Annexure-I

SCOPE OF WORK: Design, Manufacture, Assembly, Testing at Manufacturer place,


Inspection, Performance Guarantee, Training for Operation & Maintenance, Safe
delivery to site, Installation, Testing and Commissioning of 24 KV, 3 Phase, metal clad
switchgear, indoor draw out withdrawable trolley type, Vacuum Circuit Breakers panels
(1 incomer + 2 outgoing), complete assembly with protective devices, accessories (OEM
Panel) at 22kV LCO Sub-stations, Board of Radiation and Isotope Technology (BRIT),
BARC Vashi Complex, Navi Mumbai-400703

SECTION-I : RATING AND REQUIREMENT

1 SCOPE

This section specifies the scope of Design, manufacture, assembly, testing at manufacturer place,
inspection, performance guarantee, training for operation & maintenance, safe delivery to site,
installation, testing and commissioning of 24 KV, 3 Phase, metal clad switchgear, indoor draw
out withdrawable trolley type, Vacuum Circuit Breakers panels ( 1 incomer + 2 outgoing),
complete assembly with protective devices, accessories (OEM Panel) at 22kV LCO Sub-stations,
Board of Radiation and Isotope Technology (BRIT), BARC Vashi Complex, Navi Mumbai-
400703.
The Manufacturer/bidder shall furnish all the guaranteed technical particulars as listed in the
specification.

Scope of work are as follows:

1. Removal of existing panels comprisioning of 01 no SF-6 Breaker.


2. Shifting of existing panels from site to dumping store approx. 0.2 km within premises if required.
3. Unloading of new panels to store/site after dispatch from manufacturing location.
4. If new panels are unloaded at stores, then shifting of new panels from store to site of Installation.
5. Installation of new panels including providing suitable MS base frame work for mounting VCB
panels.
6. Small civil works for chipping etc.
7. Same existing indoor termination of 300/185 sq mm XLPE Power cables are to be used for the
new panels.
8. Commissioning work shall be carried out of new panels in stages based on the shut down for the
panel.
9. Conducting Pre- commissioning tests and commissioning of the system complete in all respects of
new panels.
10. Handling over of the panels in charged conditions.

Note: The panel is one to one replacement of existing 22KV panel and to be installed on existing
trench. Hence the dimensions of the new panel shall be suitable for existing trench. Therefore,
Interested Manufacturer/Bidders are requested to visit the site before submitting the tender with prior

The design, material, construction, manufacture, inspection, testing and performance of metal enclosed
switchgear shall comply with all currently applicable standards, statutes, regulations and safety codes
in the locality where the Equipment will be installed.

4 CONSTRUCTIONAL FEATURES/REQUIREMENT

4.1 SWITCHGEAR CUBICLE


Switchgears shall be of dust and vermin proof construction. The sheet steel used in the fabrication of the
switchgear housing shall be cold rolled and levelled and finished smooth in such a manner that the
complete structure shall be rigid, self-supporting free from vibration, twists and bends.

All panels enclosing a switchgear unit, hinged doors, partitions and removable panels shall be provided
with stiffeners to minimize vibration. The removable panels shall be furnished with fasteners and pressure
release shall be of such dimensions that can be easily handled by one man. Pressure release vent openings
shall be so designed that hot gases or other material cannot be discharged through them in a manner that
can injure the operators.

Structures, buses and control wiring troughs shall be so designed and arranged as to make future extensions
readily feasible.

Access to the circuit breaker operating mechanism shall be through compartment doors, provided with
hinge and key type locks/ removable bolts so arranged that they are not exposed to any high voltage parts
or circuit. All compartments door shall be so constructed that they will not seize in the event of fire within
the switchgear. All switch gear component viz. circuit breakers, instruments, Transformers, wiring and
Terminal blocks shall be tropicalized and fungus proof for use in hot and humid climate.

Panel shall be compartmentalised in various compartments i.e. circuit breaker compartment, LT


compartment, bus-bar compartment and cable compartment. Each compartment shall be easily accessible
for maintenance and inspection through removable panels provided on each switchgear cubicle. The
different materials used in making of switchgear units such as bus insulation, bus support etc. shall not
support combustion.

The thickness of sheet-steel used for fabrication should be indicated in guaranteed particulars. Safety
shutter for bus bar and cable side of CB will be painted with red colour and written with painting. Wire
mesh/barrier shall be provided in cable compartment.

Manufacturer/Bidder shall preferably supply mounting frames which can be directly fastened to the floor
slab during switchgear installation.

4.2 SURFACE TREATMENT AND PAINTING


All internal and external surface shall conform to the painting process as described below:
Painting process shall essentially consist of surface treatment (prospecting for M. S. plates and chromating
for aluminium plates) followed by painting. Phosphate for M.S. plates shall be as per IS 3618 1966
comprising of degreasing, rinsing, pickling, rinsing, derusting, rinsing, zinc phosphate, rinsing, passivation
and hot air drying sequentially. Chromating for aluminium plates shall comprise of degreasing, rinsing,
chromating, rinsing, passivation and hot air drying sequentially. Epoxy paint of air craft grey colour shade
RAL7032 shall be applied with powder coating system.

4.3 INTERLOCKS
Interlocking Conditions
 It will not be possible to rack out withdrawable part from Service to Test position when the
switching device is switched ON. Similarly, it will not be possible to rack in withdrawable part
from Test to Service position, if the switching device is switched ON.

