C. School Vision and Mission Statements
Vision

President Quirino National High School envisions to produce globally competitive,


responsible, equipped and life-long individuals to better serve its community.

Mission

President Quirino National High School aims to provide quality education and well-
rounded learners. Teachers and staff are actively engaged in all endeavors and collaboratively working
hand in hand with parents and other stakeholders in the community.

D. Brief History
President Quirino National High School began its humble beginning due to the closure
of the lone existing private school in the Poblacion President Quirino in 1985. Municipal
Government then, headed by then Mayor Igmedio Barrientos, Sr. initiated the extension of
services of then President Quirino Municipal High School now Mangilala National High School
located at Baranggay Mangilala to Barangay Poblacion.

The school had its humble beginning with only 5 teachers to take care of 305 students
and Mr. Ernesto E. Diaz became the first Principal. The school site was at a makeshift public

market that was divided into three (3) classrooms to accommodate three (3) curriculum levels.
Teachers served two schools- at the mother school in Mangilala and at the newly established
school in the Brgy. Poblacion. There were teachers’ daily schedules done to address the
needs of the two schools.

The school population continued to increase and having seen the absolute need of the
community to have a stable Public Secondary School, then S.B. Member Lucio Castillo
sponsored a Municipal Resolution No. 85-05 establishing a Municipal High School in Poblacion
and the same resolution donating to the Ministry of Education, Culture and Sports a parcel
land area of 1.5 hectares beside the municipal hall. The passage of the said Municipal
Resolution Resolution Series of 1985 by Sangguniyang Bayan and by virtue of Republic Act
No. 6642 the President Quirino Municipal High School in Poblacion was established, thus the
first school building was constructed through Assemblyman Benjamin Duque who allotted
50,000php from his pork barrel. To address the continuously increasing number of enrollees,
classes were conducted in three (3) venues, at Pres. Quirino Central school classrooms near
the grandstand, at the makeshift public market and at the school site.

In 1991, it was nationalized and then renamed President Quirino National High School.
Noted to be a performing school resulted to the influx of enrolment from nearby municipalities
of Buluan, Datu Paglas and Tacurong. Considering the rapidly increasing population, the
department provided more school buildings, teachers, chairs and other necessities. The local
government and stake holders headed by the PTA continuously demonstrated their support by
providing technical and financial assistance to the school.

Mr. Ernesto E. Diaz retired from service after 21 years of passionately administering
the school and was succeeded by a young Doctor of Philosophy, Pangi P. Balubugan as
school principal on April 12, 2012. During the administration of Dr. Balubugan, he led the
repainting of the school buildings and set policies that would make academic excellence as top
priority.

As to the promotion of Dr. Pangi P. Balubugan as Principal II of Lutayan National High


School on August 05, 2014, Mr. Punga K. Budzal became the principal of the school. He is a
young and vibrant school leader who raises the banner of the school with enthusiasm,
dedication and commitment. He believes that making the teachers happy by providing
professional growth will result to an effective teaching-learning process, thus in three months
of his stay he helped in the reclassification of teachers and making some of them promoted
from teacher I to teacher II or III. He also headed the recreational learning parks such as the
science and mathpark and the English park that would serve as reading centers. He served
the school for 2 fruitful years but expires due to lung cancer. Mrs. Carlina L. Galleno was
appointed then as the OIC from January 2016-June 2016. Mr. Samuel Rey Viloria was then
appointed again as OIC for 6 months for SY 2016-2017. On December 2017 to July 2018, it
was first time that the school was headed by a woman who has a strong personality by the
name of Mrs. Yolanda L. Apolinar. Finally we have a principal who is a man by profession, a
father by vocation a passive leader yet very keen in scrutinizing in every school programs and

activities, Mr. Aristoteles S. Costales Jr. July 2018- present.

Presently, the school is serving 2,689 Junior High School students with 80 teaching
force, 863 Senior High School students with 16 teaching force. The Senior High School offers
the following strand: HUMMS and STEM also TVL and under this we offer HE, ICT and EIM.
From single section classes, the school now has a total of 41 sections from grade 7 to
grade 10 and 10 sections in Grade 11 and Grade 12, handled by competent and well-trained
teachers. There are 50 classrooms that are conducive for learning and set in a child friendly
ambiance,2 T.L.E. laboratory buildings used for cookery classes, computer laboratory room,
science laboratory room, are still under construction,1 library,1 school clinic, 2 operating
canteens and 1 canteen under construction, 1 SSG Building,Administration Building,
Principal’s office. 1 Senior High School building with 16 classrooms.

