THE PROBLEM: RATIONALE AND BACKGROUND
Introduction
But some schools at different countries have begun to give their youngest
students a break. A Massachusetts Elementary School has announced a no-homework
pilot program for the coming school year, lengthening the school day by two hours to
provide more in-class instruction. “We really want kids to go home at 4 o’clock, tired. We
want their brain to be tired,” Kelly Elementary School Principal Jackie Glasheen said in
an interview with a local TV station. “We want them to enjoy their families. We want
them to go to soccer practice or football practice, and we want them to go to bed. And
that’s it.” A New York City public elementary school implemented a similar policy last
year, eliminating traditional homework assignments in favor of family time.
The change was quickly met with outrage from some parents, though it earned
support from other education leaders. New solutions and approaches to homework
differ by community, and these local debates are complicated by the fact that even
education experts disagree about what’s best for kids.

Currently, one of the trending topics on social media platforms in the Philippines
is the proposed “No Homework” policy among students. House Deputy Speaker and
Sorsogon Representative Evelina Escudero is pushing for the House Bill 3611 which
seeks for conducting all lessons and activities in school. The said proposal which covers
Kindergarten to Grade 12 gained different reactions from the people most especially
from the students and teachers. With that, there are students who are in favor of the
proposal citing their desire to spend more time with their families and focus more on
important tasks and reduce the risk of engaging to unhealthy activities. On the other
side, there are those who recognize the importance of giving assignments and its being
a way for them to learn things on their own first.
Since 'no homework' policy became controversial, the researchers wanted to find
out if there is a significant effect on no homework law towards academical behavior
among Senior High School students.

On August 28th of 2019, Senator Grace Poe filed a Senate Bill 966 or the
proposed "No Homework Law," banning teachers to give homework or assignments to
students from Kinder to Grade 12 on both public and private schools in the country on
weekends. Under the proposed measure, teachers may only assign homework to
students on weekends provided that it will minimal and will not require more than four
hours to be completed. Through ‘no homework’ policy students will find balance
between their academic development and personal growth by having ample time for
enjoyable activities with family.
In connection with this, House Deputy Speaker Evelina Escudero and Quezon
City Representative Alfred Vargas filed separate bills in August. Escudero filed House
Bill (HB) No. 3611, which seek to remove homework as a requirement and have Kinder
to Grade 12 students do academic activities solely within school premises. On the other
hand, Vargas filed HB No. 3883, which seeks to eliminate homework on weekends for
all elementary and high school students. With that students will be stress free, more
productive and attentive during class.
The Department of Education (DepEd) expressed its support to the proposed “no
homework” policy for primary and secondary students and cited the DepEd
Memorandum No. 392 series of 2010, which advised teachers to limit assignments
given to students on school days. The memorandum, signed by the Education
Secretary Armin Luistro, also proposed to eliminate homework on weekends to give
students more quality time with their loved ones.
With all these changes in our law regarding student’s homework, how they
respond with the said law? In this research, the researchers are going to investigate the

effects and outcome of 'no homework' policy to find out if there is significant effect on
‘no homework policy’ towards academic behavior among Senior High School students.

The primary aim of this study is to identify the effects of 'no homework' policy towards
academic behavior among Senior High School students.
1. What are the effects of ‘no homework policy’ towards academic behavior among
Senior High School students?
2. In what way does ‘no homework policy’ contribute towards academic behavior
among Senior High School students?
This study will be a significant endeavor in investigating the effects of ‘no homework
policy’ towards academic behavior among Senior High School students. Moreover, the
results of the study will be beneficial to the following:
Students - The findings of the study will let them have an insights about the proposed
law and its possible outcome in their academic behavior.
Teachers - The findings of this study will give them insights of how 'no homework'
policy affects their job.
Future Researchers - The findings of this study will serve as a reference material and
a guide for future researchers who wish to conduct the same experimental study. In
addition, it will also help to develop the scope of this research.

This research will be about the effects of 'no homework' policy towards academic
behavior among SHS students. The respondents for the data gathering will be the
selected grade twelve (12) Humanities and Social Sciences (HUMSS) students of
National College of Science and Technology – Senior High School.
This study is to be conducted to know the effects of 'no homework' policy towards
academic behavior among Senior High School students and if there is significant effect
on 'no homework' policy towards academic behavior among Senior High School
students through survey questionnaire.
Definition of Terms
No Homework Policy For Kinder To Grade 12 (House Bill No. 3611) - a bill which
seeks to remove homework as a requirement and have Kinder to Grade 12 students do
academic activities solely within school premises.
No Homework on Weekends Policy (House Bill No. 3883) – a bill which seeks to
eliminate homework on weekends for all elementary and high school students.
No Homework Law (Senate Bill 966) – states that all primary and secondary schools
in the country shall not allow teachers to give any network or assignments to students
from Kinder to Grade 12
Solely - something done for only one reason done without others involved.

