Then met SSE Bridge in charge, Sh. Rakesh Kumar (Contact No. 977923087).

His jurisdiction covered almost all of Punjab except Jalandhar - Pathankot line and

Pathankot - Amritsar line.


He had 70 major bridges and 60 ROB under him.

The total staff strength under him is 39. The sanctioned staff is 104. There is a
vacancy for 65. Hence, the office is very under staffed.
Learnt about the periodicity of maintenance of various components of bridge:

1. Oiling and greasing of bearings - Generally 3y but 2y in case there is LWR over

bridge.
2. Technical inspection of bridge - 5y but 3y in case of welded girder.

3. Painting - Varies from 1y to 6y depending upon the severity of the environment.

4. Need based patch painting is done as per the requirement.


The first inspection of the bridge has to be done within 1y of its installation.

Technicians include carpenter, Blacksmith, Sarang (he is expert in climbing heights),


Welder, painter.

Store includes Hydraulic and Mechanical jacks, welding plant, air compressor, bolts
and rivets etc.

Learnt about the various aspects of bridge maintenance related to plate girder bridge
(bridge no. 14) and OWG bridge (bridge no. 5A):

1. Creep of girder- There should be no jamming of the girders and the minimum

possible gap has to be checked. The minimum possible gap can be between girder and

girder or it can be between abutment and girder.


2. Measurement of camber - It is done through auto level. It is preferably measured at

the cross girders of the bridge. If there is any loss of camber taking place, the periodicity
of measurement of camber is decreased to 6 months or annual as per the requirement.

Normally camber measurement is done at the frequency of technical inspection.


3. Checking of loose rivets - Checking of field rivets is only done. It is done by striking
the rivets with a 110 g hammer and feeling the vibration with the index finger. If

metalizing has been done on the bridge, then only visual inspection of loose rivets if
done. HSFG bolts are also not checked by hammer.
4. Checking of bearings - In case of PTFE Bearings, the surrounding area of the

bearing should be free from dust and moisture. The gap of the PTFE bearing should be

uniform and in case the bearing becomes defective, all of the four bearings are replaced.
5. Checking the condition of the paint on the bridge - The dry film thickness (DFT) is

checked by Alcometer. Five readings are taken on one member. The following coats are
done:
a) Prime coat- It is done according to IS 104 - Zinc Chrome. Single coat is done.
b) Secondary coat- It is done as per IS 2074 - Red oxide Zinc chrome. Single coat is

done.
c) Finishing coat - If the corrosion is severe, it is done as per IS 2339 - Aluminum paint.
Two coats are done. If corrosion is not severe, IS 13607 - Red oxide. Two coats are

done.
Approximate thickness of paint - 75 um.
Epoxy painting- Bridge 5A and Bridge 63 have been epoxy painted in 2010.

a) Prime coat - It is done according to RDSO specification: M&C/PCN/102/2009

with RDSO Amdt No. 1B w.e.f.08.09.2016. It is the Specification for Epoxy-Zinc

Phosphate Primer. Two coats of it are done, each coat having thickness of 60 um. Total

thickness of prime coat is 120um.

b) Second coat - It is done according to RDSO specification: M&C/PCN/103/2006

(Reaffirmed-2011). It is the specification for Epoxy-MIO i.e., micaceous iron oxide.


Single coat is done having thickness of 100 um.
c) Finishing coat - It is done according to RDSO specification: M&C/PCN/110/2006
(Reaffirmed-2013). It is the specification for Polyurethane based Aluminum Paint. Two

coats are done each having thickness of 40 um. The total thickness of finishing coat is

80um.

Therefore, the total thickness of epoxy paint is 300um. The life of epoxy paint is about

10 years.

6. Track structure on bridges - A general inspection of track on bridge is done. Hook

bolts are checked. The condition and spacing of sleepers are checked. The distance
between track and truss is checked to prevent uneven loading on the girder. If any

problem with the track is found out, it is immediately informed to SSE PWAY.
7. Substructure of bridges - The sub structure is checked for any visible cracks.

