CHAPTER 1
1.1. INTRODUCTION
This research tackles the importance and essence of a retirement facility having
the upper hand due to it being a smart home or facility where in they could stay
and have the comfort that they need.
This research is not meant to go against the norm in our country specially being
a family-oriented country. It is not an institution rather a facility wherein they
could easily come and go whenever they want to or they need to as long as they
are fetched or accompanied by.
The living needs and other circumstances change for many elderlies therefore
needing much more attention and care than the usual. It is necessary that they
are surrounded by a supportive community and is given fewer responsibilities in
their day-to-day life.
This study aims to give the elderly a chance to enjoy life at its finest and make
any tasks doable and enjoyable. Each amenity and building are equipped with
the latest technologies that can be controlled at the tip of their fingers and making
small tasks such as walking, exercising and going somewhere, more
manageable and easier to do giving the all over experience in the facility worth
every inch of their life more memorable.
This research is not only for luxury and making things much more manageable
but also gives the best security needed for the safety of the users and gives an
assurance to the family of the users or elderlies inside and outside the facility

The purpose of this study is to examine and implement the smart technology in
accordance to the needs of the retirement center.
Providing a facility that caters latest technologies and offers solutions to help the
users or occupants in improving their experiences and reduce cost in particular
for manual operation and helps enhance minimizing manual labor.
This study aims to give the elderlies a relaxing and fun place to visit or stay, if
necessary, this facility is not an institution rather it is a community inside a facility
wherein the elderlies could either leave or enter whenever they want to. It is
aimed to provide not only homes or medical facilities where they could stay worry
free but also provide amenities and recreational facilities that they could use
throughout their stay.
This study aims to give an open-air facility in order to utilize and maximize the
natural ventilation of Baguio city therefore cutting expenses for the electric
consumption by using a proper air distribution system which can control the
ventilation rate.
In this research it is aimed to give the best possible care facilities an elderly can
have specially to those who need an intensive maintenance and care by
providing the required machines and technologies needed for their quality of life.

The benefits of moving in or visiting a retirement center are that elderlies would
never have to worry about their home expenses or budgeting for their food, and
medical care. They could also enjoy a lot of things they failed to enjoy due to
working or caring for their family. Upon moving or dropping by they could also be
revitalized and can explore in making new friends inside the community. They
would be well cared for by health care professional’s that would be in charge of
their health, needs and wants while inside the facility.
This facility also includes Hospice and Palliative Care facilities. In Accordance to
the National Hospice and Palliative Care Organization, hospice care provides
end-of-life care for a terminal individual. The goal of hospice care is to treat
patients that has been diagnosed with chronic illness and to provide the care or
variety of needs that a patient with less than six (6) months to live.

As Filipino’s we are not accustomed by the culture of retirement centers for the
elderlies, but some researchers such as Retirement and Healthcare Coalition
Executive Director Marc Daubenbuechelare remains optimistic that somewhere
in time, we can accept the fact that when the elderlies reach the right age, they
should be placed in a well-grounded facility that can cater all their needs that
some of the household members cannot commit to.
In recent studies it is estimated that there are over seven (7) million senior
citizens in the Philippines and ninety percent (90%) of the population are not
given the sufficient health care and needs. And in 2020 the recent numbers were
doubled from eight percent (8%) to sixteen percent (16%). And in recent
interviews according to business mirror, a lot of nursing or retirement facilities
show promising ventures and technologies needed to fulfill the needs of the
elderlies, but the country’s family-oriented cultures are a big significant obstacle
due to wrong perceptions of the norm by most people they choose to defy the
new normal where in elderlies can benefit from.
In this era most of the retirement facilities available struggle to deal with
problems such as the occurrence of abuse committed inside the elderly homes or
institutions, many cases of elderly abuse in many forms such as physical, verbal,
psychological and financial abuse. In the Philippines these abuses are not
properly reported or is not reported at all to the authorities by some elderly
facilities. Health status is also one of the known problems retirement facilities are
experiencing due to lack of resources and adequate facility that can cater a safe
environment to avoid high risks of developing disabilities and contracting

diseases. And part of the insuperable problem that occur in a retirement center
us security in every way possible some of the available facilities has limited
resources to give the fullest security that can attest to the real time data needed
for security purposes.
Senior citizens that are part of the low-income group have been facing obstacles
wherein they have not been receiving proper care or have been institutionalized
due to poverty.

