1. INTRODUCTION
Overview
Qatar Petroleum (QP) is the national company of the State of Qatar entrusted with the
development of the hydrocarbon resources in Qatar.
With continuous development of Oil and Gas resources in Qatari waters, it has
become imperative for the State of Qatar to protect its critical infrastructures for
continuous effective deployment of national hydrocarbon reserves. Due to high
importance for enhancing the Qatar’s security control over its vital offshore oil & gas
assets, the National Security Shield (NSS) project was conceptualized for
implementation of a national security system for surveillance of all oil & gas producing
strategic structures in Qatar’s territorial waters.
The NSS system will provide a system for observation, detection, decision making
and intervention action to warrant the security of all vital offshore assets by installing
a number of Sensor Tower Platforms (STP) and a Forward Mounted Base (FMB)
platform.
The Engineering, Procurement, Fabrication, Installation and Commissioning of FMB
project will be carried out by Technip France, having a registered branch office in
Qatar under the current contract, while the same for STP will be carried out under
another contract by NPCC.
Project Location
The FMB facility will be located in the North Field of QP offshore operational areas.
Project Scope
The FACILITY broadly shall be comprised of the following:
Living Quarter (LQ) platform for accommodating 120 nos. Personnel.
Utility Platform with all utility packages and sensor tower M13.
Bridge connecting the Utility & LQ platforms.
Two Subsea Fiber Optic (FO) cables.
Subsea composite (FO + power) cable.
Permanent Moorings System.

4. REFERENCE DOCUMENTS
A listing of standards and codes considered primarily relevant are only provided below.
The listing is provided as a guide only and does not in any way relieve the Contractor of
the requirement to comply fully with any other appropriate standards. The standards
used shall be those ruling on the tender issue date. The following order of precedence is
applicable, in the descending order.
a) Qatar Statutory Regulations
b) Project Specific Specifications & Data-sheets
c) QP Corporate Standards
d) Shell DEPs
e) QP Corporate Technical Standards (for areas not covered by Shell DEPs)
f) QP recognized Codes of Practices and Standards
Any conflict, detected by the Contractor between the above codes will be notified to the
QP, together with the resolution as selected by Contractor according to the above order
of precedence.
Any instances of non-compliance must be notified by the Contractor to QP and QP
approval obtained prior to implementation of the work.

b) Case 2: At the largest motor starting condition. All motors below 132kW are
supposed to start by direct - on line methods. Motors greater than 132kW rating
are started by soft starter.
From the above two cases, the worst case shall be used for generator sizing.

A = 100% Total Continuous Load Excluding DG Auxiliary Load
B = 30% Total Intermittent Load or 100% Single largest intermittent load,
whichever is larger
C = 10% Total standby load

The active and reactive power demands shall be summed individually and future design
margin of 10% will be applied for generator sizing.
Total Peak Active Power Load (kW) = Total Peak Platform Load (Active) x 110%
Total Peak Reactive Power Load (kVAR) = Total Peak Platform Load (Reactive) x 110%
The Total Peak Load kVA on the generator shall be calculated from the above and used
to size the generator as follows:
Where,
Total Maximum Power Demand = Total Peak load kVA including margin and excluding
DG auxiliary load and largest motor load + Starting Power of Largest Motor at Peak
Torque Instant
The worst out of both cases shall be used for DG generator (alternator) sizing.
The above selected generator rating shall be verified separately by Motor Starting Study
that the DG rating will comply with voltage dip limitation during the starting of the largest
motor. The voltage dip shall not be greater than the prescribed limit at switchgear bus
bars (85%), other consumers (+10% or -20 % from rated equipment voltage) and motor
terminal (+10% or -20%) as per Electrical Design Basis (FMBTY-2-29-0001).
3. The indicated minimum required power at terminal of the generator must be verified
by manufacturer considering the following:
a) The behaviour of the excitation system to give the maximum reactive power
required during the worst starting condition.
b) The closest standard rating to the required performances together with the
standard of the associated diesel machine.
c) Selection of the diesel driver and power generator is manufacturer's
responsibility.
d) Regarding the voltage dip during the largest motor starting condition, DG
manufacturer shall confirm that the DG rating of the selected generator would
comply with voltage dip limitation at switchgear bus bars (85%), other consumers
(+10% or -20 % from rated equipment voltage) and motor terminal (+10% or -
20%) as per Electrical Design Basis (FMBTY-2-29-0001).
4. The sizing of generator shall be based on the following conditions:
a) Capacity under normal running conditions including 10% future spare capacity.
b) Capacity to limit voltage drop under transient conditions (i.e. largest motor
starting) within 20%
c) Capacity to withstand short time 10% overload.
Generator and largest starting motor data will be updated and modified to reflect
vendor data once available.
5. DG Auxiliaries load has not been considered for calculating the net terminal power.
The actual auxiliaries load shall be provided by the supplier during quotation and
considered during supplier confirmation of the DG sizing calculation.
