In reference & continuation to Board's letter mentioned above, an inter-


ministerial meeting was held by the Ministry of Railways and Ministry of Rural
Development on 7th August, 2014 for formulation & execution of Railway works
under 'MGNREGA'. Minutes of the meeting are enclosed herewith.

Zonal Railways are advised to have similar interactions with the concerned
State Govts. alongwith site visits to some of their ongoing MGNREGA works.
Feedback & suggestions regarding proper mechanism for successful execution of
Railway works through MGNREGA may accordingly be sent to Railway Board by 30th
September, 2014. --

Minutes Of The Inter-Ministerial Coordination Meeting


For Executing Railway Works Through 'MGNREGA'
Held on Thursday, The 7th August 2014

1. In pursuance to the presentation made before the Prime Minister by the


Secretaries and the communications between Minister of Railways & Minister
of RUral Development in connection with execution of few Railway works
through 'MGNREGA'; an inter-ministerial coordination meeting was held on
7th August 2014 in the office of JS/MGNREGA/MoRD, as requested by MoR
vide its letter no. 2007/CE-I/CT/13, dated 31.7.2014. The following officers
were present:

2. After fruitful detailed discussion, the following points emerged:

(i) The items for construction of new railway line and block plantation
were earlier discussed between the two Ministries in Feb. '13 and could
not be concluded due to various issues.

(ii) Considering the ambit of MGNREGA, the following Railway works &
activities were identified for execution through this scheme:
(a) Construction & maintenance of approach roads for level crossings
(b) Developing & cleaning silted water-ways, trenches & drains along
track
(c) Construction & maintenance of approach road to railway stations
(d) Repairs of earthwork to the existing railway embankments/
cuttings
(e) Clearing vegetation growth

(iii) Activity of plantation at extreme boundary of Railway land at such


locations where land is available in plenty, not likely to restrict
expansion of Railways and also not to infringe train operation due to
tree falling, may also be added to the scope of identified works after
examining the related modalities.

(iv) It was suggested that Railway officials should also have a feel of the
scheme-an4-citsimplementation methodology throuqh-vtstt-te-sorne of
the Districts which have shown excellence with 'MGNRES:?8:.._!twill help
in pr0-p~:~nderstanding and formulation for executTon=";df"Railway
works under the scheme. The District Administration and concerned
Railway Divisions shall be advised to have joint meeting, visit &
discussion alongwith submission of feedback. The identified districts
are -

3. It was decided that a framework for taking up the identified Railway


activities under MGNREGA would be finalised early through meetings &
discussion, so that it may be started by the State Govts. alongwith Railway's
supervision.
