GENERAL
1.1 The Contractor shall ensure that the Company's property and equipment are not
damaged in the execution of the work. The Contractor shall be held liable for any
such damage.
1.2 The Contractor shall ensure that good housekeeping standards are maintained at the
worksite. Any spillage of oil, sludge, scales, etc., onto the tank compound, drains
and roads are to be cleaned up immediately by the Contractor at his own cost.
1.3 On completion of the work, the Contractor shall clean up the worksite and remove
all debris and waste materials.
1.4 Should any vehicle/equipment break down, the contractor must provide in its place a
similar vehicle/equipment with the same capacity to provide the same service or
provide an approved temporary (period not exceeding two (2) days) alternative to
discharge the obligations without affecting efficiency.
1.5 The Contractor is to maintain all machinery and equipment that may be provided by
the Company.
1.6 The Contractor shall provide a system and administration to maintain a telephone
“Hot Line” service for the whole of Bukom refinery for minor repair requests
including air-conditioning, plumbing and electrical services. The system shall
include a log to record all service requests up to closing-out to track the response
time and duration taken to complete each repair work. The Contractor shall submit
to the Company monthly reports in this respect.
1.7 The Contactor shall provide a team of 2 persons to perform Lift Rescue during
working hours. The team shall be trained by Shell’s approved Lift Maintenance
company. Upon being called though Hotline, the 2-man team shall immediately
travel to the building to assist to bring out the trapped person.
1.8 In a case of emergency (eg. Oil pollution to the sea, fire, etc), the Contractor will be
activated by the Estate Manager to support the Company in supplying labour, tools
& material. All supplied items incluuding manpower shall be recorded and will be
reimburised after the incident.
2.1 If at anytime, the Company deems the Contractor tools, materials, equipment, plants
or transport to be inappropriate, in efficient or inadequate, the Contractor shall take
immediate action to rectify same at no extra cost to the Company.
3. Manpower

deployment of personnel is unsatisfactory, the Contractor shall alter the labour
organisation / deployment plan to meet the requirements of the Company.
3.2 A method statement of methods and equipment to be utilised shall be provided for
the Company's consideration and approval. The method statement shall include
technical information on consumption of water.
4. Workmen Record
Upon award of the contract the Contractor shall submit to the Company a complete
list of his personnel' particulars to be employed under this contract for security
purposes. The worker's name, identity cards and addresses shall be clearly stated in
the list and two copies of the latest passport size photographs of each worker shall
also be submitted therewith. The Contractor shall also be responsible for informing
the Company of any changes in the said list during the term of the contract.
5. Reporting of Defects
Upon the discovery of any defect / damage / loss of sanitary fittings, such as taps,
cisterns, etc. and other Company’s property, the Contractor shall report to the
Company immediately.
The Contractor shall ensure that his personnel does not abuse the facilities in the
Company. Action shall be taken against the Contractor if he fails to observe this
requirement. Examples of such abuse :
i. illegal dumping eg. Leaving litter bags at common corridors, staircases, lift
lobbies, etc.
iv. resting, eating or listening to music along corridors or other circulation space.
7.1 The Contractor and his personnel shall execute the works with the minimum of
inconvenience to the Company employees. The Contractor and his workmen shall
strictly observe all security measures and if such personnel are found not complying
with the regulations they may not be permitted to enter or remain inside the Company
premises.
7.2 During the execution of the work in this Contract the Contractor shall protect the
buildings, the furniture and equipment and such other personal property belonging to
the occupiers of the buildings, from damage, or loss as a result of the carelessness,
negligence or otherwise, of the Contractor's workmen. Any damage or loss that may

result to such property shall be made good or replaced by the Contractor to the entire
satisfaction of the Company and the occupants therein.
7.3 The Company reserves the right to deduct any money or monies due to the
Contractor if such making good/replacement is not done promptly or to the
satisfaction of the Company, or the occupants.
7.4 The Contractor shall ensure that his personnel inform the custodian before entering
and leaving any premises for the purpose of cleaning. Such personnel shall leave the
premises immediately upon completion of the cleaning.
7.5 In connection with the cleaning of the premises, the Contractor shall prepare a time
schedule which shall be given to the Company for approval and be strictly complied
with by the Contractor.
7.6 During the cleaning of the premises, the Contractor and his personnel or agents shall
not remove or displace any documents, files writing materials or personal belongings
from tables, chairs, drawers, cupboard or cabinets unless expressly authorised by the
Company.
7.7 The Contractor shall provide approved colour uniforms and name tags to all his
personnel employed under this contract. He is to ensure that the personnel wear their
uniforms and name tags provided daily while working in the Company's premises.
7.8 Any worker found not properly attired in the approved uniform shall be refused
entry.
8. HSSE
8.1 The Contractor shall ensure that his workmen are properly trained for the work
intended, capable of working at height and are conversant with the proper use of the
safety equipment provided and use them at all times.
8.2 The Contractor shall take necessary action to barricade, cordon off or put signs where
the public may frequent and whom men working overhead or by falling tools or
debris may injure.
8.3 Where the Contractor encounters material that is considered "unsafe" for handling,
then the Contractor shall notify the Company and the materials shall be handled in
accordance with the Company's requirements. These shall include but not limited to
chemicals, process by products and oils.
9.1 The Company will provide free-of-charge all water and electricity required for
execution of the works. The Contractor shall take all necessary steps to prevent the
abuse of this privilege and to economise the use of water and electricity and ensure
that all rules and regulations applicable to the use are strictly complied with by his
personnel.
9.2 The Contractor shall take all measures to ensure the use of water saving devices and
equipment in carrying out the works. The Company shall approve these.
10. Renovation

