2. RATIONALE:
It is commonly known that a rebel had a life of uncertainty, which made the
most of its members to think for several time before ending up his/her life as rebels
holding firearms even with the permission of other older folks who always think of better
ways to order for the rebels to turn in their guns to government thru Armed Forces of the
Philippines.
This project aims to support the Former Rebel (FR for brevity) or
surrenderees in promoting their way of living through garden making with profitable and
sustainable income. This long-activity program is a way of gratitude and commendation
to their effort of submitting their self back to the government, as well as an expression of
a personal commitment that can improve their lives while battling poverty. The
Municipality of Santiago, Agusan del Norte is situated in an area blessed with lands very
viable for agricultural purposes.

authorities of the government
f. Poverty - the state of being deprived of economic resources necessary for
sustenance and living
4. BACKGROUND:
Accordingly, poverty was one of the first aspects ever thought to be related to
criminal activity. Poverty leads to unhealthy mental condition of being inferior in the
society which then causes desire to commit crimes in order to elevate their status in life.
In this case, poverty leads to increase crime rate which will be either simple or serious
in nature.
A study entitled “The Cause of Crime” concluded that if the number of citizens
living in poverty was to increase by just one percent it would cause about 135 more
crimes. Also, this one percent increase would result in 25 more violent crimes. A 1%
rise in poverty would amount to a 2.16% rise in crime and a 2.57% rise in violent crime.
Moreover, some of the effects of poverty are poor mental health, high level of stress,
less accessibility to better education among children and young adults that would lead
to school dropouts, involved in gangs, drugs, alcohol and crimes like theft, robbery,
carnapping and other violent crimes, among others. But the worst of all, people or youth
belonging to the poverty line are vulnerable to be recruited by the rebel organizations
like CPP-NPA and other terrorist groups who promises improved life for them.
Santiago Municipal Police Station heed the call and wishes to address this
devastating issue through the program “Sa Organikong Hardin Kasama Si Mamang
Pulis Ay May Pagbabago at Pag-asenso Sa Buhay Ng Tao”. This will eventually uplift
the livelihood of the people in the poverty line, by giving them avenue to earn an income
essential for their daily basic needs.
5. IMPLEMENTATION:
c. This project activity will be implemented in Brgy Jagupit, Santiago, Agusan del
Norte in collaboration with the Barangay Council Officials therein through Memorandum
of Agreement (MOA);
d. Every FR participant is given an area wherein she/he can plant vegetables and
then commit himself/herself to monitor until harvest;
e. The income of the project will be given to the FR member who planted the
same, which will then serve as his/her alternative source of livelihood to surpass poverty
On February 24, 2022 at about 10:00 AM, Santiago MPS personnel led by PEMS
Amando S Azote, Mespo of this station coordinated to Hon. Glenn P Gontinias, Brgy.Captain
of Brgy. Jagupit, Santiago, Agusan Del Norte regarding the plans of PNP Santiago to conduct
a program that will provide additional income to our Former Rebel.
Therein Memorandum of Agreement duly signed by PMAJ JOEL L
AMADO, Acting chief of Police of Santiago Municipal Police Station and
Hon. Glenn P Gontinias, Brgy. Captain of Brgy. Jagupit, Santiago, Agusan
Del Norte dated February 27, 2022.
7. FUNDING/LOGISTICAL REQUIREMENTS:
8. PROJECT UPDATE
a. All personnel of Santiago MPS and Brgy Council Officials of Jagupit and FR
members are responsible for monitoring of the project garden;
This project will give awareness on the importance of cooperation with each
other towards attaining common goals vis uplifting the lives of one another. Such
accomplishment will bring positive results to the people, thereby promoting peace and
order situation in the community.
Good and peaceful environment will make way to a more prosper and
developed community. And if the community is progressive it is therefore determined
that the life of the people here is perhaps far away from any danger such as recruitment
from group of CPP/NPA/NDF and or any lawless elements of the society.
Towards this end, this program will increase the efficiency of the PNP in the
aspect of crime solution. It increases the sense of effectiveness in fighting against
criminality. As a long term result, this program will give stability to the community
pertaining to peace and order situation, which will then restore the confidence of the
people to the PNP.
Obviously, if there is sympathy, the people will do cooperate and there is low
possibility of any incidents to occur.
9. RECOMMENDATION:
With the foregoing, it is highly recommended for the adoption of Project “Sa
Organikong Hardin Kasama Si Mamang Pulis Ay May Pagbabago at Pag-asenso
Sa Buhay Ng Tao” as Best Practice of Santiago MPS.
