PART 2 - CURRICULUM VITAE REQUIREMENTS FOR KEY PERSONNEL

The curriculum vitae presented for the positions under Part 1 shall require to meet the
minimum requirements as described below.

Project Director

B.S. or equivalent degree in engineering (mechanical or chemical) or an advanced degree


in Business Administration or project/program management from an accredited University
with minimum of twenty (20) years relevant work experience at senior project management
level is desirable. Requires demonstrated ability to manage refinery projects internationally
and have previously served in a similar position with extensive experience in providing
project director / manager services to oil and gas companies with performance
accountability responsibility during EPC Phase. Demonstrable relevant experience in the
Middle East is also desirable.

Project Manager

B.S. or equivalent degree in Engineering from an accredited University with minimum of


twenty (20) years relevant work experience at senior project management level. An
advanced degree in Business Administration or project/program management is desirable.
Requires demonstrated ability to manage refinery projects internationally and have
previously served in a similar position with extensive experience in providing project
management services to oil and gas companies with performance accountability
responsibility during EPC Phase. Demonstrable relevant experience in the Middle East is
also desirable.

Project Controls Manager

A degree in Engineering or Management with minimum fifteen (15) years of experience in


the Project Controls in oil/gas projects during EPC. Must be fully aware of contract types,
project planning, project execution work processes, cost estimating systems and softwares
and manufacture processes for critical and major project equipment. Must be familiar with
various techniques of project risk analysis and mitigation methods, ISO 9000 requirements,
project financial analysis etc. Experience of similar scale projects as a Project Controls
Manager is a must.

Engineering Manager

B.S. or equivalent degree in Engineering (Mechanical or Chemical) from an accredited


University and minimum of twenty (20) years relevant work experience at senior level. An
advanced degree in Business Administration or Engineering Management is desirable.
Requires demonstrated ability to manage Engineering efforts for major EPC projects in oil
and gas companies. Training or experience in project management is preferred.
Demonstrable relevant experience in the Middle East is also desirable.

QA/QC Manager

.CV requirements for QA/QC Manager shall be as defined in the Company Specification
SPC-1500-1000-001 Rev 0 section 5.4: Contract Quality Representative (Project QA/QC
Manager)

HSE Manager

B.S. in Engineering with minimum twelve (12) years of experience in similar position for
major oil and gas projects. Must by fully conversant with international health, safety and
environmental codes, standards, recommended practices and regulations and their
application to large refinery grassroots projects. He must have independently handled plot
plan reviews, Hazop and Safety reviews and made significant contributions therein. He
also must have experience in setting the procedures and closely monitoring the
implementation of them during the procurement and construction phase by EPC
Contractor, Vendors, Sub-contractors and any other third parties involved in the Project. He
shall have the expertise to deal with deliverables to be developed for the project and
ensure that the facilities to be constructed will be safe to operate and maintain. Knowledge
of local safety regulations will be essential to further verify that these are fully incorporated
in the plant design, procurement and construction.

Construction Manager

B.Sc. in Engineering or related field and minimum five (5) years of experience in a similar
position with EPC organizations in the oil and gas industry particularly in the Middle East.
An advanced degree in construction management is highly desirable. Must have familiarity
with latest construction methods, modern project management techniques, and
environmental engineering aspects. Must be able to demonstrate management of
construction activities and team in similar capacity. Requires specific knowledge in
coordinating EPC packages, constructability review, Site plan management and tracking
construction progress.

Procurement Manager

B.S. in Engineering or Business Administration and minimum ten (10) years of experience
in materials management in high value oil/gas projects (above US$ 100 Million) preferably
in the Middle East. Professional Certification in purchasing / supply from well recognized
associations is desirable. Demonstrable ability in material management functions in major
construction projects ensuring attainment of project objectives is a must.

Commissioning Manager

A degree in Chemical Engineering with minimum fifteen (15) years of experience in major
oil/gas projects. Must have managed a team of Specialists in executing the pre-
commissioning and commissioning activities independently. Fully familiar with procedures
and other requirements associated with commissioning. Besides this familiarity with start-
up procedures and operating manuals for process, utilities and offsite is essential. He shall
demonstrate leadership during the implementation of the above important activities in large
projects and have experience in test runs and plant acceptance. Must have experience in
Hazop and Safety audits during construction and commissioning.

Process Manager

B.S. or Master’s degree in Chemical Engineering from a reputed University with minimum
twelve (12) years of experience in similar position for major oil/gas projects. Proficiency in
handling Detailed Design for grassroot / revamp refinery projects with / without Licensor
units is mandatory. He shall have proven ability in leading a high caliber process group. In
addition he must have the requisite expertise to deal with the renowned Licensors and lead
the process reviews / discussions. He must have independently handled P&ID, HAZOP &
other safety reviews on large refinery / gas projects. Participation with real contribution
during performance of optimisation studies is anticipated by Company for this position.
Must possess good track experience in execution of detailed design for large grassroots
EPC refinery projects. Familiarity with operating and control philosophy as well as various
control systems and subsystems to be employed is essential.

