Southeast Asia also faces the looming threat of sea-level rise, which has been exacerbated
by man-made greenhouse gas emissions, climate change, warming waters, heavy rainfall,
and accelerated melting of ice in the Arctic and Antarctica. The West Antarctic ice sheet, in
particular, is collapsing sooner and faster than predicted.
Additionally, the rapid urbanization and industrialisation in the region have contributed to
escalating greenhouse gas emissions. In light of these pressing environmental concerns,
the need for a collaborative and inclusive approach to climate change mitigation and
adaptation in Southeast Asia has never been more critical.
By the end of this decade, Southeast Asia’s population is expected to grow by a staggering
35 million people. Its combined GDP is expected to grow to C$6.3 trillion by 2030. Based on
these two factors, the region’s energy demand could increase by as much as 60% by 2040.
The immediate challenge for policymakers in Southeast Asia as they look to the region’s
looming power needs is ensuring accessibility and affordability while still meeting net-zero
targets and halting biodiversity loss.
To respond to the urgency of the situation and as Malaysia prepares to lead ASEAN in 2025,
the ASEAN Parliamentarians for Human Rights (APHR), the Parliament of Malaysia, the

Ministry of Natural Resources and Environmental Sustainability (NRES) and the National
Water Services Commission (SPAN) are organizing a regional conference in Kuala Lumpur,
Malaysia on the 12th and 13th of July 2024.
OBJECTIVES
The conference aims to mobilize parliamentarians from across Southeast Asia to discuss
the complex and multifaceted issues posed by climate change in the region and ultimately
to take action in order to address the worrying impact to the environment, the people, and
economy.
The Conference will also involve stakeholders, experts, members of civil society
organizations from diverse backgrounds and disciplines across the region. Facilitating
knowledge exchange and sharing best practices, the conference endeavors to promote
sustainable solutions and climate-resilient strategies that can safeguard communities,
ecosystems, and economies in the face of climate uncertainty.

serve.
