1. INTRODUCTION
Oil and Natural Gas Corporation Limited (ONGC) is engaged in exploration and production activities
in Mumbai High Field in Arabian Sea on the continental shelf of Western India, located about 160 km
West-North-West of Mumbai. The Mumbai High field is India's largest offshore oil and gas field and is
about 75 km long and 25 km wide and is divided into North and South blocks and has been in
operation by ONGC since 1974. The various unmanned well platforms installed at Mumbai High North
and Mumbai High South have exceeded their life but are still producing and therefore are under need
of revamping to enable them to continue production safely and successfully. Further, facilities at these
platforms require revamping to handle the revised production profile. ONGC intends to replace total
deck at these platforms and hence, existing facilities at 10 unmanned well platforms of Mumbai High
field is to be replaced with new modified facilities.
M/s Unison Engineering and constructions private limited is in the process to bid for all works related
to the surveys, design, procurement, fabrication, load-out, transportation to site, installation, hookup
and commissioning of replacement of existing deck with new deck on NK, NT, NJ, WI2, WI7, WI8,
WI9, IN, EB and EE platforms described in more detail below as per the design basis, specifications
and specific requirements attached herewith in annexures. Consultant shall be responsible for
complete in-service and pre-service engineering of decks along with all appurtenances etc.,
preparation of AFC drawings and submission of same for company’s review / approval.
The scope of work includes detail engineering for replacement of existing deck with new deck on NK,
NT, NJ, WI2 WI7, WI8, WI9, IN, EB and EE well head platforms described briefly in below sections A
& B.
Consultant shall perform pre-engineering survey of well head platforms for the
dismantling/removal/replacement scope of work.
The scope of work included in this section is not limited to the same, consultant should go through as
per the attached documents of
A. Dismantling Scope:
The existing two level deck structure consisting of Cellar and Main Decks including walkways,
stairways, ladders, railings etc. accommodating existing facilities except conductors and Christmas
trees.
The company envisages the following for the dismantling of existing deck:
1. The beams, plates, stiffeners at cellar deck well head area shall be dismantled individually So as
to create opening at the well head area for the smooth removal of the deck.
2. Cutting of risers at jacket walkway level.
3. Strengthening of existing members / beams for carrying out lifting and transportation.
4. Welding of lifting eyes / trunnions / counter weights as per contractor’s detail engineering.
5. All piping / equipment’s connected after the Christmas trees shall be disconnected / blinded as
mentioned elsewhere in the bid package to facilitate the removal of deck.
6. Cutting of Deck legs at pre-planned level (below Cellar Deck and above Jacket walkway level) and
removal of existing deck by lift method.
7. Providing temporary supports / bumper guides wherever required.
8. The existing facility which are getting replaced under process scope of this project are to be
dismantled.
9. Dismantling of existing RTUs and VSAT equipment including cables , software ,Hardware,
antenna, Antenna mast & its support at wellhead platforms WI-2,WI-8,EB, EE, NJ, NK, NT, IN
except WI-7,WI-9 including their integration at respective process platform to build communication
link between existing SCADA system at respective process platform shall be under consultant’s
scope.
10. Existing deck crane shall be reused and all the work of dismantling and reinstalling (after
performing required modifications) shall be in the scope of consultant.
11. Due to site constraints, if any, part or component of the assembled equipment at site requires
dismantling temporarily from the skid for the purpose of erection and installation, the same shall
be dismantled in sub-assemblies or in smaller units.
12. The Consultant should provide the method statement for the deck removal i.e. in single lift or in
split section. Along with the method statement, consultant should provide all the necessary
structural strength calculation and structural strengthening required if any.
The above specified is the minimum requirement in order to perform the detail engineering. The consultant
is required to carry all the necessary analysis in order to complete the above said scope of work.

