INTRODUCTION

The present thrust toward countryside development recognizes the vital role of
water as a prime commodity. It is, therefore, a policy of high priority to provide an
effective water supply system to the majority of the country's population. Toward this
end, Presidential Decree No.198 charters the Local Water Utilities Administration
(LWUA) to promote the development of provincial waterworks to meet the demands
of growing communities.

L WUA is a specialized government lending institution for the promotion,


development, and financing of local water utilities. It supports the establishment of
water districts that are self-supporting, locally operated and autonomous, both
technically and financially. It undertakes water supply feasibility studies in packages
composed of several provincial towns and cities with technical assistance from various
consulting firms.

On 9 January 1979, LWUA formally engaged the services of Motor-Columbus


Consulting Engineers, Inc.(MC) as advisers in the Feasibility Study for Water Supply
of Sixteen Provincial Areas. Programmed for a period of 20 calendar months starting
6 March 1979, the project is financed by the Philippine Government from proceeds of
a loan from the International Bank for Reconstruction and Development (IBRD). The
L WU A-MC project aims to prepare a Master Plan for each of the sixteen provincial
areas up to the year 20 I 0 and to prepare a feasibility study for the first construction
phase. LWUA provides the necessary technical and support personnel while MC
assists in the methodology formulation, study implementation, training, and review.

Studies at the feasibility level include in-depth study and analysis of various
alternative courses of action. It includes a thorough review and evaluation of existing
conditions, problem identification, analysis of existing and potential water sources,
development of alternative solutions, and selection of recommended plan. The
recommended plan should ensure both technical and financial feasibility to be subject
to evaluation of international lending institutions.

This methodology manual outlines a system of approach in "he preparation and


development of water supply feasibility studies. Its main objective is to provide a
comprehensive methodology which may be adapted for present and future studies of
this nature. Methodology manuals prepared by the Camp Dresser and Mckee
International, Inc. (CDM) and C. Lotti & Associati, S.p.a. (Lotti) were used as basis in
the preparation of this manual. In some cases, portions of these two manuals were
reprinted for reference or reform purposes.

Chapter I presents a set of guidelines and schedule of activities involved in


organizing and monitoring the project. Included in this chapter are the study plan,
project schedule and organization, and personnel and budget control.

Chapter II discusses field investigation as an important means of data


gathering. In this study, hydro-survey and hydrogeological investigations must be
carried out to be able to define existing field conditions as a means of determining
future possibilities.
