GENERAL TECHNICAL SPECIFICATION FOR WATER COOLED TYPE VARIABLE

REFRIGERANT VOLUME (VRV) AIR CONDITIONING SYSTEM

1.0 INTRODUCTION

This section consists of the general rules that apply to the design, manufacture, shop testing,
delivery to site, erecting, commissioning, site testing, maintaining and handing over the
material, equipment plant and services required for the air conditioning system of the
building.

Provide Air conditioning system to maintain Comfort Conditions to all occupants inside the
conditioned areas, in the proposed building. This contract includes all plumbing, ducting,
electrical and equipment installation work pertaining to the air conditioning system.

 Country of Origin of the AC equipment (brand) must be Japanese, American, UK or


European and manufacturing location of these brands should be from Japan, Thailand,
America, UK or Europe.
 The manufacturer of the central air conditioning equipment shall have at least ten (10) years
of experience in the design, manufacture, installation and commissioning and maintenance
of HVAC equipment.
 Selected air conditioning brand must consists of 10 years similar capacity projects handling
experience in locally and authorized distributor must be an EM1 certified.

Bidder must submit documenting proof for the same with the bid documents. Bids without said
documents will be rejected.

All equipment being supplied shall be suitable for operation under tropical conditions with
ambient temperature up to 36°C and relative humidity up to 90% but not both simultaneously.

1.1 APPLICABLE PUBLICATIONS & STANDARDS


Standards and Publications of the following organizations form part of these Specifications to
the extent indicated by the references thereto unless superseded by Part-II Detailed Technical
Specifications.

1.2 CO-ORDINATION
The Contractor shall co-ordinate the air conditioning installation with installation work of all
trades involved in the project and avoid interference with lighting fixtures, piping, ducts, etc.

1.3 FIRE RETARDMENT


Material and equipment for fire retardment, shall be installed in accordance with NFPA
standard No. 90A, and No. 204.5 or as specified otherwise hereinafter.

1.4 REGULATIONS, CODES OF PRACTICE, SHOP DRAWINGS ETC.


All work shall be carried out in keeping with the rules and regulations of the relevant local
authorities and will comply with the latest codes of practice in this field. The minimum
capacities, and plant lay out, given in the specifications, drawings and bills of quantities will
serve only as a guide line. The contractor will be totally responsible for the ability of the
system to achieve the conditions set out in these specifications, and as such will have to
provide shop drawings, where necessary, for the approval of the Engineer.

The equipment supplied shall comply with the standards set out in these specifications &
BOQ but will, in no way, be limited to this list. Any other specifications suggest will be
considered provided they are no less onerous.

1.5 SUBMISSION FOR APPROVAL


The Contractor shall submit the following for the Engineer’s approval
- Selection Data/Equipment Data
- Samples of Materials, component and Fixtures and Equipment
- Design analysis and calculations
- Detail and/or shop drawings
- Assembly, Erection and Installation Drawings and Manuals
- Schematic & Interconnection Diagrams
- Certificate of Compliance/Test Reports
- Operation and Maintenance Manuals
- Electrical power supply requirement.
Selection data shall be submitted and shall consist of engineering selection tables provided by
the manufacturer. The Contractor shall indicate in these, the items selected and their
designation for cooling equipment. It shall be made quite clear as to which factors have been
taken into account by the manufacturer to correct the listed gross capacity into the net capacity
required, due to extreme outside temperature, altitude, enthalpy of entering and leaving air, fan
required, fan static pressure, fan RPM, fan motor and temperature differential between supply
air entering and return air leaving the room.

1.6 POWER FACTOR IMPROVEMENT

Each motor of rating 5 KW and above shall be fitted in parallel with a power-factor
improvement capacitor of optimum rating conforming to motor manufacturer's
recommendations to avoid self-excitation and its harmful effects.

Capacitors shall be manufactured to IEC 70 and 70A and shall comprise an oil impregnated,
self-healing metallised film dielectric, enclosed in an air-cooled, vacuum sealed metal case.
Losses shall be less than 0.5 watts per KVA. Capacitors shall incorporate a disconnection
system which will disconnect the capacitor internally from the terminal in the event the self-
healing capacity is unable to clear a breakdown.

1.7 VIBRATION & NOISE

Vibration and noise control of equipment installed is of prime importance. The Contractor
shall pay special attention to the problem of vibration and noise and is required to guarantee
that the installation will not generate vibration or noise of the intensity to exceed the specified
limits or cause annoyance to the occupants in the area.