Related Literature
Escudero, carrying heavy school bags to-and-from schools may lead to fatigue, spinal
diseases and other related afflictions among students. Schoolchildren carry heavy bags
as they feel compelled to bring home all their books and activity kits because of the
daily homework given by their respective subject teachers. Moreover, it also seeks to
compel schools and teachers to implement a "more holistic and effective pedagogy" by
conducting all lessons and activities in school. Giving of homework assignments to
conclude a lesson is a hallmark of Philippine pedagogy which also needs to be seriously
assessed.
Michelle Catap Lacson (2019), mentioned that of the three proposals filed, the
most plausible one is the bill filed by Senator Grace Poe. Homework or assignments
and other take-home activities from the school reinforce the network of the school and
home as complementary agents needed in the teaching and learning process,
particularly to that of learners aged 5-16 years old. Teachers can only do so much in the
classroom, and the kind of activities and projects being required of students can also
forge a bonding moment for parents and their kids. It's just a matter of having the right
perspective. In the same manner, doing homework promotes a sense of responsibility
and diligence among our learners, teaching them the values of hard work and
industriousness.
Parents saying that their home is no longer a battle field.” The educators claim that the
learners are sleeping better. This response given by the educator is in coherence with
what Marzano and Pickering (2007) mention in their study, as considered in the
literature review. According to one of the educators, due to the no-homework policy, the
learners appear to be reading more. In addition, the educator asserts that they also get
to read about the latest news.
The Manila Times (2019), cited that although the concern for the welfare of
students and their families is appropriate, that welfare will be hurt in the long run if the
students fall short of the volume of educational content they can access, developing
problem-solving and creative thinking skills, and parental awareness and involvement in
their educational activities. As a result of a “no homework” policy, Filipino students will
be less prepared for higher education or the workforce, and ultimately the entire country
will suffer the consequences. Rather than a “no homework” policy, DepEd should review
and modify existing policies regarding homework to ensure that they meet productive
goals. Homework should have clear educational objectives, and certainly should not
pose undue physical and financial burdens on students and their families. Those
standards can be achieved, however, without resorting to banning homework entirely,
and still ensure that our youth are adequately prepared to take on the challenges of a
competitive world.