Condition of bed blocks is also checked. If any crack develops, the division is informed

about that.
8. Oiling and greasing - The periodicity of oiling and greasing is 3y but on bridges

through which LWR continues, oiling and greasing is done every 2y. Hydraulic jacks

are used for lifting the girder. Earlier mechanical jacks were used but now they are

discontinued. For OWG, 100 tonne and 150 tonne jacks are used and 10 to 12 mm lift
is provided. For Plate girder, 50 tonne jacks are used and 5 to 6 mm lift is provided. A

total of three jacks are kept at site out of which 1 is kept at standby for emergency.

Discussed about the following:

a) Methodology of reconstructing the broken bed block - It involves lifting of girder


and then breaking the bed block and reconstruction of new RCC bed block.

b) Replacement of any faulty member of OWG - This activity is carried out in block.
The rivets are cut and the new member is fitted in there.
c) Different types of pulley blocks - Electrical and mechanical. They are used for lifting
members easily to a certain height.
d) Pier jacketing - It is done by the SSE works.
e) Grouting of PSC girders - The crack is checked whether it is breathable or non-

breathable. Then either fibre reinforced cement grouting is done or epoxy cement

grouting is done. It takes about 3 to 4 h to get settled.

Observed the list of staff under SSE Bridge and the bridge maintenance register of the
SSE Bridge.
Date: 11.08.2021

Observed oiling and greasing of the roller and rocker bearing of bridge 5A. Bridge 5A is
about 3 km away from Phillaur railway station. It is an OWG Bridge on the river satluj.
The block for oiling and greasing was done under block from 9:30 to 12:30.
Concerned officials: Sh. Rohan Goyal, SSE Bridge Jalandhar.
There were a total of 10 staff members present at site for O&G. They included Sh.

Pradeep Kumar (Senior technician), 6 Grade-III technicians, 3 bridge assistants.


The total length of bridge was 670.56 m. The location of the bridge was 386.929 km to

387.599 km.
The track struck structure on the bridge included:

1. 60 kg rail
2. Channel sleepers.
3. Fastenings included - T head bolts, clip, 10 mm

rubber pad.
4. Hook bolts.

5. Guard rails.

Corrosion is more pronounced near the cross girder

because effluents from the train strike directly onto the


cross girder which leads to early corrosion of these
members. Frequent painting is required to be done here.

The dates of technical inspection, oiling and greasing and

painting have been written the girder.

The foundation of the bridge was well foundation


with double D type section.
Procedure of oiling and greasing of Rocker & Roller bearings:

1. Greasing of rocker and roller bearing was carried out under traffic block under the
supervision of SSE Bridge in charge, Sh. Ramesh Kumar.
2. Hydraulic jacks used were one 150tonne, one 100tonne and one 50tonne.

3. Greasing of roller bearing was being done first. Knuckle plate was tied to the saddle
plate with the help of 4 clamps.
4. The girder was lifted by about 10 mm and the rollers were taken out.

5. Then cleaning of rollers was done with steel scraper, oil and sandpaper of zero grade.
6. The rollers were examined for any possible signs of flattening or cracks with a
magnifying glass.

7. Application of grease over the base plate evenly below the roller contact area and the
top contact surface of the other side.
8. Then the rollers were moved in the other direction and cleaned again as described in
step 5, then step 6 and 7 were followed.
9. Then the jacks were lowered and the saddle was allowed to place on the knuckle plate.
10. Then the clamps were removed.
11. Then the greasing on the adjacent pin was done.

12. In this case, as the pin was only to be lifted, no clamps were used.

13. Lifting of saddle is limited to 10 mm to prevent lateral shifting of the girder.


14. As the pin was lifted, the pin was rotated manually and oiling was done side by side.
15. Once the oiling has been done, greasing is applied and then girder is lowered back.
Note- Grease graphite grade 3 conforming to IS 508 is applied.

Visited bridge no. 20 on the river bein with SSE Bridge in charge Sh. Rakesh Kumar
(Contact No. 977923087) and SSE Bridge Sh. Rohan Goyal.
The bridge is OWG bridge constructed in the year 1914. The bridge had a total of 6
spans. It had 2 spans of 30.937 m, 1 span of 33.412 m, 2 spans of 39.243 m and 1 span
of 31.09 m.