 Any attempt to rack out withdrawable part from Service to Test position will not result in
switching off the circuit Breaker instead the Service position will be locked till switching device is
‘ON’.
 CB Operation cannot be performed during rack in or rack out operation.
 It will not be possible to rack in or rack out withdrawable truck when the front high voltage door
is open. Also it is not possible to open the HT door when the VCB is in service condition or is in
operation (rack in and rack out)
 It will not be possible to rack in withdrawable truck from test to service position when the low
voltage control plug is not in position and locked on the truck itself.
 It will not be possible to close the door if the low voltage control plug is not engaged.
 Automatic metallic safety shutters to be provided covering the opening for bus bar and cable
chambers. The movement of these shutters is interlocked mechanically with the movement of the
truck so that these will open only when the movement of the truck is from test to service and will
close the respective opening when the movement of the truck is from service to test position.
Individual automatic safety shutters should be provided for cable and bus bar openings and also
have facility for padlocking. Suitable danger name plates to be provided on these safety shutters.
 The breaker shall trip if the cover of the cable chamber is opened.
 It shall not be possible to engage or disengage the fixed & moving contact unless the breaker is in
the open position.
 It shall also not be possible to operate the breaker unless it is in the fully latched in position, fully
draw-out position/ test position.
 Suitable guides, slides and stops for proper positioning of the truck or trolley with the breaker
shall be provided to ensure easy removal, replacement and positioning of the breaker.

4.4 CIRCUIT BREAKER


Circuit breakers shall be of the following type:
Vacuum Circuit Breaker (VCB)
These shall conform to relevant standards specified in sheet and shall be of the horizontal draw-out type.
Circuit breakers shall comprise three separate identical single pole units operated through a common
insulated shaft by the operating mechanism. Breakers of identical ratings shall be fully interchangeable
without any adjustment. Circuit Breaker with forced air-cooling for increasing its rating will not be
acceptable. Breaker contact arm shall be of copper and sliding female contact shall be spring loaded
finger type.

Circuit Breaker Duty- Circuit breakers shall be suitable for switching duty of transformer.
Closing and Opening operation time difference shall be limited to 2 cycles (40ms) to facilitate fast operation.
Circuit breaker along with its operating mechanism shall be mounted on a wheeled carriage moving on
guides, designed to align correctly and allow easy movement. Plugs and sockets for power circuits shall be
silver faced and shall be insulated with suitable insulating material shrouds.

There shall be ‘Service’, ‘Test’ and ‘Isolated’ positions for the breakers. In the ‘Test’ position, the circuit
breaker shall be capable of being tested for operation without energising the power circuits, i.e. the control
circuits shall remain undisturbed while the power contacts shall remain disconnected. Separate limit
switches, each having a minimum of 2 ‘NO’ + 2 ‘NC’ contacts, shall be provided for both ‘Service’ and
‘Test’ positions of the circuit breakers for Purchaser’s use. Locking devices shall be provided on each circuit
breaker for securely locking it in the "Isolated"/ "Test" positions. The metallic parts of the operating
mechanism shall be made of corrosion resistant materials.

Auxiliary Connection/ Contacts

Connection of the control/interlocking circuits between the fixed portion of the cubicle and the breaker
carriage shall be preferably by means of plug socket arrangement.
Self-aligning disconnectors shall have adequate number of contacts to meet the requirements of control and
interlocking scheme. Contact between the fixed and moving parts of the disconnectors shall be established
to enable testing of breaker outside panel.

Plug and socket arrangement when provided, shall have adequate number of pins to meet the requirements
of control and interlocking scheme with a minimum of 24 pins. The plug and socket arrangement shall be so
designed that it shall be possible to insert the plug in the socket in one position only. The plug, after
insertion, shall be secured in position by spring clamps, which need considerable force to operate. The
length of the plug chord will be such that the plug can be inserted into the socket only when the breaker is
pushed into the test position. Suitable interlock will be provided to permit further pushing of the breaker
only if the plug is inserted correctly into the socket. It shall not be possible to remove the plug when the
breaker is in service position and it shall be necessary to withdraw the plug from the socket before the
breaker can be pulled out from the test position to isolated position.

When a service-isolating switch is furnished as an integral part of the circuit breaker, the operation of the
Disconnector shall be co-ordinated with that of the circuit breaker to ensure that it opens after the power
break and is not required to interrupt the load current. Service Disconnectors however, may be allowed to
interrupt the residual current through quenching or damping resistors incorporated in the circuit breakers.

Vacuum breakers shall have completely sealed interrupting units for interruption of arc inside the vacuum.
The breakers shall be provided with “contact wear indicator” visible from the front of the equipment,
without requiring opening of the cubicle door, allowing the operator to assess the conditions of the
interrupters whilst the unit is in service. It shall be possible to isolate easily the vacuum interrupter unit
from the operating mechanism for mechanical testing of the interrupter to check loss of vacuum.

The outgoing vacuum circuit breakers shall be complete with surge arrestors (ZnO type) to provide
protection to the equipment against switching surges.

4.5 OPERATION, CONTROL, INTERLOCKS AND INDICATIONS


The circuit breaker shall be operated by an electrical spring charging mechanism. Spring operated
mechanism shall be complete with motor, opening spring, closing spring and all necessary accessories to
make the mechanism a complete operating unit. The mechanism shall be so designed as to enable a
continuous sequence of circuit breaker opening and closing operation to be obtained by the control switch
as long as power is available to the motor and at least one opening, closing and opening operation of the
breaker on failure of power supply to the motor. The operation of the circuit breakers shall be independent
of the motor. Charging of the spring shall occur automatically whenever it is discharged. The closing
action of the circuit breaker shall charge the opening spring to keep it ready for tripping.

Spring charging motor shall be suitable for operation from 240 Volts A.C, single phase supply. Unless
otherwise specified and shall operate satisfactorily between 80% and 110% of the rated voltage. A limit
switch shall isolate the motor from supply when the spring is fully charged. An ON/OFF switch shall be
incorporated to disconnect the power supply to spring charging motor.

Only one closing operation of the circuit breaker mechanism shall result from such closing operation of a
manually operated initiating control devices, even though the breaker trip while the initiating control device

is being held in the closed position. There shall be no pumping action of the breaker. The anti-pumping
feature shall be achieved electrically.