Over the past few days, various TV, radio stations and leading newspapers in the
country published numerous reports pertaining to now controversial “No Homework
Policy.” Alfred Vargas proposed a House Bill that sought a homework ban during
weekends to provide "development opportunities to students in aspects outside the
classroom." Citing the time that students would spend on homework could be dedicated
instead to honing entrepreneurship skills with their family and friends, or joining sports
competitions and artistic workshops. A separate bill by House Deputy Speaker Evelina
Escudero seeks a no-homework policy for kinder to grade 12 students. Students in this
level will also be barred from taking their textbooks out of all public and private schools,
under the measure. In the Senate, Sen. Grace Poe filed Senate bill 966 or the proposed
"No Homework Law" mandating all primary and secondary schools in the country to not
allow teachers to give any homework or assignments to students from Kinder to Grade
12 on weekends.
Leonor Briones (2019) backed the bills banning homework among learners. In an
interview, Education Secretary Leonor Briones noted that DepEd already had an
“existing policy” which discourages giving of homework to learners. Briones was
referring to the DepEd Memorandum No. 392 series of 2010 which was issued by
former Education Secretary Br. Armin Luistro. The said memorandum directed schools
that “no homework/assignments shall be given during weekends for pupils to enjoy their
childhood.” In a statement, DepEd will soon release a “more precise” guideline on
regulating the amount of homework given to students. Stressing DepEd’s current
guidelines state that no homework should be given on weekends, while teachers are
advised to limit assignments during weekdays especially on particular subjects. Noting
that despite the earlier directive given by her predecessor, there are still schools that
continue to give homework to their students “that’s why lawmakers proposed” these
bills.
Senator Pia S. Cayetano (2019), stated that Department of Education can step
up and come up with better guidelines. It can't be [just a choice between] homework or
no homework only, one should study the effects of homework [in students' educational
development], and find measures that can provide more holistic learning environments
for Filipino children. Cayetano believes younger students should be given less
homework, but clarified that she would first want to study proposals carefully before
making an informed decision.
Rev. Fr. Antonio Cecilio T. Pascual (2019), mentioned that children’s education—
whether inside or outside the school—cannot be measured alone by their ability to finish
assignments. Teachers help mold the children, but their basic physical, educational and
spiritual formation rest exclusively with their parents. Much like what Pope Francis said
in Amoris Laetitia, teaching children is the most serious duty of parents and their
primary right. Thus, schools should be helping parents to achieve their duties to their
children. Which is why, if the children are home, with or without homework, the parents
have to ensure that their children are well-rested, are taught discipline through caring
ways, and still learn from anything they are doing outside school.
Joe Pinsker (2019), explained that America has long had a fickle relationship with
homework. A century or so ago, progressive reformers argued that it made kids unduly
stressed, which later led in some cases to district-level bans on it for all grades under
seventh. This anti-homework sentiment faded, though, amid mid-century fears that the
U.S. was falling behind the Soviet Union (which led to more homework), only to
resurface in the 1960s and ’70s, when a more open culture came to see homework as
stifling play and creativity (which led to less). But this didn’t last either: In the ’80s,
government researchers blamed America’s schools for its economic troubles and
recommended ramping homework up once more. But not without pushback. As many
children, not to mention their parents and teachers, are drained by their daily workload,
some schools and districts are rethinking how homework should work—and some
teachers are doing away with it entirely. They’re reviewing the research on homework
(which, it should be noted, is contested) and concluding that it’s time to revisit the
subject.
If the “No Homework Policy” is passed into law, the Philippines wouldn’t be the
first country to do so. Students in Finland, Denmark, and Sweden already spend zero to
just a few hours every week on homework, along with other education policies. Many
teachers had also sent their students “unconventional homework” (e.g., spend time with
parents or try a new activity). Most parents and kids from these schools and classes
loved it — and for valid reasons: The more holistic approach to learning has been
proven to produce academic achievers, as well as healthier students who are more
confident and more secure. These schools and teachers show that kids can benefit from
having little to no homework. To avoid complaints on overly congested curriculum and
school requirements, homework should no longer be required from the learners
(Briones, 2019).
Synthesis
TV, radio stations and leading newspapers in the country published numerous
reports pertaining to now controversial ‘No Homework Policy.’ A separate bill has made
that sought a homework ban during weekends to provide "development opportunities to
students in aspects outside the classroom." Citing the time that students would spend
on homework could be dedicated instead to honing entrepreneurship skills with their
family and friends, or joining sports competitions and artistic workshops. Homework
should not be seen as a way to torture students. The continuous learning of children
outside school is important for them to have discipline and to learn to be responsible.
No homework policy is such a good idea so that students find balance between
their academic development and personal growth by having ample time for enjoyable
activities with family. However, there is a lot of different things to consider in this
proposed law such as its impact on teacher’s strategy in developing students
understanding. This literature review focuses on the effects of the ‘no homework’ policy
towards academic behavior among students and its possible contribution to their
academic performance. Five studies reviewed including the ‘no homework’ policy in
different countries and its application result.
If the “No Homework Policy” is passed into law, the Philippines wouldn’t be the
first country to do so. Students in Finland, Denmark, and Sweden already spend zero to
just a few hours every week on homework, along with other education policies.

CHAPTER 3
METHODOLOGY
This chapter presents the methods and procedures that were employed in this
study. It discusses the research design, the population, the sampling method, statistical
treatment of data and the data gathering process. This chapter is showing how the
researcher came to the necessary data for this study, and how these data were
analyzed, interpreted and presented in the easiest way possible.
Research Design
This study is all about the effects of 'no homework' policy towards academic
behavior among Senior High students. The researchers employ a quantitative research,
specifically a case study. Qualitative research gives a measure of how many people
think, feel or behave in a certain way through methods such as survey questionnaire as
well as the aim of this study. The researchers wanted to know what were the effects of
no homework policy towards academic behavior among Senior High students. In data
gathering, the researchers developed the questions about the possible strategies that
could be use in the study. The gathered data from the respondents was carefully
analyzed.
Population/Respondents
The respondents will serve as the main source of data for the study. The
participants are selected grade twelve (12) HUMSS students of NCST-SHS. The
researchers have reached thirty (30) students to become their respondents for the
survey.
Sampling Method
The statistical method that was used in analyzing the data are Percentage,
Weighted Mean, Composite Mean, and the Five-Point Scale.

The researchers got the permission of the principal and the Senior High School
Coordinator through letter to conduct a survey in National College of Science and
Technology- Senior High School. Next, the researchers assigned each members to
different areas to conduct a survey. Lastly, the researchers briefly explained the current
occurrences, and kindly asked respondents permission before conducting a survey.
CHAPTER 4
This chapter presents the data gathered, the results of statistical analysis and
interpretation of findings. These are presented in tables and figures following the
sequence of specific research problem regarding the Effects of ‘No Homework Policy’
towards Academic Behavior among Senior High School students.