1.8 AIR CONDITIONING SYSTEM


The system shall be a water cooled VRV/VRF supports with plate type heat exchange system
with inverter driven technology. This air conditioning system should be accommodate eco-
friendly refrigerant such as R407C/ or R410A refrigerants. It shall be composed of 4 - way
cassette type indoor units with a distributed refrigerant cycle, electrical components, enclosing
cabinets and should prevent overcooling or overheating. The outdoor units shall be of the
single compressor or multiple compressor cabinet integrated type with inverter controls and
completely weather proofed for outdoor installation. The outdoor unit must properly
manufacture in above mentioned manufacture locations (point 1) and support with less foot
print and self-cooling device. Both indoor and outdoor units shall be properly assembled,
internally piped and wired, tested and charged with the refrigerant at the factory.

1.8.1 INDOOR UNIT:

The indoor units shall be of the 4 - way cassette type and fresh air intake type. The cabinet
shall be constructed of galvanized sheet steel, baked with synthetic resin paint, with a plastic
air panel assembly. The refrigerant cycle shall be equipped with a heat exchanger, an
electronic expansion valve, solenoid valves and flare connections. The fan shall be of the multi
- blade centrifugal type, statically and dynamically balanced and directly drive by a motor of
suitable capacity. The motor bearing shall be of the permanently lubricated type. The heat
exchanger shall be of the multi-pass, cross finned tube type, equipped with highly efficient
aluminium fins, mechanically bonded to seamless, oxygen free copper tubes. The coil shall be
cleaned, dehydrated and tested for leakage at the factory. Indoor units shall be fitted with G2
grade efficient return air filters.

1.10.2 OUTDOOR UNIT:

The VRV/VRF water cooled outdoor unit shall be integrally built multiple type light weight with
self-cooling mechanism suitable to be installed in machine room. “The outdoor unit must properly
manufacture and must support a minimum COP 4.76 for a capacity of 69kW while heat exchanger
should be plate type. Hence, the capacities of the units shall be carefully selected to match the
grouped capacities of the indoor units. The service panel shall be easily removable for service access
to the electrical components and the compressor section. Each refrigeration cycle shall be equipped
with highly efficient compressors, solenoid valves heat protected against breakdown by a quick
response over current relays, high pressure switches, wrap around type oil heaters and discharge gas
thermistors.

1.12 ELECTRICAL WORK

All equipment shall be installed accordance with the relevant British Standards or equivalent to
the approval of the Engineer. Particular attention shall be paid to the protection of equipment
during the construction period. The power supply shall be rated to 3 phase 400 V, 50 Hz. The
Air conditioning contractor shall carry out all wiring from the 13A socket outlet close to
indoor ceiling mounted units and 3 phase isolators provided close to the outdoor units.

1.12.1 Control Panel

The main Air conditioning control panel shall include but not limited to the following:

A positive acting timer to prevent short cycling of compressors and to delay restarting of
compressors after shut down, high & low pressure cutoff, multi-step temperature controller,
power & control circuit terminal blocks, circuit breaker, motor contactors, control relays,
disconnect switch. On all units the source of control circuit power shall be completely
independent of the unit power source.

1.13 Design Parameters

1.13.1 Inside conditioning to Maintained


Temperature : 24-25 oC
Relative humidity (RH) : 55% -60%.

1.13.2 Noise criteria in reading rooms and office areas: 40 dB A max.

The noise level given above are due to the air conditioning equipment as well as air
supply noises and are maximum values measured in decibels relative to 2x10 -5
Newton/Meter Squared.

1.14 Guarantees

The contractor will guarantee that all the air conditioning equipment supplied and installed by
them when operated in accordance with the given instructions shall have minimum capacities
not less than those given in these specifications and drawings.

Should it be proved that certain equipment fails to achieve the minimum performance specified,
and then the contractor will carry out any up grading or modifications at his own cost.

1.15 Minimum Capacities

The minimum capacities shall be as stated in the associated bill of quantities. Capacities of all
indoor units shall be achieved when operating with an air on coil condition of 27/19
DBC/WBC, & outdoor units with an air on condenser coil condition of 35 DBC. The capacities
of the outdoor units shall be corrected for tube length & location of indoor units in respect to
that of the outdoor units.

1.16 Electrical Installation

The contractor shall undertake all the electrical work connected to the A/C system. The
electrical work will conform to those set out in the BS 7671:1989.

The system electrical power supply 3 phase, 4 wire, 50Hz, 400V will be terminated on isolators
close to outdoor units and 13A socket outlet close to indoor units. It will be the responsibility of
the contractor, to provide all the distribution and motor control equipment, as pertaining to the
A/C system, and make all connections downstream from this point. The motor control panel
shall be of the modular type incorporation short circuit and over load protection along with the
contactors, timers as required to meet industry standard.

