Employment Terms and Salary Deductions


2 You are advised to ask for a copy of your employment contract from your employer or agent before coming to Singapore. The
contract should state your salary, terms of employment such as overtime pay, as well as all deductions that may be made from your salary,
from example, for housing and food.

3 Your agent in your home country should not ask you to pay for and there should not be any deductions made from your monthly
salary for the following costs:

a) $5000 Security Bond


b) Application, renewal or cancellation of work permit
c) Foreign worker levy
d) Compulsory medical insurance for foreign workers
e) Compulsory pre-employment medical check-up
f) Compulsory training courses
g) Cost of your journey home
h) Or other costs connected or related to the employment of a foreign worker.

These are costs to be borne by your employer.

Enforcement of Agreement with Home Country Agent


4 The Singapore Government is unable to enforce any of the terms of your agreement with your home country's employment agency.
For example, if your employment is prematurely terminated, the Singapore government is unable to recover the agency fee you have already
paid to your employment agent in your home country. In the event of any dispute, you are advised to seek help from the authorities in your
home country.

Work is not Guaranteed


5 Regardless of the validity period of your work permit, your employer may terminate your employment and cancel your work permit

Obtaining Your Work Permit


6 This letter gives you permission to enter into Singapore to work. You must ensure your employer applies for your work permit
issuance within 14 days upon your arrival in Singapore. If your employer fails to do so, you will have overstayed and will be fined or
prosecuted and/or sent back home. To obtain a work permit, you must pass a compulsory medical examination upon arrival.

Conditions of Work Permit


7 You can only work in Singapore on a valid work permit. You are not allowed to work in Singapore in a social visit pass unless you
have been issued with a Temporary Work Permit. You and your employer are bound by a set of Conditions of Work Permit. If any of you
violate any of these conditions, your work permit will be revoked and you may be prosecuted and/or sent back home.

IMPORTANT INFORMATION FOR EMPLOYER

Security Bond
8 You are required to execute a Security Bond for this foreigner. The Security Bond should be backed by a security deposit of $5000
in the form of a bank / insurance guarantee valid for 26 months, made out in favour of the "Controller of Immigration, Singapore". The Security
Bond must be transmitted successfully 5 working days before the foreigner arrives in Singapore. Otherwise, the foreigner will be refused
entry and the cost of custody / care and repatriation will be recovered from the employer. (Please read the overleaf for important information
on the Security Bond).

Medical Insurance
9 You are required to purchase and maintain Medical Insurance for your foreign worker's inpatient care and day surgery. For medical
insurance policies taken up or renewed on or after 1 Jul 2024, the insurance coverage must be at least S$15,000 per year per foreign worker.
You have to update the company's insurance details using the "Medical Insurance Function" via WP Online.

Temporary Permit
10 This In-Principle Approval letter serves as the temporary permit to allow this foreigner to start work on the day after his / her arrival
in Singapore, pending the submission of documents for verification.
Foreign Worker Levy
11 You are required to pay a levy of $310.00 per month from the commencement date of the temporary permit or work permit of this
foreigner, whichever is earlier. If he / she is employed for part of a month, the levy is payable at the rate of $11.00 a day.

12 You are advised to pay the Foreign Worker Levy promptly at all times. If you fail to do so, your worker's Work Permit will be revoked
by the Controller of Work Passes.
Medical Examination
13 This foreigner is required to be medically examined by a Singapore registered medical practitioner before you apply for a work
permit to be issued to him / her.
Procedures for Verification of Documents
14 You need to apply for the issuance of work permit via WP Online within 14 days of the foreigner's arrival in Singapore. Otherwise,
the foreigner would have overstayed in Singapore and is liable to be fined/prosecuted. This in-principle approval will also be revoked.
Entry Visa
15 The Controller of Immigration has approved a Single-Journey Entry Visa for this foreigner. He / She will be issued with a Visit Pass
and the Visa when he / she collects the work permit card.

