IV. NARRATIVE REPORT

A. Introduction
Industrial Training is a program requirement providing on opportunity to
not only apply the theories, principles and ideas learned in the academe but
also enhance the technical knowledge, skills and attitudes of students towards
work necessary for satisfactory job performance. Industrial Training provides
the drive for the students to understand and appreciate real-life working
experiences. Students may recognize their career path and future employment
goals from the experiences gained during industrial training. The On-the-Job
Training/Industrial Training provides students the opportunity to meet and
network with people in the industry, and the industry the opportunity to
identify talents and potential skilled workers.
The course outcomes are:
1. Apply their engineering knowledge to real industry experiences.
2. be analytical and critical in thinking and exercise sound judgement in
solving problems.
3. be aware of safety procedures and protocols at work.
4. Collaborate and foster professional working relationships with
supervisors and colleagues.
5. Absorb organizational skills and job skills.
6. be able to work under direction and supervision.
7. Improve their communication skills.

iii. Products/Services Description

LUELCO as a distinct electricity utility provider to Member-Consumer-


Owners (MCOs) is expected to the:

o Electrification as 100% provision in all its service area and


beyond the Region.
o Provision of a prime – effective, efficient and
reliable/responsible power supply above MCO’s
expectation.
o Creation of an open communication system for information,
awareness and understanding of LUELCO’s systems,
processes and procedures; interactive education devices,
social media and hotlines among others.
o Use and application of ICT systems in its process and
procedures to keep abreast with advances and trends of
technology.
o Realign and make relevant facilities/equipment with
technology advances, changes and trends in the electricity
service.
o Continuous national and international trainings for
empowerment of technical and non-technical human
resource for a quality responsive and responsible service to
MCOs.
o Levelling-up and sustainability of the achieved corporate
image of LUELCO for a world-class electricity provider.
o Dynamic and participative involvement in the global
concerns and drive on climate change.

iv. Company/Institution/Organizational History

The province of La Union is supplied with power by the La Union Electric


Cooperative, Inc. (LUELCO) and the La Union Electric Company, a private
electric franchise. Before LUELCO came into existence, power has already been
supplied to few towns of La Union by Private Electric Franchises like Milo
Electric System in Aringay, the AELAPs in Agoo and several others. LUELCO,
which was founded in August 7, 1971, now under GM Ramon C. Posadas, Ph.D.,
has a total potential household connection of One Hundred Fifty-Eight
Thousand Eight Hundred Ninety-Six (158,896) and an actual household
connection of One Hundred Fifty-Two Thousand Eight Hundred Thirthteen
(152,813) as of December 31, 2018. These members come from the 23
Municipalities and 1 City (19 municipalities and 1 city in La Union and 4
municipalities in Pangasinan) served by LUELCO. LUELCO, at present, has 6
Area Offices located at Aringay, Agoo, Rosario, Naguilian, Bacnotan and Bangar
and 8 Collection Offices situated at the Municipalities of Luna, Balaoan, Santol,
San Juan-San Gabriel, Tubao, Sto. Tomas, Pugo, La Union and at Sison,
Pangasinan. There are seven (7) Substations which supply the power
requirement of the coverage area which are strategically located in Naguilian
(10 MVA S/S), Damortis (10 MVA S/S), Balaoan (15 MVA S/S), Aringay (15 MVA
S/S), Agoo (15 MVA S/S), Bacnotan (10 MVA), and in San Fabian, Pangasinan (10
MVA S/S). All these are manned/operated/maintained by the coop’s 297
employees. The customer profile as of December 31, 2018 shows that
residential customers are dominant in LUELCO at 135,327 (94.56%) of the total
customer population followed by commercial customers at 5,035 (3.52%). In
terms of energy share per customer, still residential customers have the
biggest piece of the total energy at 130,403 MWh (65.74%). LUELCO’s system
coincident peak demand registered a high 41.34 MW in 2017 compared to 40.28
MW in 2016.