Timers shall be incorporate, as directed by the engineer to control the operating periods of the
motors, fans etc.

The controls will have the same specifications as set out in the electrical specifications. All
equipments used shall be from a single manufacturer to ease future maintenance. All cable
entrances to the main control panel and all other panels will be fitted with standard cable
bushing to render the transition of the cable into the panel both dust and water proof.

Samples of all electrical equipment to be used shall be submitted to the engineer, for approval
prior to their incorporation in the works.

1.17 Additional Information

1.17.1 All drawings are indicative of the system required. The contractor shall ascertain for himself
that the equipment offered by him can be installed in the locations indicated. The installation
of Refrigerant piping and ducting are being executed in separate contracts.

1.17.3 The contractor shall make certain that the equipment offered by him will operate as indicated
in the attached schematic.

1.17.4 The contractor shall obtain the engineer's approval for the indicated ranges of all instruments
to be incorporated in the project, prior to their use in the works. This is applicable to all
thermometers, pressure gauges, ammeters, etc.

1.18 Factory Inspection and Tests

The Following tests and checks shall be carried out in the manufacturer’s works and test
certificates issued by an approved Testing Authority shall be submitted.
 All tests as required by the manufacturer’s practice or applicable standards during
manufacturing stage.
 VRV/VRF units Performance Test in accordance with international stranded requirements
at stipulated testing procedure at part load points.
Coefficient to Performance (COP)

1.19 Testing and Commissioning

1.19.1 The contractor shall commission and test the installation for a minimum period of seven (7)
days to indicate to the engineer that the equipment installed achieves the minimum room
conditions specified above. The tests shall be carried out during periods of maximum
ambient temperature and loading. All conditioned areas shall be tested together.
1.19.2 A chart indicating the temperatures, humidity and the air flow at all supply air diffusers,
against the time of day, shall be prepared for each area, and submitted to the engineer on
completion of the tests, prior to the application for the practical completion certificate for the
system.
1.19.3 All controllers and thermostats shall be adjusted so that they operate correctly.

1.20 Makes of equipment offered

Makes of equipment offered shall have been commonly used in Sri Lanka and having a local
agent possessing adequate workshop facilities, experienced technical personnel operating in Sri
Lanka for a minimum of ten years. Prior approval of the Engineer shall be obtained before
placing orders for the supply of equipment.

1.21 Free Maintenance & Guarantees

The contractor shall maintain the complete system for a period of 12 months from the date of
takeover of the system for beneficial use.

Any equipment which may prove defective during this period shall be replaces or repaired free
of charge during this period.

Items of equipment repaired or replaced, during this period, shall be guaranteed for a further
period of one (1) year from the date of repair or replacement.

PART 2 - DETAILED TECHNICAL SPECIFICATION

 Supply and installation of outdoor units:

It has been intended to group the indoor units into 3 Nos. outdoor units. The outdoor units shall
be a combination of fixed & variable speed units. The speed of the variable speed compressor
shall be controlled by means of a solid state inverter. The design of the inverter shall comply
with IEC 555-2 & 555-3 in respect to limits of total harmonic current & voltage distortion
created by the unit.

 Supply and installation of insulated liquid and gas refrigerant pipeline between indoor and
outdoor units, condensate drain pipeline have and ducting system for fresh air units have been
installed by separate contracts as shown in the layout drawings.

 Supply and installation of Computer monitoring and controlling network system to monitor
and control outdoor units and indoor units.

2.0 BASIS OF DESIGN

It is required to maintain condition of comfort in the given specific areas as well as


conditions favorable for library building under normal load conditions and average lighting
limits.

The outside conditions are assumed as follows:


Dry bulb temperature - 30°C - 35°C
Relative humidity - 70% - 80%.

Inside conditions to be maintained:
Dry bulb temperature - 24 °C - 25 °C
Relative Humidity - less than 55%
Sound level - less than 40 dBA

3.0 SYSTEM DESCRIPTION

Construction work of XYZ story Hotel, and the entire building is to be air-conditioned using
XYZ Nos. Water cooled Variable Refrigerant Flow/Volume Outdoor units coupled to XYZ
Nos. ceiling mounted four way cassette type indoor units and XYZ Nos Fresh air intake type
indoor units. All floors except ground floor are air-conditioned using VRV/VRF units. The
indoor units and with respect outdoor units shall be installed in same floor at the spaces as
indicated in the layout drawings and outdoor & indoor units level difference is approximately
3.5m.

