A TIO N to groups in the E N VI R ON M EN TAL
T E R R OR M O V EM EN T dedicated to the destruction of the G R EEN S P AC E I N D US-
TR Y by conspiring to prohibit legal, safe, and totally irreplaceable pest control
products. During the period 1999–2009 , over one–and–a–half million dol-
lars was provided to the movement. As we all know, the P R OVI N C E OF O N -
TAR I O introduced legislation for the C OSME TIC P E S T IC ID E S B A N A C T on April
22 n d , 2008 . Thanks to T R ILL IU M funding, public affairs lobbying, and adver-
tising campaigns orchestrated by the E N VI R ON M EN TAL T ER R OR M OVEM EN T
were financially strong enough to guarantee the passage of the Ontario C OS -
ME TIC P E S TIC ID E S B A N A C T . T R ILL IU M will likely claim that the money was
never given for this purpose. But hey ! T R ILL IU M d id pay for some of the in-
fra–structures of the E N V I R O NM EN TAL T E R R OR O R GAN IZ ATI ON S . Evidently,
most of them used T R ILL IU M money, directly or indirectly, to change public pol-
icy concerning “ C OS ME TIC P E S TIC ID E S ”. It may be a clear conflict–of–interest
to use government money for the purpose of promoting prohibitions of legal,
safe, and irreplaceable pest control products.
Coincidentally, large sums of money were provided by T H E O N TA R IO

T R ILL IU M F OU N D A TION during the period of time covering the public debates on
the Toronto prohibition and the Ontario prohibition (2001–2008 ). As we all
know, the C OU R T OF A P P E A L FOR O N TA R IO concluded in 2004 that the C ITY
OF T OR ON TO did have the authority to pass its by–law which restricted the use
of pest control products. In 2008 , the C OS ME TIC P E S T IC ID E S B A N A C T was
legislated by the G O V ERN M EN T OF O N TAR I O . The success of these prohibitions
were clearly financed by T R ILL IU M , as well as other sources.

T RILLIUM RESPONSE TO PORTIONS OF THIS DOCUMENT .
[ Trillium has ] reviewed the draft article in-

cluded with this e–mail and must advise you
that the position it outlines is incorrect. The
Ontario Trillium Foundation does not fund ad-
vocacy efforts that do not meet the guidelines
for not–for–profit organizations under the Ca-
nadian Revenue Agency rules. This would in-
clude advocacy efforts which are politically
motivated or supportive of a specific political
party or viewpoint. Further to this we have an
internal policy that reiterates this position.
This policy was last reviewed in 2008. There-
fore, to be clear, the OTF did not fund activi-
ties by the organizations listed below as you
have implied in your article.

GREEN SPACE INDUSTRY, the ENVIRONMENTAL TERROR MOVEMENT, politicians, municipalities, and the media, nation–
wide across Canada, and parts of the United States and overseas. FORCE OF NATURE is produced in two parts. First. The MEDIA RE-
PORT itself that reports on the current events affecting the future of the GREEN SPACE INDUSTRY. Second. INDEPENDENT PER-
SPECTIVE, which is a running commentary, sometimes technical in nature. Force of Nature is the WHOLE TRUTH from an INDE-
PENDENT PERSPECTIVE !
FORCE OF NATURE is the brainchild of William H. Gathercole and his entourage. Norah G is actually an acronym for the stable of writers
that contribute to this e–newsletter and have now replaced Mr. Gathercole. The opinions expressed in Force of Nature, even though from an
INDEPENDENT PERSPECTIVE, may not reflect those of everyone in the GREEN SPACE INDUSTRY, or Mr. Gathercole’s many as-

William H. Gathercole holds a degree in Horticulture from the UNIVERSITY OF GUELPH, and another pure and applied science degree
from MCGILL UNIVERSITY. He has worked in virtually all aspects of the GREEN SPACE INDUSTRY, including public affairs, per-
sonal safety, and environmental issues. Mr. Gathercole has been a consultant and instructor for decades. He has also been an agricultural
agronomist. Mr. Gathercole has followed the evolution of ENVIRONMENTAL TERRORISM for over a quarter–century. His involve-
ment in environmental issues reached a fevered pitch in the 1990s, when he orchestrated, with others, legal action against unethical and exces-
sive municipal regulations restricting the use of pest control products. ( i.e. the Town of Hudson. ) Although he can be accused of being
ANTI–ENVIRONMENT–MOVEMENT, he is, in fact, simply a strong advocate FOR the GREEN SPACE INDUSTRY, from an IN-
DEPENDENDT PERSPECTIVE. However, this position has not precluded him from criticizing the Green Space Industry itself. Nonethe-
less, his vast knowledge of our long journey with environmental issues is UNDENIABLE. ( Hopefully ! ) For many years, Mr. Gathercole
has been a contributing columnist for TURF & RECREATION Magazine, Canada’s Turf and Grounds Maintenance Authority.