The Company reserves the right to carry out renovation work to any part of the
premises within the site during the duration of the contract. The Contractor may not
claim for additional charges, cost and expenses arising therefrom.
The Contractor's site manager / supervisors and the Company Representative shall
carry out regular inspection of the premises to ensure that the premises are properly
cleaned and maintained.
An approved job card shall be used by the Contractor for recording the cleaning to all
toilets, cleaning tasks and provision of sanitary sundries shall be maintained and
displayed in all toilets. The Contractor’s site supervisor shall carry out daily routine
check and sign on the job card upon completion of works.
The Contractor shall ensure that they will leave no stagnant water for mosquito
breeding.
14. Pricing
All prices/rates are deemed to include for the Contractor’s overheads, profit and
preliminaries. Preliminaries shall be taken to include but not limited to the
following:-
c. Communications on site.
d. Maintenance of equipment.
g. Water provision.
j. Maintain and keep all work areas allocated in clean and tidy manner.

ESTATE MANAGEMENT SERVICES
1. Scope of Work
1.1.1 The Contractor shall provide sufficient garbage trucks, a refuse compactor,
drivers and personnel to carry out the work, all to the approval and satisfaction of
the Company.
c. Disposal of all the refuse and waste materials to the designated dumping
ground.
1.1.4 The Contractor shall be responsible for the collection and disposal of refuse and
maintenance (inclusive of any repair) from the Shell supplied garbage containers
that are strategically located. The Contractor shall note with care the number of
garbage containers supplied by the Company.
1.1.5 The Contractor shall provide an Excavator and qualified operator to break and
compact rubbish in the open containers at the Kechil Refuse Dumping Yard. The
operator shall keep the surroundings of the dumping area clean.
1.1.6 The Contractor shall be responsible for the daily maintenance and operation of
the Company’s Refuse Dumping Yard. He shall ensure that the waste materials
are disposed into proper skip containers for wood, non-incinerable and domestic
refuse. The compound within the dumping yard must be washed, swept and kept
clean at all times to prevent breeding of insects, houseflies and mosquitoes. After
the end of the day's work, the Contractor must padlock the yard from
unauthorised dumping.
1.1.7 The work shall not be limited to removal of domestic rubbish but shall include
other rubbish as required by the Company.
1.1.8 When the Contractor encounters material that is considered "unsafe" for
handling, then the Contractor shall notify the Company and the materials shall be
handled in accordance with the Company's requirements. These shall include but
not limited to chemicals, process by products and oils.
1.1.9 All collection points shall be left free of rubbish and debris. The Contractor shall
provide necessary manpower and equipment, tools to "sweep clean" all locations.

1.1.10 The walls and floors of refuse bin centres and rubbish chutes in the flats
including the surrounding areas shall be thoroughly scrubbed and washed once a
day with water and approved chemical solution once immediately after the day's
refuse collection has been effected.
All bulk bins must be washed immediately if washing area is available after their
contents have been cleared.
1.1.11 The Contractor shall provide and maintain all necessary temporary access to the
collection points and dumping areas. These shall be to the explicit approval of
the Company and shall be made good upon completion of the Contract.
1.1.12 Compaction works shall not be allowed at the point of collection. All collection
materials shall be compacted at the point of disposal.
a. Sufficient manpower for the works including drivers for mechanical road
sweeper and lorry.
1.2.2 To perform a daily Area Housekeeping and Road Sweeping Service. Prior to
commencement of work the Contractor shall submit a detailed programme and
method statement for approval by the Company.
1.2.3 The Area Housekeeping and Road Sweeping Service will include :-
a. Combing of tank farm areas, pipe tracks, oil traps/CPIs to collect rubbish
packed in plastic bags contained in proper bins.

1.2.4 Provide sweeping and cleaning services to all unenclosed open areas at these
locations:-
g. Islanders Jetty, Pavillon Old Kelong, car parks and the sidewalks.
1.2.5 The work shall not be limited to removal of domestic rubbish but shall include
other industrial waste as required by the Company.
1.2.6 The Contractor shall ensure that all works carried out in "populated" or
"inhabited" areas shall be planned and organised to ensure minimum nuisance.
These shall include public areas like the ferry terminal, Rasa Bukom and office
areas.
1.3.1 The Contractor shall provide labour, material & equipment to flush underground
drains at Main Office carpark area twice weekly with hydrant water to prevent
mosquitoes breeding. The Contractor shall also ensure proper housekeeping is
done after completion of flushing.
1.3.2 The flushing can be only done on after 1700hr on weekdays or Saturdays so as to
avoid heavy traffic during weekdays.
1.4.1 The Contractor shall supply labour, tools & material to manage the dumping at
Kechil Dump Yard. The Contractor has to maintain a record of any disposal from
others in Bukom. Should there be a need to increase the disposal haulages, the
Contractor shall make the necessary arrangements to avoid rubbish overflow.
1.4.2 The Contractor shall be responsible for the daily maintenance and operation of
the Company’s Refuse Dumping Yard. He shall ensure that the waste materials
are disposed into proper skip containers for wood, non-incinerable and domestic