The GN Power Mariveles Coal Plant (GMCP), Ltd. Supplies the baseload
requirements of LUELCO for 15 years which started on Dec. 26, 2012 and it will
end Dec. 25, 2027. LUELCO contracted a baseload of 27,000 kW with a monthly
average of 6,527,250 kWh equivalents. The remaining requirements both for
kW Demand & Energy Demand will be sourced from the Renewable Energy
Sources, e.g Tubao Mini-Hydro Plant (1.2 MW) and SurePep Biomass Plant (350
kW) and from Solar PV proponents (i.e., Solar Pacific, Sol-Tierra, AirEnergy,

etc.) and from the Spot Market (WESM). LUELCO contracted another 8,000 kW
from AES, Phils. (MPPCL) for 20 years starting December 26, 2018. The Number
of Customers will have an average annual growth rate (AAGR) of 4.5% for the
next ten (10) years, 2019 - 2028.

vi. Logo and Its Meaning

The LUELCO logo is characterized by households and electricity. This

appearance of the logo signifies the service and reliant service of the company

to residences as a distributor of electricity.

C. Classroom learnings and theories used

During my on-the-job training (OJT) in La Union Electric Company, Inc.

(LUECO). I can say that I was able to connect the theories I’ve learned inside

the classroom to the actual use of it.

Since our OJT is in virtual meet because of the current situation we are

facing right now in our country, our training is held within our homes which

seems like more turned into seminar-like training, and more into enhancing our

learnings from classroom, wherein the discussions that were given to us by our

on-the-job mentor Engr. Tristan Paul B. Taberdo was more about the actual

works of an electrical engineer on different departments and field of work. It

includes safety management, electric circuits, and electrical shop practice. We

gained more knowledge beyond school learnings from him based also from his

shared experience in his field of work as an electrical engineer with a position

of industrial accounts officer in an electric cooperative.

March 1 8 Engr. Tristan Paul B. Taberdo introduce
his self to us. His from Bauang, La Union
and currently working as the industrial
accounts officer of LUELCO (La Union
Electric Cooperative Inc.). He graduated
at DMMMSU-MLUC in year 2014 and he is
working in LUELCO for 7 years until now.
He also shared to us some history
and background of LUELCO. LUELCO was
founded in August 6, 1971. The coverage
area of LUELCO is consist of 20
municipality and some part of the City of
San Fernando. From south starting at
Sison, Rosario, Pugo, Santo Tomas, Agoo,
Aringay, Tubao, Caba, Bauang, Naguilian,
Burgos and Bagulin. Then from north was
some part of San Fernando City, San Juan,
San Gabriel, Bacnotan, Luna, Balaoan,
Santol, Bangar and Sudipen.

March 3 8 Engr. Tristan Paul B. Taberdo meet us in


google meeting and asked us what we
know about the works of engineers in our
industry. Every one of us answered what
just we know or what we see from the
engineers we know. Also, our mentor Engr.
Tristan Paul B. Taberdo asked us what
kind of company where we want to apply
after we pass our board exam and get our
license like distribution company,
construction, transmission, or production
company like Sual Power Station
Engr. Tristan Paul B. Taberdo also
asked about the difference of LUELCO and

LUECO. LUELCO aims to give electricity on
mountainous areas and having their
program “pailaw para sa lahat” while
LUECO aims to gain more profit.
According to our Engr. Tristan, GN
POWER from BATAAN supplies power to
LUELCO for how many years until now. He
also shares that WESM (wholesale
electricity spot market) , is the market for
electricity for the Electric Cooperatives
and Company. To those Electric
Cooperatives or Company without
supplier, WESM provide supplier for them
for stable distribution of power supply in
our country. Also, according to Engr.
Tristan, NGCP will have a load drop to
stabilize the power system and to avoid
damage on the system which is sometimes
the cause of blackout.
Some reasons of black out according to
Engr. Tristan
1.VEGETATION- Examples are tress that
when rains its branch gains weight and will
touch the line that causes fault.
2.ANIMALS- like birds, musang, geko and
etc. that going or hanging in the lines.
3.DAMAGE or DESTROYED EQUIPMENT.
4. UNWANTED- persons committing illegal
acts that can affect our distribution
system.
JUMPERS can bring SYSTEM LOST.
TECHNICAL and NON-TECHNICAL lost.

