1. INTRODUCTION
This document outlines the method statement for executing fabrication, cutting, burning,
welding and testing process for the installation of pipe work and the procedure for the hook
up of well LA 107 & LA 108 from the new wellhead manifold via flow line to the existing
wellhead manifolds onsite.
The procedure provides guidance for assessing the activities for jointing mechanical piping
system. This guidance is based on the requirements set forth in the Safety Requirement,
quality assurance and quality inspections to be carried out through the welding, weld repairs
and weld inspections.

2. OBJECTIVES
This document provides guidance in implementing an effective program for all pipe welding
works. This includes addressing programs for the following: (1) implementing commitments
regarding the quality of the weld joints; (2) managing and providing oversight to ensure
installation and related quality control have been adequately addressed by specifications,
drawings, and procedures; (3) managing and providing supervision and control to assure
qualification of welders; and (4) recording installation and test activities.
This procedure is one component of a complete construction and inspection program. This
and other procedures will be used, as needed, to provide assurance that construction
activities are being conducted as required by the specification and manufacturer procedures
until all piping networks are installed and tested.

4. SCOPE OF WORK
The scope of work for GDC include supply of all MTO’s for the fabrication and installation of
the high-pressure flow line that includes; pipes, valves, flanges etc as per attached drawings.
The scope of work for the Contractor will be fabrication and installation of high pressure
pipeline of different diameters as per attached drawings from the new wellhead manifold of
LA107 & LA108 onto the existing connection point on the manifolds of LA 105 & LA106
including all pipe supports. Testing will be carried simultaneously as we complete weld joints
as we proceed by a third party.
4.1 SPECIFICATION
All welding activities shall be completed in accordance with the design specifications.
These include the following activities:
4.2 SITE PREPARATION
 Check all pipes and fittings to be used for joints are free from defects, dents or
deformities and are straight.
 Remove pipes and fittings with defects and replace with acceptable materials.
 Remove foreign matter or dirt from inside of the pipe and fittings before fit up.
 For longer work breaks, place suitable stoppers to prevent debris, earth or water from
entering pipe open ends.
 Welding electrodes shall be stored and handled as per Manufacturer’s instructions

4.3 Non –Destructive Testing (NDT):

All non-destructive testing shall be performed as per approved agency (BINDE NDT,
BV, Hydrac, or SGS) as per the contract in accordance with the requirements of the
applicable standards and project specifications. The approved agency shall be
engaged as independent and approved testing and inspection agency to carry out the
UT and MPT on Weldments, Visual Inspection of weld as per standard for external
defects like, surface porosity, under cut, excess penetration, over laps, lack of
penetration or incomplete fusion and fillet sizes. Magnetic particle Testing
procedures, evaluation of indications and the acceptance criteria shall be in
accordance with specifications.
4.4 PROTECTION

1) Surface Preparation
Abrasives for blast cleaning shall be clean, dry and free of any constituent. Surface
preparation shall be in accordance with Specification. Surface profile shall not be less
than required microns and more than 150 microns, since too low height, prevents
proper adhesion and too high profile may lead to profile peaks protruding the coating
resulting in early pinpoint rusting. Paint shall be applied to dry, clean prepared
surfaces under controlled favourable weather conditions and in accordance with
manufacturer data sheet (see attached paint spec).

2) Painting Application
Painting shall be applied as per the project specification. Dry film thickness shall be
checked prior to shipment to project site and painting inspection report shall be
maintained. Preparation generally shall comply with requirements. Check that all coating
materials to be used are recommended by the manufacturers for the particular surface
and condition of exposure. Painting shall be carried out with skilled workers. All coating
materials shall be applied evenly in a continuous full coat free from over-spray, dry-spray,
wrinkling, sagging, curtaining, holidays, thin spot, pinholes and other film defects.

5. INSPECTION AND TEST PLAN

Approved Inspection and test plan shall be implemented during each and every stage of
fabrication, to ensure the work is carried out with full compliance drawings and specification.
The Inspection and approving parties shall ensure the quality of work at every level.

The following activity will be performed by GDC in continuity as fabrication and installation
progresses;
 The Project Engineer/Coordinator should verify that the contractor supervisor with
construction responsibilities for the pipe welding works is familiar with this method
statement and is issued with copies of the inspection checklists and testing plans.
 The Project Engineer/Coordinator should satisfy procedures for QA/QC inspections to
ensure the pipe welding works meet specified engineering requirements and drawings.
As part of the assessment, the QC Inspection Procedures must ensure a quantitative or
qualitative acceptance criteria for determining the prescribed activities have been
accomplished satisfactorily.
 The QC inspection personnel, in coordination with Site Supervisor, should verify that the
quality of the pipe welding works and related testing activities are within the project
design specifications requirements. The Supervisor should verify that the pipe welding
works is accomplished in accordance with the specifications and the procedures.
 The Supervisor should verify any as-built record of pipe welding works and testing and
confirm that the information meets the project requirements.
 Confirm the setout of the prepared area.
 Confirm types of materials that will be use.

