Chapter 1

THE PROBLEM AND ITS SETTING

Introduction

Due to Covid – 19 pandemic forced many students to move to virtual learning,

modular learning, and an adjustment for many who accustomed to in - person classes.

All school in the Philippines. (DEPED) Department of Education and (CHED)

Commission on Higher Education continue offering only online classes and modular

learning education.

This crisis has transformed many aspects of life especially elementary students.

Distractions are the reality of online learning it is more difficult challenge for students to

overcome because it depends entirely on self – motivation. Students need to be serious

about their education, learn how to manage time and set their daily schedule and learn

to study despite the constant distractions.

According to the dep – ed’s, it is an online platform for public school teachers to

support distance learning modalities. It was designed as a direct solution to give access

to online review materials and open educational resources (OERs) during class

suspensions and the similar circumstances this initiative is a practical solution for

continued learning in a time where face to face learning is nearly impossible because of

community quantities and social distancing policies.

Hence, the basic education – Learning Continuety Plan aims to ensure the

health, safety and well-being of the learners, teachers, and personnel in the time of

covid-19, while finding ways for education to continue amidst the crisis. In particular, the

BE-LCP has been designed with a legal framework responsive to the “new normal”,

keeping in mind the constitutional mandate to uphold the right of all citizen to quality

education at all times (Pimentel-Tibon,2020).

Identifying the right modality was done through a survey using the Learners

Enrolment Survey from (LESF) where the parents/guardians choose the modality suited

or applicable for their children. The Modular Distance Learning uses self-learning

modules (SLM) based on the most essential learning competencies (MELC) provided by

DepEd. The modules include sections and motivation and assessment that serve as a

complete guide of both teacher and student desired competencies (Bagood, 2020).

To maintain the education of the Filipino people the department of education is

doing its best to distinguish the effective modality to be implemented. This include

different learning delivery modalities that the department will look into such as distance

Learning like Online Learning, Blended Learning, Radio-Based Instruction, and Tv-

Based Instruction (Bagood, 2020).

The use of modules encourages independent study. One of the benefits of using

modules for instruction is the acquisition of better self-study or learning skills among

students. Students engage themselves in learning concepts presented in the module.

They develop a sense of responsibility in a accomplishing the tasks provided in the

module. With little or no assistance from others, the learners progress on their own.
They are learning how to learn; they are empowered (NARDO, M.T.B, 2017). Other

advantages of modular instruction include more choice and self-pacing for students;

more variety and flexibility for teachers and staff; and increased adaptability of

instructional materials.

The purpose of this research is to find out the challenges encountered by the

elementary students in Mantagbac Elementary School in the implementation of online

class and modular learning.