While many oppose to the said idea of having the elderly member of the family
be placed in an isolated place allocated for elderlies specifically. According to the
House of Representatives the population of senior citizens is expected to
increase to 9.2 million since 2016, (1) one million of them are indigent or needs
help in shelter, food and medicine.
A facility that offers placidity, care and a place for seniors to safely and happily
explore their new or old interest and give them facilities that can help them
actively be engaged in a community life. Not only can they achieve having fun
but also be offered a quiet place wherein they could simply relax and socialize
with their co-elderly.
As the elder population multiplies it can be said that the incidence of elder abuse
will also multiply. It is about time that we recognize the seriousness of the
problem and take steps to prevent it (Santiago, 2008). Abuse has developed into
a public health and criminal justice concern. The fields of public health and
criminal justice have therefore dictated to a large extent how abuse of the elderly
is viewed, analyzed, and how it is dealt with (WHO, 2002). According to the
representatives of the World Health Organization (WHO) and other experts, the
problem of violence against the elderly seems to be growing as the world now
has a greater number of nations with aging populations. It is estimated that more
than 10,000 people in 46 countries around the world are subject to physical
violence every day, according to “World report on violence and health” released
by WHO this year. On a yearly basis, one million old people are subject to sexual
abuse while 29 million are subject to psychological abuse and about 6 million are

subject to financial abuse. Data also from the World Health Organization (2011)
report and other studies also indicate that elderly people with physical disabilities
or mental disorders are more prone to violence and abuse. Additional to that,
creating awareness, better social education and tougher inspections could
prevent elderly abuse.
This research aims to offer a facility that can cater not only those average and
high-income groups but also the one’s that belong on the low-income group. That
can be made possible thru the Republic Act 7432, and Act to maximize the
construction of senior citizen to nation building. Which is the early law on the
elderly that is acted upon on July 22, 1991, it grants benefits and special
privileges to senior citizens that grants 20 percent discount from all
establishments, hotels, lodging, restaurants, recreation centers and purchase of
medicines nationwide.

To offer new technologies that can be used for this project and methods on how
it can be implemented such as the ZigBee and Z-Wave, for this is the most
common home automation communication protocol used this time around where
in it uses a mesh network technology, short range, low power radio signals to
connect in a smart home system. All the devices to be used in the facility is
controlled by a master home automation controller also known as the smart
home hub, it is the hardware or software that is connected to all the devices used
for network and controls smart home devices such as doorbells, lights, locks,
security cameras, and thermostats, it is the device that acts as the central point
of the smart home system it can sense, process and communicate through the
data wirelessly.

To give the convenient and automated setup all throughout the building where in
appliances, devices, security, temperature, lighting, audio/ visual aids, assistants,

Scope
This study focuses on the exterior design of the facility which has an impact and
synergy from facilities to be located inside the premises and the technologies that
will be present inside giving the workers all necessary means to offer the best
possible care needed by elderlies and the security of the whole compound in
order to make it safe for the elderlies and gives the family members a peace of
mind that their family member is well taken care of.
This is aimed for the elderlies at the age group of sixty-two (62 and above) which
consumes (16.5%) sixteen point five percent of the total population in the
Philippines where in the demand for health services increase due to the reason
that older people tend to suffer from degenerative and communicable diseases
due to ageing of the body’s immune system that can lead to morbidity and
infections that can cause impairments and difficulty in walking, chewing, hearing,

This research aims to follow the mandate of republic act 7876 providing an
establishment that caters to older person in the age range of (62) sixty-two and
older that can serve the venue that can conduct socialization, interaction and
other meaningful activities. And provide the necessary technical assistance in
form of social and recreational services, health care and personal care services,
spiritual services, livelihood services and volunteer resource services.

Spaces to be built inside the facilities are courts, walking paths, putting greens,
theater rooms, business centers billiard and darts, exercise areas and
equipment’s, fireside patios and kitchens, Jacuzzi’s, spa, massage rooms, indoor
swimming pools, yoga rooms, water aerobics, café, cafeteria, clubs, clinics,
family areas, bedrooms, classrooms, bathrooms, sauna rooms, medical facilities,
medical related exercise area and serenity rooms. These facilities are aimed to
give the elderlies their much-needed retirement plan where they could enjoy and
make their lives as peaceful as possible.