The location of the bridge was 420/37.


The track on bridge was of 60 kg rail with channel sleepers and the fastenings on the
bridge included T bolts, clips and 10 mm thick GRSP.
Discussed about the technical inspection of the bridge step by step:

1. Checking of creep of girders - For this, gap between the girders and between girder

and abutment is checked.

2. Camber - For its measurement, auto level is used and the readings are taken by
keeping staff on the cross girder.

3. Condition of bearing - The condition of the bearing is checked. Holding down bolts
are in fine condition. The condition of bed block is also checked and it is in fine

condition as no visible cracks are there.


4. Corrosion - All the members are checked for the corrosion. The cross girders and the

lateral bracing of the stringer are more susceptible to corrosion.


5. Distortion - It is done to check the lateral movement of the girder. The piano wire is

stretched from bearing to bearing and the lateral measurement is taken at each panel

point. Distortion is also possible if longitudinal movement of girders due to


temperature variation is restrained by badly maintained bearings.

6. Position of track - The track should be centrally placed so that there should not be
any uneven loading on the girder. It is done simply by measuring the distance from

center of the track to the both edges of the girder.

7. Structural condition of the members - The members are checked for any cracks.

Fatigue cracks are also checked. Fatigue is becoming important because of the growing
volume of traffic, greater speed and higher axle load. As the bridge is of 1914, one

should look for such fatigue cracks where the intensity of traffic is heavy and the steel is
old. Early steel girders (earlier than 1905) have higher phosphorous content makes the
steel brittle and such girders can collapse suddenly because of brittle fracture. Along
with cracks, corrosion of members should be also taken care of. The locations prone to

corrosion in OWG:
a. Where the top flange is coming in contact with sleeper.
b. Water pockets formed on account of constructional features.
c. Places where dust accumulates.
d. Flooring arrangement and connections with bottom chords, cross girders, rail bearers.

e. Gusset connection of top lateral bracing to top boom.

f. Area in the vicinity of bearings.


8. Checking of loose rivets- It is done by 110 g hammer and striking the river and
feeling the vibration by the index finger. Only field rivets are checked for looseness.

The points where loose rivets are checked for open web girder:
a. Rivets connecting rail bearer (stringer) to cross girder (in case of through span)
b.Rivets connecting cross girder to panel point gusset (in case of through span)

c.Rivets connection at all panel points (with main gussets to truss components) of top

chord and bottom chord (field connections)


d. Rivet’s connection bottom lateral bracing to end cross girder as well as top
lateralbracings and portal bracings.

If in a connection, loose rivets are more than 30 percent, then all loose rivets are to be
replaced.
Testing for loose rivets by the 110 g hammer is not allowed for the girders which are
metalized (aluminum) so as not to cause mechanical damage to the coating layer. The

loose rivet in that case has to be identified by rust streaks or other such indirect means.

The inspection of High Strength Friction Grip (HSFG) bolts shall be done visually for
broken and loose bolts. Hitting HSFG bolts for checking looseness is not allowed. The
broken/loose bolts, if any, shall be marked and shall be replaced expeditiously by new

HSFG bolts, retightening of loose bolts are not allowed in any case. HSFG bolts shall

be painted as per normal painting schedules and painting methodologies. When any
girder component/joint is to be replaced, the complete joint shall have HSFG bolts.
HSFG bolts cannot be used for replacement of isolated loose rivets.
Discussed about safety precautions adopted in Inspecting Bridges:
1. Wear suitable dress so that loose end doesn’t get caught; too-tight a dress may
hamperyour free movements.

2. If you normally wear glasses for improving your eye sight, wear them when climbing

up or down sub-structures & super structures.

3. Keep clothings & shoe free from grease and steel stars which causesslipping.
4. Scaffolding or platforms should be free from grease or other slippery substances.

5. Scaffolding and working platforms should be adequate strength and be secured


against slipping or overturning.
6. No shortcut at any cost. Vigil over passing trains.

