Background:
Rapid and uncontrolled urbanization, lack of public awareness, and poor management by
municipality have intensified environmental problems in towns in Surkhet, including
unsanitary waste management and disposal. While solid waste management (SWM) has
become a major concern for Birendranagar municipality, the status of SWM is not fully
understood due to the lack of effective planning. Solid Waste Management (SWM) in
Birendranagar faces great challenges not only in relation to the waste management system but
also in Spreading public awareness and participation of the people. In order to improve the
current situations. Birendranagar municipality, UNDP, and Interdependent Society Surkhet
has launched a joint project titled “Promoting Green Recovery Project. The purpose of this
project and our partnership is to support Birendranagar Municipality for effective
management of municipal waste to promote greenery and promote green employment
opportunities to the left behind categories of the people in the municipality guided by the
principles of circular economy (3R Concept). It aims to support Birendranagar Municipality
in the preparation and implementation of the comprehensive green recovery plan in terms of
materializing the clean city, waste to energy and zero waste concepts It will help to formulate
models and systems for solid waste management (SWM) that can serve good practices and
working system to manage solid waste in urban areas of Birendranagar. The notion of the
project is not merely adding to the existing knowledge on SWM, but to provide practicable
ideas for implementation.

Participants
The program orientation was attended by 18 people including all the staff from
Interdependent Society Surkhet, Birendranagar Municipality, UNDP. The total male and
female participants names are attached in the annex.

Objectives:
The main objective of the orientation programme was to introduce about the PGRP project to
stakeholder of municipality to aware about the current scenario of Birendranagar as well as
assist and strengthening the Birendranagar Municipality in improving the waste management,
inclusive and sustainable economic growth, full and productive and decent work for all. The
project expects to engage communities in green jobs through managing waste at households'
level, create green environment through controlling waste scattering at public places, and
most importantly converts waste into energy helping to enhance the understanding of the

situation to achieve a zero-waste vison. which aimed to strengthen management capability for
the solid waste management and encourage public participation for the project.
The specific objectives of the study are to
 Determine the current practices of municipal SWM in Birendranagar municipalities in
terms of segregation collection, treatment and final disposal.
 Identify key policy challenges and recommendations for improving municipal SWM
in Birendranagar.
 Assess the level of services and allocation of financial and human resources in SWM.

Orientation Proceedings

Mr. Bibek Kumar Shahi started the session by addressing Municipality officials, UNDP
officials and other participants by establishing the ground rules. Mr Santosh Das Shrestha
briefly highlighted on PGRP project featured information regarding the project targeted areas
and visualisation of the current situation of waste management in Birendranagar municipality,
concerning roadside waste topics which was major concerned of Birendranagar. He also
explained about of waste segregation concept by using of 3R (Reuse, Recycle, Reduce) that
helped the community to reduce the consumed waste. He presented a slideshow of the
dumping site’s picture that evidently explained the current situation of municipality. He
shared the goal of UNDP is to adopt a comprehensive plan in order to achieve a sustainable
waste management system. He also highlighted activities to be carried out in this project such
as training and monitoring, strategic planning, waste segregation on the basis of source.
Implementation of the segregation concept may prove to be an employment opportunity for
local community, vermi composting training to local community. He further elaborated about
the entrepreneurial opportunity that can be generated from the waste management that could
help in generating profit, enforcing policies including mandatory waste fee subscription as
well as creation of warehouse as a long-term plan. The sessions also talked the following
topics:
 Conceptual Framework regarding waste processing
 How can waste be managed in local level
 Importance of waste segregation to reduce the waste of urban societies,

Mr. Prakash poudel’s presentation on the activities carried out by Birendranagar
municipality for waste management and about the problems, challenges and the corrective
actions that needed to be done. He focused on implementation of the startegy zero-waste
which gave an insight to the visionary plan drafted by the municipality. He mentioned the
policies with attention and piorities of environment greenery idelogy poses by municipality in
their strategic planning concerning main problem of plastic in the city. He also explained
about the open dumping site situtatin and its scenarios. He put forward his commitment
toward the officals to support in making Birendranagar a zero waste city.

Remarks of Mayor regarding PGRP Project


The mayor open’s out his view regarding the project of green recovery with an encouraging
speech to the officals about the importance of green recovery in our society. He mention
every individuals waste authorities to do the following in order to show they are acting in
general conformity with the strategy’s municipal waste management policies and proposals.

 Use Recycle waste by messaging in local awareness raising activities to ensure a


consistent reduce, reuse, recycle message to delivered across every ward of surkhet.
 Produce a waste management strategy or plan setting for making Birendranagar as
zero waste city.
 Procure waste and recycling services that maximise local economic, environmental
and social benefits.
 Reducing waste and increasing reuse.
 Generating energy from the organic waste (e.g. anaerobic digestion of food waste).
This is deemed to be carbon neutral by using the bio- mass plant.

Closing Session
The closing session was carried out by Mr Bibek Kumar Shahi by inviting the Municipality
chief Dev Kumar Subedi (Mayor). He expressed his gratitude to the UNDP and ISS and the
Media personnel also thanking all the members present in the meeting. At the end the chief of
the field office of UNDP Surkhet, Mr. Rafeeque Siddiqu expressed his view point regarding
the project by thanking Birendranagar municipalitiy and Interdependent Society Surkhet for
their support in this project.

Major Discussion issues:


 Strategic plan prepared on 2018 by LEAD Nepal, need to review to develop on
comprehensive plan.
 Policy to be put into action, enforce the policies on waste management.
 Waste segregation and collection at source – say no mixed waste.
 Need to enforce to ward to be committed for waste management.
 Motivate ward to own waste management.
 ISS collaboration with the cluster team of waste management.
 Selection of 1000 household, collaboration with ward and tole and in support by
Municipality,
 Plan meeting ward and tole with municipality on July 30, 2021.
 Need to be flexible in budget title/line as per need

Achievements
The major achievements of this orientation programme may be listed as follows:

● Orientation of PGRP project to stakeholder of Municipality.


● Most of the burning issues and queries of the participants were addressed during the
programme clearing most of the confusion.
● A platform was set up for the officers to get introduced and interconnect with each other
thus helping them.