President Quirino National High School is now a face of prestigious institution with different
division and regional awards and is located along the national high way of President Quirino,
Sultan Kudarat and gives an assurance of producing wholesome students and graduates with
profound knowledge, skills and talent anchored in the mission and vision of the Department of
Education and its core values.
Part 2: Program Description

A. Rationale
The Alternative Learning system (ALS) of the Department of Education provides opportunities for all
out- of – school youth and adult (OSYA) learners to develop basic and functional literacy skills to
complete their basic education.

This program is very timely especially its incorporation in the Senior High School
curriculum. It is a great help and practical assistance that the department can give to our learners
amidst the crisis we are facing. It is indeed a great opportunity to out-of-school youth/adults not only
to complete their basic education but also to have a better life in the future.

B. Brief Description of the Program


The program aims to provide assistance for the students’ educational advancement
and progress despite of the current crisis the world is facing, as the Department of
Education motivates its body to encourage learners to pursue and finish their
education. Creating the Alternative Learning System (ALS), that addresses and cater
learners beyond and unable to attend formal schools due to some specific and
personal reasons, it provides the basic education, skills and techniques that are
useful to help learners in their daily and attaining dreams of their lives.
C. Target Learners

The program is designed in order to cater and give full assistance to all out – of – school
–youths/adults in the community.

The school will be recruiting learners ages 16 and above who had advanced beyond basic
literacy such as reading and writing. The school also will be coordinating with the ALS coordinator in
the elementary for his/her list of completers. Completers are the target / prospect ALS Learners to be
in the Senior High School.
D. Entry Level Assessment
Briefly describe the pre – learning assessment for the prospect learners in terms of:

1. Orientation:
List of Learners/ Completers of ALS from the elementary will be gathered through the
assistance of the ALS Coordination (Elementary). They are the target learners to be enrolled in
the Senior High School. After identifying them, the school will conduct orientation for both
parents, learners , ALS Coordinator and the School Head.
2. Assessment and Placement Test:
a. Functional Literacy Test
b. Other Placement test if there is any
Learners identified will be school – based assessment in order to assess learners’
knowledge. At this moment , assessment by subject area teachers in the formal education
in a particular grade level will be given also to them.

3. Counselling Services:
The school have a guidance counselor – designate that is capable and give a better services
that will cater and addresses the needs of our learners. Parents’ support and guidance is of
great factor in the realization of this program.
4. Organization off Learning Groups:
The school will organize their groupings base of the interest and skills of the learners. We will
give them the opportunity to select what track and strand they prefer to take.

The school will conduct orientation and brief career coaching to all the identified learners.This
is to provide them opportunity to select their own track and strand to take base on their skills,
abilities and knowledge.
The school will be offering ACAD-HUMSS and TVL (HE,ICT and EIM).
The competencies and contents provided by the department in each track and strand will be
used in the teaching – learning process.

b. Learning Materials
What are the learning materials to be utilized in the school?
 All learning materials available in the school can be utilized by both the
teachers and learners. The school have computers, laptops, internet connectivity,
workshops with limited equipment, books and other reading materials in the library,
modules and other learning activity sheets(LAS) used during pandemic time that can be
also utilized during this time where we have now Face – to face modality.

Briefly describe the learning modalities, class structuring, scheduling of subjects, teaching loads as
well as counseling and learner support system.

At present, the school is now implementing full face – to – face in four (4) days. The subjects
(learning areas) and schedule of class of the chosen track and strand in the formal education will be
applied / utilized also for ALS learners.

Teachers are responsible in monitoring and evaluating learners’ progress from time
to time. They can also give advises and counselling services as need arises. Load in the ALS
curriculum adds teaching loads of teachers from the formal education however, teachers
together with the school head and school staff are very positive in the creating of ALS in the
school in order to cater the needs of the out-of-school youth/adults in the community.
F. Learning Assessment and Evaluation
Briefly describe the methodologies for assessing learning process. ALS usually utilizes the following
methods:

1. Portfolio Assessment
The school will require the completion and submission of the individual portfolio of the
learners. This is one of the reference or basis of the teachers in assessing learner’s
performance, outputs and learning outcomes.
2. Self - Assessment
Individual and group tasks(preferably hands – on activities in TVL Track/strand) will be
given to all learners. This is one way in assessing learner’s skills, abilities and knowledge.
By doing this, they will be able to identify their own interests especially in completing
their chosen track and strand.
3. Competency – Based Performance Assessment

TESDA is one the government agency qualified in assessing learners’ performance especially in
the TVL Track/Strand. Learners will receive a National Certificate of Competency (NC-II) upon
passing the assessment.