The circuit breaker mechanism shall make one complete closing operation, once the closing control switch
has been operated and the first device in the control scheme has responded, even though the control switch
is replaced before the closing operation is completed. The closing coils and other auxiliary devices shall
operate satisfactorily at all voltages between 80% and 110% of the rated voltage. The trip coils shall
operate satisfactorily at all voltage between 75% and 110% of the rated voltage. When the circuit breaker is
in the closed position, a closing operation of an initiating control device shall not result in further operation
of the closing mechanism. All circuit breaker shall have trip free feature.

The wiring of the auxiliary switches to the terminal block shall be done through a plug and socket
arrangement which would permit withdrawal of circuit breaker without necessitating, the removal of wires
at the terminal points.

4.6 BUS BAR


The buses within the cubicle shall be of Tinned Copper. Bus-bar joints shall be bolted in such a manner
that initial contact pressure around the square headed high tensile bolts will remain substantially
undiminished at all temperature up to rated full load temperature. Bus support and bushings shall be of
epoxy resin cast type. The bus bars shall be sleeved with Raychem heat shrinkable sleeves. All tap off bus
bar connections (other than bolted portions), inside cable chamber and PT jumpers shall be sleeved with
HT heat shrinkable sleeves. All the bus bar joints shall be shrouded and where shrouding is not possible
shall be taped with HV self-amalgamate tape.

4.7 Switchgear earthing/GROUND BUS


Tinned Copper ground bus having a minimum cross section of 300 sq. mm. shall be provided for the
switchgear. All non-current carrying metal parts of the switch gear shall be permanently grounded through
the ground bus. The grounding terminals shall be provided at two diametrically opposite points for
connection to the purchaser's grounding system.
An earthing bus shall be provided and extended throughout the length of the switchgear. It shall be bolted
to the framework of each unit and brazed to each breaker earthing contact bar. Earth bolts shall be
provided on both the sides of the panel.
The earth bus shall have sufficient cross section to carry the momentary short circuit and short time fault
current for at least 3 second without exceeding maximum allowable temperature rise causing damage to
the switchgear.
Suitable clamp type terminals at each end of the earth bus shall be provided to suit the size of the
PURCHASER’S earthing conductors.
Bolted joints, slices, taps etc. to the earth bus shall be made with at least two bolts.
Positive earthing of circuit breaker frame shall be maintained when it is in the connected position and in all
other positions whilst the auxiliary circuits are not totally disconnected.
Hinged doors shall be earthed through uncoiled flexible earthing braid of adequate cross section.
All non-current carrying metal work of the switchgear shall be effectively bonded to the earth bus.

Circuit/Busbar Earthing Facility


It shall be possible to connect each circuit or set of 3 phase busbars of the switchgear to earth, either
through earthing switches or through truck mounted earthing devices.
Earthing switches/earthing devices shall be mechanically interlocked with the associated breakers/
disconnectors to prevent accidental earthing of live circuit or busbars.

In case the earthing facility comprises earthing trucks to be inserted in place of circuit breakers, separate
earthing trucks shall be supplied for each type/size of breaker.
The earthing facilities proposed to be provided by the Manufacturer/Bidder shall be clearly detailed in the
Bid and shall be subject to PURCHASER’s approval.
Auxiliary contacts (min. 2 NO + 2 NC) shall be provided on each earth switch/earthing device and shall be
wired to the terminal block for interlocking purpose.

4.8 WIRING AND TERMINAL BLOCKS


Wiring shall be carried out with 1100 volts grade, PVC insulated wires comprising stranded copper
conductors of the following minimum sizes :-
i) Power circuit 230 V A.C - 1.5 sq.mm copper
ii) Control and Potential circuits 30 volts D.C and 110 V A.C - 2.5 sq.mm copper
iii) Current Transformer circuits - 4.0 sq.mm copper

Each terminal block shall be one piece moulded, barrier type, and 1100 volts grade. Each terminal shall
have only one wire terminated on it. For tap-offs, adjacent terminals with shorting strips shall be used. At
least 10% spare terminals blocks shall be provided. Control wiring for different functions like trip circuits,
alarms and indication circuits, closing circuits etc. will be clearly distinguished by colour coding by sleeves
or other means. Identification ferrules will not be considered adequate for this purpose.
Wires shall be provided with numbered ferrules at both ends and drawings shall bear the same numbers.
All auxiliary contacts whether spare or otherwise shall be wired and brought out to the terminal blocks.
Current transformer secondary leads shall be brought on to the terminal blocks, where facility shall be
provided for short circuiting and grounding of C.T. secondary. The terminal blocks shall be of
disconnecting type links similar to CDTTS type with shorting and earthing facility. Wiring between major
components within the switchgear cubicle shall be done generally through the terminal block. Wiring
between terminals of various devices shall be 'Point' to 'point' (no wire splicing or TEE connections) with
wires neatly trunked along the back of the panels, adequately supported to prevent sagging or damage due
to vibration in transit and operation. Wire terminations shall be made with compression type connections
which firmly grip the conductor.

4.9 SPACE HEATER.


Switchgear enclosure shall be equipped with space heaters to maintain the internal temperature above the
dew point to prevent moisture condensation within the enclosure. Space heater shall be rated 230 Volts,
single phase, 50 Hz, A.C supply. The space heater shall be automatically controlled by thermostat with
MCB.

4.10 ILLUMINATION.
The interior of the cubicle shall be adequately illuminated with 9W, PL-Electronic lamps provided with
MCB at convenient location.

4.11 INSTRUMENT TRANSFORMERS


GENERAL
The instrument transformers shall conform to the requirement of the latest editions of the relevant Indian
Standards. In case the specified VA burden is inadequate, the supplier shall offer instrument transformers
of adequate VA burden and this shall be clearly stated in the offer.
The CTs & VTs shall be of cast resin type (with winding insulation of class B/class F) and shall be able to
withstand the thermal & mechanical stress resulting from the rated short time withstand and peak withstand
current rating of the switchgear.