refuse. The compound within the dumping yard must be washed, swept and kept

1.4.4 Working hours shall be Monday to Saturday, 0800 – 1700. Public Holidays are
excluded.
2. Schedule of work
2.1 In Appendix C, it shows the list of schedules that the Contractor must, as a
minimum, abide to.
3.1 On a weekly basis, the Contractor’s Operations Manager (OM) must conduct
inspection on the cleaning services provided base on the Cleaning Quality
Benchmarks set. The OM will assess the service level by completing the
‘Cleaning Inspection Form’ (See Appendix D) and duly file them according to
the month the inspection takes place.
3.2 On a monthly basis, the Bukom Estates Manager (DMA1678) will conduct an
inspection, together with the Contractor’s OM, and complete the ‘Cleaning
Inspection Form’. Both will discuss and decide on the score of each inspection
conducted. The Contractor will record this score and file the form according to
the month the inspection takes place. This score will be measured against the
yearly target established in the Contractor’s Key Performance Indicator (KPI)
Incentive Scheme.
3.3 The Contractor must provide a monthly report on the cleaning performance to the
Bukom Estates manager.

B) GRASS-CUTTING AND MAINTENANCE SERVICES
Refer to Drawing : Bukom - Grass Cutting Areas (attached)
1. Scope of Work
1.1 The Contractor shall carry out, but not limited to the following works:-
a. To cut all grass areas including tank farms, impounding basins, bund walls,
pipe tracks, compounds to an accepted length on a regular basis. The stock of
blade of the grass after each cutting shall not stand higher that 25 mm above
ground level. Grass height shall not grow at any time exceeding 125 mm.
b. To cut and remove all grass, wild vegetations including clearing and removal
of debris in areas outside the perimeter/boundary fencings to the 3 islands.
After every cut to spray with weed / grass killers.
c. After every cut, to spray with weed / grass killer in tank farms, impounding
basins, bund walls, pipe tracks and in areas where grass is not allowed to
grow as and when requested by the Company.
d. To scrape grass and spray with weed / grass killer in tank farm, impounding
basin areas using mini-excavator as and when necessary or as directed by the
Company. Grass shall be close cut as short as possible following the general
contours of the ground. The stock of blade of the grass after each cutting
shall not stand higher than 25 mm above ground level.
e. To feed planting media like topsoil, sludge and compost to turfed areas to
ensure it stays green and healthy.
g. To remove and dispose all nylon cutting strings and grass cuttings
immediately after each cutting.
1.2 In the Bukom Club, the Contractor shall manually remove all weeds and
undesirable vegetation growing in the turf areas before commencing grass-cutting
work.
1.3 All cut grass, cuttings together with trimmings, loose stones, rubbish, road
materials and objects left behind shall be collected and cleared from the site and
disposed off expeditiously to the approved dumping grounds so as not to cause
any nuisance or give rise to any complaints.
1.4 The Contractor shall carry out all necessary repair and make good any damage
caused to park/traffic/street furniture, etc. and plants at his expense.
2.1 The Contractor shall be responsible to take every safety precaution to eliminate
danger to his workmen, the general public and properties of the Company.

2.2 Rotary blade grass-cutting machine shall not be used. All grass-cutting machines
used shall be installed with suitable protective guards of approved materials to
eliminate splinters and flung-off objects. Under no circumstances shall the
protective guards be removed from grass-cutting machines in operation. Hand-
held or wheeled grass-cutting machines shall not be used or operated without
approved guards or with inadequate, damaged or wrongly/poorly-fitted guards.
The Company reserves the right to direct the immediate removal of such unsafe
machines from worksites. The contractor shall not be absolved of his liability to
pay damages for any delay in the completion of work in consequences of the
removal of machines.
Contractor to look for safer alternative if current grasscutting machine posed risk
of frequent projectile by stone during process of cutting, at no additional cost to
the company.
2.3 The Contractor shall at all times ensure that his workmen wear approved safety
boots, goggles and reflective safety vests of a conspicuous colour whenever they
are operating grass-cutting machines.
A. In addition, he shall ensure that each of his workmen carry on their person, a
warning sign of design to be approved by the Company when carrying or using
hand-held grass-cutting machines. Any workman found not complying with such
requirements will be directed to leave the worksite by the Company.
2.5 Danger Warning signs of design to be approved by the Company shall be placed
in the vicinity of grass-cutting work to warn road users of such activity in
progress.
3. Schedule of work

4.1 On a weekly basis, the Contractor’s Facility Manager (OM) must conduct
inspection on the grass cutting services provided base on the Grass Cutting
Quality Benchmarks set. The OM will assess the service level by completing the
‘Grass Cutting Quality Assessment Form’ (See Appendix D) and duly file them
according to the month the inspection takes place.
4.2 On a monthly basis, the Bukom Estates Manager (DMA1678) will conduct an
inspection, together with the Contractor’s OM, and complete the ‘Grass Cutting
Quality Assessment Form’. Both will discuss and decide on the score of each
inspection conducted. The Contractor will record this score and file the form
according to the month the inspection takes place. This score will be measured
against the yearly target established in the Contractor’s Key Performance
Indicator (KPI) Incentive Scheme.
4.3 The Contractor must provide a monthly report on the service performance to the
Bukom Estates manager.