One, two level deck structure consisting of Cellar and Main Decks including walkways,
stairways, ladders, railings etc. for accommodating facilities as per scope of work and equipment
layouts provided elsewhere in the bid package. The cellar deck shall support major equipment
packages, launchers and receivers etc. The cellar deck shall be connected to the jacket
walkway level through a staircase arrangement with Intermediate landing. The main deck
supports telemetry and switch gear module along with helideck, battery room, equipment, flare
vent boom. Helideck structure shall be of structural steel with aluminum pancake. Modular Rig
(SUNDOWNER VII) is to be mobilized on NK, NT, WI-2, WI-7, WI-8, WI- 9, IN and EB platforms.
Detailed engineering for complete hydraulic design check / re-design as necessary and
upgrading the facilities to guarantee individual equipment performance and to remove any
limitation.
Process design (hydraulic calculations, equipment specifications, instrument specifications,
PFDs, P&IDs, etc.) consultant shall design & provide the systems which shall ensure smooth &
safe operation of not only these systems but also the facilities connected to these systems.
Refer specific requirements, clause number 8 of process scope document, attached herewith-
annexure 1.
The consultant’s scope of work shall include complete design, detail engineering for generation
of 3D model, preparation of drawings and documents, flexibility analysis complete in all respects

of all piping in accordance with the final process design basis and P&ID’s, required for
successful erection, commissioning, operation and maintenance of the plant.
The detail scope includes design and engineering for all instrumentation including control,
monitoring and safety, fire and gas, Instrumentation as per P & Id’s, CCTV system. This scope
of work shall be read in conjunction with the process Scope of work, various standard
specifications and job specifications, P & ID’s, existing platform documents, drawings and other
requirements are attached herewith.
The scope of the work shall include the detail engineering for replacement of the existing RTU,
VSAT and BWA radio with new RTUs (FF compatible), VSAT and BWA radio at wellhead
platform, modification / expansion of existing RTUs including dismantling, reinstallation,
modification, up-gradation, reconfiguration and re-commissioning of the existing RTUs, VSAT
and BWA at well head platforms (WI-2, WI-8, EB, EE, NJ, NK, NT, IN). Up-gradation &
reconfiguration of SCADA and Control system (DCS/ESD/F&G) at respective Process
platforms/onshore to interface I/O’s coming under this project.
The consultant shall develop, design and detail engineer all data/ drawings/ documents required,
based on the electrical design basis attached herewith. Engineering activities to be performed by
consultant shall include but shall not be limited to the following:
Basic engineering calculations viz. load analysis, voltage drop calculations, cable sizing,
solar electric power system sizing calculations etc.
Sizing of various electrical equipment and preparation of final single line diagram and power
distribution scheme
Preparation of control schematics for solar electric power systems, navigational aids system
etc.
Preparation of final area classification drawings based on the final equipment layout
Preparation of final “As Built” drawings and operation manual
3-D Modelling of electrical cable trays, lighting fixtures, solar panels, junction boxes using
relevant PDS/ PDMS module, clash check of electrical cable trays on model.
Developing the interconnection drawings including preparation of all hook-up drawings.

Consultant shall carry out detail engineering for the supply of 10 numbers of diesel transfer
pump (diaphragm / plunger type, gas driven) as per the requirement specified in process data
sheet and P&ID’s attached herewith.
The scope of Static equipment under this project shall include the following:-
As a minimum, the following detail engineering deliverables shall be prepared by the consultant
and submitted to the company for review and approval:

Consultant shall design fire protection system as per design basis for fire protection system
attached herewith along with the national / international codes such as API & NFPA. Water
for firewater network shall be made available from injection water network.
Design of automatic water spray system, for process area and wellhead area, with deluge
assembly with all accessories and all required piping and fittings as described in design
basis and P & ID’s.
Consultant shall follow all the Annexures, job specifications & datasheets, P&IDs, Standard
specifications etc. attached herewith and shall carry out detail engineering.
Any other works / activities that are not listed above, however, necessary for the detailed engineering
works and completeness of the project, should be done by the consultant.
The consultant shall develop, design and detail engineering for all data / drawings / documents
required, based on the respective design basis and basic engineering drawings.
The consultant should provide all the engineering deliverables for the disciplines specified above.
Please refer all codes, standards and specification as specified in ONGC’s functional specifications
and as in Annexure 3 for all the facilities.
4. QUALIFICATION REQUIREMENT
1. Design Consultants shall have office facility to accommodate sufficient staff, Design soft wares and
these soft wares shall have valid licenses, periodic validation to ensure good engineering
practices.

