ottobre 2004), che assume così lo status di norma nazionale italiana.

La presente norma è stata elaborata sotto la competenza della

Commissione Tecnica UNI
UNI-CEI Valutazione, attestazione e certificazione della conformità

La presente norma è stata ratificata dal Presidente dell’UNI ed è

entrata a far parte del corpo normativo nazionale l’1 marzo 2005.

FOREWORD
This document (EN ISO/IEC 17050-2:2004) has been prepared by Technical Committee
ISO/CASCO "Committee on conformity assessment" in collaboration with Technical
Committee CEN/CLC/TC 1 "Criteria for conformity assessment bodies", the secretariat of
which is held by SN.
This European Standard shall be given the status of a national standard, either by
publication of an identical text or by endorsement, at the latest by April 2005, and
conflicting national standards shall be withdrawn at the latest by April 2005.
This document supersedes EN 45014:1998.
According to the CEN/CENELEC Internal Regulations, the national standards
organizations of the following countries are bound to implement this European Standard:

Tecnico ISO/CASCO "Committee on conformity assessment" in collaborazione con il
Comitato Tecnico CEN/CLC/TC 1 "Criteria for conformity assessment bodies", la cui
segreteria è affidata all'SN.
Alla presente norma europea deve essere attribuito lo status di norma nazionale, o
mediante pubblicazione di un testo identico o mediante notifica di adozione, entro
aprile 2005, e le norme nazionali in contrasto devono essere ritirate entro aprile 2005.
Il presente documento sostituisce la EN 45014:1998.

INTRODUCTION
A supplier's declaration of conformity is a form of attestation of conformity to meet
demands from the market and regulators for confidence. The acceptance of a supplier's
declaration of conformity could be enhanced by retaining documented information on
which the supplier bases the declaration and making this documentation available upon
request.
This part of ISO/IEC 17050 specifies requirements for the documentation to support a
supplier's declaration of conformity. Besides enhancing confidence in the supplier's
declaration of conformity, such documentation may assist relevant authorities in their
surveillance activities.
Conformity of a product (including service), process, management system, person or
body to specified requirements, which can include normative documents such as
standards, guides, technical specifications, laws and regulations, may need to be
rigorously substantiated under the responsibility of the supplier, irrespective of the
industry sector involved.

1 SCOPE
This part of ISO/IEC 17050 specifies general requirements for supporting documentation
to substantiate a supplier's declaration of conformity, as described in ISO/IEC 17050-1.
For the purposes of this part of ISO/IEC 17050, the object of a declaration of conformity
can be a product, process, management system, person or body.
Instead of "supplier's declaration of conformity", the term "declaration of conformity" can
be used when appropriate.

document. For dated references, only the edition cited applies. For undated references,

3 TERMS AND DEFINITIONS

For the purposes of this document, the terms and definitions given in ISO/IEC 17000
apply.
Note 1 "Supplier's declaration of conformity" is a "declaration" as defined in ISO/IEC 17000, i.e. first-party attestation.
Note 2 To avoid any confusion with attestation by certification bodies, the term "self-certification" is deprecated and
should not be used.

4 GENERAL REQUIREMENTS

4.1 Traceability
Supporting documentation shall be developed, kept, controlled and maintained in a way
that allows traceability from a supplier's declaration of conformity.

Una dichiarazione di conformità del fornitore è una forma di attestazione di conformità atta
a soddisfare le richieste di fiducia provenienti dal mercato e dalle autorità in ambito
legislativo. L'accettazione di una dichiarazione di conformità del fornitore potrebbe essere
migliorata conservando informazioni documentate sulle quali il fornitore basa la
dichiarazione e rendendo tale documentazione disponibile su richiesta.
La conformità di un prodotto (comprendente un servizio), processo, sistema di gestione,
persona o organismo ai requisiti specificati, che può comprendere documenti normativi
come norme, guide, specifiche tecniche, leggi e regolamenti, può necessitare di essere
convalidata in modo rigoroso sotto la responsabilità del fornitore, indipendentemente dal
settore industriale coinvolto.

1 SCOPO E CAMPO DI APPLICAZIONE

La presente parte della ISO/IEC 17050 specifica i requisiti generali per la
documentazione di supporto per convalidare una dichiarazione di conformità del fornitore,
come descritto nella ISO/IEC 17050-1.
Ai fini della presente parte della ISO/IEC 17050, l'oggetto di una dichiarazione di
conformità può essere un prodotto, processo, sistema di gestione, persona od organismo.
Al posto di "dichiarazione di conformità del fornitore", può essere utilizzato, quando
appropriato, il termine "dichiarazione di conformità".

2 RIFERIMENTI NORMATIVI
I documenti richiamati di seguito sono indispensabili per l'applicazione del presente
documento. Per i riferimenti datati, si applica solamente l'edizione citata. Per i riferimenti
non datati si applica l'ultima edizione del documento a cui si fa riferimento (compresi gli
aggiornamenti).