7. Keep your trolly and other equipments properly so that they should not infringe the

track.
8. Say no to liquor or any other sedative medicine.

9. Follow all operating rules and follow the guide lines while inspecting under any

caution order/ block (power/ traffic or both).


10. Insist your staff to be very careful while walking moving through footpaths/ any
other members.
11. No chit chatting and fun etc. while on Inspection.
Hence, the following points to be kept in mind during inspection of OWG:
1. Condition of painting along with last date of painting.

2. Corrosion of members with details.


3. Position of loose/ missing rivets.
4. Distorted members, if any with measurements.

5. Actual camber at various points where applicable along with theoretical camber.
6. Cracks in welds or plates along with their location.

7. UpToDate GMT carried by the girder.

8. Provision of Man and Trolley refuges and their condition.

9. Any special repairs required to be done.

• Technical inspection of bridge no. 63 on the beas river:


• Discussed about the technical inspection step:
o Checking of creep of girders,

▪ The bridge is Open Web Girder with 9 spans of 60.96m each.
▪ It was constructed in the 1984.
▪ It has a water level monitoring system installed over it.
▪ It had a conventional single gap SEJ 39 m away from the bridge.
▪ The location of the bridge was 467/10 to 468/2.
▪ The bearings of the bridge roller and rocker bearings. Rollers are forged steel of
Class-3 as per IS:2004 and as per IS:1875 and Rocker is rotating element
permits rotation in vertical axial plane. Pin type rocker was present in it.
▪ Observed the track structure on the bridge. The type of rail used there was 60
kg and the channel sleepers had been on the bridge. Observed fastening
arrangement: T head bolts with spring washer and nuts, Clips and 10 mm
GRSP.
▪ The foundation was well foundation and the pier was of double D type.
Observed the stringer, cross beams, hook bolts.
▪ The dates of technical inspection, oiling and greasing and date of repainting
were noted.

• Learnt about the organizational setup of the office of Sr. Den III
Firozpur: Met Sh. Abhinav Garg, Sr. DEN III, Firozpur. Contact No.-
9779232203.Sr. Den has one drawing clerk and one WW branch clerk
under him at the division for each ADEN working in his jurisdiction. In
addition, there is one confidential assistant who deals with D&AR
related issues. However, he belongs to general administration
department and is on deputation.

Jurisdiction of DEN III Firozpur


• Discussed about the functioning of Sr. DEN’s office and learnt
about:
1. Creation of “New Works Proposals” with Justification & Abstract Cost
Estimates - IRPSM is used for sending proposals and sanctioning of works
under capital. Estimates for the works to be included in March 2022 have been
sent for approval in august 2021. Some important works which are frequently
carried out by the engineering department and their plan heads are as under-
PH 16 - Traffic facilities (engineering works),
PH 29 - Road safety works - Level crossing, PH 30 - Road Safety works
(ROB/RUB),
PH 31 - Track renewals. For example - TRR, TSR, TBR, CTR, Renewals
related to Channel sleeper, Glued joint, SEJ, crossing etc. Unit
estimates are resent in IRPSM.
PH 32- Bridge works Tunnel Works and Approaches. For example -
rehabilitation of bridges, arch jacketing, grouting etc.
PH 33, 36- Sub-estimates for the works related to S&T works and other
electrical works including TRD respectively.
PH 51- Staff welfare.
PH 53 - Passenger and other railway user’s amenities. PH 64- Other
specified works.
Revenue works are carried out through zonal contracts and Special revenue
works.
2. Tender Opening, Preparation of tender documents, opening of tender and
tender finalization, Issue of LOA (Letter of Acceptance), Signing of Contract
Agreement. - IRePS.
• Minimum period of advertisement is 21 days for large works. For e-
tenders of value up to Rs. 2crore, can be reduced up to 14 days in
consultation with Associate Finance. The tender may be invited with
approval of DRM/CHOD/PHOD pending finance concurrence. For works
in remote locations or of specialized nature or value higher than Rs. 50
crore, 21 days’ notice period should be given.
• Sr. DEN (C) nominates officer and authorizes for opening tender. In
Firozpur, it is mainly done by DEN track.
• Tender finalization is done within 45 days of closing of tender application.
If time taken for finalization is greater than 45 days, then contractor’s
permission is required for extension of time. Finalization of tender
committee is done according to MODEL SOP.
• Acceptance of tender is done by tender accepting authority.
• Issue of LOA (Letter of Acceptance).
• Signing of Contract Agreement.
3. All the activities associated with contract handling have been included in
IRWCMS:
• Submission of Performance Guarantee.
• Preparation of signing of the contract agreement.
• Billing and its integration with IPAS for payment.
• Variation Statement preparation and sanction.
• Extension of DOC.
• Release of PG/SD.
• Updating of progress of each work under his jurisdiction is each month.
Correspondence between Railway with the contractor is done through it.
3. Learnt about the inspection schedule of Sr. DEN:
• Foot Inspection of stretches as referred by ADEN,
• Trolley inspection in 6 months on routes having speed greater than
110kmph,
• Foot plating of once in 3 months,
• Accompanying run of TRC,
• Rear Window inspection of once in a month,
• Points and crossings inspection,
• LWR and SEJ inspection of once in 6 months etc. and other due
inspections.
4. Coordinating with other departments and attending regular meeting of
branch officers and duties of Sr.Den as per IRPWM, IRBM, IRWWM.
5. Learnt and viewed the online system of file management through E-office -
receipts, pressy page, document coordination.

