SITE OF THE PROJECT
1 The Site
1.1 Site of the Four-Lane Project Highway shall include the land, buildings, structures and road
works as described in Annex-I of this Schedule-A.
1.2 The dates of handing over the Right of Way to the Contractor are specified in Annex-II of this
Schedule-A.
1.3 An inventory of the Site including the land, buildings, structures, road works, trees and any
other immovable property on, or attached to, the Site shall be prepared jointly by the
Authority Representative and the Contractor, and such inventory shall form part of the
memorandum referred to in Clause 8.2 (i) of this Agreement.
1.4 The alignment plans of the Project highway are specified in Annex-III. In the case of sections
where no modification in the existing alignment of the Project Highway is contemplated, the
alignment plan has not been provided. Alignment plans have only been given for sections where
the existing alignment is proposed to be upgraded. The proposed profile of the Project
Highways shall be followed by the contractor with minimum FRL as indicated in the alignment
plan. The Contractor, however, improve/upgrade the Road Profile as indicated in Annexure-III
based on site/design requirement.
1.5 The status of the environment clearances obtained or awaited is given in Annex-IV.

Site
1. Site
The site of the Four-Lane Project Highway comprises the section of National Highway 48
commencing from existing km 29.435 to existing km 75.000 i.e. Nelamangala to Tumakuru
including Tumakuru Bypass section in the State of Karnataka.
3. Carriageway
The present carriageway of the Project Highway is 4-lane divided carriageway with paved
shoulders on either side. The type of the existing pavement is Flexible.

Annex-II
(As per Clause 8.3 (i))
(Schedule-A)
The dates on which the Authority shall provide Right of Way of Construction Zone to the
Contractor on different stretches of the Site are stated below:
*The dates specified herein shall in no case be beyond 150 (one hundred and fifty) days after the
Appointed Date.
Annex-III
(Schedule-A)
Alignment Plans
The existing alignment of the project highway shall be modified in the following sections as per the
alignment plan indicated below:
(i) The alignment of the Project Highway is enclosed in alignment plan. Finished road level indicated
in the alignment plan shall be followed by the contractor as minimum FRL. In any case, the
finished road level of the project highway shall not be less than those indicated in the alignment
plan. The contractor shall, however, improve/upgrade the Road profile as indicated in Annex-III
based on site/design requirement.
The length of slip roads proposed in clause 2.8 of Schedule B shall also be incorporated by the
contractor in the profile of the project highway.
(ii) Traffic Signage plan of the Project Highway showing numbers & location of traffic signs is
enclosed. The contractor shall, however, improve/upgrade upon the traffic signage plan as
indicated in Annex-III based on site/design requirement as per IRC:SP:99 & IRC:67.
Annex-IV
(Schedule-A)
Environment Clearances
The project highway is less than 100 km length and does not involve additional Right of Way or land
acquisition more than 40m on existing alignment and 60m on Bypass/Realignments. Therefore, as per
MOEF notification No. S.O.2559(E) dated 22.08.2013, environmental clearance is not required.
SCHEDULE - B
(See Clause 2.1)
Development of the Project Highway shall include design and construction of the Project
Highway as described in this Schedule-B and in Schedule-C.
1.1 Project to be developed in Phases i.e., Phase-1 & Phase-2. Details are given in Annex-I. In case
Authority is unable to hand over the site to the Contractor for construction of Phase-2, then
Project will be closed at the completion of Phase-1 and no compensation for scope reduction,
removal/descope of land under contract shall be applicable. The Contractor will not have any
claim as per Cl. 23.6 (ii) of the Contract Agreement.
These 2 phases are distinct and in the 1st stage, Contractor has to mobilise for Phase-1 only.
Rehabilitation and augmentation shall include Six-Laning with Paved Shoulders and
Strengthening of the Project Highway as described in Annex-I of this Schedule-B and in
Schedule-C.
The Project Highway shall be designed and constructed in conformity with the Specifications
and Standards specified in Annex-I of Schedule-D.

(b) Except as otherwise provided in this Agreement, the width of the Paved carriageway and
cross-sectional features shall conform to paragraph 1.ii.(a) above.
2. Geometric Design and General Features
(i) General
Geometric design and general features of the Project Highway shall be in accordance with
Section 2 of the Manual.
(ii) Design Speed
The design speed shall be the minimum design speed of 80 km/h and ruling design speed of 100
km/h for plain/ rolling terrain.
(iii) Improvement of the existing road geometrics
Phase 1: In the following sections, where improvement of the existing road geometrics to the
prescribed standards is not possible, the existing road geometrics shall be improved to the extent
possible within the given right of way and proper road signs and safety measures shall be
provided:

(ii) Type of pavement
Flexible pavement is proposed for main carriageway as well as service/slip roads for the entire
project length except at Toll Plaza approaches, where Rigid Pavement is proposed.
(iii) Design requirements:

Flexible pavement for new pavement or for widening and strengthening of the existing
pavement shall be designed for a minimum design period of 15 years.
Rigid pavement for new pavement shall be designed for a minimum design period of 30
years.
7. Design of Structures

Section 7 of the Manual and shall conform to the cross- sectional features and other
details specified therein.

