1.0. PURPOSE AND SCOPE

This method statement defines the work involved in excavating and maintaining the

trench for the construction of Replacement of 11 kilometers of the Brega- Misurata 34”

Gas Pipeline Project.

This document shall act as a guide to construction personnel on how to carry out the

works safely and in accordance with statutory and environmental requirements.

This work method statement lays pipe in the ditch.

2.0. DEFINITIONS AND ABREVIATIONS

The following expressions and derivatives thereof, appearing in capital letters in the

CONTRACT, shall have the meaning hereby assigned to them unless otherwise

specified, it being understood that such expressions appearing small letters shall have

their common meaning as the context requires. The same principle shall apply to

expressions defined elsewhere in the CONTRACT.

3.2. Reference Standards:

Work shall be performed in accordance with the latest revision of the following

Codes and Standards at the date of purchase order/contract listed in order of

precedence.

• ASME B31.4 (2012) -Pipeline Transportation Systems for Liquid Hydrocarbons

and Other Liquids

• ASME B31.8 (2012) -Gas Transmission and Distribution Piping Systems

4.0. HEALTH, SAFETY & ENVIRONMENTAL

4.1. General Safety

Lowering in operations shall be carried out in accordance with the Project Health

& Safety Plan and contract requirements. Before starting the operations, a dedicated

HARC where all risks and mitigation measures shall be prepared.

Prior to commencing work all Contractors employees shall have attended a joint safety

and environmental induction given by the Safety supervisor .

Site personnel shall adhere to the site HSSE policies at all times with emphasis on

wearing the correct PPE relevant to the type of operation being performed.

Minimum PPE requirements shall consist of Safety Boots, Ear muff, Ear plug, Safety

Glasses, Safety Helmet, Body / Coverall, Gloves, High visibility Jackets, as per PPE

procedure.

Safety precautions shall be of paramount importance to prevent any danger to the

public and any operations carried out adjacent to public access shall be closely

monitored by the Safety supervisor .

During lowering in operations extreme care shall be taken to ensure that excavations

are battered back or supported as necessary to provide a safe working environment.

4.2. Environmental

Site personnel shall ensure that the site is kept clean and tidy at all times .

Spills and leaks of diesel, hydraulic fluid etc shall be cleaned up immediately using

the spill kits provided in the site vehicles.

Any complaints from landowners/tenants or members of the general public shall

be reported to the HSSE Manager & company for action as necessary.

5.0. RESPONSIBILITIES

5.1. Project manager

The project manager is responsible for :

 Planning of the labour resources.

 Determining plant and equipment to be used during lowering in operation

 Ensuring plant and equipment is in suitable safe working order and certificated

as necessary.

 Ensuring that lowering in is carried out according to schedule and in accordance

with quality and safety requirements.

5.2. Mechanical engineer / supervisor

Responsible to the Construction Manager

for:

 Assistance during the operation of lifting and erection of pipe into the ditch

 Plan and prepare for the work and produce daily report.

 Implementing method statements and drawings affecting lowering in

operations.

 Coordination with the team leader and ensure productivity

5.3. QA/QC supervisor

Responsible to the QC Coordinator

for:

 Ensure that the bottom of the ditch is clear for any material which can involve

risk on the pipe.

 Make inspection of ditch according to the drawings, method

statement and specifications

 Coordinate with construction supervisor to plan inspection.

 Ensuring that the pipe is lowered in without damages

 Produce QA/QC report.

5.4. Safety Supervisor

The safety supervisor is responsible for:

 Ensure the housekeeping of the area during the operation to avoid any accidents

 Safety requirements on site. Ensuring/Check plant and equipment

 Has the relevant certification. Implementing the Project Safety

 Plan/procedure/safety policies. Carrying out the site safety

 Carrying out the site induction safety/environmental courses and

toolbox talks.

6.0. DESCRIPTION OF WORKS

6.1. Preliminary

As a first to beginning, the ditch must be free from water loose rocks , stones ,

timbers , welding rods , hard colds and any remaining materials which can be cause of

pipe ‘s damage .

Prior to commencement of lowering in activities, all services shall have been located,

temperature shall not exceed 100 °F to avoid stress for the pipe . Contractor send a

request for notification for inspection to company in order to check the bottom of the

ditch .

6.2. Lowering in operation

The procedure for lowering in is as follow:

 The operators run equipments and labors do the manual work ( eg moving skids )

 The truck drivers drive the truck that haul skids and fuel tank

 The pipe is suspended into the ditch by side boom tractors which are crawler tractors

with special hoisting frame attached to one side and equipped with belt slings

 The pipe is gradually lowered to the bottom of the ditch, where rocky soil or solid

rock exist, it’s required to put fine bed or soil under the bottom. Fine materials

ensure that coated pipe will be protected from damage.

 6.3. PERSONAL AND EQUIPMENT:

The lowering in activities will be performed using appropriate equipment in

accordance with construction approved drawings.
