42.(8) Subject to the provisions of this Act, the National

Institute of Disaster Management shall function within the
broad policies and guidelines laid down by the National
Authority (NDMA) and be responsible for planning and
promoting training and research in the area of disaster
management, documentation and development of national level
information base relating to disaster management policies,
prevention mechanisms and mitigation measures.
 WHAT IS THE STATUS OF NIDM?
• NIDM is an apex institute on disaster management under the Ministry of Home
Affairs.
• Like many central Universities/IITs/IIMs/IIFM which are created/mandated
under the provisions of a particular National Act of Parliament, NIDM too has
been created by an Act of Parliament.
• NIDM is an statutory body under MHA, mandated with academic functions
under the Disaster Management Act 2005 as well.
• NIDM is a Grantee Organization affiliated to the Union Ministry of Home
Affairs.
• National Disaster Management Authority (NDMA) provides broad guidelines
for the academic functions of NIDM in accordance with the mandates
prescribed in the DM Act.
• Union Home Minister is the President of the Institute and, it’s Governing Body
is chaired by Vice Chairman of NDMA. NIDM functions through its academic
faculty.
 WHAT ARE THE FUNCTIONS OF NIDM: Sec 42 (9) ?
• Develop training modules, undertake research and documentation in disaster
management and organise training programmes;
• Formulate and implement a comprehensive human resource development plan
covering all aspects of disaster management;
• Provide assistance in national level policy formulation;
• provide required assistance to the training and research institutes for
development of training and research programmes for stakeholders including
Government functionaries and undertake training of faculty members of the State
level training institutes;
• Provide assistance to the State Governments and State training institutes in the
formulation of State level policies, strategies, disaster management framework
and any other assistance as may be required by the State Governments or State
training institutes for capacity-building of stakeholders, Government including its
functionaries, civil society members, corporate sector and people's elected
representatives;

• Develop educational materials for disaster management including academic
and professional courses;
• Promote awareness among stakeholders including college or school teachers
and students, technical personnel and others associated with multi-hazard
mitigation, preparedness and response measures;
• Undertake, Organise and facilitate study courses, conferences, lectures,
seminars within and outside the country to promote the aforesaid objects;
• Undertake and provide for publication of journals, research papers and books
and establish and maintain libraries in furtherance of the aforesaid objects;
• Do all such other lawful things as are conducive or incidental to the attainment
of the above objects; and
• Undertake any other function as may be assigned to it by the Central
Government.

WHAT IS THE CAPACITY DEVELOPMENT
INFRASTRUCTURE-NIDM -INDIA
 NIDM’s Two Campuses
Rohini Campus, Delhi:
• NIDM has shifted to its Rohini Campus w.e.f 01st April
2021. The campus has facilities for academic wing
(education, training & research, demonstration
&simulation-based exercises), administrative wing,
Library, Museum, Guest-house, Hostel, Sports &
Recreation center, etc. in the campus. The Hostel
facilities are likely to be operational from April 2022.

Vijayawada Campus Andhra Pradesh:

• NIDM has been allocated land in Vijayawada,
Andhra Pradesh for developing its full-fledged
academic campus. The campus is a scaled down
(approx. 50%) version of Rohini Campus. The
work of the campus is likely to be completed by
31st March, 2022 by the Executing Agency of the
Project i.e., M/s. NBCC.

PROJECT ACCOMPLISHED AND ROLLING DOWN :
A. NATIONAL CYCLONE RISK MITIGATION: NDMA /WB: i)CAPACITY BUILDING ii) PDNA
B. NIDM - UNICEF Collaboration for building Capacity on Social and Behavioural Change
Communication (SBCC) Initiative
Developed a 90 minute training Module on SBCC and 4 sub-modules of 60 minutes each on
sectors namely Earthquake, Cyclones, Floods and Public Health in Emergencies.
B. NIDM-World Food Programme (WFP) Project on Mainstreaming Food and Nutrition strategies
for Emergencies, Preparedness and Response (EPR)
Training Module on EPR prepared and run in online mode, Mapping and Exchange of Good
Practices (MEGP) compendium developed
C. National Environment Forest and Climate Disaster Management Plan
NEFC-DMP is being prepared by MoEFCC with technical support of NIDM in accordance with
the National Policy on DM 2009 and DM Act 2005. The plan will address multi-hazard risk and
vulnerabilities, multi-layer approach to resilience building, and covering all aspects of
environment system in India as a whole with focus on environment, forest and wildlife sector
as depicted under the allocation of business to the Ministry.

D. National Chemicals and Petrochemicals Disaster Management Plan (NCPC-DMP)
The ECDRM Division of NIDM is facilitating the preparation of the 'National Chemicals and Petrochemicals
DM Plan (NCPC-DMP)' for the Department of Chemicals and Petrochemicals, Ministry of Chemicals and
Fertilizers (MoC&F), GoI, with the aim to strengthen the resilience of chemicals and petrochemicals sector
of India to deal with disasters and weather uncertainties.
E. Climate Adaptive Planning for Resilience and Sustainability Development in Multi-HazardEnvironment
(CAP-RES)
The Department of Science & Technology (DST), GoI, under the NKMCC has supported the programme
CAP-RES to be implemented by CECR-ECDRM division of NIDM which focuses on five broad thematic
areas which addresses the present and the future climate induced disaster risk.
F. Child Centric Disaster Risk Reduction (CCDRR) Centre, UNICEF
CCDRR Centre was promoted by NIDM in collaboration with UNICEF. The Centre is supporting States by
organizing CCDRR trainings for building their capacities towards Child related Data Management, Risk
Informed Programming, Child Risk Impact Assessment (CRIA), and Policy Frame-work for capacity
building of Disaster Management Institutions and Universities. The special focus of the Centre is on
issues related to children in disasters and emergencies.