C) MAINTENANCE & OPERATION OF SEWERAGE TREATMENT
FACILITIES
Refer to Drawing : Bukom - Sewerage Master Plan (attached)
1. Scope of Work
a. Sufficient manpower, tools and equipment to carry out the following scope
of work for two (2) units of sewerage treatment plants located at the Flare
Area, and TFC and the attendant pumping stations (presently 21 in number)
and Two (2) grease traps including one (1) at Rasa Bukom and one (1) at
Bukom Club.
b. To perform daily the following Scope of Work including but not necessarily
be restricted to : -
i. Use rake to remove solids, rags, and other materials caught by the screen
to prevent clogging in all pumping stations.
ii. Remove solids, rags, etc. in the inlet chamber, flow control, float
clarification tank.
v. Check the operation of the drive motor, air blowers and top up
lubricating oil to air blowers to ensure that the system is in good working
order.
vi. Regulate the sludge return valve in a manner that no scum overflows into
the effluent channel.
vii. Keep the treatment plant areas and the pumping stations clean and tidy.
i. Release the sluice valve to drain off sludge into the drying bed.
ii. Remove sludge from drying bed to the nursery to be used as fertilizer
(after a period of drying).

within the site. Obtain replacement (as supplied by the Company) and
reinstall.
d. The Contractor shall provide (within this scope of work) a Gully Sucker for
the removal of sludge from pumping stations and sump pits as and when
required. Any overtime involved is at the Contractor’s own cost.
2. Schedule
2.1 In Appendix C, it shows the list of schedules that the Contractor must, as a
minimum, abide to.
3.1 On a weekly basis, the Contractor’s Operation Manager (OM) must conduct
inspection on the sewerage maintenance services provided. The OM will assess
the service level by completing the ‘Sewerage Maintenance Service Report’ (See
Appendix D) and duly file them according to the month the inspection takes
place.
3.2 On a monthly basis, the Bukom Estates Manager (DMA1678) will conduct an
inspection, together with the Contractor’s OM, and complete the ‘Sewerage
Maintenance Service Report’. The Contractor must provide a monthly report on
the service performance to the Bukom Estates manager, highlighting any
slowdown or potential slowdown on service provided.

D) GARDEN MAINTENANCE
1. Scope of Work
1.1 The Contractor shall carry out, but not limited to the following works :-
a. Watering plants and shrubs, feeding plants with fertilizers as and when
required and general plant care.
f. Maintain all landscapes and gardens in Timor & Kechil areas including
Bukom Club, Rasa Bukom (including terrace garden), Kechil Office, Kechil
Transport Workshop & store, as required by the Company.
g. Debris removal and Grass Cutting outside Fencing area. Monitor and
remove debris and remove/cut the grass weekly,.
1.2 The Contractor shall carry out replacement of all plant materials of similar height
to the plants on site after planting, that are determined by the Company as dead,
dying, damaged, defective due to negligence or of natural causes or deemed to be
unsatisfactory or found wrongly located at his expenses.
1.3 All decisions made by the Company with regards to the type, quality, conditions
of the plant materials and the standards of planting and maintenance are final and
not-contestable.
1.4 Minimum maintenance works required for plants, fruit trees, ornamental trees,
palms, shrubs, ground covers, etc. include :-

The Company reserves the rights to apply other horticultural works other than those listed
above.
1.5 Watering
1.5.2 The Contractor shall replace any plants or whatsoever found dying, unable to
grow in the best normal condition, damaged due to the negligence of the
Contractor or his workmen during watering or failure by his workmen to water
them regularly, at his own cost.
1.6 Forking
Forking shall be done from time to time. Only garden dorks or hoes approved by
the Company shall be used to fork the soil in planting
1.7 Weeding
1.7.1 All other plants when determined as undesirable within the aeration area or
landscaped area as specified by the company would be considered as weeds.
1.7.2 Care must be taken to avoid damaging the plant or its roots during weeding,
chemical or manual. Any sapling or whatsoever related to, found damaged or
dead during the process of forking/weeding due to the negligence of the
Contractor or his workmen shall be replaced by the Contractor at his own
expense.
1.8.1 When the surrounding ground around the tree base up to the distance of 2 metre
is waterlogged, the Contractor shall construct drains in the manner approved by
the Company for draining away the excess water. Other measures such as
forking, loosening of soil to be approved by the Company shall be carried out in
the waterlogged areas to improve on the drainage.
1.8.2 The Contractor shall cover all exposed root systems with topsoil of approved
quality to the satisfaction of the Company.
The Contractor shall incorporate mulch of approved vegetative materials into the
mulching of fruit trees and other plant materials planted. The depth of the mulch