• Visited the Drawing Office and estimating section and discussed about the
types of estimates and preparation of estimates of work and Preparation of
proposals, their plans and estimation for inclusion in works programme,
sanction of estimates and track renewal programme, Zonal contracts:

Met Sh. Rajeev Jain, SSE Drawing. He explained us about the steps involved in
the preparation of estimate, administrative approval of it and preparation of
detailed estimate.

1. Preparation of Abstract Estimates - It is mainly for the purpose of examining the


justification of any work proposal with cost implications and obtaining the
administrative approval of the competent authority and to take up the work
within the sanctioned amount. They can be prepared for Building works, Bridge
works, ROB works, Water supply works, Track works etc. Contingency charges
are also kept in the estimate to cater for the unforeseen items and situations of
minor nature. They are also vetted from accounts.
2. Preparation of detailed estimates - After receiving the administrative approval,
detailed drawings, design and the estimated cost etc. are prepared by the
engineering department and submitted to the administrative department for
sanction. For bridges, Std. Drawings of RDSO are usually used. For tracks
works, unit rate estimate is used. For yard it means the yard plans showing the
line, platforms and turnout details etc. All these forms the basis, to make the
detailed estimate. The Unified SOR has been prepared and issued by Railway
Board recently and it contains most of the items but still certain items
particularly for the project works may not be there. These items are attached
separately in an estimate as N.S items. Detailed estimates are vetted from
accounts also.
3. Preparation of detailed drawing - The detailed drawing is approved from
headquarter using ROAD on which drawing is sent in the pdf format. Now, e-
Drawing Approval System (e-DAS) is also being implemented in which
AutoCAD drawing instead of pdf is sent for approval.
4. Technical scrutiny of bills put up by ADEN to DEN. SSE drawing does 100
percent technical scrutiny of bills.
5. IRPSM portal is used for
• Creation of “New Works Proposals” with Justification & Abstract Cost.
• Forwarding of proposal for Financial Vetting, Sanction of Proposals under
DRM’s power and forwarding of proposals costing beyond DRM’s power to
Zonal Railway Headquarters.
• Creation & Processing of Internal Notings by Finance.
• Adding all the works sanctioned under DRM’s power to the list of ‘In-Progress’
works in IRPSM. Each sanctioned work has been assigned unique Project-ID.
• Reporting of status every month for each work by respective Executing Agency.
• Time extension of special work orders are given by the concerned Sr. DEN.
Time extension of zonal contracts are given by the Sr. DEN Co. The zonal
contracts of the last year have been extended by 1 year in the view of covid.
• Studied of track diagram, station building plan and elevation of Amritsar, list of
level crossings, list of service buildings and staff quarters, standard drawings for
type 1234 and five.