Table 1.1 presents the profile of the respondents in terms of their gender. The
data shows that there are thirty (30) respondents, 63% are male and 37% are female.

Based on the graph above, the female respondents have an advanced number
with a total of 77% of the population. Male respondents, on the other hand have a small
decrease of number which comprises 23% of the population.

Table 2 presents the profile of the respondents in terms of their age. There are
thirty (30) respondents, 57% are those in the age of seventeen (17), 30% whose age
are eighteen (18), 10% whose age is nineteen (19) and 3% in the age of twenty (20).

Based on the graph above, respondents whose age are in seventeen (17) have
an advanced number with a total of 77% of the population. Respondents, whose age
are eighteen (18) have a decrease of number which comprises 23% of the population,
10% are respondents aged nineteen (19) and the lowest, twenty (20) with a total of 3%

This part presents the findings, analysis and interpretation of data gathered
whose main objective is to found out the effects of ‘No Homework Policy’ towards
Academic Behavior among Senior High School students.

The table above shows that the respondents are strongly agree to the statements
that ‘No Homework Law’ will be prepared for higher education and workplace. Students
will also be responsive to the challenges and demands of very competitive market with
the implementation ‘No Homework Law’. It resulted to a weighted mean of 3.10 and
3.20 respectively. The respondents then agreed that ‘No Homework Law’ will not
prevent students to apply knowledge gained in classroom, will eliminate sleep
deprivation and make students more productive in class and students will be stress free
for them to be attentive during class hours. It eventually resulted to a weighted mean of
2.93, 2.77 and 2.87 respectively. These weighted mean produced a grand mean that is
equal to 2.97. The table showed that the respondents are agree that the effects of ‘No
Homework Law’ will resulted to this law prepares students for higher education, prevent
students to apply knowledge gained in classroom, eliminate sleep deprivation and the
students will not be stress free.

The graph above shows a weighted mean of 3.10 and 3.20, which means the
respondents are strongly agree to the effects of ‘no homework policy’ which is the
students will be prepared for higher education or workplace and will be responsive to
the challenges and demands of very competitive market through ‘no homework law’.
With a weighted mean of 2.23, respondents agreed that ‘no homework policy will not
prevent students to apply knowledge gained in classroom. Also, with a weighted mean
of 2.77, the respondents agreed that no homework law eliminate sleep deprivation and
make students more productive in class. Lastly, with a weighted mean of 2.87,
respondents agreed that students will not be stress free with no homework law for them
to be attentive during class hours.

The table above shows that the respondents agreed to the statements that ‘No

The graph above shows a weighted mean of 2.97 which means that the
respondents agreed to the contribution of ‘no homework policy’ which is ‘No homework’
policy let students explore things outside the regular class curricula. A weighted mean
of 2.90 which means, respondents agreed that the contribution of no homework policy
shows that it enables learners to find balance between their academic development and
personal growth. Additional time spent on homework also has a negligible impact on the
performance of students. With a weighted mean of 2.77, respondents agreed that ‘no
homework policy reduces issues with classroom burnout for students. Lastly, with a
weighted mean of 2.73, respondents agreed that no homework policy let students
explore things outside the regular class curricula.
Hypothesis Conclusion
In explaining this result, it can be stated that F-computed value is -4.40 and
critical value is 2.98. Data shows that null hypothesis states that “There is -- significant
effect on ‘No Homework Policy’ towards Academic Behavior among Senior High School
students.
The purpose of study entitled “No Homework Law: A Case study on ‘No
Homework’ Policy towards academic behavior among Senior High students,” is to
Understand the effects of ‘no homework policy’ on student’s academic behavior.
After analyzing the data gathered from the results of conducted survey the
following findings are revealed.
Based from the summary of findings, respondents strongly agreed that ‘no
homework’ law will prepare students in higher education or workplace and they will be
opinion revealed that majority of the respondents agreed that ‘No homework’ policy will
deprivation and make students more productive in class, and students will be stress free
for them to be attentive during class hours. The extent of data gathered a grand mean
homework law’ as they are studying in Philippines. To test this, the researchers
conducted a survey and discovered that the respondents agreed that ‘No homework’
policy let students explore things outside the regular class curricula, allows to rest or
limits their workload, enables learners to find balance between their academic
development and personal growth, additional time spent on homework has a negligible
impact on the performance of students, and reduces issues with classroom burnout for
