EDITORIAL - Little bullies

The full title of Republic Act 10627, the anti-bullying law passed in 2013, is “an act
requiring all elementary and secondary schools to adopt policies to prevent and address
the acts of bullying in their institutions.” RA 10627 prohibits not only “unwanted physical
contact” between the bully and the victim but also cyber bulling and any act “that causes
damage to a victim’s psyche and/or emotional well-being.”
Failure to comply with the law can lead to administrative sanctions in public schools,
and the suspension of the permit to operate of private schools where the bullying takes
place.
As a video that has gone viral has shown, however, bullying among children is very
much alive, whether in the streets or in exclusive private schools. The video shows a
young student being chased and beaten by a smaller boy in a toilet at the Ateneo de
Manila. Other video clips have since emerged, showing the assailant, reportedly a junior
high school student trained in taekwondo, bullying other boys in a few other cases.
Aggravating the attack itself is the bully’s continuing pugnacious behavior, despite an
apology posted on social media.
An outraged father of two has challenged the father of the bully to a boxing or wrestling
match. The challenger vowed to pay P100,000 if he loses. If he wins, he wants the
bully’s father to apologize to the victim. The challenger elicited expressions of support
for pointing out that parents must discipline their children instead of encouraging violent
behavior.
Schools, however, must also do more to discourage bullying. Mechanisms must be in

place to encourage victims to report cases of bullying without fear of retaliation. This
may need coordination with the Philippine National Police and the National Bureau of
Investigation for cases of cyber bullying.
School counseling programs also need to be boosted, not only to protect victims but
also to address the problems that promote violent behavior among children. The Ateneo
bully indicated on social media that he was going through certain problems.
Bullying among children can leave permanent scars. Violent behavior in high school can
be carried over into college, as shown in the numerous fraternity and sorority hazing
cases. The latest case shows an urgent need to improve the enforcement of laws
against bullying and to enhance measures to prevent such attacks.

EDITORYAL - Kawawang mga guro

KAPAG nagkakaroon ng pagtataas sa sahod ang mga kawani ng gobyerno, laging
nahuhuli ang mga guro. Hindi agad maitaas ang kanilang mga sahod gayung
napakahalaga ng ginagampanan nilang papel sa lipunan. Kung wala ang mga guro,
wala ang mga matataas na lider ng bansa. Mga guro ang humubog sa isipan ng mga
bata at malaki ang kanilang ginampanang papel para maging responsableng mama-
mayan. Kaya nakakaawa ang mga guro sapagkat lagi silang naisasantabi kapag
nagkakaroon ng increase sa sahod. Nakakalimutan lang ba o talagang sinasadya na
huwag silang iprayoridad?
Bago pa pumasok ang 2018, inihayag ni Pres. Rodrigo Duterte na hindi lamang mga
pulis at sundalo ang magkakaroon ng increase sa kanilang suweldo kundi pati na rin
ang mga guro sa pampublikong eskuwelahan. Pero hindi nagkatotoo ang pangako ni
Digong sa mga guro, sapagkat sa 2020 pa pala sila magkakaroon ng increase.
Napakasaklap naman nito sapagkat tatlong taon pa ang hihintayin bago matanggap ng
mga guro ang kanilang increase. Bakit kailangang paghintayin nang matagal ang mga
guro? Mayroon bang problema sa kanila?
Kung tutuusin, mas malaki ang responsibilidad ng mga guro kaysa mga pulis at
sundalo. Ang mga guro ang ikalawang magulang ng mga bata sa school. Ang mga guro
ang gumagabay sa mga bata para hindi maligaw ng landas. Sa panahon ng eleksiyon,
ang mga guro ang laging tumutulong. Kapag may kalamidad -- gaya ng bagyo, lindol at
pagbaha, ang mga guro rin ang tumutulong sa paghahatid ng relief goods at iba pang
pangangailangan.
Pero sa kabila nito, hindi pa rin sila madagdagan ng suweldo at kailangang maghintay
pa ng tatlong taon. Nasaan naman ang konsensiya rito? Bakit ang mga pulis at sundalo
ay agad nabigyan ng increase subalit ang mga guro ay hindi.

Dalawang magkahiwalay na panukalang batas na nagsusulong ng “no homework” policy para sa

mga estudyante mula kindergarten hanggang high school ang inihain sa Kamara.
Layon ng dalawang House bills na ipagbawal ang pagbibigay ng homeworks upang magkaroon ng
sapat na panahon na makapag-bonding ang buong pamilya tuwing pagkatapos umuwi ng mga
estudyante galing sa kanilang paaralan.
Sa pamamagitan ng House Bill No. 3611, ipinanukala ni Sorsogon Representative at Deputy House
Speaker na si Evelina Escudero na dapat magpatupad ang Department of Education ng “no
homework policy” para sa mga mag-aaral ng K to 12.
“Homework assignments can deprive students and parents precious quality time for rest, relaxation
and interaction after school hours and even on weekends,” paliwanag ni Rep. Escudero.
Kasama rin sa kanyang panukala na huwag ipauwi sa mga estudyante ang kanilang mga aklat
araw-araw dahil may epekto ito sa kanilang kalusugan.
“No textbooks shall be brought home to prevent the adverse effects of carrying bag to-and-from
school,” ayon pa rin sa House Bill No. 3611.
Kaugnay nito, sinabi sa panukala na dapat siguruhin ng lahat ng basic education schools na bigyan
ng sariling locker ang bawat estudyante kung saan nila maaaring iwanan ang kanilang mga
textbooks.
Si Quezon City Representative Alfred Vargas ay may kaparehong panukala – ang House Bill No.
3883, pero ang isinusulong niyang no homework policy ay tuwing weekend lang.
Binanggit pa ni Rep. Vargas ang isang ginawang pag-aaral sa South Africa noong 2018 na ang
homework daw ay may negatibong epekto sa family life.
Sa ilalim ng panukala niya, papatawan ng multang P50,000 o kul0ng ng hanggang dalawang taon
sa mga guro na lalabag sa no homework policy.
MANILA, Philippines – The Department of Education (DepEd) has expressed its support for the
no-homework policy bills proposed by lawmakers at the House of Representatives.