• Proposal for the work is sent from field and an abstract is prepared for the work
along with a tentative estimate of work.
• In this tentative estimate, site plan/ rough sketch is also attached.
• Once the tentative estimate is sanctioned by competent authority, detailed drawings
and estimates for the work are prepared.
• Due care should be taken in preparation to minimize the any variation required in the
future.
• Detailed estimate is sent for approval at the divisional/ headquarter level and once
sanctioned by the competent authority, it is sent to accounts for financial vetting.
After this, tender is advertised.
• Detailed drawings, earlier, were prepared manually and then hard copy was sent for
approval from competent authority. But now, the drawing is prepared in Auto CAD
software and then uploaded on e-platform for approval:
• ROAD Approval system - upload drawing as pdf.
• eDAS Approval system - upload AutoCAD file.
• There are two types of works-
• Capital works: Budget allocated under various plan
heads.
• Revenue works: Zonal contracts and special works
contract (Approved by DRM).
• All the capital works are now done through IRPSM. Here, works and funds available
under each plan head can be found. Proposals are put through IRPSM and all
approvals are accorded through this portal only.
• Management of contracts is thereafter done through IRWCMS.

• We saw proposal for track renewal. The proposal was under PH-31. TRR in
Suchi Pind - Pathankot section. The proposal mentioned the description of
work with sketch of the plan attached. Justification for this proposal was also
attached.
• Rates for TRR per km are already available in IRPSM and estimate is thus
generated in IRPSM by itself. Movement details for the approval can also be
tracked via this portal.

• Visited the Works branch and discussed about Budget control, issue of
work orders, opening of tenders, finalization of zonal contracts, Works
accounts branch and passing of bills:

• E-Tendering process being followed through IRePS,
• Work and contract management through IRWCMS,
• Value of work orders of zonal contracts,
• Distribution of DRM budget meant for revenue works by Sr. DEN (C)
Firozpur.
• Categorization of works under Capital and Revenue.
• Financial powers held by Concerned Sr. DEN, ADRM for issuance of Work
orders under revenue as emergency works.
• Market quotations.
• Process of preparation of bills as under:
• Measurement of work is done by concerned SSE.
• Measurement accepted by the contactor.
• Finalization of measurement by ADEN.
• Test check:
o Hidden items and earthwork - ADEN 100%.
o SSE enters bill - ADEN 20%.
o JE Enters bill - SSE 20%, ADEN 10%.
• Bill is prepared by OS/COS and uploaded in IRWCMS. ADEN
checks the bill and is followed by contractor acceptance.
• ADEN then signs the bill and certifies its correctness w.r.t work
carried out.
• Bill then moves to DEN/Sr. DEN.
• It is sent to drawing branch, quantity is verified w.r.t drawing and
estimate.

• For accident, a superior level inquiry committee is formed to investigate the cause
of accident.
• Prima facie cause of accident is ascertained and submitted to ADRM. If he is not
satisfied or there is a dispute in cause, ADRM orders an assistant level
enquiry into the accident and a three-member committee is formed for fact
finding and most probable cause of accident which involves investigation on
these parameters:
• Statements of all the employees involved.
• Data from data logger.
• Site measurements.
• Preparation of a sketch/ clicking pictures of
accident site.

• Derailment of wagon no. 58241500209 WCR BOMN train no. VP-80 at JUC
on 16.02.2021. In Jalandhar city, tanks were loaded in wagons. An empty
wagon was placed in between two loaded wagons and the empty wagon
derailed. There was a conflict between mechanical and operating department
with regards to the cause of accident.

It was finally established that derailment was a result of wrong marshaling on the
part of operating department.

Learnt about the powers of Sr. Den/Den for invitation of tenders and
acceptance and preparation of tender documents, selling, opening of
tender and tender finalization, Estimate of proposed water supply
scheme at ASR colony:

• Concerned official: Sh. Abhinav Garg, Sr.DEN III/FZR.

• Once the proposal is passed in IRPSM, NIT is advertised.


