II. SUMMARY:
Reading is necessary for learning, so instilling a love of reading is the key that unlocks
the door to lifelong learning. Consistent with the mandate of the Department of Education
in the Philippines, through External Partnerships Service and under its Brigada Eskwela
Program, to bring together all education and literacy champions and supporters to take an
active role to teach Filipino children how to read and become educated for life. And in
accordance with the Division guidelines in the 2021 Brigada pagbasa implementation,
monitoring and evaluation. Our school aims to continue the program given that it instills a
love of reading and gives a child a head starts on expanding their vocabulary and building
independence and self-confidence.
III. BACKGROUND
A child’s reading skills are important to their success in school as they will allow them to
access the breadth of the curriculum and improve their communication and language skills.
It can broader vocabulary and increased general knowledge. That’s why our school faces a
big challenge for the students belonging to the non-reader and frustration level. The
reasons were the non-mastery of letter sound and blending of letters in the primary grades
that lead to difficulty in comprehending specifically when they reach the intermediate level.
Moreover, some students also struggle to express themselves in the language and can read
the letters but have no comprehension. The reason we see is the lack of reading activity at
home.
In line with this, the Panganiban National High School aims to uplift literacy among our
students’ readership. Introduce that reading can be a fun and imaginative time for children,
which opens doors to all kinds of new worlds for them. This project will also serve as a
social accountability platform that encourages community participation and accountability
by ensuring that every community member is aware of their role in our children’s education.
The project is open for the Panganiban NHS students in all grade levels especially the
incoming grade 7 and grade 8 students to enhance their skills in reading. This project will
use the previous data in our recent reading activities for the identification of students. The
volunteer teachers will be given a specific student and schedule for the reading sessions. The
proponents of this project acknowledge the apprehensions of conducting limited face-to-
face interactions but rest assured that this activity will follow and observe the precautionary
health measures of the DOH and IATF protocols guided by the DepEd Order 15, s. 2020,
along with the parent’s consent.
The students will not only be required to read in the reading facility of our school but
will be encouraged by the volunteer teacher to read at home. That’s why the participation
of the parents in this project is essential. This project is a continuous learning that doesn’t
end at school. Each volunteer teacher would be tasked with an identified student. The
schedule of the student and teacher sessions would depend on considering the convenience
for both. The Brigada pagbasa implementation, monitoring, and evaluation tool as well as
other pre- and post-test materials will be utilized to check the result of this project. At the
end of the school year, identified students are expected to improve such as non-readers are
expected to have mastery of letter sound and blending of letters, frustrating students to
have understanding, and eventually develop a love for reading. A narrative and
accomplishment report with documentation shall be submitted after the conduct of this
project.
V. METHODOLOGY
A. With the help of the volunteer teacher, students, and stakeholders this project will
benefit the non-reader students. The reading facility will be an avenue to develop
dependent students. Likewise, the orientation of this project would be the chance to
explain to the parents their responsibility.
B. Project Budget - The given budget for the proposed project is estimated to be 3,500
pesos. The budget will be allotted for buying snacks for the volunteers and parents
during the orientation, additional reading materials, and improvement of the reading
facility。

A. The orientation for the parents will be on August 2022, simultaneous with the grade
level orientation. It would be an opportunity for the school to address the
community about the needs for this project.