shall be maintained at 0.1 m thick. All broken ground netting shall be repaired
and replaced. The incorporation of mulch and replacement of ground netting
shall be carried out during the entire maintenance period.
1.10.1 The Contractor shall water all trees, palms, shrubs ground cover, rooted shoots,
herbaceous plants and other planting areas as often as necessary to keep the
ground moist all around and to the full depth of the roots of the plants to a
minimum depth of saturation of :
1.10.2 Changing and adjusting of stakes/ties shall be carried out to ensure that the trees
and shrubs are firmly held in the ground. If required, guy ropes or tree pits shall
be adjusted, tightened or loosened. If tree ties or ropes are rubbing the bark of the
trees, the ties are to be taken off and retired. Any damaged branches are to be
carefully pruned and the wounds sealed.
1.10.3 All shrubs and ground covers are to be pruned as and when required to promote
bushy growth and good flowing characteristics. The shrubs shall be checked and
all dead wood, broken, damaged or crossed branches shall be cut back,
depending on species. Pruning and removal of branches is to be carried out using
sharp clean implements to give a clean sloping cut with one flat face. Ragged
edges of bark or wood are to be trimmed with a sharp knife.
a. Pruning is to be done with the cut just above and sloping away from an
outward facing healthy bud.
1.11 Manuring
a. The fertilizer shall be applied in a band around the trees. Prior to fertilizing,
the soil around the trees shall be forked so as to allow the fertilizer to settle
round the soil. When applying, the fertilizer shall not be allowed to fall on
the leaves of the trees.

1.11.2 The Contractor shall supply all fertilizer of approved type. All fertilizer brought
to site must be applied on that very day. Unused fertilizer shall not be allowed to
remain in the field overnight.

1.12 Contractor to seek professional help or hire trained gardener , at no additional cost to

1.12 Other Horticultural Works
The Contractor shall at his own expense carry out all required and necessary
horticultural works to enable the trees to grow healthily as directed by the
Company, as an when the situation warrants.
1.13.1 The Contractor shall maintain the landscape works for a period of two (2)
months after the date certified by the Company that the work has been
satisfactorily completed.
1.13.2 The Contractor shall keep the landscaped areas clean and tidy at all times and
dispose of all waste materials arising from the cleaning.
1. Scope of Work
1.1 The Contractor shall at his own expense and equipment undertake to spray the
ornamental trees and fruit trees (hereafter collectively called the trees) against
pest/disease attacks with chemicals to be approved by the Company. The
concentration of spraying shall be in accordance with the specifications laid out
by the manufacturer. Wetting agent shall be added into the spraying solution. The
Company shall approve the frequency of spray and as and when the situation
warrants.
1.2 The Contractor shall respray with an approved pesticide as often as is required to
eradicate the disease or insect attack.
1.3.1 When the tree infected by diseases/pests is discovered, the Contractor shall
remove the diseased parts with sharp pruning equipment and treat all infected
areas with approved chemicals. Severely infected trees with major part
penetrated by fungal pathogen are to be eradicated by removal and burning.
1.3.2 The surrounding trees are to be similarly treated with approved chemicals. The
treatment shall carry on at recommended intervals until the diseases have been
eradicated. The Contractor shall provide all means to identify and localise the
diseased tree for field inspection and observation.
1.4.1 When the tree infected by diseases/pests is discovered the Contractor shall dig
around the tree to expose the full length of penetrated tissues on the collar and
laterals, which must be excised. Infected roots should be traced along the
planting row and severed at the border with inter-rows. The cut ends of roots and
wounds at the collar should be tarred. Severely infected trees with major part of
the collar or tap root penetrated by a fungal pathogen are eradicated by removal
and burning.
1.4.2 Before refilling the soil, the appropriate collar protector dressings should be
applied to all the collar-inspected trees whether healthy or diseased. The

protestant dressing or approved type is painted on to the collar and the upper end
of the tap root, as well as up to 20-30 cm of the basal laterals to prevent re-
infection.
1.4.3 The Contractor shall ensure that the following mentioned chemicals be kept in
his store at all times for immediate control purposes:
1.4.4 The Contractor shall obtain his own poison spraying license and shall strictly
comply with the Poison Act (1970) and other regulations stipulated by the
Primary Production Department and other Government Bodies.
1.5.1 In the event that the trees are not growing healthily due to diseased/pest attack
and or other unforeseen causes and see beyond any control and cure, the
Contractor shall remove the trees including soil treatment and dispose the
affected trees hygienically to the satisfaction of the Company.
1.5.2 At the direction of the Company the Contractor shall at his own cost replace the
affected trees.
1.5.3 All works of the whole process of planting and replacement work shall include
excavation, planting, watering, plant materials and all other necessary works to
the satisfaction of the Company.
The Contractor shall compensate the Company for the value of the tree due to
negligence and/or non-compliance with the conditions contained in the
specifications. The Company shall have the right to deduct such compensation
from any payments due to the Contractor under the contract. The cause of
negligence as determined by the Company is final and shall not be contestable.