March 6 8 First thing that introduced to us was


all about the list of Branch Offices of
LUELCO and its corresponding Branch
Managers, next is the list of Collection
Offices, and then the different

Departments of LUELCO including the
assigned engineers for each department.
And Also, the Office of the General
Manager and the Board of Directors were
introduced to us.
After introducing the Branch Offices,
Collection Offices, Departments, and
Board of Directors of LUELCO, Engr.
Taberdo gave us an ample amount of time
about applying to work, that, there are
other companies that also not only focus
on the technical skills of an applicant, but
also with communication skills, social
skills, and also some of the additional
talents you have, so that these companies
that will hire you later on will have an
idea of what specific field of work they
are going to assign to you.
By using Google Maps, Engr. Taberdo
presented to us the different locations of
the different offices and substations of
LUELCO. We learned about more
information regarding LUELCO.

March 13 8 Engr. Tristan discussed to us about the


department in LUELCO where he belongs
or work. The said department is the
“CORPLAN AND ENGINEERING
DEPARTMENT”. Corplan which means
corporate planning. It is leaded by the
department manager Engr. Jovencio B.
Pataueg. The function of the department
according to Engr. Tristan is the following:

During discussion in Metering


Calibration & Testing Section, Engr.
Tristan teach us how to read the clock
type metering. Calibrating and testing of
metering is very important to avoid system
loss. There are some charges that is added
to our electric bill such as generation,
transmission and distribution charges. He
also teaches us some information about
transformer and how to connect
transformers on the lines.

Before the discussion ends in google


meeting, Engr. Tristan discuss to us how
he works in his department. He said that
his the one who is responsible in the
distribution of materials needed to a
certain project requested by costumer. He
is the one who manage for the studying,
releasing and presenting the needed
materials before presenting it to the
construction department of LUELCO.

discussed to us the difference between a
Single phase 3-wire and single phase 2-
wire connection. He also teaches us how
to connect the wires on the kilowatt
meter. He also teaches us the difference
in the standard of NEA and PEC. He also
sent to us a video which shows the
connection of wires in the transformer

using 3-wire and using 2-wire.
Our mentor, gave us a video link from
YouTube and it is titled “Line to Line Line
to Ground Line to Neutral – Origin of
Terms First is about the difference
between Line to Line, Line to Ground, and
Line to Neutral. For each of the
terminologies, Engr. Taberdo also told us
what are the advantages and its
disadvantages. Eventually, he said that
most of the electric cooperatives
nowadays uses Line to Ground connection
because it is more economical especially
today, we are now using 240V in most of
the devices, plus, it only uses 2 wires,
unlike the Line to Line that it uses 3 wires,
and it is most efficient most especially to
the rural areas since the houses were
apart from each other. (Based on PEC &
Standards).
Our mentor also presented to us some
of the connections of KWH Meters to the
transformer. It has 4 terminals. One is the
right connection of Line-to-Line Single
Phase. He also presented to us actual
samples of a Koten circuit breaker single
pole. Another is example of sinle phase 3-
wire connection form 2s meter socket.
He also gave a little bit of glance about
net metering and some of its benefits. For
our next virtual meeting he will discuss to
us more about Net Metering and give some
experiences regarding this from his field
of work.
March 28 8 This day is about Technical webinar
and general membership meeting. The
technical webinar is all about transcending
the challenges in the new normal by

embracing resiliency and
complementarity.
The technical webinar includes the
discussions and information about
generator loading and percent sizing, fire
safety, electric motor diagnostic, and arc
flash analysis/protection setting and
coordination. The general focus of the
technical webinar was mostly focused on
safety while working with electricity,
since it is very important to secure safety
towards working with electrical equipment
and doing troubleshooting. They presented
on how to correctly size your generator
and determine what size of generator you
should use using the provided guide by the
technical speaker. The other technical
speaker presented on how to properly
diagnose and repair electric motors
following first the basics and then the
right methods and techniques.

April 5 to 180 Our activity was based from the link

guide for our future activities. There are
18 videos, and, in 18 days watching, we
gained many practical learnings from
these electrical webinar series, and trying
to answer the given problems.
The practical Philippine electrical
webinar series contains knowledge about
line-to-line, line-to-ground, and line-to-
neutral single phase, and its connections