4.11.1 CURRENT TRANSFORMER: (EPOXY RESIN CAST TYPE)
The Current Transformer (CT) shall be of the dry type and shall have short circuit withstand rating of 26.3
KA for 1 Sec. CTs shall have polarity indelibly marked on each transformer and at the lead terminations at
the associated terminal block. All CTs shall be grounded through a spare terminal on the terminal block to
facilitate checking of the insulation resistance without disturbing the CT wiring.

4.11.2 POTENTIAL TRANSFORMER: (EPOXY RESIN CAST TYPE)


The PT shall be dry type Epoxy resin cast 24kV with dual secondary. Rated Voltage factor shall be 1.2
continuous/ 1.9 for 30 Sec. 24/3 KV/120/3 V -120/3 V (Dual secondary), 50 VA/Phase - Class 1 (M),
100 VA/Phase - Class 3P (P). PT shall be fixed in the cable chamber. Three single phase PT withdrawal
type on the top of the cable chamber shall be acceptable.VA requirement adequate for application.
PTs shall be protected on their primary and secondary sides by current limiting fuses with interrupting
ratings corresponding to breaker rating. It shall be possible to replace the secondary fuses safely when the
switchgear is energised. Precaution shall be made such that the primary fuses can be handled only in the de-
energised position. Draw out contacts for phase and neutral terminal shall be identical. Alternatively MCB
having auxiliary contact shall be provided.

4.12 INSTRUMENTS, METERS AND PROTECTION RELAYS

Meters
Analog/Digital Electrical indicating instruments shall be 144mm X 144mm size. These shall be flush
mounted on the panel. Control switches shall be of rotary type.

Protection Relays

Numerical based protection relays shall be suitable for auxiliary supply (30V DC) and shall have reset push
button and a test Push button to test the relay function with provision to trip bypass push button. The non-
directional relay with high set Relay should be provided for incomer and O/G feeders with non-directional
relays shall be provided. The O/C Elements having current setting variable from 50 % to 200 % in steps of
10% and the E/F elements having current setting variable from 5% to 80% in steps of 5 %.

Electromagnetic Protection Relay shall be suitable for auxiliary supply (30 V DC). The non- directional 2
O/C + 1 E/F relay with High set Relay should be provided for incomer and O/G feeders with non-
directional 2 O/C + 1 E/F relays shall be provided. The O/C Elements having current setting variable from
50 % to 200 % in steps of 25% and the E/F elements having current setting variable from 20 % to 80% in
steps of 10 %.

For incomer feeder high speed tripping relay shall be provided. Over Current and Earth Fault relay shall be
connected to trip coil through high speed trip relay. All relays should be suitable for flush mounting on
C&R panel and all connections should be on back side. The relay should be draw out type per freely with
automatic shorting of CT circuit at a time of removal of relay from the casing.

Trip circuit supervision scheme shall be such that testing of the trip circuit healthiness is possible
irrespective of whether the C.B. is in the closed or open position. The Trip circuit healthy LED should glow
continuously in CB “ON” position and on demand in C.B. “OFF” position. The rating of dropping
resistance in series with Trip circuit healthy LED shall be such that the Trip coil should not get damaged
because of continuous current flowing through it.

LCD Display
Relay should have 12 mm LCD backlit display. Trip circuit supervision scheme shall be such that testing of
trip circuit healthiness is possible irrespective of whether the C.B. is in the closed or open position. The trip
circuit healthy LED should glow continuously in CB “ON” position and on demand in C.B. “OFF”
position. The rating of dropping resistance in series with trip Circuit Healthy LED shall be such that the trip
coil should not get damaged because of continuous current flowing through it. Test terminal blocks used in
metering circuit shall be suitable for 3 phase type connection.

4.13 ALARM AND ANNUNCIATION CIRCUIT


a) 12 window Alarm and annunciation system shall be solid state type duly wired up and installed on
each switchgear panels. Annunciator shall be provided with test, accept & reset facility.
b) The annunciator panels (module) shall be supplied with associated wiring and 30 V DC Electronic type
hooter and with 2 no’s potential free contacts. The hooter shall be independent for each annunciator
modules installed on switchgear panels as indicated below. The window shall be marked as follows:

Incomer Feeder
Instantaneous O/C& E/F, IDMTL O/C & E/F, Auto Trip, Trip Circuit unhealthy, Numerical
relay failure
Outgoing(Transformer) Feeder
Auto Trip, Trip Circuit Unhealthy, Buchholz Alarm, Buchholz Trip, Oil Temperature Alarm,
Oil Temperature Trip, Winding Temperature Alarm, Winding Temperature Trip, Low Oil Level
Alarm, OLTC Buchholz Trip

4.14 NAME PLATES


Each circuit breaker shall be provided with name plates as per IS. Name plates shall also be provided for
the following
a) C.T. indicating the data as per the latest edition of IS : 2705
b) PT indicating the data as per the latest edition of IS : 3156
c) Name plates shall be provided in LT chamber for MCBs, control switches, instrument etc.
d) Mimic of bus arrangement with painting is provided in the rear side of the switchgear panel.
e) Safety shutter for bus bar and CB will be painted with red colour and written with painting.

5 DRAWINGS

The design of layout and general arrangement of incomer and outgoing panels along with complete
dimensions shall be submitted along with the offer.
After placing the order the Manufacturer/bidder shall submit to Sr.Manager/In-Charge for approval, four
copies of which shall include but not limited to the following.
a) Complete assembly drawings of the switchgear showing plan, elevation and typical sectional view.
b) Foundation plan showing locations of channel sills, foundation bolts and anchors, floor plans and
openings.
c) Complete wiring diagram including terminal wiring designations.
d) Schematic control diagram both AC and DC for breaker control, interlocks, relays, instruments and
space heaters.
e) Complete terminal block details, showing ferrule numbers wire destinations.
The following shall be submitted on delivery of panels
a) 4 no’s of Instruction and operation manual
b) 4 sets of all approved drawings.
c) 3 sets of operating handles, spring charging handle and door keys

6 INSPECTION:

The inspection may be carried out by the purchaser at any stage of manufacture. The successful
tenderer shall grant free access to the purchaser’s representative at a reasonable notice when the work is in
progress. Inspection and acceptance of any equipment under this specification by the purchaser, shall not
relieve the supplier of his obligation of furnishing equipment in accordance with the specification and shall not
prevent subsequent rejection if the equipment is found to be defective.