Three phase electrical power supply to outdoor units will be terminated on a 4 pole isolator
near the outdoor unit and power supply to indoor units will be terminated on 13A socket outlet
in near to the indoor units. The air conditioning contractor shall carry out all wiring from these
isolators and socket outlets.

Refrigerant pipes and condensing water pipe lines have been installed by separate contracts as
shown in the drawings. The refrigerant pipelines and condensing water pipelines are
terminated near to the indoor units and outdoor units. The air conditioning contactor shall carry
out all necessary connecting works from terminated points to indoor & outdoor units. After
doing necessary connection the piping system shall be vacuumed & pressure tested before
filing the pipelines with the refrigerant.

Each wing in every floor should have separate control panel and shall be placed it in server
room in each wing as indicated in the layout drawings. Each control panel shall be connected
to computer controlled network system placed at control room at ground floor.

4.0 SELECTION OF AIR CONDITIONING UNITS

The Equipment schedule in Table-01 in section 01 above have been established during the
design of the air conditioning system.

The Air Conditioning Units should be capable of achieving following functional requirements
with specified equipment
 Water cooled outdoor units designed for variable refrigerant flow systems.
 Broad outdoor temperature operating range with 52oC DB maximum.
 Cooling capacity control capability ranging from 10% - 100% to suit the demand
(Inverter / Multi Digital scroll compressors)
 Use of high efficient inverter controlled permanent magnet scroll compressors.
 Inverter frequency control range from 30Hz – 100Hz in 1Hz incremental steps.
 Refrigerant circuit with super coolers and sub coolers to improve performance.
 System reliability achieved by emergency operation of compressors and outdoor units.
 Computer controlled network system integrated with outdoor units and indoor units.

 Fine control of indoor temperature achieved through electronically controlled
expansion valves which control refrigerant flow to suit the demand.
 Simultaneous operation of 100% to 110% loaded compressors with capacity
controlled compressors to suit the demand.
 Outdoor Unit shall be mounted in an anticorrosive rust resistant and galvanized steel
plate casing.
5.0 REFRIGERANT PIPING
 Long refrigerant piping lengths should be possible with this Variable Refrigerant Flow
Air Conditioning units, reducing restrictions during installation.
 Maximum pipe length after the first branch shall be not less than 90m.
 Refrigerant pipelines have been installed by separate contracts and not included in this
contract.

6.0 ELECTRICAL WORKS

The system electrical power rating is 3 phase 4 wire, 50Hz, 400 V (TT system). 3 phase, 50Hz,
400V electrical power supply for outdoor units shall be obtained from 4-pole isolator within
3meter of the outdoor units. Single phase, 50Hz, 230V power supply for indoor units shall be
obtained from 13A socket outlets located within 2meter to each indoor unit. The contractor has
to draw the power supply from the above isolators and socket outlets. All other necessary
wiring and equipment in-between indoor & outdoor units and control panels have to be carried
out by AC contractor.

The control cables form outdoor units to each indoor unit have been installed by separate
contracts and terminated near the indoor and outdoor units. The AC Contractor shall supply
and install electrical control panels, including other electrical equipment and wiring necessary
for the operation of the air conditioning equipment as specified. All equipment supplied and
install by the contractor shall suit the above power rating of 400 / 230 V, 50 Hz.

This work shall be carried out by a Contractor who has specialized in this type of work and
shall meet the requirements of the 17th edition of IEE regulations latest amendment, local
supply authority’s requirements and conform to best trade practices.

The Motor Control Panel shall be placed adjacent to the plants. The panel shall be made of
3mm thickness properly treated sheet steel enclosure of IP 65. All sequence controls and
electrical interlocks shall be incorporated for proper operation of the system.

All signals of indication and faults displayed in the local control panels of equipment shall be
duplicated on this Main Control Panel.

The alarm panel shall be equipped with lamps having facilities for alarm accept, alarm reset
and lamp test. Audible indication by buzzer shall be provided. The signal lamp shall remain
lighted until clearance of the fault.

7.0 MATERIALS

Test reports on materials used tested according to the relevant standards shall be provided if
called for by the Engineer.

8.0 TEST EQUIPMENT, SPECIAL TOOLS AND RECOMMENDED SPARES

Bidder shall submit with the Bid a complete itemized list of test equipment, special tools and
recommended spares needed to enable the user to carry out maintenance work. All test
equipment, special tools and recommended spares shall be on site when the commissioning
work is completed and shall be handed over with the system to the Engineer.