Lead Process Engineer

B.S. in Chemical Engineering with minimum ten (10) years of experience in major oil/gas
projects in similar position. Must possess good track experience in execution of detailed
design for large grassroots EPC refinery projects. Full involvement and contribution in
design, engineering, P&ID reviews, Hazop and safety reviews is absolutely essential. In
addition, familiarity with Licensor and open art, Utilities and Offsites packages as well as
co-ordination experience is mandatory. He shall have the proven capability to
independently handling process simulations and calculations and prepare optimization
reports where necessary and as directed by Company.

Lead Environmental Engineer

B.S. in Chemical Engineering with minimum ten (10) years of experience in major oil/gas
projects in similar position. Must possess good track experience in execution of detailed
design for large grassroots EPC refinery projects. Full involvement and contribution in
engineering design is absolutely essential. Must be fully knowledgeable about codes,
standards, best environmental recommended practices and in implementing IFC/Equator
Principles performance standards. Desirable experience in working with governmental
agencies.

Lead Process Safety Engineer

B.S. in Chemical Engineering with minimum fifteen (15) years of experience in major
oil/gas projects in similar position. Must possess good track experience in execution of
detailed design for large grassroots EPC refinery projects. Full involvement and
contribution in design, engineering, P&ID reviews, Hazop and safety reviews is absolutely
essential. Must be fully knowledgeable about codes, standards and design safety
recommended practices.

Lead Mechanical Engineer

B.S. in Mechanical Engineering with minimum ten (10) years of experience in the capacity
of lead / principal Mechanical Engineer with EPC organizations in the oil and gas industry.
Fully familiar with international codes, standards and recommended practices to be applied
for oil/gas projects in all aspects of Mechanical design of the plant.

Lead Electrical Engineer

B.S. in Electrical Engineering with minimum ten (10) years of experience in the capacity of
lead / principal Electrical Engineer with EPC organizations in the oil and gas industry. Fully
familiar with international codes, standards and recommended practices to be applied for
oil/gas projects.

Must have proven ability to contribute during development of electrical system studies and
Hazop / Safety reviews.

Lead Control & Instrumentation Engineer

B.S. in Control System Engineering with minimum ten (10) years of experience in the
capacity of lead / principal Control & Instrument Engineer with EPC organizations in the
Oil/Gas industry. Fully familiar with international codes, standards and recommended
practices to be adopted on the similar projects. Thorough knowledge of lCS & DCS &
SCADA systems generally incorporated in major oil /gas project is essential. Must have the
capacity to supervise and manage C&I team to generate deliverables. He shall also have
Familiarity with subsystems such as fire and gas, emergency shut down systems etc., and
Advance Process Controls (APC) will be added qualification. Participation with contribution
during P&ID reviews, shop and field testing of control systems shall be demonstrable
during project execution.

Lead Civil/Structural Engineer

B.S in Civil Engineering with minimum ten (10) years experiences in the capacity of
lead/principal Civil/Structural Engineer with EPC organizations in the oil and gas industry.
Has adequate knowledge of all international codes, standards and other construction
practices to be utilized during project execution. Additional experience with Middle East
projects will be distinctly preferable. Must have the capacity to manage and control team
during detail design, engineering and construction phase. Further he shall have the
thorough knowledge of software to be generally used during design and engineering
phases of the work. Participation during constructability reviews and contribution there in
shall be supplied with adequate proof on large sized projects recently executed preferably
in the Middle East.

Lead Piping / Pipeline Engineer

B.S. in Mechanical Engineering minimum ten (10) years experiences in the capacity of lead
or principal Engineer with EPC organizations in the oil and gas industry. Besides extensive
expertise in piping/pipeline design and engineering, familiarity in piping/pipeline materials
application and stress engineering is essential. Must be fully knowledgeable about codes,
standards and recommended practices. Experience with EPC organizations in the
execution of major grass root or revamp refinery projects is a must. Such experience on
projects in the Middle East is desirable.

Lead Metallurgy Engineer

B.S. in Mechanical / Metallurgical Engineering with minimum ten (10) years experiences in
the capacity of lead or principal Engineer with EPC organizations in the oil and gas
industry. Additional registration in professional bodies as a Corrosion Engineer is
desirable. Fully conversant with industry standards and practices to be used in material
selection, corrosion control and monitoring. Further familiarity of materials performance and
corrosion aspects involved for harsh environment in Middle East is essential. Proof of
participation with contribution on audits performed during detailed design phase on major &
gas projects shall be added qualification to this position.