The supplier shall keep the purchaser informed in advance, about the manufacturing program so that
arrangement can be made for stage inspection.

The purchaser reserves the right to insist for witnessing the acceptance/routine testing of the bought out items.
The supplier shall keep the purchaser informed, in advance, about such testing program.

7 QUALITY ASSURANCE PLAN:

The Manufacturer/Bidder shall invariably furnish following information along with his offer, failing which his
offer shall be liable for rejection. Information shall be separately given for individual type and current rating
of circuits breaker/ CTs/ PTs/Panel mounting & accessories.

i) Statement given information about list of testing standard, list of tests normally carried out for bought out
items.

ii) Copies of test certificates in respect of following bought out items.

a. Vacuum interrupter
b. Insulator
c. Bus bar material
d. Instrument transformers.
e. Terminal connector

iii) List of areas in manufacturing process, where stage inspection are normally carried out by
Manufacturer/Bidder for quality control and details of such test and inspection.

iv) List of testing equipment available with Manufacturer/Bidder for final testing of breakers i.e. the
acceptance and routine test specified herein.

The successful Manufacturer/Bidder shall be submit the routine test/Acceptance Test certificates of bought
out accessories at the time of routine testing of the fully assembled breaker for the goods manufactured.

8 PERFORMANCE GUARANTEE:

All equipment supplied against this specification shall be guaranteed for the period of 30 Months (Two Years
and Six Months) from the date of receipt at the consignee’s stores or 24 Months (Two Years) from the
date of commissioning, whichever is earlier. However, any engineering error, omission, wrong provision
etc. which do not have any effect on the time period shall be attended to as and when observed/pointed out
without any price implication.

9 Proof of Ability:
(i)- Manufacturer/Bidder should give documentary proof for having successfully completed similar type of
work in BARC/DAE. They should also submit list of work which are in hand at the time of submission of
tender. The list shall contain the name of work, cost of the work and present position of work.
(ii)- Manufacturer/Bidder should have own technology for Vacuum Circuit breaker and also manufacturing of
Vacuum Interrupters, Relays, breaker and panels.
(iii)- Manufacturer/Bidder should have world class manufacturing facility complying minimum following
requirement:
(a)- Organization must have following ISO certifications
- ISO: 9001:2008, Quality Management System
- ISO: 14001:2004, Environmental Management System
- ISO:18001: 2007, Occupational Health and Safety Management System
- ISO: 50001:2011, Energy Management System
(b)- Medium Voltage panel shall be type tested as per latest IEC standard.
(c)- Vacuum Circuit Breaker (VCB) shall be type tested as per latest IEC standard. While type testing of VCB,
VCB shall be inside Medium Voltage panel.

10 Training for Operation and Maintenance:


Training for operation and maintenance of electrical switchgear panel for 3 employee’s for 2 days at
Manufacturer location.

11 PACKING AND FORWARDING


(i)- The equipment shall be packed in crates suitable for vertical/horizontal transport as the case may be & the
packing shall be suitable to withstand handling during the transport and outdoor storage during transit .The
supplier shall be responsible for any damage to the equipment during transit, due to improper and inadequate
packing. The easily damageable materials shall be carefully packed and marked with the appropriate caution
symbols. Whereever necessary, proper arrangement for lifting, such as lifting hooks etc. shall be provided.
Any material found short inside the packing cases shall be supplied by the supplier without any extra cost.
(ii)- Each consignment shall be accompanied by a detailed packing list containing the following
information.
a. Name of the consignee.
b. Details of consignment.
c. Destination
d. Total weight of consignment
e. Sign. showing upper/lower side of the crate.
f. Handling and unpacking instruction.
g. Bill of material indicating contents of each package.
(iii) All the equipment covered in this specification shall be delivered to the BARC Vashi Zonal stores as
will be intimated to the successful Manufacturer/Bidder. The equipment shall be delivered to stores only by
road transport, and shall be suitably packed to avoid damage during transit in the case of indigenous supplies.
(iv) The Manufacturer/Bidder shall quote delivery periods for various equipment, and shall stick-on to the
committed delivery. The delivery period will be counted from the date of issue of detailed purchase order. It
may clearly be noted that the delivery periods will under no circumstances be linked up with other formalities
like drawing approval, etc. It is therefore the responsibility of the successful Manufacturer/Bidder to submit
the drawing, bill of materials, packing lists, etc. in time and get these approved by the BRIT/BARC.