(iv) Rail-road bridges
(a) Design, construction and detailing of ROB/RUB shall be as specified in Section 7 of the
Manual.
(b) Road over-bridges
Road over-bridges (road over rail) shall be provided at the following level crossings, as
per GAD drawings attached:

orientation of the above mentioned structures are tentative and may vary as per the actual
site condition. For cross road in skew the proposed structure shall be provided in skew

(2) Detailed drawings for the above structures shall be confirmed/ approved with concerned
Railway authorities and IE/NHAI. Any change shall not be construed as change in scope
of work.
(3) The exact location of structures shall be finalized in consultation with the IE and any
change in location shall not be construed as change in the scope of work.
(4) The Deck level of the above Bridges shall be governed by guidelines of Concerned
Authorities.
(5) Adequate lighting, ventilation, provisions for protection against rain, etc. shall be made in
consultation with IE/NHAI.
(6) The construction of structures shall be carried out in phasing manner as per direction of
Authority/AE.
(7) Instrumentation in the Railway Superstructure across Railway Bridge portion shall be
implemented as per Circular No. NHAI/GM/ROB-RUB/2012 dated 25 Apr 2016 and with
all amendments and additions till date.

PROJECT FACILITIES
1. Project Facilities
The Contractor shall construct the Project Facilities in accordance with the provisions of this
Agreement. Such Project Facilities shall include:
(a) Toll Plaza;
(b) Roadside Furniture;
(c) Pedestrian Facilities;
(d) Tree Plantation;
(e) Truck Parking;
(f) Bus-bays and Passenger Shelters;
(g) Rest Areas;
(h) Entry / Exit Ramps
(i) ATMs; and
(j) Operation and Maintenance Centers
(i) Toll Plaza shall be provided at the following location as per provision given in the Manual. However,
minimum 28 (Twenty Eight) number of toll lanes shall be provided at toll plaza location:

Based on the minimum toll lane requirement as given above, toll plaza with all other facilities mentioned
in manual shall be constructed with approval from NHAI.
Minimum requirements of the facilities and equipment for Hybrid ETC System shall be as per NHAI
Policy Circular No. NHAI/13013/2016-17/CO/Hybrid ETC/112716 dated 08.02.2018, including
amendments/addendum, if any.
A separate toilet facility for road users shall be provided on both sides of the toll plaza location along with
parking facility. One toilet block on each direction shall be provided as per drawing at Annex-I of
Schedule-C. These toilet facilities shall follow CPWD specifications for sanitary ware items and fittings
such as EWC, Wash Basin, Wash basin- Under counter, Urinal flat back, PVC Cistern, IWC Orissa Pan,
Flush Valve –CP, Wash Basin pillar cock – CP, Bib Cock –CP, Health Faucet, W/c Bib cock, Wash Basin
angle cock.
Toilet complexes with separate toilets for Men, Women & Physically Handicapped shall be provided on
both sides, as per the directions of NHAI. The toilets shall be well maintained and have continuous water
supply.
Reverse Osmosis plant with continuous water supply shall be provided for supply of safe drinking water
to Road Users. Point of Sale for Fast Tag shall be provided at the Toll Plaza
If required, RE wall/Retaining wall shall be provided at toll plaza locations to restrict the embankment
slope within the right of way.
vi. Barbed wire fencing: Shall be provided for Entire Project highway.
vii. Toe wall: Shall be provided except for the viaducts, built up sections and Cross roads.
viii. Hectometer / Kilometer Stones: Shall be provided for Entire Project highway.
ix. Lighting: Shall be provided in accordance with Section 12 of the Manual.
(c) Pedestrian facilities: shall include the provision of the Pedestrian crossing as per manual.
(e) Truck Parking: Truck Parking shall be provided at following location as per manual:
(h) Rest Areas: Rest Area shall be provided at the following location as per Manual:
(j) Advanced Traffic Management System: The Contractor shall design, install, operate and
maintain Highway Traffic Management System (HTMS)/Advance Traffic Management System
(ATMS) as part of the project facilities as per Manual.
Briefly, the ATMS components to be deployed shall inter alia include:
(i) Video Surveillance System (CCTV PTZ Dome/Fixed Camera)
(ii) Video Incident Detection System
(iii) Vehicle Actuated Radar Speed Displays
(iv) Emergency Road side Telephones
(v) Fixed/Portable Variable Message Sign