• Different types of tenders can be called: open tender, limited tender, single tender.
• Tender calling may be dispensed off with for emergency or small works (quotations
issues).
• NIT has some standard documents:
• Conditions of contract (GCC and SCC).
• Material specifications.
• Drawings and sketches of work.
• Standard tender forms.
• Schedule of items (Estimated quantity of each item).
• Tender is opened on a specific date. Here, Sr. DEN Co. nominated an officer on a
weekly basis for opening of tender.
• Contractor has to deposit EMD along with his offer. At present, in the view of Covid,
EMD requirement has been waived off.
• Composition of tender committee and accepting authority for tender:
• Successful tenderer has to deposit performance guarantee within 21 days of
issue of letter of acceptance with validity up to date of completion + 60 days. It
can be deposited as a bank guarantee or demand draft.
• Successful contractor has to deposit security deposit @ 5% of the contract
value. It has to be deposited before the first bill is passed or deducted from each
bill passed. Security deposit is released at date of completion + maintenance
period.
• Once work is completed, completion certificate is issued and PG is released.
• If work is not completed in due date, contractor may apply for extensions to the
concerned ADEN stating reasons for delay and date up to which extension is
sought.
• ADEN scrutinizes the reasons and recommends to Sr.DEN the date of
extension and penalty, if any, to be imposed as per clause 17, 17A or 17B of
GCC as applicable.
• Sr.DEN, after taking into consideration request of the contractor and
commendations of ADEN, forwards his recommendations to Sr.DEN (Co.)
who then grants extension with/without penalty.
• If variation in quantities of items or addition / removal of certain items of work
is needed, the variations are put up to tender accepting authority as per SOP.

• For variation, vetting from accounts is also required and vitiation statement has to
be prepared for all the original tenderers.
• Two portals are used for works:
• IRePS: Indian railway e-procurement system. All works from
calling of tender to aware of work order are carried out
through this portal.
• IRWCMS: Indian railways works contract management
system. Measurement of works and payment of bills of
contractor are processed through this portal. Work order for
zonal contacts is also generated through it.
• After the work is awarded (LOA), contractor has to submit a PG at 3% of the
contract value within 21 days with validity up to date of completion + 60 days.
PG is uploaded on IRWCMS.
• After this, agreement of work (contract) is prepared and sent to accounts for vetting
and the contract is signed.
• For special works contract, work is started.
• In case of zonal contracts, SSE generates work order, ADEN verifies, contractor
accepts and then it is issued by the division. Each work order should be less than
5 lacs.

17(A) of GCC by Sr.DEN to Sr DEN (C).

Sr.DFM and sanctioned by ADRM.
• Observed how corrigendum is proposed as there was increase in the

▪ Ensuring maximum utilization of locomotives.
▪ Monitoring detention of trains on OHE accounts.
▪ Guiding running/ station staff in troubleshooting.
▪ Ensuring that light engine kilometers are kept to the minimum.
▪ Providing guidance to running staff for troubleshooting.
• Visited Electric (General) Control:
▪ They take care of the general power supply.
▪ Train AC.
▪ Quarters electricity.
• Commercial Control:
▪ Chart preparation.
▪ Tickets and penalty controlled by them.
▪ To expeditiously dispose of unclaimed and unconnected wagons, parcel
consignments.
▪ Carriage watering, Parcel working etc. and take remedial measures.
▪ To ensure quick transshipment of sick wagons by arranging matching stock
and labor.
▪ To ensure proper maintenance of public amenities available at stations.
• S&T Control:
▪ It assists Traffic and Train Control and is responsible –To keep a watch over the
S&T failures and take remedial action.
▪ Coordinate with engineering control when rail change, points machine, glued
joints change.
▪ To ensure efficient working of communication channels.

• Met Sh. Abhinav Chiranjeevi and viewed two sample reports of minor and
major punishments under D&AR of Sh. Lakhwinder Singh OS under SSE
Pway/KKP and Sh. Hari Singh Trakman under SSE/Pway/JRC
respectively:
o Minor penalties: Withholding of increments of pay for a specified period with
further direction as to whether on the expiry of such period, this will or will
not have the effect of postponing the future increments of pay.