3 TERMINI E DEFINIZIONI
Ai fini del presente documento si applicano i termini e le definizioni specificati nella
ISO/IEC 17000.
Nota 1 "La dichiarazione di conformità del fornitore" è una "dichiarazione" come definito nella ISO/IEC 17000, ovvero
attestazione di prima parte.
Nota 2 Per evitare ogni confusione con l'attestazione da parte di organismi di certificazione, è sconsigliabile e non si
dovrebbe utilizzare il termine "auto-certificazione".

4 REQUISITI GENERALI

4.1 Rintracciabilità
La documentazione di supporto deve essere sviluppata, conservata, controllata e tenuta
aggiornata in modo tale da consentire la rintracciabilità dalla dichiarazione di conformità
del fornitore.

4.2 Availability
The issuer (issuing organization or person) of the declaration of conformity shall make
supporting documentation available, as requested, to the relevant regulatory authority to
the extent necessary to satisfy regulatory requirements. The issuer may make supporting
documentation available to any other requesting person or body.

4.3 Retention period

The retention of supporting documentation shall be for a period in accordance with
applicable laws and regulations, but may be longer at the discretion of the issuer. Specific
needs of customers and other interested parties shall be considered.

5 CONTENTS OF THE SUPPORTING DOCUMENTATION

5.1 The supporting documentation shall include, as applicable, the following information to
demonstrate conformity with the declared requirements (see ISO/IEC 17050-1:2004,
Clause 6 and Annex A):
a) description of the object of the declaration (product, process, management system,
person or body);
b) design documentation (e.g. descriptions, diagrams, drawings, identification of the
area of expertise and competence, specifications);
c) conformity assessment results, such as
- description of methods used (e.g. auditing; audit procedures; batch testing;
design review, verification and validation; inspection; sampling plan; serial
testing; test methods; type testing) and reasons for their selection,
- results (e.g. audit report, test report), and
- evaluation of results, including deviations and concessions;
d) identification and relevant qualifications and technical competence of the first-,
second- or third-party conformity assessment bodies involved, and details of their
accreditation status (e.g. scope, name of the accreditation body).

5.2 Where necessary to demonstrate conformity to declared requirements, the following

should also be included:
a) description of the management system relevant to the object of the declaration;
b) other relevant information (e.g. risk analysis, re-assessment procedures and
schedules).

5.3 Any change in the supporting documentation described in 5.1 and 5.2 which affects the
validity of the declaration of conformity shall be documented.

4.2 Disponibilità
Chi rilascia (organizzazione o persona rilasciante) la dichiarazione di conformità deve
rendere disponibile la documentazione di supporto, su richiesta, alle autorità pertinenti in
ambito legislativo, nella misura necessaria a soddisfare i requisiti in ambito legislativo. Chi
rilascia la dichiarazione può rendere disponibile la documentazione di supporto per ogni
altra persona od organizzazione richiedente.

4.3 Periodo di conservazione

La durata della conservazione della documentazione di supporto deve essere conforme
alle leggi ed ai regolamenti applicabili, ma può essere più lunga a discrezione di chi
rilascia la dichiarazione. Devono essere prese in considerazione le esigenze specifiche
del cliente e delle altre parti interessate.

5 CONTENUTO DELLA DOCUMENTAZIONE DI SUPPORTO

5.1 La documentazione di supporto deve comprendere, per quanto applicabile, le seguenti

informazioni al fine di dimostrare la conformità ai requisiti dichiarati (vedere
ISO/IEC 17050-1:2004 punto 6 e appendice A):
a) descrizione dell'oggetto della dichiarazione (prodotto, processo, sistema di gestione,
persona o organismo);
b) documentazione di progetto (per esempio descrizioni, diagrammi, disegni,
identificazione dell'area di professionalità e competenza, specifiche);
c) risultati di valutazione della conformità, come:
- descrizione dei metodi utilizzati (per esempio audit, procedure di audit, prove su lotti,
riesame del progetto, verifica e validazione, ispezione, piano di campionamento,
prove in serie, metodi di prova, prove di tipo) e ragioni della loro scelta,
- risultati (per esempio rapporto di audit e rapporti di prova), e
- risultati della valutazione comprendenti deviazioni e concessioni;
d) identificazione, qualificazione e competenza tecnica pertinenti degli organismi,
valutazione di conformità di prima, seconda o terza parte coinvolti, e dettagli del loro
stato di accreditamento (per esempio campo di applicazione e nome dell'organismo
di accreditamento).

5.2 Per dimostrare la conformità ai requisiti dichiarati dovrebbe essere incluso, ove
necessario, quanto segue:
a) descrizione del sistema di gestione relativo all'oggetto della dichiarazione;
b) altre informazioni pertinenti (per esempio analisi dei rischi, procedure e programmi
di rivalutazione).

5.3 Ogni modifica nella documentazione di supporto descritta nei punti 5.1 e 5.2, che
influenza la validità della dichiarazione di conformità, deve essere documentata.