SECTION-II : GENERAL/SERVICES REQUIREMENT & CONDITIONS
A. GENERAL REQUIRMENTS

1 All the equipment and materials shall be designed and manufactured and tested in accordance with the
latest applicable IS/IEC Specification as applicable except where the same is modified or
supplemented in this specification.
2 All the equipment shall be designed for an ambient temperature of 50° C
3 The Manufacturer/Bidder shall ensure availability of spare parts and maintenance support services for
the offered equipment for at least 15 years from the date of supply.
4 The Manufacturer/Bidder shall give a notice of at least one year to BRIT/BARC Vashi Complex
before phasing out the product /spares to enable BRIT/BARC Vashi Complex for placement of order
for spares and services.
5 Equipment and materials conforming to any other standard which ensures better quality may be
accepted. In such case copies of the standards adopted shall be submitted along with the bid.
6 The installation shall meet the requirement of latest Indian Electricity Rules, Indian Electricity Act and
IS. In addition other rules or regulations applicable to the work shall be followed.
7 All the section appended to this specification shall form part of the specifications and agreement. The
specification shall be read in conjunction with the all section to determine the scope of the work.
8 The quantities shown in specification are tentative and for bidding purpose only. Any variation during
the course of execution will be taken in to account for adjustment of contract price on the unit prices
quoted in the offer.
9 Any material or accessory which may not have been specifically mentioned but which is
necessary for satisfactory and trouble free operation of the equipment shall be furnished without
any extra price.
10 The equipment’s shall be designed to operate under site conditions specified in the requisition /data
sheet. If not specifically mentioned there in, a design ambient temperature of 50°C and an altitude not
exceeding 1000 m above mean sea level shall be considered.
Before starting manufacture of any equipment, the Manufacturer/Bidder shall have to take approval for
the drawings from the Sr. Manager / In-charge, BRIT/BARC of the work.
11 The Manufacturer/Bidder shall ensure workmanship of good quality and shall assign qualified
supervisors / engineers and competent electricians/welders/labours who are skilled, careful and
experienced in their trades.
12 In accordance with specific installation instructions, as shown on the manufactures drawings or as
directed by the Engineer or his representative, the Manufacturer/Bidder shall transport, unload, store,
erect, install, wire, test and put in to commercial use all the electrical equipment included in the
contract. Equipment shall be installed in a neat, workman like manner so that it is level, plumb, square
and properly aligned and oriented. Tolerances shall be as established in the manufacture’s drawings or
as stipulated by the Engineer. No equipment shall be permanently bolted down to foundation or
structure until the alignment has been checked and found acceptable by the Engineer.
13 The Manufacturer/Bidder shall furnish all supervision, labour, tools equipment, scaffolding, rigging
material and incidental material such as bolts, wedges, anchors, concrete inserts, etc. required to
completely install, test and adjust the equipment.
14 Manufacture’s drawings instructions and recommendations shall be correctly followed in handling,
setting, testing and commissioning of all equipment and care shall be exercised in handling to avoid
distortion to structures, damage to other equipment, marring of finish or damage of delicate
instruments or other electrical parts. Adjustments shall be made as necessary to the stationary
structures for rendering them plumb and level for the sake of appearance or to avoid twisting of
frames, bending of hinged members, etc.

15 In case of any doubt/ misunderstanding as to the correct interpretation of manufactures drawings or
instructions, necessary clarification shall be obtained from Engineer/ Engineer representative. The
Manufacturer/Bidder shall be held responsible for any damage to the equipment consequent to not
following the manufactures instructions correctly.
16 The Manufacturer/Bidder shall move all equipment in the respective building through the regular door
or floor openings provided for lifting the equipment. Manufacturer/Bidder shall move the equipment
from storage site to the points provided specifically for handling and installing in final location.
Manufacturer/Bidder shall make his own arrangement for lifting of the equipment. No part of the
structure shall be utilized to lift or erect any equipment without prior permission of the Engineer.
17 Where assemblies are supplied in more than one section, the Manufacturer/contractor shall make all
necessary mechanical and electrical connection between sections including the connection between bus
bar and wires. The contractor shall also do necessary adjustments/alignments necessary for proper
operation of circuit breakers, disconnectors and their operating mechanisms. All insulators and bushing
shall be protected against damage during installation. Insulators or bushing chipped cracked or
damaged due to negligence or carelessness shall be replaced by the contractor at his own expense.
18 The Manufacturer/contractor shall take utmost care in handling instruments, relay and other delicate
mechanisms. Wherever instruments and relays are supplied separately, they shall be mounted only
after the associated switchgears/panel are erected and aligned. The blocking material/mechanism
employee for the safe transit of instruments and relays shall be removed after ensuring that switch
gears, panels, etc. on which these have to be mounted have been completely erected and no further
adjustments or movement of the same is necessary. Any damage to relays and instruments shall be
immediately reported to the Engineer or his representative.
19 Switch gear, control panels, etc. shall be installed in accordance with relevant Indian standard code of
practice and manufactures instructions. Tape or compound shall be applied where called for by the
manufacturer.
20 After installation of all power and control cabling, wiring, the Manufacturer/Bidder shall perform
operating tests on all switch gear and panels to verify proper operation of switch gear panels and
correctness of the interconnection between various items of the equipment. This shall be carried out by
applying normal AC or DC voltage to the circuits and operating the equipment. Meggar tests for
insulation, polarity checks and primary injection tests on the current transformers, operating test on the
equipment and manufactures insulation test shall be carried out by the Manufacturer/ Bidder.
21 Equipment furnished with finished coats of paint shall be touched up by the Manufacturer/Bidder, if
their surface is soiled or marred while handling, all equipment shall be repainted at the time of
handling over.
22 Foundation work for equipment in 22 KV panels shall be carried out based on the details of
equipment’s. However Modifications to foundations, wherever found necessary for proper installation
shall be carried out by the Manufacturer/Bidder at no extra cost together with supply materials such as
cement, sand, sheet steel plates for packing, steel structural members etc.
23 The Manufacturer/Bidder shall supply the normal consumables, filling compounds, touch up paints etc.
where required.
24 The Manufacturer/Bidder shall be responsible for arranging and maintaining at his own cost all
materials, tools & plants, facilities for workers and all other services required for executing the work
unless otherwise specifically provided for in the documents. Submission of a tender by a tenderer
implies that he has read this notice and all other documents and has made himself aware of the scope
and specification of the work to be done.
25 Police verification certificate (PVC) of all the employee/labour engaged at site shall be obtained
by the Manufacturer/Bidder for issuance of entry pass at site. All stipulation and instruction
given by BARC security personnel from time to time shall be scrupulously be followed for
entry/exit of men and materials and as also during execution of work for security purpose.