Senior Construction Engineer (Civil)

A degree in Civil Engineering with minimum ten (10) years of experience in field for major
oil/gas projects in similar position. Must be fully knowledgeable about construction
techniques to be employed, materials used and testing requirements to be applied for civil
work. He shall have handled large civil works at Site particularly in the Middle East with
EPC organizations in the O oil and gas industry. He shall have the ability to spot non-
conformances to project requirements and persuade responsible party (e.g. Subcontractor)
to remedy them. He shall possess adequate experience to ensure that all work is executed
as per agreed specifications, procedures, method statement and other specific project
requirements. He must have done work related to evaluation of variations, design changes,
concession requests; review and approval of procedures and method statements of
construction contractor for civil work at Site.

Senior Construction Engineer (Mechanical)

A degree in Mechanical Engineering with minimum ten (10) years of experience in major
oil/gas projects in similar position in field. Must have handled equipment installation, testing
and commissioning phases. He shall be familiar with the requirements of international
codes, standards and other recommended practices pertaining to installation, testing etc.
He shall have the ability to ensure that all suppliers’ instructions are followed at Site. He
shall possess adequate experience to ensure that all work is executed as per agreed
specifications, procedures, method statement and other specific project requirements.

Senior Construction Engineer (Electrical)

A degree in Electrical Engineering with minimum ten (10) years field experience in
supervision of electrical work for large refinery / gas projects in similar position. Fully
familiar with installation, testing and commissioning of electrical equipment and systems.
He shall be conversant with international codes, standards and recommended practices to
be employed in oil/gas projects. He shall possess adequate experience to ensure that all
work is executed as per agreed specifications, procedures, method statement and other
specific project requirements. Further ability to handle interfaces with existing / newly
installed facilities will be added qualification for the above position. Further he must have
dealt with concession requests and design change requests tor major projects at Site.

Senior Construction Engineer (Control / Instrumentation)

A degree in Electrical or Control System Engineering with minimum 10 years of experience


in field during the implementation of large refinery/gas projects. He must have handled ICS,
DCS and other sub-systems installations, testing & commissioning at Site. He shall ensure
conformance with project requirements and suppliers instructions to be applied during
installation & testing. Must be familiar with the operating and control philosophy approved
by the Company and accordingly verifies all interfaces with the existing facilities for
integration.

Senior Construction Engineer (Piping / Pipelines)

A degree or diploma in Engineering with ten (10) years of field experience in major oil/gas
projects in similar position. Must have supervised the work of Contractors at Site during
fabrication, installation and testing. He shall be familiar with project specifications and
standards and various other international codes and practices. He shall possess adequate
experience to ensure that all work is executed as per agreed specifications, procedures,
method statement and other specific project requirements. Further he shall have
experience in field modifications and all field procedures and method statement that may
be required to be developed. Shall be able to manage field design changes and
concession requests is essential for this position.

Instrumentation / Analytical Specialist

B.S. in Chemistry / Chemical Engineering with minimum five (5) years of experience in
major oil/gas projects in similar position.

Senior Planning Engineer

A degree in Engineering (preferably in Mechanical or Electrical Engineering) with minimum


ten (10) year experience in chemical, hydrocarbon, petrochemical and industrial plant
development during EPC Contracts of similar value and complexity. Must be experienced
in the use of Primavera P6 Project Planner Ver. 8.3. Must be familiar with planning and
scheduling of activities for all aspects of Engineering, Procurement, Construction and
Commissioning of major oil/gas plants. Must have the ability to read and interpret contract,
conditions and specifications, knowledge of quality control and assurance functions,
methods of progress measurements and verification.

Site HSSE Manager

B.Sc. in Engineering or related field and minimum five (5) years of experience in major oil
and gas construction projects (at least 10,000 workers and multiple Subcontractors)
particularly in the Middle East.

ICV Manager

A degree in related field and minimum fifteen (15) years of experience in managing in
country value content of major oil and gas construction projects (at least 10,000 workers
and multiple Subcontractors) particularly in the Middle East.

Training Manager

A degree in related field and minimum fifteen (15) years of experience in managing training
requirements of major oil and gas construction projects (at least 10,000 workers and
multiple Subcontractors) particularly in the Middle East.

Interfaces Manager

B.Sc. in Engineering or related field and minimum ten (10) years of experience in
managing interfaces in major oil and gas construction projects (at least 10,000 workers and
multiple Subcontractors) particularly in the Middle East.

Startup and Initial Operations Manager

A degree in Chemical Engineering with minimum fifteen (15) years of experience in startup
and initial operations of refinery projects. Must have managed a team of Specialists in
executing the startup and initial operations activities independently. Experience in Utilities
Start Up for Refinery or Petrochemicals Mega Projects is an essential requirement for this
position.
