AIB LIFTS INSPECTION REPORT

0.LIFT EXECTIVE SUMMARY


WE-MEP Consultants Ltd Lift maintenance team specialists has conducted the general inspection
of lifts of Alliance Investment Building on 23rd December,2022 where 4 lifts (the 3 passenger (A,
B, C) and 1 service (goods lift)) of KONE Brand were checked to ensure occupational safety and
health for the lift users and findings together with the recommendations. In the following report
we will going to give details on defects found for each lift, Corrected defects during assessment,
General conclusion and recommendations.

1. THE PURPOSE OF LIFT INSPECTION

The purpose of this inspection is to provide all defects of these 3passengers lifts named A, B&C
and 1 service (goods) lift in AIB under management of RWANDA HOUSING AUTORITY for
his occupational safety and health of the lift users.

2. TECHNICAL INFORMATION OF INSPECTED LIFTS

2.1. PASSENGER LIFTS

There are 3 passenger KONE Lifts, machine room-less model with rated Load of 1000Kgs,
13/15 Persons. Serving 11floors of the building with Max Travel height of 41Meters, triplex
control, Speed 1.6m/s. These lifts have a converter with Variable voltage, variable frequency,
Machine with permanent magnet gearless drive. With hall car operating panel. The lift was
suspended by 6suspension ropes, Suspension ropes were diverted to the lift car and
counterweight respectively using diverting pulleys.

2.2. SERVICE LIFT (GOODS LIFT)

This service lift of KONE brand with machine room less model of rated Load of 1000Kgs,
serving 11floors and Max Travel height of 41Meters. Speed 1.6m/s, the lift has a converter with
Variable voltage, variable frequency, Machine with permanent magnet gearless drive & car
operating panel inside the car.

3. BASIC STRUCTURE AND FUNCTION OF INSPECTED LIFT PARTS

3.1. LIFT MACHINE

The KONE motor is a gearless synchronous machine driven by a drive with variable frequency.

3.2. CONTROL PANEL

The control panel is the heart of elevator system.it uses the data from the signalization system to
drive the elevator to the correct destination.it is also gathers the information from the operation
of the elevator. The elevator drive buttons and the car lighting supply switch are also located in
the control panel.

3.3 OVERSPEED GOVERNOR

The function of the overspeed governor is to stop the elevator with the help of brakes and safety
gear if the elevator car exceeds its maximum speed. The governor is a mechanical device it can
be function even during power failures.

3.4. SAFETY GEAR

The safety gear is a mechanical device attached to the elevator car frame. When the elevator car
exceeds its maximum speed and governor locks the governor rope, the safety gear firmly grips
the guide rails and stops the elevator car.

3.5. BUFFERS

In compliance with safety regulation, spring, hydraulic or polyurethane buffers are present below
the car and counterweight. They can prevent either the car or the counterweight from crashing
against the bottom of the elevator shaft, in case that limit safety switches do not work properly.

3.6. ELEVATOR CAR

The purpose of the elevator car is to provide an enclosure for passengers so that they may be
carried safely from floor to floor. The elevator car is surrounded by a car frame to strengthen the
elevator car.

3.7. ELEVATORS DOORS

Doors are installed on each floor and on the elevator car to protect users from inuring themselves
during elevator operation. Photocells have been installed on the elevator car to prevent the doors
from closing if someone is entering or exiting the elevator, or is standing too close to the doors.

the doors are also fitted with a special lock, which keeps the doors closed and locked if the
elevator car is not on a landing.

3.8. COUNTERWEIGHT

The counterweight is connected to the elevator car by suspension ropes. its function is to reduce
the strength necessary to move the car during its operation.

3.9 SUSPENSION ROPES

The elevator ropes are specially made steel ropes. They are used to support the car and
counterweight and transmit the movement among: traction machine, car and counterweight. The
use of multiple ropes eliminates the risk of a hazard due to rope breakage.

3.10. CAR AND COUNTERWEIGHT GUIDES

Car and counterweight guides are rigid steel guides, guiding the car and counterweight through the
elevator shaft. Guides rails are attached vertically to the wall on each side of the elevator shaft by
fixing.

3.11. SIGNALIZATION AND LANDING CALL STATION

The signalization system and the landing call stations are the user interface of the elevator. With
operating panels and displays it inform the passengers of the position of the elevator and set
destination floor.

4. DEFECTS FOUND ON INPECTED LIFTS

The inspection was done into two parts, at first there was a visual inspection with a lift inspection
checklist after there is also a test requirements of different lift safety structure to check if the
installation of these lifts meets the local regulations and safety standards. After inspecting the
following defects were found:

4.1. LIFT GENERAL MAINTENANCE AND FULLY CLEANING DEFECT

This defect is for all 5passenger (A, B and C) and service lifts. It seems there is longtime no
maintenance done for all lifts. Normally after commissioning the lifts need to be maintained and
serviced every month by cleaning of top car, inside the car, lift pit, landing door, car door with
required cleaning products or material to make them in good working order.

4.2. AUTOMATIC RESCUE DEVICE DEFECT

Assessment done shows that for all 4 lifts the safety used for rescuing passengers trapped in an
elevator in case power failure does not working due to longtime without replacing batteries and
these batteries need to be replaced. As per standard RS ISO 4190-1 Lift (Elevator) installation —
Part 1: Class I, II, III and VI lifts, installed lift must have that system working properly.

4.3. ABNORMAL NOISE DEFECT

The defects were found on LIFT A while lift is moving, this means that some adjustment is
needed for cabin guide rails and car door, landing doors to prevent such abnormal noise. This will
be done during general maintenance.

4.4. INTERCOM SYSTEM DEFECT

This defect is found for lift A, B, C and service lift, this system of telephone is not working
properly. this is very important system in the lift because it is helpful while a user is stack inside
the car lift.as solution this system must be well adjusted.

4.5 CAMERA SYSTEM DEFECT

This defect was found for lift A, B, C and service lift. This is missing security system in the lift
for lift users even for the building security issues. For these installed lifts to meet local regulation
and safety quality standard the cameras system must be installed.

5. CONCLUSION AND RECOMMENDATION

5.1. CONCLUSION

Within lift visual inspection and some lift test requirements done, all 4 passenger and 1service
installed lift are working but not in good condition because of many defects found during
inspection done on 23rd December,2022 to ensure occupational safety and health for the lift users
in the building as per standard RS ISO 4190-1 Lift (Elevator) installation — Part 1: Class I, II, III
and VI lifts.

5.2. RECOMMENDATIONS

The following recommendations should be put into consideration in order to keep the lifts in good
working order by reducing the number of unplanned and breakdown failure:

1. All lifts need to be generally fully maintained.


2. The defects on each lift must be repaired for safety of the users.
3. To keep all lifts in good working order periodically monthly maintenance is as must per
standards.