D2) TREE CUTTING / PRUNING
1. Scope of Work
1.1 The Contractor shall provide at his expense, all necessary approved resources,
labour, machinery, equipment, transportation, etc to cut and prune trees as
directed by the Company. No claims for extras would be entertained on grounds
of difficulty encountered during pruning. The Contractor is to carry out pruning
to the satisfaction of the Company.
1.2 The Contractor shall carry out, but not limited to the following works:-
1.3 Cutting down and removal of trees would include trees with buttress and/or aerial
roots and all roots protruding above ground.
1.4 Trees to be cut down without grubbing up roots are to be flushed to the ground.
1.5 All pruned branches, open wounds exceeding 3 cm in diameter shall be treated
with approved tree-dressing to the satisfaction of the Company.
1.6 Trees with 100% of the foliage removed are considered as pollarding.
1.7 Measurement of trees for pruning should be according to the height of final cut.
The Company shall decide the exact crown size category of the tree on site.
1.8 The Contractor shall prune all branches that are overhanging the roads and
obstructing traffic and are causing danger to people and properties. The
Contractor shall cut and prune back all branches or whole of the trees that are
dead by whatever causes. All cut vegetative materials including branches shall be
removed off site. All pruned ends shall be clean cut and painted with approved
tree wound dressing.
1.9 Any voids in grounds due to removal of trees must be reinstated with approved
materials from Contractor’s own sources to match existing ground.
D3) TURFING
1. Scope of Work
1.1.1 The Contractor shall provide all necessary approved resources, labour,
equipment, machinery, transportation to carry out turfing, all general ground
preparation, etc. all as directed by the Company.
1.1.2 The Contractor may be required to excavate, load, transport and spread topsoil,
soil mixture, earth from the Company’s sources and he shall comply. In such

cases, the Contractor shall not be held responsible for the quality of such unless
clay, rubbish, roots, etc. has been introduced into such, due to careless or
excessively deep excavation by the Contractor, thereafter the unsuitable topsoil,
etc. shall be replaced at the Contractor’s own expense.
1.1.3 All turves supplied by the Contractor shall be healthy and vigorous stock of
approved type and quality. The grass or turf shall be cut square and approx. 0.3
m x 0.3 m (0.09 sq. metre) in area, and be 50 mm in thickness. All turf supplied
should be free from weeds especially mimosa, lallang.
1.1.4 Turves shall be laid abutting unless otherwise directed, with no appreciable
spaces between adjoining turfs. Each sod shall be properly pegged down to
prevent movement or displacement of any kind and the turf shall thereafter be
tamped down and rolled (except on slopes) with suitable hand roller. A thin layer
of soil mixture, topsoil should be applied on the turf unless otherwise directed,
before tamping or rolling. The turfing shall on completion present a uniform and
regular appearance.
1.2.1 The Contractor shall carry out weeding of all noxious weeds and other
undesirable outgrowths dead to the roots by manual means without application of
herbicide. Any turf that fails to establish due to whatever cause shall be replaced
by the Contractor at his own cost.
1.2.2 On establishment of six (6) weeks after planting, whichever is earlier, grass-
cutting shall be carried out at the rate of once every two (2) weeks or at higher
frequency directed by the Company throughout the entire maintenance period.
The cut turf shall not be more than 20 mm above ground level. All grass-
clippings obtained from the cutting shall be evenly-spread over the turf.
1.2.3 In the event that the turf have shown brownish-red colouration on the leaf blades
of turf, the Contractor shall under the direction of the Company apply compound
fertilizer of nutrient 15 : 15 : 15 over the turfed area at the rate of 500 gm per
square metre.
1.2.4 Application of fertilizer shall not be carried out during hot and dry weather. The
entire maintenance period shall be 3 months from date of completion of planting.
1.2.5 The Contractor shall at his own cost carry out spreading of dried sludge powder
over the turf areas to boost the growth of the grasses at the direction of the
Company.
1.2.6 The edges of all sides’ tables and other grassed areas adjacent to road carriage
ways, fences, drains, etc., shall be cut back to proper line and shall be thereafter
trimmed and left in a neat and tidy condition. The work shall be carried out at the
time of actual grass-cutting of the area in question. All cut grass, together with
trimmings, much and all other surplus rubbish from drains and cut and cleared
areas, shall be collected and removed from the sites by the Contractor before he
reports to the Company. Such material shall thereafter be disposed of by the
Contractor so as not to cause any nuisance or damage to persons or property. No
burning of any rubbish or grass whatsoever will be permitted within the
worksites. All unwanted materials to be cleared off site shall be disposed off at
Contractor's own cost and own source.