The retirement center is also incorporated by a modern Bahay Kubo design that
uses indigenous materials and variety of bamboo so that the overall look of the
building is aesthetically pleasing and is visually and mentally relaxing making the
elderlies less obnoxious and stressed in their new surroundings. This design
makes the overall feel and look of the building less constrained and hospital
looking so that the elderlies can feel like they are on vacation and can acclimate
faster and better in the new normal they would and can spend their new chapter
in.

husks to serve as the main source of power all throughout the building

this is glass that is a combination of ordinary glass that has more thickness, UV
proof and sound proof which is better for the facility so that outdoor light can still

pass through but emits the UV from the sun rays giving the elderlies extra
protection from its UV rays and is also sound proof therefore emitting noise

The overall design of the building is not only aesthetically pleasing but is also
technology based where in the building would be eco-friendly by having solar
panels so that power would not be a problem since it is a smart facility and by
having an agriculture eco system so that elderlies who wants to experience new
habits or hobbies can do so. Inside the facility there would be walkalators,
elevators, and escalators for their convenience. Since being a technology
advance facility virtual reality rooms and high-tech medical facilities are included
with the help of artificial intelligence.

A wireless system needs a strong Wi-Fi coverage throughout the entire facility

The study is about a proposed retirement building and recreational facilities for
the elderlies by a 5th year Bachelor of Science in Architecture student of Bataan
Heroes College. The research takes place in the city of Baguio, Benguet, located
in the region of cordillera Established in 1909, Geographically located in northern
Philippines in the Luzon Island, is physically situated within the province of
Benguet. With a land area of about 57.49 km2. The country’s summer capital,
has enjoyed economic, political and social prominence for more than a century.

situated at Country Estate, Sheridan Dr, Camp John Hay. this property puts you
close to attractions and interesting dining options. The research has been started
since October 12, 2022 and questionnaires were sent to various respondents on
December 6 2022, and the form was kept open from then up until December 20,
2022 were in the data was sufficient.
The population in this research study are the senior citizens that compromise
13% of the total population, aged 60 and above. Based on various studies it is
projected that by 2050 the population of elderlies over 60 will compromise 20.9%
of the total population.
The total population of Region III (Central Luzon) as of May 1, 2020 was
12,422,172 based on the 2020 Census of Population and Housing (2020 CPH).
Accounted for about 11.4 percent of the Philippine population in 2020.

Among the provinces/city, the highest number of elders was recorded in Benguet
with 22.9 percent of the total senior citizens in the region, followed by Abra with

population was used for statistical testing that best represent the whole data

themselves in a retirement facility in the future due to reasons that they don’t
want to bother other relatives in the future, or meddle with the earnings of their

trained professional and other but upon researching there are some that oppose
to the idea for they want to be near their relatives or they want their family
members to take care of them.

The city has a total land area of 48.9 square kilometers, The City is landlocked
within the province of Benguet, thus bounding it on all sides by its different

With a heading of 6.2808°, range of 402.2568, latitude of 16.41°, longitude of
120.61° and altitude of 1,470 m. Safe haven is a proposed smart retirement and
leisure facility that offers a smart technology domicile, hospice and leisure
facilities that provides care and activities for the elderly to the local or non-local
tourist of region iii, Safe Haven spreads over 1.1 hectares of land bounded on the
E., SE., along lines 19-1-2-3-4-5-6-7-8-9 by lot 20; on the S., and SE., along lines
9-10-11-12-13 by road lot 2, both of the subdivision plan on the w. This project
would approximately cost 207 million pesos. This was computed using the
estimated floor area of the project which is 5750.75 sqm multiplied by the cost
per square meter which is 36,000.00 of the current prevailing value of mid to high
end cost as of 2023.The labor and materials constitute the majority of direct cost
which are contractors profit which is 15%, labor which is 30% and materials that
consist 55%. Which was basis on getting the variables on computation for the
approximate construction project cost.
The funding of this project would come from international investors and local
investors via bank financing or LC (letter of credit). This project has been

income with an approximate ROI (return of investment) of 15 yrs.

5.3 CONCLUSIONS
This project has challenged conventional and controversial ideas about the issue
of retirement facilities and how its perceived according to related literatures and
opinions gathered from the survey form. In doing so, this thesis revises and
tackles the norm in which the retirement centers are perceived as an institution.
Younger generations are much more likely to favor the said study and
acknowledge the thought of going or being part of the retirement community
wherein they could use the facilities whenever they fancy.
The site has met all criteria and expectancy needed for the proposed study and
according to data and surveys the site’s location is the location that meets
standards and criteria that can cater the design and overall look of the proposed
study.

5.4 RECOMMENDATIONS
As per the current trend of our society elderlies has been neglected and
undermined, that is the unfortunate side of reality, but as Filipinos we tend to go

emotional, spiritual, mental and financial stability, therefore recommending that
further study and analysis that is beyond the researchers capability regarding this
matter this unfortunate situation be given enhanced priority both by LGU’s,
families and persona’s and most specially by government agencies.