26 The Competent authority on behalf of President of India does not bind himself to accept the
lowest or any other tender, and reserves to himself the authority to reject any or all of the
tenders received without assigning any reason. All tenders in which any of the prescribed
conditions/data are not fulfilled or any condition including that of conditional rebate is put forth
by the tenderer shall be summarily rejected.
27 The Competent authority on behalf of President of India reserves to himself the right of
accepting the whole or any part of the tender and the bidder shall be bound to perform the same
at the rates quoted.
28 Confidentiality Clauses:
(i)- Confidentiality: No Party shall disclose any information to any third party concerning matters
under this contract generally, In particulars, any information identified as “Proprietary” in nature by
the disclosing party shall be kept strictly confidential by the receiving party shall not be disclosed to
any third party without the prior written consent of the original disclosing party. This clause shall
apply to the manufacturer/Bidder, employees engaged by a party with equal force.
(ii)- “Restricted information” categories under section 18 of the Atomic Energy Act,1962 and “Official
secrets” under section 5 of the official Secret Act, 1923: Any contravention of the above mentioned
provisions by any Manufacturer/Bidder, employees engaged by a party will invite Penal consequences
under the aforesaid legislation.
(iii)- Prohibition against use of BARC/BRIT name without permission for any publicity purpose.
Manufacturer /Bidder, employees engaged by a party shall not be use any public purposes through any
media like press, TV, or internet, without the prior written approval of Competent authority.

B. SERVICES REQUIREMENT:

1. All work shall be installed in a first-class, neat and work man like manner by mechanics/electricians
skilled in trade involved.
2. All materials shall be new, of best quality and standard products of reputed makes. Such materials shall
be got inspected and approved by the Engineer before their use.
3. All equipment and connections shall be installed in such a manner as to preserve access to any other
equipment installed.
4. The Manufacturer/Bidder shall effectively protect, at his own expense, such of his work, equipment or
materials as is liable to the theft, damage or tampering.
5. All safety rules and code applicable to the work shall be followed without exception.
6. All safety appliances and protective device such as safety belts, hand gloves, aprons, helmets shields,
and goggles etc. shall be provided by the Manufacturer/Bidder to his personnel.
7. The Manufacturer/Bidder shall provide guards and permanently display caution notice if access to any
equipment /area is considered unsafe or hazardous.
8. Manufacturer/Bidder shall insist the concerned department officer to take “ Safety work permit
(SWP)” during work inside BRIT/BARC Vashi complex and shall follow all recommendation
specified in that SWP.
9. The Manufacturer/Bidder shall at all times work in close co-ordination with the Owner’s supervising
personnel and afford them every facility to become familiar with erection and maintenance of the
equipment.
10. The Manufacturer/Bidder shall submit at least two weeks in advance his erection program clearly
indicating items of work, their sequence and estimated completion time for each item.
11. The Manufacturer/Bidder shall start erection only after obtaining Engineer’s approval of his program
and shall adhere to this approved program as far as practicable.
12. If for any reason the work is held up, the Manufacturer/Bidder shall bring it to the attention of the
Engineer in writing without any delay.

13. To ensure completion within stipulated time, the Officer shall have the right to instruct the
Manufacturer/Bidder to increase manpower and /or working hours per day and /or tools and tackles,
and the Manufacturer/ Bidder shall comply with such instruction forthwith.
14. Manufacturer/Bidder shall arrange cranes for the heavy items like switch gear if required.
15. In case some minor modification is required and suggested by the purchaser which will not affect the
completion schedule, the Manufacturer/Bidder shall adhere to the requirement of the purchaser.
16. All metal enclosures, conduits, junction/ pull boxes shall be grounded in compliance with I E rules.
17. All equipment shall be complete and operative in all details and shall be left in satisfactory working
conditions.
18. All details on the installation shall be electrically and mechanically correct.
19. The Manufacturer/Bidder shall remove all rubbish, scaffolding, surplus materials etc. to leave the
premises clean and fit for use.
20. If any opening or cutting of the building construction is necessary, the same shall be remade to match
the original work.
21. The Manufacturer/Bidder shall be responsible for reconciliation of all materials/equipment and shall
submit acceptable reconciliation statement to the purchaser.
22. The Engineer shall arrange for joint inspection of the installation for completeness and correctness of
the work. Any defect pointed out during such inspection shall be promptly rectified by the
Manufacturer/Bidder at his own cost.
23. All rectification, repair or adjustment work found necessary during inspection, testing, commissioning
and trial run shall be carried out by the Manufacturer/Bidder without any extra cost.
24. Field testing of all equipment as per the specification, standard and manufacturer’s recommendations
shall be carried out in the presence of purchaser’s engineer with prior notice of at least one week
before commencement of any test. The Manufacturer/Bidder shall submit the list of all field tests to be
conducted for all the equipment, accessories for review /approval of the purchaser.
25. Testing shall include any additional test which is felt necessary by the purchaser because of site
condition to ensure to meet the requirement as per specification.
26. Testing should be carried out by qualified personnel and the Manufacturer/Bidder shall provide all
testing equipment required.
27. The Manufacturer/Bidder shall submit a list of testing equipment which shall be made available at site
for field testing.
28. The Manufacturer/Bidder shall be responsible for any damage to the equipment and material due to
improper testing carried out and shall replace or restore to the original condition of the material.
29. The Manufacturer/Bidder shall maintain a record of the testing to be carried out at site and shall submit
copies to the purchaser duly signed by the engineer present at the time of testing.
30. The Manufacturer/Bidder shall submit a list of the pre- commissioning checks required for any
equipment for approval of the purchaser.
31. The Manufacturer/Bidder shall furnish a Guarantee for the supplied items for a period of 24
months (Two years) from the date of handling over and 30 months from the date of supply,
whichever is earlier, for free replacement of defective/faulty materials.
32. The Manufacturer/Bidder shall also furnish Guarantee towards the workmanship of the
installation done by him for period of 12 months from the date of handling over of the complete
works to the purchaser.
33. All equipment and accessories under this specification shall be subjected under this specification
subjected to routine/acceptance tests as per the latest relevant standards applicable whether or not
mentioned in the technical specification. Type tests where desired shall be performed or type test
certificates conducted on similar equipment shall be furnished with the bid.