1.3 Unlined Roads Drains (Mud Drains)
The Contractor may be required to clear and clean out sections of unlined road drains
in Timor area, around Kechil workshop, warehouse, office and store. Such drains shall be
cleared of all vegetation, silt, sand and other rubbish and shall be properly reshaped and
graded so as to ensure the free flow of water to the outlets.
D4) LANDSCAPING
1. Scope of Work
1.1.1 The Contractor shall provide all necessary resources, ie. manpower,
transportation, etc. to supply, deliver, arrange and collect from site as directed by
the Company, potted plants and landscape ornament for rental.
1.1.2 The contractor shall allow in his tendered price, damages or loss which might
occur to the potted plants and landscape ornament supplied, prior, during and
after the rental period.
1.1.3 The Contractor shall bear all cost to change or replace any plants and landscape
ornament supplied which are damaged, loss or rejected. Any plant and landscape
ornament supplied which is of poor standard shall be rejected.
1.1.4 All decisions made by the Company with regards to the condition and the types
of plants supplied would be final and incontestable.
1.1.5 The Contractor shall allow in his cost, for all necessary resources, manpower,
transportation, equipment, etc. to be used to arrange the plants and landscape
ornament supplied as according to the directions of the Company.
1.1.6 The period of delivery, arrangement and collection of potted plants and
landscape ornament shall be one (1) day.
1.1.8 The Contractor when installing landscape ornament shall make good any defects
to the satisfaction of the Company and shall not claim for any cost incurred. The
Company's decision is final.
1.1.9 The Contractor shall bear all cost to provide all necessary resources to ensure
that all plants and landscape ornament supplied are well-watered and cleaned
prior to delivery to site and shall be liable to maintain the plants and landscape
ornament supplied during the rental period.

1.1.10 The Contractor shall provide all necessary resources to protect the site as
directed by the Company from damage and to make good all damages and to
ensure cleanliness of site upon collection of plants after the rental period.
On proper completion of each item of work, the Contractor shall officially notify
the Company or his representative immediately of such date of completion so
that an inspection of the site can be carried out to ascertain whether or not the
work has been completed in a satisfactory manner.

E) REFUSE REMOVAL
1. Scope of Work
1.1 The Contractor shall ensure that the works are carried out within the agreed and
approved time schedule and to the entire satisfaction of the Company.
2. Schedule
2.1 In Appendix C, it shows the list of schedules that the Contractor must, as a
minimum, abide to.
Rodent:-
- Set up glue board trap, cage trap, poison bait station and rodent bait to
strategic areas to capture and prevent infestation.

effectiveness.

- Monitor and check the conditions of infections.
- Oil and spray chemical to stagnant water to control lava breeding.
- Check and inspect areas where cats and dogs regularly appear and to lay
traps.

BUILDING/FACILITIES
1. Scope of Work :
1.1 The works comprise the regular cleaning and washing of offices and building,
supplying of toiletries, etc. all as described in this section.
1.2 The Contractor shall verify for himself the nature and type of floor, walls and general
construction of the areas to be cleaned and washed. He shall provide and supply all
labour, materials, tools, polishing machines and everything necessary whether
specifically described or not for the proper execution of the work undertaken at their
sole cost and the monthly payment to be paid to the Contractor is deemed to include
all such costs.
1.4 Generally, the scope of work for daily and routine cleaning service shall include but
not limited to the following:
a. daily and periodic cleaning of all the interior and exterior surfaces of the
premises;
b. daily cleaning including the provision of cleaning services in frequently used
toilets and sweeping and mopping-up in busy areas;
c. provision of daily and periodic glass cleaning services;
d. the provision for periodic cleaning of all the exterior walls and glass panels;
e. two (2) times a year shampooing of all carpeted floors and any extra shampooing
services; and waxing of all vinyl flooring;
f. refuse removal.
1.5 The cleaning services shall be effected to the buildings, offices, toilets and other
areas at Pulau Bukom as listed in Annex A.
1.6 Cleaners shall be organised in teams, each team with a team leader who shall be
responsible for and also carry out cleaning duties.
1.7 Repeat cleaning of certain areas which may become dirty during the day, including
any adhoc cleaning as directed by the Company.
1.8 Leader/Supervisors are responsible to frequent check and monitor the standard of
cleaning.
1.9 The Contractor while carrying out the above works shall comply and adhere to the
various requirements and cleaning guidelines. The Contract sum shall deem to
include all costs and expenses for inter alia, the cleaning of all occupied offices,
stores, staircases, passages, lifts, lobbies, garbage collecting centres and bins, rest
rooms, mess rooms, toilets, common areas, etc - surfaces of the walls, columns,
partitions, both sides of doors and windows including frames, furniture, telephones,
office equipment, fire extinguishers, fire hose-reel cabinets etc.
1.10 The scope of work covered by this Contract comprises the routine cleaning of the
following:-
g. Floors and staircases of cement and sand screed, clay tiles, quarry tiles, ceramic
tiles, mosaic, vinyl tiles, wood and carpet floorings, etc.

h. Mosaic, ceramic, clay, glazed tiles and painted surfaces at parapets, copings,
walls columns, partitions, etc.
m. Passenger lifts.
p. Toilets.
r. Report any faulty lights, taps, sensors, etc to its hotline for rectification
s. Sweep the roof top of Main Office, Marine Office and any building as indicated
by the Estate Manager to remove any dead leaves and branches to prevent them
from clogging the drain gutter at least once a week.
a. The Contractor shall supply & replace 10”/40” water filter cartridges for domestic
water filter housing monthly/fortnightly, depending on clients’ request.
b. A list of the cartridges being replaced must be provided with custodians’ signature
for verification. Any request for additional replacement will require Estate
Manager’s (DMA1678) approval. The water filter housing is charged separately.
c. The given rate shall only be used for monthly replacement. Any additional adhoc
replacement shall use a separate rate.
d. If there is any increase in the material rates, the Contractor shall propose for any
increase with proper justification.
e. If the replacement is not done properly & cause leakage to the water filter housing,
the Contractor shall return back to redo without any additional cost.
a. The Contractor shall also supply & replace air freshener cans every one and a half
monthly.