9.0 SUBMISSIONS

The Contractor shall submit for approval the following documents and samples in quantities as
indicated.

9.1 Shop Drawings

Shop drawings of all piping systems, electrical circuit and wiring diagram and any other
drawings necessary for fabrication and installation of the system.

9.2 Technical Literature of Equipment

Technical literature of all equipment proposed to be used in the system inclusive of


dimensional drawings, capacity, tables, test reports and other relevant information shall be
supplied in triplicate for the Engineer or determine the adequacy and suitability of the
equipment for the proposed air-conditioning system.

9.3 Operation and Maintenance Manuals

The Contractor shall furnish three (03) copies of an operation and maintenance manual which
shall contain complete instructions for overall operation of the facility and its component parts.
The manual shall also include the operation and maintenance charts specified above.
Drawings to be photo-reduced for incorporation into the Manuals to facilitate reference and
reduction in volume. Manuals shall be complete, detailed guides for the maintenance and
operation of equipment and systems and shall include complete information necessary for
start-up, adjustments, maintaining continuous operation for long periods of time and
dismantling and re-assembling of the complete units and sub-assembly.

9.4 Samples

Samples of all materials to be supplied under the contract such as pipes, insulating materials
and multiple fittings such as valves, strainers, electric components shall be supplied to the
Engineer for approval. Such samples shall be kept with the Engineer until completion of the
Works and same will be released to the Contractor on completion of work. The items of
supplies used for the project shall be at least equal in quality to the approved sample.

9.5 As-built drawings


On completion of the installation, the Contractor shall prepare a set of As-built drawings
incorporating all changes made to the original design and drawings, which drawings shall
represent an accurate description of the installed systems. These drawings shall be bound with
covers in to an album and handed over to the Engineer.

9.6 Handing over documents

The final handing over documents to be submitted by the Contractor on completion of the

installation shall comprise the following :

a) Operation and maintenance manuals (03 copies)


b) Commissioning sheets (03 copies)
c) Test reports (03 copies)
d) As built drawings (03 copies)

These documents should be supplied to the Engineer within 30 days on issue of taking over
certificate.

10.0 TRAINING OF OWNER'S STAFF

Bidders shall submit with the Bid, a full proposal of the recommended training necessary for
the owner's personnel to attend to routine testing, maintenance service and minor repairs
including an indication of the duration of such training. The number of persons required to be
trained shall be determined jointly by the Engineer, and the contractor.

The scope of training shall include on-site training and such training shall be prior to hand-
over of the system. Technical training and system operation instructions to the owner's
personnel shall also be provided during the commissioning and performance tests phases of the
system.

System operation instructions shall be given by an experienced and competent representative


of the Contractor who is thoroughly conversant with the air conditioning system installed

11.0 SITE TESTING AND COMMISSIONING

Bidders shall submit with the Bid, a complete proposal with time schedule for testing and
commissioning of the air conditioning system. The program shall include a trial operation of
all main equipment with any necessary adjustments to ensure that the system is working
correctly. The Contractor shall provide all instruments and equipment together with
commissioning engineers and adequate assistance for carrying out the commissioning and
testing activity, which shall be done in accordance with the recommendations of relevant
Standards. If any portion the works fails to pass the tests, the Contractor shall, at his own
expense carry out such alterations or replacements as are required to the satisfaction of the
Engineer. The Engineer shall be at liberty to call for further commissioning when such
alterations have been completed to their satisfactory. The Contractor shall provide
commissioning spares at his own expense.

Spare parts earmarked for maintenance shall not be used during this period.

12.0 MAINTENANCE CONTRACT

Bid shall submit the terms and charges for service and maintenance contract along with
the Bid.

13.0 BUILDERS WORK

Bidder’s price for each item of work shall include for cost for builders work such as making
plinths, making and closing up holes, openings & block outs, drilling, boring, anchoring,
chasing covering up etc., including restoring all finishes and the like to the entire satisfaction
of the Engineer

PREAMBLE TO BILL OF QUANTITIES

1. Prices shall be quoted in Sri Lanka Rupees and in the currency of the country of origin of equipment
as appropriate.

2. The Price quoted shall be for supply and installation of the air conditioning system in Srilanka on a
duty free basis. All cost of handling, transport and other port charges shall be included in the supply
cost.

3. The prices shall be firm.

4 It will be the responsibility of the contractor to carry out all the electrical wiring work. Price quoted
shall include all anticipated work which may be permanent or temporary.

5 All shipment shall be made direct to the Port of Colombo Sri Lanka and there will be no duty payment
to Sri Lanka Customs.
