CONTRACT OF SERVICE
KNOW ALL MEN BY THESE PRESENTS:
This Contract is entered into by and between:
THE MUNICIPALITY OF ARGAO, a Local Government Unit of the Republic of the Philippines,
with office address at the Municipal Hall Building, Poblacion, Argao, Cebu, herein represented by its
Honorable Mayor ALLAN M. SESALDO, of legal age, married, Filipino, and resident of Argao, Cebu,
hereinafter referred to as the “FIRST PARTY”;
-and-
REY MARK ALBOFERA, of legal age, Filipino, and with residence at Jampang, Argao. Cebu.
hereinafter referred to as the “SECOND PARTY”.
-WITNESSETH-
1. That the First Party is in need of the services of the Second Party who shall perform work
not performed by the regular personnel of the First Party;
2. That the First Party has signified his intention, to which the Second Party has accepted, to
provide the services needed by the latter;
3. That the Second Party hereby possesses the education, experiences, and skills required to
perform the job as described herein;
4. That the Second Party attests that he/she has not been previously dismissed from
government service by reason of an administrative offense;
5. That in view hereof, the Second Party is hereby contracted as LOCAL YOUTH
DEVELOPMENT OFFICER / LIAISON OFFICER TO THE MAYOR of the Municipality of Argao,
Cebu for a period of six (6) months from January 01, 2022 - June 30, 2022, unless sooner
terminated in consideration of a monthly rate of TWELVE THOUSAND PESOS (Php 12, 000.
00) to be paid twice in a month.
6. That as a LOCAL YOUTH DEVELOPMENT OFFICER / LIAISON OFFICER TO THE MAYOR, the
task involves various degrees of confidentiality and sensitive information that may be
inappropriate to openly divulge in public as the Second Party is expected to perform the
following functions:

A. As the Liaison Officer to the Mayor
1. Provides a high level of support to the Mayor by ensuring the smooth

communication of information to and from the Mayor’s office is managed to
the highest level of effectiveness, efficiency, and professionalism.
2. Undertakes a range of research and project work to assist the Mayor to
deliver comprehensive and high-quality responses to political and
community issues.
3. Maintains a high level of awareness of matters coming into or out of the
Mayor’s office to effectively respond to inquiries and exercise sound
judgment on the matter of responding.
4. Controls and maintains an effective diary ensuring that the Mayor’s
competing demands are met and that the Mayor is well briefed and prepared
for all engagements.
5. Assists where required in the execution of civic receptions, civic events, and
award and citizenship ceremonies.
6. Supports the Mayor to provide an exemplary level of service to all
constituents of the municipality. This involves the coordination of customer
issues addressed to the Mayor, including multiple issue complaints across
departments, ensuring they are addressed appropriately
7. Consults with and takes an active role in working with the Municipal
Administrator and the Executive Assistant to the Mayor to maintain a strong
and resilient governance framework
8. Bridges the municipal government and the barangays; see to it that concerns
of the barangays are being taken care of.
9. Works externally with other public officials, government agencies, and other
government personnel
10. Manages calendars and meetings on behalf of the Office of the Mayor,
including tracking and following up actions to ensure deadlines are met and
supporting documentation is provided
11. Coordinates events and official visitors
12. Provides support to the Municipal Administrator and Executive Assistant to
the Mayor to coordinate the effective use of budget and resources for the
Office of the Mayor
13. Performs such other lawful duties and functions as may be directed by the
Local Chief Executive.
B. As the Local Youth Development Officer
1. In accordance with Section 24 (d) of the Rules and Regulations

Implementing R. A. No. 10742, otherwise known as the Sangguniang
Kabataan Reform Act of 2015, registers and verifies youth organizations
(Subject to the Revitalized Youth Organizations’s Registrations Program
(YORP) guidelines);
2. Conducts the mandatory and continuing training of SK officials and LYDC
members, in accordance with the Programs jointly designed and
implemented by the National Youth Commission (NYC) and DILG. The local
youth development officer and/or his or her staff shall apply for
accreditation from NYC in order for them to conduct the mandatory and
continuing training programs of SK officials and LYDC members;
3. Provides technical assistance to the LYDC of t5he concerned LGY in the
formulation of the LYDP;
4. Facilitates the election of the LYDC representatives;

5. Serves as the secretariat to the LYDC;
6. Provides technical, logistical, and other support in the conduct of the
mandatory and continuing training programs and to such programs of NYDC
and DILG;
7. Coordinates with the Commission, with regard to the youth programs within
their jurisdiction; and
8. Performs such other functions as may be prescribed by law ordinance or as
the LCE, the DILG, or NYC may require.
7. That the Second Party shall perform work at a time and schedule to be agreed upon by both
parties;
8. That it is understood that this Contract of Service does not create an employer-employee
relationship between the First Party and the Second Party, that the services rendered
hereunder will not be accredited as government services, and that the latter is not entitled
to benefits enjoyed by the regular personnel of the First Party.
