FAÇADE RECTIFICATION WORKS AT IMMIGRATION & CHECKPOINTS AUTHORITY

METHOD STATEMENT FOR


FACADE RECTIFICATION WORKS

1. Overview:
The Project Site is Immigration & Checkpoints Authority (“ICA”) Building. It comprises a
10-storey office building with 4 basement storeys at 10 Kallang Road. The works
include façade rectification works at Podium area and Tower area at Immigration &
Checkpoints Authority (“ICA”) Building. The period for completion for the Works is Six
(6) calendar months from the date as stipulated in the Letter of Acceptance (“LOA”).

2. Scope Of Work:
The scope of works for this Contract comprises the following items below.
Firm Requirement–
- Work at Podium:
a) Carry out re-sealant work to all existing podium facade (Glass and
Aluminium panels)
b) Removal and replacement of gaskets to all existing podium façade
(Cappings and Windows)
c) Carry out replacement of the existing flashing at the podium roof coping
with new flashing
d) Removal and replacement of corroded, missing and loose fixings
e) Removal of existing spacers between aluminium panels
f) Reinstate all misaligned stone panels
g) Carry out re-sealant work to all the existing gutter and downpipes at
skylights and canopy
h) Replacement of damaged aluminium cladding panels with new
i) Replacement of cracked stone panels
j) Treat all corroded structural steel members and apply new anticorrosion
coating to all skylights and canopy

k) Deglazing of the frameless glazed façade (include independent tester with
report to ascertain the condition of the structural sealant) and reinstate the
glass panel.
-Work at Tower:
a) Carry out re-sealant work to all existing tower facade (Glass and
Aluminium panels)
b) Removal and replacement of gaskets to all existing tower façade
(Cappings and Windows)
c) Carry out replacement of the existing flashing at the tower roof coping with
new
d) Replacement of corroded, missing and loose fixings
e) Secure all sunshade and the end plates
f) Fixing of the existing capping where found to be loose
g) Supply and installation of new capping where found to be missing or
damaged
h) Treat all corroded brackets with new anti-corrosion coating and reinstate
missing anchors at the roof top parapet wall
i) Reinstate spall concrete on the roof top parapet walls
j) Deglazing of the frameless glazed façade (include independent tester with
report to ascertain the condition of the structural sealant) and reinstate the
glass panel.

Optional Requirement–
a) Removal and replacement of any cracked, chipped or delaminated glazing
b) Install new retaining devices on the existing glazing where structural
sealant is found to be deteriorating.

3. Means Of Accessing The Area Of Works:


We plan the following means of access in sequence of preference and priority:
3.1 Existing Building Access System/Equipment, such as gondola
3.2 Aluminum Mobile Tower Scaffolds
3.3 Scissor Lift
3.4 Boom Lift.
The access to the façade will be from the roof top and ground. No access through office
corridor and office window are planned and allowed.

4. Pre-Conditional Survey:
We will carry out full survey of the façade condition, both internally and externally. We
will prepare and submit survey report to client in two weeks after receipt of Letter of
Award. The report will include the summary of findings, critical findings that require
immediate attention and/or poses a danger to the public.

5. Construction Method Statements:


5.1 Temporary Works

5.1.1 Set up temporary site hoarding/barricades with signage that comply with client’s
requirement.

5.1.2 Prepare protection film, covering to protect any adjoining property if necessary.

5.1.3 Apply permit and get approval from client.

5.2 Site Survey and Inspection

5.2.1 Carry out full survey of the façade condition. Conduct visual /structural inspection to
the external building façade, identify defects to the existing building facade.

5.2.2 Provide reports and schedules (completed, on-going and planned working area)
outlining the result of the façade assessment & the remedial proposal.

5.2.3 Submit report to SO for approval.

5.3 Shop Drawing and Material Submission


5.3.1 Material certification will be submit for approval, including of Tests certification,
Material specifications, Name of the manufacturer and proprietary brand name etc.
5.3.2 Shop drawing will be submitted for approval prior to actual work.
5.3.3 Mock-ups will be prepared for client and consultant’s approval.
Show quality of workmanship in terms of repair carried out to granite cladding.
Show quality of workmanship in terms of replaced sealant joints to curtainwall and
wall cladding areas.
5.4 General Repair and replacement
5.4.1 Installation shall be carried out in accordance with approved Shop Drawings by
personnel experienced in the handling and site installation of all facade system and
associated elements.

5.4.2 Following review of samples, prototypes and demonstrations all subsequent materials
and workmanship are to be the same or better standard

5.4.3 Use jigs laser lines and computer-controlled methods wherever appropriate to
achieve accuracy

5.4.4 Use the correct tools for each task and equipment that is well maintained.

5.4.5 Do not carry out grinding, cutting, shaping and finishing of materials using tools,
techniques and ancillary materials that will contaminate curtain wall components with
particles or substances, which could disfigure, stain or corrode them

5.4.6 Use experienced operatives skilled in using the techniques involved

5.4.7 Control the installation weather conditions by shading and shelter as appropriate to
ensure performance requirements are met.

5.5 Remove and Replace Existing Sealant

5.5.1 Cut away the old sealant.

5.5.2 If excellent adhesion to the substrate is still maintained, then leave some sealant at
the edges of the joint. If adhesion to the substrate is poor, then remove sealant down
to the substrate and clean the substrate.

5.5.3 Mask the joint.

5.5.4 Reapply the sealant. (If resealing does not occur on the same day, the joint will have
to be re-cleaned using a solvent before applying the fresh sealant.)

5.5.5 Dry tool the joint.

5.5.6 Remove the masking material.

5.5.7 Check adhesion after sealant has cured for 7 days.

5.6 Arrange Testing As Per SO Instruction.

Upon instruction from the SO, we will engage accredited lab to conduct testing.

Also, on-site water testing of the façade will be provided.

And, on-site pull-out testing for fixing to structure will be provided.