34. All the equipment covered under the scope of work shall be subjected to all routine tests as per relevant
standards at manufacturer’s works. Department may like to inspect the tests of all equipment. Hence
prior intimation to be given in order to depute the Engineer from Department.
35. Spares required during tests commissioning trial run shall be arranged by the Manufacturer/Bidder no
extra cost to the purchaser. It is the responsibility of the Manufacturer/Bidder to bring adequate
commissioning spare to complete the work in scheduled time.
36. Drawing, Data and Manuals shall be submitted with the bid.

SECTION-III : TESTING, INSTALLATION & COMMISSIONING

1 TEST AND TEST REPORTS:

1.1 TYPE TESTS

The equipment’s offered in the tender should have been successfully type tested at NABL/ERDA/CPRI
laboratories for following tests in line with the relevant standard and technical specification, within the last
5( five) years from the date of offer. The bidder shall be required to submit complete set of the following
type test reports along with the offer.

A. Switch gear panel (with circuit breaker installed.)


a. Lighting impulse voltage withstand Test.
b. H.V. dry 1 min. power frequency withstand Test.
c. Short Time and Peak Withstand Current Test.
d. Short circuit test with basic duties.
e. Cable charging breaking current test.
f. Single Phase Making & Breaking Capacity Test.
g. Temperature Rise Test.

B. Circuit Breaker
a. Mechanical Endurance Test

C. Current transformer
a. Short Time Current Test.
b. Impulse Voltage Withstand Test.
c. Temperature Rise Test

D. Potential transformer
a. Impulse Voltage Withstand Test
b. Temperature Rise Test.

E. Switchgear Panel
a. IP 4X Test.

In case these type test are conducted beyond five years, the said type tests shall be carried out as per the
Relevant standard by the bidder at NABL/ERDA/CPRI in presence of purchaser’s representative free
of cost before commencement of supply. The under taking to this effect should be furnished along with
the offer without which the offer shall be liable for rejection.

If above tests are carried out on higher capacity of offered equipment, then the offer is considered for
placement of order. However, bidder have to carry out the said type tests on offered type equipment before
commencement of supply at their own expense.

Bidder have to submit a set of above type test report after approval. Original type Test report have to be made
available for verification.

1.2 Acceptance and Routine Test:

The manufacturer at his works shall conduct all routine tests mentioned in the relevant Indian Standard on
each breaker, switchgear assembly in the presence of purchaser without any extra cost to the purchaser and 4
copies of test certificates shall be furnished to the purchaser. The supplier shall perform necessary tests to
ensure that the equipment and workmanship are in accordance with the stipulations of this specification.

After finalization of the program of type/ acceptance/routine testing, the supplier shall give Two weeks
advance intimation to the purchaser, to enable him to depute his representatives for witnessing the tests.

The following tests whether included in the manufacturer's routine tests or not shall be carried out on each
breaker at manufacturer’s works:

Complete switchgear assembly

i) Inter-changeability of circuit breakers.


ii) Mechanical operation of circuit breakers, auxiliary switches, manual devices etc.
iii) One minute power frequency withstand insulation test.
iv) Insulation tests, 2 KV for one minute, for all control and instrument wiring.
v) CT circuit polarity tests and continuity test.
vi) Breaker tripping through relay contacts.

Circuit breakers

The operation of the breaker shall be tested under the following conditions:
a) Closing of breaker when the voltage at the terminals of the closing device is within 85% to 110% of the
rated auxiliary supply voltage.
b) Tripping of breaker (not carrying load current) when the auxiliary supply voltage is between 75 % to
110% of the rated value. (The current in amperes and the voltage required for the closing and tripping
operations shall be recorded.)
c) Manual closing and tripping of breaker
d) Closing with the trip coil energised
e) Tripping with the closing coil energised
f) Latching and complete closing from a momentary operation of the control switch.
g) Checking of anti-pumping device
h) Milli-volt drop test shall be made across the breaker contacts and between terminals.

Instrument Transformer

Factory tests, in compliance with the relevant Indian or I.E.C. Standards, shall be carried out on each current
transformers and Potential transformer in presence of departmental representative.

2 INSTALLATION AND COMMISSIONING TESTING OF HT SWITCHGEAR PANELS:

Installation, testing and commissioning at site of switchgear panel as per specification shall be carried out.
The switchgears are to be installed on the grouted base frame on floor/ over trench. Department shall
approve the drawing of the base frame and including positioning, levelling, proper alignment of panel,
inter-panel connection, extension of bus bars with all required accessories for grouting remaking it with
PCC as per site. Necessary chipping and PCC work, for installation of switchgear panels, as directed
by Sr. Manager/In-charge at site, supply of base frame including base frame to be installed over the
trench is scope of the bidder and shall be part of this item including all necessary anchor fasteners etc.
complete. If the switchgear is not provided with integrated base frame, additional base frame apart from the
above shall be provided.

The following pre- commissioning tests shall be carried out on the panels:
a) Electrical and mechanical operations of circuit breaker
b) Functional test of CB through relay
c) Insulation Resistance.
d) Testing of relays
e) Testing of CT and PT for polarity and ratio
f) Checking of all electrical connections, electrical and mechanical interlocks.
g) Inter changeability of breakers as desired by Engineer-in-charge at site.

At the time of commissioning, the Engineer will appoint his representative as commissioning engineer.
The Manufacturer/Bidder shall carry out commissioning tests as per enclosed list, in the presence of the
commissioning engineer. It will be the responsibility of the Manufacturer/Bidder to make all
arrangements for carrying out these tests. The evaluation of the test results will be final and binding on the
contractor. Any additional tests or repetition of tests to establish satisfactory operation of any equipment
shall be carried out by the Manufacturer/contractor at no extra cost. ALL TESTS shall be AS PER
RELEVANT IS/IEC.

A. Commissioning Test for Circuit Breaker


I. Mechanical Completion Checks.