7. HEALTH, SAFETY, QUALITY AND ENVIRONMENTAL PRECAUTIONS


Prior to the commencement of any of the fabrication activities, the work force shall receive a
toolbox talk on the Project Site Safety requirements. Any activity that is conducted that may
have a Safety risk shall be assessed as required.
The following precautions must be observed during Fabrication and installation of the carbon
steel piping:

The Contractor shall prepare and implement Safe Work Method Statements that
address, at a minimum:
(a) handling and transportation of materials (also refer to Transportation and
Erection of Structural Members”);
(b) precautions to protect all persons working or present near welding operations,
including the control of exposure to arc radiation, hot metal and welding fumes as
well as the prevention of electric shock and fire; and
(c) Where non-destructive tests employing industrial x-ray plant or radioactive
isotopes are used, precautions to ensure that people in the vicinity are not being
subjected to direct or scattered radiation.

Provision of the documentation listed in this Clause shall constitute a HOLD POINT.

Preparation
- Notify all concerned on site for the date of material delivery.
- Coordinate with Safety Department for delivery trucks access routes.
- Ensure all workers involved in the hauling operation put on PPE all times.
- Brief individual worker the roles and responsibilities of each.
- Ensure transporter route is cleared of obstruction.
- Coordinate with site personnel for pipe hoisting area and ensure area is cleared of
obstruction.
- The truck transporting pipes will be guided to the designated hoisting area and
released all the latching belts only after the truck parked firmly.
Pipe Lifting
- Ensure safe work procedure for lifting operation is observed.
- Ensure proper lifting method - with the correct equipment are used.
- Ensure the pipes are firmly placed on the designated location before releasing the
hoisting hook.
During Site Execution
- Ensure workers are distributed to each designated place.
- Ensure workers always be in proper gear where required.
- Ensure all workers assigned are involved in its task.
- Ensure the pipe lengths to suit site routes into designated work area.
- Ensure pipe support systems are installed accordingly as required.
- Ensure all tools and equipment to be used are properly tagged and checked.
- Ensure work areas are clearly marked to restrict access to authorized personnel only.
- Ensure that welders are qualified, with the correct PPEs, and well versed on the job at
hand with the latest revised drawing/s.
Housekeeping
- Maintain cleanliness and orderly stocking of materials & tools.
- Pick up and dispose wastes & other debris prior to leaving site area.
- Remove safety yellow tape or other warning devices that were used to control access
to the work area.
- Store tools, equipment and unused materials properly at the end of the workday.

Safety Inspections
It shall be responsibility of the Contractor Supervisor to routinely inspect the physical
areas under their control in pipe welding works. This inspection shall include
determining if pipes, supports, scaffolds and ladders are appropriately installed
and/or use, and if the job site is cleaned up after the day’s work.

Quality Plan

The Contractor shall prepare and implement a Quality Plan that includes, at a minimum,
the following documents, procedures and/or instructions:
(a) Evidence of certification;
(b) Names and qualifications of all welders to be associated in the planning,
fabrication and installation of all welds
(c) Process to verify of the origin and quality of materials and suitability of
welding consumables;
(d) Assembly, including dimensional control and details of manufacturing jigs;
(e) Cambering (where applicable) and method of determination of the beam
profile which allows for deformation during fabrication;
(f) Repairs and corrections allowed under this Specification;
(g) Shop assembly;
(h) End finishing for field joints (where applicable);
(i) Proposed sequence of operations and the proposed time required for all
members and/or parts;
(j) System of identification of members and/or parts and components, and
erection marks; and
If not provided beforehand, this documentation shall be submitted at least 28 days
prior to the commencement of the fabrication work.

8. ACTIVITY MANAGEMENT

 The Contractor shall provide information on the following systems in place for the
engineering, planning and execution of projects:
 Activity management will include:
 Implementing a QA/QC program to ensure design, procurement and construction of
the installations are executed at a high-quality level resulting in ease of operability
and low capital cost
 Health, Safety and Environmental Management within the areas of responsibility
 Adherence to HSE project procedures, including the use of method statements and
risk assessments
 Contractor’s own site security within the areas of responsibility and security of any
materials and equipment issued by the GDC
 Finalizing an engineering and construction plan
 Developing and implementing a project specific set of procedures and method
statements
 Planning and coordinating activities
 Developing and maintaining an activity schedule
 Liaison with GDC Engineer
 Communicating and cooperating with other project participants
 Preparation of documentation required for inspection and payment for works
completed.
9. ACCEPTANCE CRITERIA
The fabrication, installation and testing of the gas steel piping shall fulfil the above said
criteria unless otherwise mentioned.

The final completed project will be inspected by the responsible Project Engineer or Manager
and a certificate of completion will be issued to the contractor upon satisfactory completion.
