APPLICATION FOR PROGRAM APPROVAL OF BOCES FACILITY PROJECT
Instructions: This application should be completed and submitted to the Office of Facilities
Planning for each facility proposal which affects use of space. See BOCES Handbook IV, pages
11 - 15 for directions.

Program Approval Information:
In accordance with CR 155.l, provide the information and documentation indicated in items A-E
demonstrating the need for acquisition/construction of a BOCES owned, contracted or newly
leased building, including manufactured buildings.
For Items ‘A’ through ‘E’ below, please provide a detailed explanation of the proposed
project.
A.
LOCATION. Provide documentation including a map that indicates the location of the
proposed facility is satisfactory for serving the participating districts. Include information as
to how convenient the location of the proposed BOCES facility project is to the majority of
the districts in the region.
B.
STUDENT POPULATION. Provide age range/grade levels of students to be served and
documentation that there is sufficient need for the building project based on current and
projected student population (5 years - elementary, 10 years - secondary). Indicate
specific student program/service delivery models (special class ratios and full/half-day
program), related services to be provided at the proposed site, and profile of students to
be served including anticipated graduation/exiting credentials. Additionally, indicate where
students are currently being served prior to this new facility. (Please also complete the
chart on page 6 of this document.)
C.
OVERALL BUILDING PLANS. Provide documentation that the proposed building project
is consistent with plans for construction for all BOCES programs planned for the next ten
years. Include information as to how the proposed space in the BOCES facility project
meets the needs of the students. (Building plans should indicate the location, special
class ratio, specific usage and square footage of the proposed special education
programs and services to be located in the BOCES facility project.)
D.
LEAST RESTRICTIVE ENVIRONMENT. Provide documentation that the proposed
building project meets least restrictive environment (LRE) requirements if the project
proposes usages for instruction of students with disabilities. Specifically, include
information as to:
how the physical space in the BOCES facility will provide for the education of
students with disabilities to the maximum extent appropriate in an integrated site
with other students who do not have disabilities; and
how the space in the BOCES facility project allows for students with disabilities to
have appropriate access to participate and progress in the general education
curriculum.
In the event that the BOCES is seeking to lease, construct or renovate space in a
segregated setting, the BOCES must provide:
documentation of efforts to locate these students in an integrated site to minimally
include outreach to all component school districts; or

documentation that the nature or severity of the students’ disabilities is such that
they cannot benefit from instruction in an integrated site.
E.
EDUCATION AGENCY COOPERATION.
Provide documentation that there has been participation in program planning by
community colleges and/or other local public agencies to avoid unnecessary duplication.