c. Any replacement of faulty air freshener dispenser is at the Contractor’s cost. Any
new air freshener dispenser install at a new location is charged separately.
d. If there is any increase in the material rates, the Contractor shall propose for any
increase with proper justification.
a. Collect all recycling papers at designated location fortnightly. After accumulating for
some time till the Company provided containment is full, send the recycling papers to
the Shell approved recycling vendors. The Contractor is able to get reimbursement
for delivery of the waste paper to the recycling vendors.
b. The Contractor shall ensure the place for collection is in order & kept clean.
c. The Contractor shall report to the Company should there be any illegal disposal into
the recycling bins.
d. The contractor shall look into the recycling of waste in Bukom, especially drinking
cans disposed at Rasa Bukom & TA tentage area.
Arrange for cleaning of isolation room once weekly as assigned by the Company.
The room shall be in ready condition at all times.
a. The Contractor shall arrange to service the Water dispensers in various locations
at least twice yearly or more in area where supply water is known to contain
higher sediment.
c. If there is any increase in the material rates, the Contractor shall propose for any
increase with proper justification.
d. If the servicing is not done properly & cause leakage to the water dispenser, the
Contractor shall return back to redo without any additional cost.
e. Ensure sufficient water bottles and disposable cups are provided to each
dispensers. Topping up of water bottles when the bottles are empty in the water
holder. Stocks to be frequently monitor and delivered once running low.
a. The Contractor shall assist to print season coupon for any new application
(motorcycles).

Inspection Form’. Both will discuss and decide on the score of each inspection
conducted. The Contractor will record this score and file the form according to
the month the inspection takes place. This score will be measured against the
yearly target established in the Contractor’s Key Performance Indicator (KPI)
Incentive Scheme.
8.3 The Contractor must provide a monthly report on the cleaning performance to the
Bukom Estates manager.

BUKOM CLUB/FACILITIES/RASA BUKOM
1. Scope of Work :
1.1 The scope of the work/services covered in this section comprises the supply of all
expertise, sufficient supervision, labour, tools, machinery, equipment and materials
for the efficient execution and maintenance of the cleaning services for Bukom Club
at Pulau Bukom.
1.2 Generally, the scope of work for daily and routine cleaning service shall include the
following:
a. daily and periodic cleaning of all interior and exterior surfaces of the
premises.
b. daily cleaning in the club including the provision of cleaning services in the
reception area, theatrette, Shell gallery, badminton hall, gym room, dance
hall, coffee house, restaurant, swimming pool and poolside, tennis court, etc
and cleaning of toilets and sweeping and mopping-up in terraces and busy
areas.
c. 4 full time cleaners in Rasa Bukom level 1 and 2 full time cleaners at Level
2. They are to clean all areas, including fans, wall, ceiling and terrace except
kitchen in Rasa Bukom and help Estate administrator to prepare auditorium
or meeting rooms, including moving tables and chairs. Vacuum the carpet
weekly.
d. To provide labour and equipment to clean and degrease the exhaust ductings,
motor and vents in the kitchens every 6 months. Clean up the ceiling area
and external of the ductings. Cleaning frequency may increase if necessary.
e. Clean the gym daily and the gym equipment weekly. Frequency increase as
require.
f. Check and sweep all dry leaves and branches on the terrace roof and drain
gutters.
h. the provision for periodic cleaning of all the exterior walls and glass panels;
i. two (2) times a year shampooing of all carpeted floors and any extra
shampooing services; wax all vinyl flooring

common areas, etc - surfaces of the walls, columns, partitions, both sides of doors
and windows including frames, furniture, telephones, office equipment, fire
extinguishers, fire hosereel cabinets and maintenance of pump room and filtration
system for the swimming pool.
1.6 The scope of work covered by this Contract comprises the routine cleaning of the
following:-
i. Floors and staircases of cement and sand screed, clay tiles, quarry tiles, ceramic
tiles, mosaic, vinyl tiles, wood and carpet floorings, etc.
ii. Mosaic, ceramic, clay, glazed tiles and painted surfaces at parapets, copings,

iv. Vertical and Venetian Blinds.

2. Working Hours
2.2 The Contractor shall note that this is a clubhouse and no noisy work shall be allowed
on Sundays or public holidays unless specifically herein instructed by the Company.
No claims for extras or overtime shall be allowed if the works requested by the
Company are remedial works for areas not properly cleaned or maintained by the
Contractor.
3. Exclusions
3.1 The cleaning of the kitchens, serving counters, in the canteen, cafeteria are not
included in this contract.
3.2 The cleaning of the kitchen floors, kitchen walls below ten (10) feet in height and
floors behind the serving counters are the responsibilities of the Club Caterer and are
excluded from this contract.