2. Design Consultants shall have certified Quality Management system as per ISO 9001 / or
Integrated Management System as per TS 29000 standards.
3. Consultants shall have technical manual where the process of detailed engineering, review,
verification and validation processes are well defined and followed during project execution
effectively.
4. The Design Consultant organization should have the typical projects history handled in past and
such records to be submitted with bid documents for verification.
5. Engineering team shall have discipline like Structural, Process, Piping, Electrical and
Instrumentation with sufficient Engineers, Lead Engineers per discipline to carry out all detailed
engineering activities effectively to meet the project schedule.
6. Each Discipline Engineer shall have minimum 10 years of experience in his own discipline
engineering related to offshore oil and gas field engineering industry.
7. Each Discipline Lead shall have minimum 15 to 20 years of experience in his own discipline
engineering related to offshore oil and gas field engineering industry.
8. The Design Consultant shall conduct periodic internal audits including technical audits during
engineering execution at their office by qualified auditor, who is independent of the concerned
project engineering. The Audit reports to be submitted to the EPC consultant for their information
and monitoring the system
9. EPC Consultant has right to conduct surveillance audits during the detailed engineering execution
by the Design Consultant as per project audit schedule which will be intimated prior to audit
commencement
Bidder is advised to comply with all the requirements of Bid document without any
deviations. Consultant/consultant reserves the right to reject any bid with deviations without making
any reference to the Bidder. Bidder shall provide details of equipment. Bidder shall submit “No
Deviation” statement in the prescribed Proforma.
1. Each vendor data item requested must be identified by the purchase order including for any
supplements of PO. For example: Engineering drawing issued by vendor shall indicate PO item
number or Tag Number.
2. All drawings and literature and test certificates shall be in English language and in the Metric
Measurement System.
3. Electronic transfer of data by e-mail or CD is permissible, however Supplier shall state, with his bid,
the format of his files (Auto CAD, Excel, and Word etc.) and method of transfer for approval by EPC
Consultant.
4. Supplier shall submit with its quotation, schedule of drawings and other documents with proposed
submittal dates, showing how these going meet the requirements

5. Prior to purchase order commitment, Supplier shall submit Vendor document Register for review by
number, title and scheduled submittal date.
6. EPC Consultant’s review and comments of drawings and data or any failure to review, shall not
alter any terms and conditions of the purchase order nor relieve the supplier of any responsibility or
liability for accuracy and completeness of such data and materials, not clearly indicated in the
documents, so as to imply approval of such drawings and data. It is supplier’s responsibility to
advise EPC Consultant of all delays in document preparations or review that can cause delays in
shipment.
7. If any data is altered by the Supplier after EPC Consultant has reviewed Supplier’s documents,
EPC Consultant Reserves the right to seek compensation towards the cost of modifying facilities or
services altered by the Suppliers.
8. Supplier is required to incorporate comments made by EPC Consultant into his drawings and data,
documents. If Supplier feels the comments change his contractual obligation as to cost and/or
schedule, Supplier must notify LSTKC Consultant within seven days of receipt of the comments. If
EPC Consultant’s Purchase department not notified, it is assured that comments will be
incorporated at no change in cost or schedule.
9. Drawings, data and documents returned with comments to Supplier, shall revise and resubmit
within seven days with following requirements; all amendments clearly flagged by triangle showing
the revision number
7. BIDDER PROPOSAL
As a minimum, bidder shall include the following proposals along with the bid document.
1. Technical submission as required to the extent applicable to subcontract scope.
2. Schedule for each activity.
3. Exceptions and deviations, if any.
4. Price to withdraw each exception or deviation.
5. Price breakdown (including taxes & duties) shall be provided separately for as necessary
6. List of proposed soft wares with validity and accuracy of calculations
7. Experience/track record. (offshore works/onshore i.e. one job of revamping / new installation / new
installation of pipeline (onshore /offshore)
Payment Terms
1. Final payment (10%) shall be retained until final acceptance of work and final documentation
requirements have been met
2. Proposal shall be compliant with project conditions and specification.
3. Payment shall be made 45 days after receipt of correct and proper supporting document.
All these above mentioned works shall be coped-up with CONTRACTOR’s schedule.

Notes:
1. Design Consultant should fill in this form, the deviation to the requirement as stated in project scope of
work and as per FEED documents, Project specifications as attached. If no deviation is required fill as
“NIL” in the Non-compliance column.
2. Deviation not specified in this form, but indicated elsewhere in the Consultant’s offer shall not be
considered for review/approval by EPC CONSULTANT throughout the execution of the project and it will
be presumed that Design Consultant will comply with all the requirements stipulated in this Service
Requisitions including attachments.
