○ The shipowner shall not employ persons under the age of 16 years.

confirm the age of seafarers by official documents (such as passport or mariner's pocket ledger)
when employing them.

○ The master shall ensure that seafarers under the age of 18 years shall not be engaged in works

Medical certification ○ The master shall check and adequately manage the term of validity of a seafarer's medical
(Regulation 1.2) certificate.
○ The shipowner shall have a permit issued by the competent authority when employing a
seafarer holding no valid medical certificate in an urgent case. In this case, the seafarer shall hold
a medical certificate that has expired within 3 months in the past.
○ The shipowner or the master shall confirm that a seafarer have valid qualifications and
certificates when he/she is employed or embarked on board.
○ The shipowner shall provide basic safety training for seafarers in accordance with STCW78 as
Qualifications of seafarers
amended.

○ The master shall check and adequately manage the term of validity of a seafarer's
qualifications and certificates.
※ Procedures for confirmation of a seafarer's qualifications and certificates are described in XX.
○ The shipowner shall provide a seafarer with a document that describes working conditions
and explain them sufficiently before concluding an employment contract.
○ When concluding a contract with a seafarer, the shipowner shall draw two seafarer's
employment agreements (SEA), and keep one agreement in his office and provide the other to
the seafarer.

・ A seafarer's rest hours shall not be divided into more than 3 periods.
○ The master shall post a table of the shipboard working arrangements in an easily accessible

(Regulation 2.3) ○ The master shall maintain a record book for working and rest hours of seafarers on board and
provide its copy when a seafarer requests his working records.

○ The shipowner shall draw up a policy and programmes on safety and health on board
including risk evaluation. The master shall notify seafarers on board of these programmes and
carry them out adequately.
○ The shipowner shall appoint a seafarer to be in charge of safety for every department (Deck,