Safety Orientation Course (SOC)


16 The foreigner must take the SOC within 14 days of his arrival. You should register him for the course once the date of his arrival
has been confirmed. If the foreigner already has a SOC certificate, it must be valid for at least 1 month from the date the work permit is
issued.For more information on SOC, please visit "Workplace Safety & Health(WSH)" at MOM website athttp://www.mom.gov.sg.
Work Injury Compensation Insurance (WICI)
17 Please furnish the WICI details for this worker when you apply online for the issuance of the work permit.
Conditions of Work Permit
18 The employer and foreigner must abide by the Conditions of Work Permit (please see www.mom.gov.sg). Breach of the Conditions
may result in the revocation of the work permit. The employer may also be prosecuted and barred from future work permit applications.

IMPORTANT NOTES
Security Bond / $5,000 Security Deposit
A Security Bond / Deposit is required if the foreign worker you are employing is a non-Malaysian.

If a security bond is required: -


You have to complete the security bond form and furnish a security deposit of $5,000 in banker's / insurance guarantee. Please note
the following points when you furnish the banker's / insurance guarantee:

a) If this foreigner is arriving from overseas, the effective date of the Guarantee must be on or before the date of his / her
arrival in Singapore. It must be successfully transmitted by your bank / insurance company to the Work Pass Division
(WPD) at least 5 working days before his / her arrival in Singapore.
b) If this foreigner is already in Singapore, the effective date of the Guarantee must be on or before the date you apply for
the issuance of a work permit. Likewise, the Guarantee must have been transmitted successfully by your bank / insurance
company to the Work Pass Division (WPD) before you apply for the issuance of a work permit.

You may check if the security bond has been transmitted successfully via the WP Online service (click under ‘Enquire > Security Bond
Status’). You may do so after the lapse of 1 working day from the transmission by your bank / insurance company. If the foreigner is
arriving from overseas, you may print the Guarantee Acknowledgement Letter via WP Online for Immigration clearance.

Issuance Of New Work Permit

Before applying for the issuance of work permit, please ensure that the worker's original passport / travel document is valid for at least
7 months or worker's Special Pass is valid.
You can apply for the issuance of work permit electronically via WP Online (WPOL). To access WPOL, you need to have a WPOL
account and a SINGPASS [known as Singapore Personal Access] which is required for transactions on the Government’s eServices.
For more information on WPOL registration and SINGPASS application, please visit “Services & Forms” at the MOM’s website at http://
www.mom.gov.sg and the eCitizen’s website at http://www.eCitizen.gov.sg respectively. Alternatively, you may also enlist the services
of a licensed Employment Agency who is a registered WPOL user. However, Employment Agencies are not allowed to perform any
training work permit transactions on behalf of employer.
To apply for the issuance of work permit via WP Online, select [Issue Work Permit] from the side menu. After you have submitted the
application to WPD, you will be informed via WP Online the outcome of your application on the same working day. However,
applications submitted on or after 8pm (Mondays to Fridays) and on or after 2pm (Saturdays) will be considered as submitted on the
next working day. This service is not available on Sundays and Public Holidays.
Notification Letter
If your application is successful, you can print the Notification Letter via WP Online. Besides the documents indicated in this In-Principle
Approval (IPA) letter, other documents required to be submitted to the Work Pass Services Centre (WPSC) for work permit card
collection are listed in the notification letter. The Notification Letter may be used as a Temporary Work Permit for the foreign worker
pending the collection of the work permit card.
Photo Imaging and Finger Printing
This letter will also indicate whether the foreign worker is required to report to WPSC for registration of his / her photo image /
fingerprint.
a) If the foreign worker is required to go for photo imaging / fingerprinting, he / she has to do so in person at WPSC at
Tanjong Pagar Complex, 7 Keppel Road, #02-27/29, Singapore 089503 within 7 calendar days of the date of the
notification letter. The work permit card will be ready for collection at the WPSC 4 working days later.

b) If the foreign worker is not required to go for photo imaging and fingerprinting, the work permit card can be collected from
WPSC 4 working days after the notification letter is issued.
Change of Employer for Non-Malaysian Workers
Please ensure that you have already obtained a written consent from the current employer to transfer the foreign worker to you.
You are advised to apply for the issuance of the work permit via WP Online on the scheduled collection date stated on the In-Principle
Approval Letter. However, WPD will still allow the application to be made before or after the scheduled collection date as long as the
foreign worker's existing work permit is still valid and if both the current and prospective employer have agreed mutually in writing on
the new collection date. Please note that the current employer is required to pay the Foreign Worker Levy until the day before the Work
Permit is issued to the foreign worker to work for you.
